Cabinet of Ministers Regulations No. 931 in 2012 on December 18 (Mon. No 71 65) Latvian National Cultural Centre Regulations Issued pursuant to the public administration Act, article 16 of the equipment the first part i. General questions 1. Latvian National Cultural Center (hereinafter referred to as the Centre) is the Minister of culture's direct regulatory authority. Under the Minister of culture shall be implemented through the Ministry of culture. 2. the Centre's objective is to implement the national policy for cultural and creative industry education, the intangible cultural heritage, the song and dance celebration tradition and the related popular arts. II. functions of the Centre, and 3. the Centre shall have the right to the following functions: 3.1 to implement cultural and creative industry education policy, promoting cultural and creative industry development; 3.2. coordination of Latvia, intangible cultural heritage and development; 3.3. promoting folk art diversity and continuity of the process and to encourage active public participation in the creation of cultural value; 3.4. promoting the song and dance celebration tradition as a human oral and intangible cultural heritage of craftsmanship; 3.5. other regulations in certain functions. 4. in order to ensure the fulfilment of the functions, the Center performs the following tasks: 4.1 for the Centre in the field of competence of the development strategy of the country kultūrpolitik and organise its implementation; 4.2. According to competency provided proposals for development planning documents and legislation; 4.3. collects and analyzes statistical data and provides the necessary information according to the functions and competence of the Centre; 4.4 planned and organized national festivals, competitions, exhibitions and other activities the Centre's competence areas; 4.5. participates in the national and trans-national cooperation programme and project design and implementation centre of competence; 4.6 according to the competency of the work, provide guidance made organisational, informational and other support for State and municipal institutions, non-governmental organizations and individuals; 4.7 provides the overall Latvian Song and Dance Festival for the preparation, implementation and continuity of the tradition of song and dance of feast in the meantime; 4.8. coordinate between the song and dance celebration tradition in preserving national and municipal institutions, non-governmental organizations and individuals; 4.9. According to the criteria of Division calculates the amount of a particular mērķdotācij State municipality heads collective wage and social tax payment and its transfer; 4.10. coordinates and organizes continuing education and lifelong learning projects in the cultural sector specialists and educators; 4.11. is coordinated by art, music and dance professional secondary and vocational education programs require the development of training materials; 4.12. in cooperation with the Ministry of education and science and the industry's professional organizations provides industry profession standard projects and expertise; 4.13. the development of professional qualification program examination of professional qualification exams for art, music and dance professional secondary education programs, professional qualification exam developments, progress time schedule and Commission departments of the Ministry of Culture in vocational secondary education establishments; 4.14. the professional composition of the examination and the examination of professional qualification program examination of professional qualification in art, music and dance professional secondary education programmes implemented by the other founding educational institutions; 4.15. prepares, updates and provide quality public service list of experts in art, music and dance professional secondary education institutions and programmes, as well as art, music and dance professional guidance for the accreditation of educational institutions; 4.16. monitor the implementation of educational programs for quality art, music and dance professional secondary and vocational education establishments; 4.17 make proposals to the Ministry of Culture for the State-funded seats in State, municipal and private training institutions licensed by art, music and dance programmes of vocational training; 4.18. collects and evaluates applications for Government grants, which the Ministry of culture presented in the municipal and private vocational training institutions, in the exercise of the arts, music and dance of the vocational education programs; 4.19. the Ministry of Culture supports the reconciliation to the educators pay billing; 4.20. the laws and carry out other tasks. 5. The Centre shall have the following rights: 5.1. to request and receive from State and local government institutions, as well as the laws and regulations of the individuals within the center functions require information; 5.2. the charge for the services provided; 5.3. receive donations, donations, foreign financial assistance to participate in the tender of projects to attract funding; 5.4. creating the Commission, the Council and the Working Group of the Centre of competence for the tasks. III. the administration of the Centre at 6. The Centre shall be headed by the Director of the Centre. The Director of the Centre shall be appointed and relieved of the post of Minister of culture. 7. The Director of the Centre may be alternates. The Deputy Director of the Centre shall be appointed and removed from Office, their competence and responsibilities determined by the Center's Director. The Center issued the decision of the Director may be appealed to the Court. 9. the Director of the Centre for administrative acts issued and actual action (except this provision in paragraph 8) can be a challenge for the Ministry of Culture. The Ministry of culture issued the decision may appeal to the Court. 10. the Director of the Centre at least once a year, submit a report of the Ministry of culture center functions and the use of financial resources. Center at the request of the Ministry of culture provides information about the Centre's activities and the use of financial resources. V. concluding questions 11. Be declared unenforceable in the Cabinet of Ministers on 14 December 2010, Regulation No 1129 ' Kultūrizglītīb and intangible heritage centre rules "(Latvian journal 2010, nr. 204). 12. the Centre is Kultūrizglītīb and Intangible Heritage Centre, right, obligation, requirement, the balance sheet current assets, filing and archive's successor. 13. the rules shall enter into force on January 1, 2013.
