Cabinet of Ministers Regulations No. 230 in 2013 (April 25. No 24 1) study programme licensing regulations Issued under the University Act the third paragraph of article 55.1, 55.2 seventh paragraph of article and article 14 of the Education Act 11. dot i. issue 1 General rules States: 1.1. study programme licensing procedures; 1.2. the criteria for the study programme in the licensing process, the evaluated programmes; 1.3. the procedures to be established in the Licensing Commission (hereinafter the Commission), which shall take a decision on the study programme licensing, a refusal to license the program of study or decision to revoke the license for the implementation of the programme of study (hereinafter licence) as well as the rights and duties of the Commission; 1.4. license of specimens. II. establishment of the Commission, its obligations and rights 2. Decision on the study programme licensing, a refusal to license the study programme or the withdrawal of the licence shall be adopted by the Commission. III. Study Programme licensing 8. Study Programme organised by the licensing of the Ministry of education and science or its authorised institution which, in accordance with the provisions of the Cabinet of Ministers on the University, College and study direction of accreditation is organised by the University, College and study direction of evaluation (hereinafter referred to as the authorized institution). To get the license, high school or College shall submit to the Ministry of education and science or the authorized institution. 9. the application shall specify: 9.1. high school or college and University or college name registration certificate number; 9.2. high school or college business address, telephone number and electronic mail address; 9.3. the study programme; 9.4. the study programme in the field of study corresponding to the name; 9.5. study programme code in accordance with the classification of education; 9.6. the study programme, the duration of the studies for the implementation type, form and language of implementation; 9.7. admission requirements; 9.8. the degree, the professional qualifications or degrees and professional qualifications; 9.9. address, which will be implemented in the programme of studies, or study programme implemented by the graduate school, University, college or college branch branch; 9.10. study program director's name, contact information and the name, position and contact information that the University or college by sort with licensing issues. 10. the application shall be accompanied by the following: 10.1. Foreign scholars ' participation in the study programme with the signature can assure student program director, adding documents to verify their participation in courses. 10.1.7. additional information necessary for the evaluation of study programmes according to the rules referred to in paragraph 18 of the assessment criteria; 10.2. the University Senate or the College Council decision on the implementation of the programme of study; 10.3. the implementation of a programme of study in the Faculty of creative and scientific background (curriculum vitae) and each step in the implementation of the programme of study in faculty with courses related to the last five years, the list of scientific publications recenzējamo publications or research or artistic innovation achievement list; 10.4. the opinion of the Council of higher education of law of the universities of article 55, part of the second case (not applicable for study programmes that are developed and implemented in conjunction with other accredited universities or colleges in Latvia or national recognized University or College in a foreign country (hereinafter referred to as the joint study program)); 10.5. documents certifying that the graduate school or College the student will provide opportunities for continuing education in another program or another University or College (agreement with another accredited university or College), if the implementation of a programme of study will be stopped, or a document showing that the University or college student is guaranteed for damages, if the program of study in high school or college action (action or inaction) are not accredited or licence is cancelled and the student does not want to continue studies in another study programme; 10.6. the opinion of the institution to which the regulated profession in the area of supervisory functions delegated to the industry in which the graduate school or College shall implement a study programme (hereinafter supervisory authority); 10.7. information on graduate employment forecasts according to the resulting degree or vocational qualifications and employer engagement programme; 10.8. the implementation of a programme of study in Faculty of the signed language skills in European language assessment levels (levels of distribution available on the website URwww.europass.lv), if the program of study or parts intended to be put in the foreign language. 11. the application for authorisation of the joint study programme in addition to the documents referred to in paragraph 10 shall be accompanied by: 11.1. information about courses in compliance with University Law Article 55.1 of the second and third parts; 11.2. a written agreement with the implementation of a programme of study in high school or College (accredited) for a joint study of the development and implementation of the programme. 12. the study program for the licensing of necessary data on a university or college that is included in the State and the Ministry of education and science in records, the Commission requests and receives from these records. Commission meetings are open to the public. The Commission shall be valid if the issue involves more than half the members of the Commission. The decision shall be taken by a simple majority, a vote. If the votes are divided into equal, the Chairman shall have a casting vote. 20. If the Commission decides to license the study programme, the Ministry of education and science for University or College shall be issued by the Minister of education and science signed license (annex 2) and the Commission's decision. The license is perpetual, or is valid until its cancellation in the University law cases. 21. the Licensed programmes that meet university or college accredited study direction, until the current direction of study for University Accreditation Act article 1 1.1 point to the condition, and it declares this study program to license issued. 22. the Commission shall adopt a decision on the refusal to issue a license for a studies program University of law in the fourth paragraph of article 55.2 cases. 23.
