Cabinet of Ministers Regulations No. 202 in 2013 (April 16. No 20 13) the order in which the State recognized higher education supporting documents Issued in accordance with the Education Act article 14, paragraph 1, article 7 of the Law School's fourth, the fourth paragraph of article 10.1 and the seventh subparagraph of article 55.1 (1) of rule 1 defines criteria and procedures for the State recognized higher education supporting documents for accredited courses in learning, as well as the documents. 2. Academic degrees, first level professional higher education, second level professional higher education and higher professional qualifications, as well as the resulting scientific qualifications certifying higher education qualifications: Bachelor's degree 2.1 or master's diploma (annex 1); 2.2. first level professional higher education diploma (annex 2); 2.3. higher education diploma or higher professional qualifications (annex 3); 2.4. a Bachelor's degree in professional and higher professional qualifications professional diploma, master's diploma and higher professional qualifications professional diploma or master's diploma (annex 4); 2.5. the doctoral diploma (annex 5). 3. The rules referred to in paragraph 2.1 of the diplomas issued by the person who acquired the accredited academic Bachelor or master study programme and to fulfil all the relevant national education standard. 4. The rules referred to in point 2.2 of the diploma shall be issued by the person who acquired the first accredited professional programs of higher education and to fulfil all the relevant national education standard. 5. The rules referred to in point 2.3 of the diplomas issued by the person who acquired the second-level accredited professional programs of higher education and to fulfil all the relevant national education standard. 6. The provisions referred to in point 2.4 of the diploma shall be issued by the person who acquired the professional accredited bachelor or master study programme and to fulfil all the relevant national education standard. 7. The provisions referred to in point 2.5 of the diploma shall be issued to the person by the laws for the Betterment of procedures and criteria in the order gained a doctorate degree. 8. 9. One year, the amount for full-time study are 40 credits. Diploma Supplement this Diploma Supplement follows the model developed by the European Commission, Council of Europe and the United Nations Educational, Scientific and Cultural Organization (UNESCO/CEPES). The purpose of the supplement is to provide sufficient independent data to the academic and professional recognition and ensur of qualifications (diplomas, degrees, certificates etc.). It is designed to provide a description of the nature, level, context and status of the studies that were pursued and successfully completed by the individual named on the original qualification to which this supplement is appended. It should be free from any value judgement, the equivalenc statements or suggestions about recognition. Information in all eight sections should be provided. Where information is not provided, the reason should be explained. 1. In the case of a joint diploma, the countries represented by the partner institutions shall be provided. 2.5 language (s) of instruction/examination. 3. Qualification level shall be indicated in accordanc with information provided in Chapter 8 of the Diploma Supplement, specifying the qualification level – Latvian professional qualification level, the European qualifications framework level or Latvian/EHEA qualifications framework level. Certificate of general secondary education and diploma of vocational secondary education give the right to continue education at higher education level. However, the universities/colleges with free to set specific admissions requirements, e.g. additional subjects that had to be taken at the secondary school level to quality for admission to a particular program.   According to the Latvian legislation, higher education program with a placed in the Latvian Qualifications Framework (henceforth – the LQF) and comply with eight levels of the European Qualifications Framework (henceforth – EQF). Undergraduate (Bachelor's ') and master (Master ' 's) are the awarded degrees both in academic and professional higher education program. The objective of the academic higher education (HE) to prepare graduates for an independent research works, as well as to provide theoretical background for professional activities.
Academic programmes leading to a Bachelor (' Bachelor's) degree is 120 to 160 credit compris points (henceforth – CP) 2 (160-240 ECTS). The duration of full-time studies is 6-8 semester (3 – 4 years). Academic program leading to the master (Master ' 's) degree of 40-80 CPU compris (60-120 ECTS). The duration of full-time studies is 2 – 4 semester (1-2 years). Total duration of full-time Bachelor s and Master s ' ' studies is at least 5 years. Academic education program with the implemented according to the State standard of the academic education. The objective of the professional HEAT with it to provide in-depth knowledge in a particular field, preparing graduates for design or improvement of systems, products and technologies, as well as to prepare them for creative, research and teaching activities in this field. Professional program leading to a professional of HEU undergraduate (Bachelor ' s) degree with a designed to ensur a professional competence, they at least 160 compris CP (240 ECTS) including practical placement of ≥ 26 CP (39 ECTS). The duration of full-time studies is at least 8 semester (4 years). Professional program leading to a professional of the HEAT master (Master ' s) degree compris from less than 40 CP (60 ECTS) including practical placements of ≥ 6 CPUS (9 ECTS). The duration of full-time studies is at least 2 semester (1 year). Total duration of full-time Bachelor s and Master s ' ' studies is at least 5 years. Graduates of both types of undergraduate (Bachelor ' s) degree have access to Master ' 's studies, graduates of the master (Master ' 's) degree, their doctoral studies. Degrees obtained in medicine, dentistry and pharmacy professional studies (5 and 6 years of studies) is referenced to the master (Master ' 's) degree and the graduates can continue their studies in doctoral level programs. In the professional HE there with other types of program of Bachelor's and ' apart from the Master's study programme '. • First level professional HE (College) program of study that leads to the 4th level professional qualification (LQF level 5). The program is 80-120 CPU compris (120 to 180 ECTS), and these program is mainly targeted at the labour market, yet the graduates can continue their studies in second level professional HE programmes. • Second level professional study programmes that lead the HEAT to the 5th level professional qualification (LQF level 6-7). These programmes can either at least 40 compris CP (60 ECTS) for holders of Bachelor (Bachelor ' s) degree or at least 160 CP (240 ECTS) for secondary school leaver. In both cases the program should include a practical placement and graduation examination. If the study programme of the compris 160 CP (240 ECTS) and the compulsory part of a Bachelor (Bachelor ' s) program, graduates obtain access to Master ' 's studies. Doctoral studies. Since January 1, 2000, a single type of doctoral degree, Dr. – is awarded in Latvia. The degree of master (Master ' 's degree) is required for admission to doctoral studies. Dr. (Doctoral) degree is awarded after public defence of doctoral thesis and successfully passed exams in the chosen scientific branch or sub branch. The doctoral thesis has to include the original results of the research and new cognition in the scientific discipline and may be a result of three to four years of doctoral studies at a higher education institution or an equivalent amount of independent research. The doctoral thesis may be a dissertation, a set of scientific publications or a monograph. The rights to award the doctoral degree (Doctoral) are delegated by decision of the Cabinet of the Minister of the promotion council is established at the universities. The procedure for awarding the PhD (Doctoral) degree is controlled by the Commission of the Scientific Qualification. Grading system. According to the Latvian legislation, State-recognized degrees/diplomas may be awarded upon the completion of an accredited program in an accredited institution holding a State-HE approved Constitution (by-laws) or College statute. Decision on programme accreditation with the Accreditation taken by Study Commission, while those on the institutional – accreditation by the Higher Education Council.
