General questions 1. the European economic area financial instruments in 2009-2014 period, "the NGO Fund" (hereinafter referred to as the program) the subprogrammes ' activities of non-governmental organizations support program "(sub) project submission open competition rules the evaluation criteria and requirements of the project, the applicant, as well as for the implementation of the subprogramme. 2. the non-governmental organization within the meaning of these provisions are established in the Republic of Latvia society or Foundation or registered in another country in a public organization, which meets the following requirements: 2.1. it is a non-profit organization which has been established to achieve the objectives laid down in the statutes, which are not profit-oriented, and the nature of the profit gained from the society and the Foundation of the economic activity carried out, not distributed among members of the Association or foundation the founding members; 2.2. it is a voluntary association of persons which is founded on a voluntary basis, and it operates on a voluntary basis by natural or legal persons; 2.3. its not working only your interests or your membership in commercial or professional interests, its objective is to work more for the public good, addressing issues related to certain population groups or all public welfare; 2.4. legal person acting in accordance with the Statute approved by the founder; 2.5. it is defined in the organizational structure and governing bodies created, its members, founders or financiers are given activity report; 2.6 it is independent of public authorities, political parties or commercial organisations. 3. the Subprogramme objective is to strengthen civil society in Latvia and to support the activities of non-governmental organizations that rule referred to in paragraph 4, the subprogramme areas of support of non-governmental organizations, strengthening the institutional and human resources capacity and providing financial support for the regular and long-term participation of non-governmental organizations in policy making and decision making process. 4. Sub areas of support are: 4.1 democracy and participatory democracy; 4.2. human rights, including ethnic, religious, linguistic, sexual minority rights; 4.3. good governance and openness; 4.4. racism, xenophobia and discrimination controls; 4.5. gender equality and gender-based violence reduction; 4.6. environment and sustainable development. 5. Subprogramme contribute to the following horizontal priorities: 5.1 good governance; 5.2. the environmental action; 5.3. economic sustainability; 5.4. social sustainability; 5.5. gender equality. 6. the Subprogramme's direct target group: non-governmental organizations and their members, including members, staff and volunteers, as well as the different population groups. 7. in the framework of planned Subprogramme to achieve such results: 7.1 number of non-governmental organisations whose activities are focused on the Organization's sustainable development at local, regional or national level, increased by 24 units (the base value for the 2012-2016, the target 42-66); 7.2. the number of non-governmental organizations, which are involved in policy development and decision-making processes at local, regional or national level, increased by eight units (the base value for the 2012-2016 goal 28-36); 7.3. create or expand five non-governmental organizations coalition or collaboration platform that operates at the local, regional, national or international level (baseline-0 in 2012, 2016, the objective 5); 7.4. non-governmental organizations involved in the operation of the new players-2558 members or volunteers (the base value for the 2012-2016 1442, goal-4000). 8. Subprogramme within the planned achievement of the following results: 8.1 implement at least 11 non-governmental organizations operating programs at the local level (the base value for the 2012-2016, a goal 21-32); 8.2. implemented at least 15 non-governmental organizations operating programs at regional or national level (the base value for the 2012-2016, a goal 19-34); 8.3. the non-governmental organizations and public authorities the number of consultations at the local level increased by 30 units (the base value for the 2012-2016, the target of 80-110); 8.4. non-governmental organizations and public authorities the number of consultations at regional or national level increased by 12 units (the base value for the 2012-2016, a goal 38-50); 8.5. at least three non-governmental organisations non-governmental organisations involved in the networks which operate at a local level (baseline-0 in 2012, 2016, the objective 3); 8.6. at least two non-governmental organisations involved in non-governmental organizations networks operating at regional, national or international level (baseline-0 in 2012, 2016, the objective 2); 8.7. the number of people who perform volunteer work for non-governmental organisations increased by 1757 units (the base value for the 2012-2016 goal 43-1800). 9. Sub project types are: 9.1 microprojects-projects implemented in non-governmental organisations operating at local level; 9.2. makroprojekt-projects implemented by non-governmental organizations operating at regional or national level. 10. Sub keeper is for social integration Fund (hereinafter referred to as the program manager). II. subprogramme for the co-financing of the programme programme co-financing 11 consists of: 11.1. European economic area financial instrument for co-financing, which account for 95% of the total co-financing of the programme; 11.2. the co-financing of the State budget, accounting for 5% of the total co-financing of the programme. 12. the total co-financing of the programme is EUR 3 760 435 sub equivalent in lats, including: 12.1. micro projects available to 40% of the total co-financing of the programme or equivalent in EUR 1 504 174, which divided equally for each planning region under this rule 72.1.; 12.2. the makroprojekt available for 60% of the total co-financing of the programme, or the equivalent of EUR 2 256 261 LVL, which is distributed in accordance with this provision, and 72.2 72.3 72.4... ". 13. One project available for co-financing of the programme are: 13.1. micro projects – up to € 1500 per month equivalent in dollars, up to a maximum total amount of EUR 54 000 equivalent in dollars; 13.2. makroprojekt – up to EUR 2000 per month equivalent in dollars, up to a maximum total amount of EUR 72 000 equivalent in local currency. 14. the co-financing may not exceed 90% of the project total eligible costs. Co-financing beneficiary provides funding to at least 10% of the project total eligible costs. Some of the funding can provide as a contribution in kind (voluntary work), but may not exceed 50% of the co-financing requested funding. 15. If the tender results the projects awarded in total co-financing of the programme is less than this provision the amount specified in point 12, the balance shifted to the European economic area financial instruments in 2009-2014 period, "non-governmental foundation" Sub "projects of non-governmental organizations in the programme" microprojects in the third open contest. III. Project applicant 16. the project applicant be eligible for co-financing of the programme if it is registered in the Republic of Latvia society or foundation that comply with the law on associations and foundations the following requirements and conditions: 16.1. the Association or Foundation does not work only in their interest or their commercial or professional members interests it aims to work more for the public good, addressing issues related to certain population groups or all public welfare; 16.2. the Association or Foundation is independent of public authorities, political parties or commercial organisations. 17. subject to the provisions of paragraph 16 of these terms and conditions on the co-financing of the programme does not qualify for the following organizations: associations and foundations 17.1., which do not comply with the provisions referred to in paragraph 16 of the terms, including: 17.1.1. regulated professions, professional organisations and their associations; 17.1.2. the Merchants Association and the Chamber of Commerce; 17.1.3. the Merchants Association; 17.1.4. property management associations and their associations; 17.1.5. the public foundation; 17.1.6. the Association or Foundation, of which more than half the members (associations) or founder (Foundation) is a public authority, local governments and their institutions or operator (this restriction does not apply to the partnership that is founded upon the principle of parity of inhabitants, the local authorities and economic operators); 17.2. the employers ' organisations and their associations; 17.3. the trade unions and their associations; 17.4. religious organizations and their institutions; 17.5. political parties and their associations. 18. the Association or Foundation submitted to the Micro, corresponding to the provisions of paragraph 16 of the said conditions, is registered in the register of associations and foundations for at least one year before the submission of projects (annex 1) of part I of the deadline and working at the local level. 19. the Makroprojekt shall be submitted to the Association or foundation that comply with the provisions of paragraph 16 of the said conditions, is registered in the register of associations and foundations for at least two years before the project submission (annex 1) of part I of the deadline and working at regional or national level. 20. each project application, the applicant may submit only one project submission. If the applicant submits a number of project submissions, program manager only first received project application. Where the applicant has organizational autonomy of territorial units, it may submit one project application for each Department. IV. Project partner project 21 the applicant can develop a project application and to implement the project on your own or attracting project partners. 22. The project partners may refer to: 22.1. Republic of Latvia registered association or foundation that meets the rules referred to in paragraph 2; 22.2. donor countries (Norway, Iceland, Liechtenstein) established a public organization that meets this provision in paragraph 2. 23. If the application is approved, the applicant after the application of the project approval and before the conclusion of the contract of the project entered into a partnership agreement with the project partners, which shall include at least the following: 23.1. liability, obligations and rights; 23.2. financial conditions, including the project partner program provided for co-financing and cost incidence conditions; 23.3. currency exchange conditions, if the donor countries involved in the project in the project partner; 23.4. testing and audit of performance conditions; 14.6. the project activities implemented by detailed budget indicating the unit and the unit costs; 14.7. the procedure for settling disputes. 24. If the partner is a public organization registered in donor countries, the partnership agreement shall be concluded in English. 25. If the partner is a public organization registered in donor countries, the actual eligible costs that the project partner in connection with the implementation of the project, demonstrate independent certified auditors. V. submission of the project eligibility requirements 26. project applicant project may include the following activities: 26.1. active citizenship and participatory democracy, including the involvement and participation of the population; 26.2. the various population groups and advocacy activities of the public administration; 26.3. understanding of civic participation; 26.4. the participation in the policy and decision-making processes; 26.5. the project applicant and project partners capacity building measures that do not exceed 15% of the overall operational programme, eligible costs, including: 26.5.1. the project applicant and project partners, members, employees, founders, volunteer training; 26.5.2. participation of other non-governmental organizations held events; 26.5.3. planning documents, informative and analytical material, information technology solution development activities of the Organization; 26.5.4. exchanges of experience; 16.5. the management of non-governmental organizations and the strengthening of participatory models; 16.6. to promote cooperation, including non-governmental organizations of Latvia's participation in national and international non-governmental organization networks, national and international networking and coalition building and development, starpsektorāl and cross-sectoral cooperation between non-governmental organizations and other partners; 16.7. the additional attraction of financing the Organization's activities; 26.9. new Member attraction; 26.10. the promotion of volunteering; 26.11. cilvēkdrošīb principles; 26.12. cultural initiatives that promote innovative areas of support; 26.13. information and publicity measures for the implementation of a project. 27. the project applicant project shall include at least the following information and publicity measures: 27.1. two actions of information on the progress of project implementation and results, such as seminars, conferences, press conferences and other events, including the opening or closing of the project activities; 27.2. current information on Latvian and English projects co-financing requested a Web site in a separate section devoted to the project, according to this provision, paragraph 90. 28. the project site is Latvia. Individual project activities can be implemented outside of Latvia, if they are necessary for the project and the achievement of the objectives of subprogrammes and is duly justified in the application project. The following activity implementation costs must not exceed 10% of the operational programme, the total eligible costs. This limitation does not apply to project activities that take place in the donor countries. 29. the project implementation period (the period for which co-financing is sought in the program) must not be less than one year and may not exceed three years. All project activities must be completed by 2015 December 31. 30. the project applicant develop their programme of activities for the period up to 2015 December 31 regardless of what time period is required in co-financing. Vi. Project costs 31. Project costs are eligible if they have actually incurred or the recipient of project co-financing partner and meet the following conditions: 31.1. they are experiencing cost incidence for the period that is specified in the project agreement; 31.2. they are related to the objectives of the project and are provided for in the approved budget of the project; 31.3. they are reasonable and necessary for the implementation of the project; 19.5. they are spent only for the project's objectives and results and is made pursuant to cost-effectiveness, efficiency, and effectiveness; 31.5. it is actually paid (excluding contributions in kind) not later than 30 days after the project cost incidence stated in the contract end date of the period and are included in the project accounts; 19.6. they are listed or co-financing partners (if applicable) the accounting and tax accounting registers, identifiable, separate from the rest of the cost, and verifiable, and they attest to the relevant source document original. 32. subject to the provisions of paragraph 31 the conditions applicable are the following: 32.1. administrative staff for the project (Project Manager, Assistant, accountant) and project personnel remuneration and related costs that do not exceed the appropriate qualifications and remuneration of the staff of the profile the average costs in the country concerned and the 2012 do not exceed the rate of five dollars per hour (not including employers ' compulsory social insurance contributions). In subsequent years, the maximum reimbursement rate is five dollars per hour multiplied by the previous year's first half of Central Statistical Bureau determined consumer price index relative to the first half of 2011. If the cost exceeds the maximum rate of remuneration, the difference shall be borne by the applicant from other funding sources as non-eligible costs. In subsequent years, the maximum reimbursement rate is 10 Lats per hour multiplied by the previous year's first half of Central Statistical Bureau determined consumer price index relative to the first half of 2011. If the speaker is above the prescribed maximum cost reimbursement rate, the difference shall be borne by the applicant from other funding sources as non-eligible costs. 32.3. employers ' compulsory social insurance contributions; 32.4. the costs of transport (public transport, fuel, vehicle hire, transport services); 32.5. communication services (telecommunications, internet, postal services); 32.6. the space management costs (electricity, heating, water supply, security, management services); 32.7. the local and foreign mission (service) travel expenses in accordance with the relevant laws and expenditure laid down in the rules: 32.7.1. mission expenses of the applicant and the project in the Republic of Latvia registered partners employees recoverable in accordance with the laws of the Republic of Latvia established a mission (service) travel expenses; 32.7.2. mission expenses will be recorded upon the project partners ' employees are remunerated in accordance with the laws of the country concerned of expenditure laid down in the rules; 32.7.3. plane ticket prices may not exceed the price of the flight concerned certain economic class; 20.4. stationery and office supplies; 32.9. information and publicity measures; 32.10. with the implementation of the project and the project's compliance with the requirements of the Treaty, associated costs, such as costs of translation; 32.11. acquisition cost of equipment; 32.12. space rental and logistic costs; 32.13. space and logistic means maintenance costs (cleaning, equipment maintenance, spare part purchase); 32.14. space and logistic costs for depreciation, calculated on a straight-line basis according to the relevant laws and regulations on accounting only to those premises and facilities, which are used in the course of implementing the project, provided that they are not available on European Union policy instruments and the other foreign financial assistance, as well as State and local government; 32.15. project activities envisaged in the implementation of the premises or building repair, renovation or reconstruction costs, including the costs related to the premises or building adaptations for people with mobility, vision, hearing and intellectual disabilities, subject to the following conditions: 32.15.1. the cost is directly necessary for achieving the objective of the project is properly reasoned application of the project and meet the average market prices; 32.15.2. If the used equipment is purchased, the price does not exceed the market value of the equipment, taking into account the depreciation of the equipment, and is less than the price of similar new equipment (the equipment complies with the applicable norms and standards, equipment vendors shall declare the origin of the equipment, and confirms that it has not purchased on European Union policy instruments and other foreign financial assistance, as well as State and local government facilities); 32.17. membership fee for local, national or international non-governmental organisations or networks; 32.18. donor States registered partners, including this provision in paragraph 25 audit costs. 33. With the implementation of project activities-related taxes and charges (excluding value added tax) is eligible. Value added tax payments that are directly related to the project, are eligible costs, if the beneficiary cannot recover in the laws on value added tax. 34. non-eligible costs are: 34.1. the project application preparation costs; 21.3. the staff paid bonuses and gifts or any other benefits, including health insurance, paid for meals or the refund of transport expenses getting from home to the workplace; 21.3. the loan principal and interest payment or other obligations incurred costs; 21.4. debit interest on financial transactions; 34.5. currency exchange fees and exchange rate fluctuation losses; 21.5. fines, penalties, interest on arrears and expenses of litigation; 21.6. land and property acquisition costs; 21.6. new building construction costs; 21.7. the acquisition of motor vehicles; 34.10. costs that are already funded from other sources of finance; 34.11. excessive or unjustified expenditure; 34.12. other costs that do not meet these rules 31 and 32 of the said conditions. 35. the costs in the budget of the project plan in dollars. VII. Public invitation to tender of 36. the operator shall issue a project submission open competition the 2012 in the fourth quarter. Public tender organised in two rounds. 37. the operator shall publish a notice of invitation to tender for the public on its Web site (URwww.sif.lv), in two daily newspapers of Latvia in Latvian language and one Latvian daily newspaper in Russian, as well as sending information to the publication managing authorities maintain the European economic area financial instrument's Web site (www.eeagrants.lv) in the Latvian language and the Office of the financial instrument in maintaining Web site (www.eeagrants.org) in English. 38. the programme managers on its Web site (www.sif.lv) open call for proposals, project submission form and submission of other project information required for the preparation. 39. the programme manager shall hold free information seminars and advisory days for potential project applicants in each planning application. 40. the project application, the applicant may ask questions about the open tender and project application preparation, sending them to the program operator by mail, fax or electronic mail to the tender address indicated in the notice no later than three working days prior to the submission of the project closing date, when referencing the corresponding public tender. 41. the Programme Manager provides answers to questions received not later than within three working days from the receipt of the question, but not later than one working day before the project submission deadline. The program operator shall publish the most frequently asked questions and answers on its Web site (URwww.sif.lv). VIII. Project preparation and submission of the application 42. project the applicant completed project submission form (annex 1) part I, which electronically available in the operator's Web site (URwww.sif.lv). Fill out the form into Latvian language. 44. the project submission (annex 1) is added to part II: 44.1. project administration and implementation of the staff involved in the dzīvesgait description (CV) (if one of the employees is not yet known, the application shall specify the position in certain job tasks and it requires qualification requirements); 44.2. a detailed repair, renovation or reconstruction cost estimate, if provided for in the budget of the project space or building repair, renovation or reconstruction costs or costs associated with space or building adaptations for people with mobility, vision, hearing and intellectual disabilities. 45. If any of these documents is not a Latvian language, accompanied by the principal applicant of the project the responsible certified translation of the Latvian language. 46. the project applicant or his authorised representative shall submit an application to the program operator in one of the following ways: 46.1. in paper form; 46.2. the electronic document. 47. If the application is submitted in paper form: 29.3. project application signature project responsible officer of the applicant, pages sanumur and cauraukl, specifying the page number, and date of caurauklošan; 47.2. the project application shall be accompanied by an electronic copy of the electronic medium. Where the submission is prepared in the form of an electronic document, it shall be submitted to the program operator in one of the following ways: 48.1. the project officer of applicant signature project application with secure electronic signature, certified with a time stamp and send the program operator to open competition notice specified electronic mail, electronic mailing subject field must specify the project name of the applicant; 48.2. the project the applicant fills in the project submission form online program manager project management, electronic systems officer signature project application with a digital signature and submit to the operator by using the operator's electronic project management system, by means of a written agreement with the operator. 49. the project submission (annex 1) (I) the deadline for at least two months after the notification of open competition. Submission shall be indicated in the tender notice open. Representatives of non-governmental organizations in an open contest, organized by the program manager. 55. the Commission's application to the evaluation of the project call on independent experts with advisory capacity. Experts in an open contest, organized by the program manager. 56. The work of the Commission as observers may participate in the managing authorities, the Office of the financial instrument and the Kingdom of Norway Embassy in Latvia. 57. the Commission shall assess the application of the project (annex 1) (I) according to annex 2 of these provisions laid down in point 1 of the criteria for the evaluation of conformity. 58. Where the application does not meet any of the criteria for the evaluation of conformity, the Commission recommends that you reject it. 59. the project submissions that meet all of the criteria for the evaluation of conformity shall be assessed by the Commission according to the provisions of annex 2, paragraph 2 and 3 of the programme of activities set out in the quality and specific evaluation criteria. 60. the project application is considered to be the appropriate transaction program quality evaluation criteria if: this rule 60.1. Annex 2 in paragraph 2.1 evaluation criteria in the specified number of points shall not be less than 6 points; 60.2. This provision of the annex 2 in paragraph 2.3 evaluation criteria in the specified number of points shall not be less than 6 points; 60.3. This provision is paragraph 2 of annex 2 contains the programme of action in the quality evaluation criteria the total number of points shall not be less than 36 points. 61. Where the application does not comply with the provisions referred to in paragraph 60 of the conditions, the Commission recommends that you reject it. 62. the project submissions that meet these rules referred to in paragraph 60, the Commission arranged in descending order according to the number of points obtained. The Commission's move to the second round of the project submissions, which got the highest number of points, taking into account that these project submissions total co-financing of the programme requested must not exceed this provision specified in point 12 of the co-financing of the programme more than three times. If multiple project submissions has got the same number of points, to move it to the second round of the project submissions, with the higher total score for this provision of annex 2 in point 2.1 and paragraph 3 referred to the evaluation criteria. The other project submissions, the Commission recommends that the decline as a result of insufficient funding. 63. the project submissions to applicants whose project submissions are put on to the second round, the operator sends by post the invitation to prepare and submit project application deadline (annex 1) (II) under this provision in Chapter VIII. 64. the operator shall take into consideration only the second round of project submissions received, which are submitted to the program manager for the invitation to tender the specified deadline. Project submissions received after the deadline or received without invitation, not and shall inform the applicant of the project. 65. the operator shall, within the time limit set open second round draft submissions received and check whether they are formatted according to this provision, or 29.9 29.3 29.3.. the requirements laid down in point. 66. If the application is not properly completed, the operator shall make a request in writing to the applicant of the project to prevent the identified deficiencies within three working days, send a request to the project specified in the project application to the principal applicant's e-mail address, or if it is not specified, the legal address. 67. the Commission will assess the project submission (annex 1) (II) under annex 2 of these provisions laid down in point 4 of the administrative evaluation criteria. 68. Where the application does not comply with any of the provisions of this annex 4.1, 4.2 or 4.3. specified in subparagraph administrative evaluation criteria, the Commission recommends that you reject it. The rest of the project applications shall be assessed by the Commission according to the provisions of paragraph 5 of annex 2 set out in the annual work plan of the quality evaluation criteria. 69. the project application is considered to be an appropriate annual work plan quality evaluation criteria if: this provision 2 69.1. If the following change a project's submission recommends to reject and program manager shares the Commission's view, the program manager shall include this information in the decision on rejection of the application for the project. 75. The Commission recommends that the program managers to confirm or approve the draft provided the submissions included in this provision 72. the list referred to in paragraph 1. If the operator does not share the Commission's view, this may take a different decision, giving the reasons for the decision reasoned text. 78. a decision on the approval of the project application is accepted if all of the following conditions are true: 78.1. project submission complies with this provision of the annex 2 1.1., 1.2., 1.3 and 1.4 in the specified criteria for the evaluation of conformity; 78.2. the project submission complies with the provisions of annex 2 in paragraph 4, the specified administrative evaluation criteria; 78.3. the project submission complies with these rules 60, referred to in paragraph 69; evaluating project applications 78.4. quality not found errors or gaps in the description of project activities, results and the description of the budget; 78.5. project implementation is available for co-financing of the programme. 79. a decision on the approval of the application, the project on condition of acceptance if you run one of the following conditions: 79.1. the project submission does not comply with the provisions of annex 2 4.4, 4.5, 4.6, 4.7, 4.8, 4.9, 4.10, 4.11, 4.12, 4.13, 4.14, or specified in paragraph 4.15 administrative evaluation criteria; 79.2. the project application is received the maximum number of points in this provision of the annex 2, paragraph 2 and 5 in the quality evaluation criteria and the project is found in the application errors or failures. 80. the decision on the application for the approval of the project with the condition can include the following: 80.1. to clarify the application of the project to ensure its conformity with the provisions of this annex 4.4, 4.5, 4.6, 4.7, 4.8, 4.9, 4.10, 4.11, 4.12 4.13 in point or administrative evaluation criteria; 80.2. preventing conflicts of information in various sections of the project application; 49.9. to clarify the description of project activities, including the deletion of inappropriate activities and clarify the project time schedule; 80.4. clarifying the description of the project results, including the refine numerical indices and the sources of information provided for them; 80.5. specify the project budget, including preventing arithmetic errors, reduce the cost of separate budget lines for a specific cost limits or average market prices, which is not eligible costs or costs that are not necessary for the implementation of project activities; 50.1. provide additional information or clarification if information specified in the project application is incomplete or contradictory; 80.7. pay taxes or State social security payment of debts; 80.8. submit State revenue service current accounts or parts of it (the revenue and expenditure account, donations and donations of the report). 81. the decision on rejection of the application of the project shall be adopted, if you run one of the following conditions: 81.1. project submission does not comply with the provisions of annex 2 1.1., 1.2., 1.3 or 1.4 in the specified criteria for the evaluation of conformity; 81.2. project submission does not comply with the provisions of this annex 4.1, 4.2 or 4.3. specified in subparagraph administrative evaluation criteria; 81.3. does not correspond to the project application, this provision in paragraph 60 and 69 of these conditions; 81.4. an application complies with the draft regulations set out in annex 2 of the assessment criteria, but the project is not available for the co-financing of the programme. 82. the programme manager for project submissions decisions adopted by the European economic area and the Norwegian financial instruments financial instruments in 2009-2014 period, the management of the statutory time limit. If the Commission finds that the project submission does not comply with the above evaluation criteria, the program manager shall inform in writing the applicant of the project. If the Commission finds that the application of the project meets the above evaluation criteria, the program manager shall be repealed this rule 81.1. or 81.2. the decision referred to in the project application and pass the examination of the Commission under this provision of the procedures laid down in chapter IX, resume the evaluation process at the stage where it was interrupted. XI. Conclusion of contracts and the implementation of the project, 85. If the application is approved, the applicant of the project supports the fulfilment of the conditions laid down in that decision within the time limit set in the decision, which does not exceed 30 working days from the date of entry into force of the decision, and submit to the program operator information on the fulfilment of the conditions laid down in that decision. 86. the operator shall, within 10 working days of the appearance of the information received and to prepare an opinion on compliance with the conditions laid down in that decision. If the opinion is positive, the operator sends a project application to the applicant an invitation to enter into the project agreement. If the opinion is negative or the applicant has not provided the fulfilment of the conditions laid down in that decision within the prescribed period, the application shall be deemed to have been rejected. 87. If partner is involved in the project, the applicant shall prepare the rules referred to in paragraph 23 of the draft contract of the partnership aligns them with the project partners and submitted to the program manager. The European economic area financial instrument and reference to the logo of the sponsor. 91. the beneficiaries of co-financing up to 2013 September 30 submit operator 2014 work plan and up to 2014 30 September 2015. submit an annual work plan. The working plan shall be prepared in the Latvian language, filling in text of this provision (F) and (G) of annex 1 section. The work plan shall be drawn up and submitted in accordance with this provision, 47, 46, 48 and 50 of the procedures laid down in point. 92. the operator shall, within 30 working days after this rule 91. the period referred to in paragraph 1 shall assess the work plan according to annex 2 of these provisions 4 and 5 laid down in point administration and quality evaluation criteria. If the plan does not comply with any of the provisions of annex 2 in paragraph 4, the criteria laid down by the administrative or the rules referred to in paragraph 69 of the conditions, the the operator once make a request in writing to the recipient of co-financing to clarify the work plan or submit additional information within a period not exceeding 10 working days. 93. the beneficiary shall submit applications for co-financing the operator specified in the work plan or additional information. If the plan meets these criteria, the program manager co-financed with the recipients of the current financing contract for next year's work plan. If the plan does not meet any of these criteria, the program operator terminates the provisions referred to in paragraph 89 of the project contract, and co-financing by the beneficiary loses the right to assign the co-financing. 94. the programme manager co-financed the beneficiary carries out the following duties: 94.1. for the first advance payment of not more than 40% of the year programs granted co-financing by the transfer within five working days after 89. these provisions or the financing referred to in paragraph 93 of the conclusion of the contract; 94.2. the next advance payments, the total amount of which does not exceed 50% of the annual co-financing allocated to programs that transfer within five working days after each design review approval (the next advance payment can be made only if the project actually made in eligible costs represent at least 70% of the previous payment of the total amount, and the corresponding project report); 58.6. the financing agreement final payment in an amount to be paid within five working days after the year end report. 95. the Subprogramme on monitoring the implementation of this provision made in paragraph 53 the Commission. 96. in implementing the subprogramme, the Commission is monitoring the following tasks: 96.1 examine program operator. prepare progress reports on the implementation of the project and the use of funding; 96.2. make suggestions for program managers on the implementation of the sub-programme, projects in co-financing granted suspension of payment or expenses in the project application; 96.3. decide on other issues which are essential for the achievement of the objectives of the subprogramme. 97. the Commission shall have the following rights: 60.3. to request and receive from the program managers or the beneficiaries of co-financing, the information necessary for the evaluation of progress in the implementation of the subprogramme; 97.2. attract independent experts assessing the quality of project implementation; 60.5. to give proposals to the program operator sub project implementation and monitoring process. 98. the Commission meets at least once every six months. 99. the beneficiary provides Co-financing the project results and use of the maintenance project for the intended purpose for at least two years after the project's statutory approval. If the project is carried out in a room or building renovation or reconstruction work, co-financing beneficiary provides this space and building maintenance and use for the purposes of the project for at least five years after conclusion of the project report approval. 100. the operator controls 99. these provisions of the type referred to in paragraph 1 and on the basis of the risk assessment, may make random checks or audits at the recipient's or the co-financing of the project places this provision in paragraph 99 of the period indicated.
