Cabinet of Ministers Regulations No. 765 Riga 2012 13 November (pr. No. 64 20) amendments to the Cabinet of Ministers of 17 July 2007 No. 493 of rules "rules for parachute dropping and parachute dropping the issue of order"

Issued in accordance with the law "on the air" to the second part of article 30 and article 40 to make the second part of the Cabinet of Ministers of 17 July 2007, the provisions of the "rules on no 493 to parachute dropping and parachute dropping of issue of the order" (Latvian journal, 2007, 117 no) the following amendments: 1. provisions 2.3. Complement the subparagraph as follows: "tandem skydiving-2.3 skydiving, during which the student or amateur is strapped to an instructor and two jumps with one parachute." 2. Express 4.3 subparagraph by the following: "4.3 the student – a person undergoing a skydiving training programmes;". 3. Delete paragraph 10 and 11. 4. Make a point 20 as follows: "20. The holder of the authorisation prior to the amendment of this rule 7 or 8, the documents referred to in point coordinate with Civil Aviation Agency and provide copies of the documents attesting the relevant amendments, as well as by extending this provision in paragraph 7 or 8 of this document, the term of validity shall immediately inform the Civil Aviation Agency and provide copies of these documents." 5. To replace the words "in paragraph 22.2. to inform the Civil Aviation Agency" with the words "to coordinate with the Civil Aviation Agency." 6. Delete paragraph 24. 7. Replace paragraph 25, the number "16" with the number "18". 8. Make 30 points by the following: "30. Students, athletes and amateur are allowed only to spring a suitable desantē clothing, footwear and suitable for skydiving helmet." 9. Add to paragraph 31, the words "all behind" parachute "and" equipment. 10. To make 33, 34 and 35 points by the following: "in the 33. Parachute airborne temporarily reserved zone (hereinafter referred to as the parachute dropping zone) established under the laws of the Republic of Latvia, airspace management, structure and its change agenda, given its operating procedures, and enabled this provision and paragraph 21.8 21.9. 34. the holder of the authorization to parachute dropping area applying for State joint stock company "Latvian air traffic" (hereinafter referred to as the Latvian air traffic) in accordance with the laws of the Republic of Latvia, airspace management, structure and its change agenda. 35. If the planned parachute desantē the area above which has not been created to parachute dropping area, the holder of the authorisation shall receive permission for the use of airspace in accordance with the laws of the Republic of Latvia, airspace management, structure and its change agenda. " 11. Supplement with 21.8 and 21.9 21.9 points, as follows: "If the parachute dropping area 21.8 is controlled airspace, the aircraft captain, who performed for flight parachute dropping: 35.1 1. not later than 30 minutes before the flight shall be submitted by the beginning of the Latvian air traffic flight plan, prepared in accordance with the 7 December 1944 Convention on international civil aviation annex 2; 35.1 2. as soon as the aircraft flies in controlled airspace shall inform the air traffic of Latvia for its elevation, the readiness to launch parachute and parachute dropping the expected landing time if the leap is longer than three minutes; 21.8 3. parachute dropping, if initiated by the Latvian air traffic approval; 21.8 4. parachute dropping flights of aircraft height is reduced only to parachute dropping area; 21.8 5. inform the Latvian air traffic for parachute dropping and flight plan closures; 21.8 6. inform the Latvian air traffic on the departure of the aircraft from the controlled airspace. 35.2 If parachute dropping area is uncontrolled airspace, the holder of the authorization: 21.9 1. not later than 30 minutes before assigned to parachute dropping area use the Latvian air traffic exact time, which launched the parachute dropping area, or for parachute dropping area granted for the use of the cancellation; 21.9 2. inform the Latvian air traffic on the break awarded parachute dropping zones, if break is longer than 30 minutes; 35.2 3. not later than 10 minutes before assigned to parachute dropping area after the resumption of the use of this rule 35.2 referred to in paragraph 2 shall notify the break Latvian air traffic the exact time in which the parachute Rangers resumed areas; 21.9 4. parachute dropping, if initiated by the Latvian air traffic. 35.3 the Latvian air traffic: 35.3 1. parachute dropping area located in uncontrolled airspace, activate the flight plan of a specific time and disables the aircraft captain after the announcement of the closing of a flight plan; 35.3 2. parachute dropping area located in controlled air space, activated by the holder of the authorization, notification of readiness to launch parachute dropping, if it has given permission to launch parachute dropping, and disables after holder's announcement about the ending of parachute dropping or by the holder of an authorisation for the order to stop dropping parachute. " 12. Express 37 as follows: "37. If the parachute landing area is located in the vicinity of the reservoir, it is the responsibility of the holder of the authorization, to assess the potential risks that the paratrooper can get into reservoir, and to ensure that the paratrooper put on life vests and the edge of the reservoir is to work up a lifeboat. " 13. To supplement the provisions of this paragraph 23.9:23.9. "which is equipped with" mode C "machine and very high frequency (VHF) radio equipment ground-air communications." 14. The Declaration of the head of the spring all the necessary preparatory work associated with the parachute dropping area, is made.
