Cabinet of Ministers Regulations No. 230 in 2013 (April 25. No 24 1) study programme licensing regulations Issued under the University Act the third paragraph of article 55.1, 55.2 seventh paragraph of article and article 14 of the Education Act 11. dot i. issue 1 General rules States: 1.1. study programme licensing procedures; 1.2. the criteria for the study programme in the licensing process, the evaluated programmes; 1.3. the procedures to be established in the Licensing Commission (hereinafter the Commission), which shall take a decision on the study programme licensing, a refusal to license the program of study or decision to revoke the license for the implementation of the programme of study (hereinafter licence) as well as the rights and duties of the Commission; 1.4. license of specimens. II. establishment of the Commission, its obligations and rights 2. Decision on the study programme licensing, a refusal to license the study programme or the withdrawal of the licence shall be adopted by the Commission. The decision on the grant of a licence, the Commission shall adopt, within two months from the date of receipt of the application, if the course complies with the approved field of study in high school or College, or within three months from the date of receipt of the application, if the course complies with the new field of study for University or college. 3. the Minister of education and Science approved by the Commission and appointed by the Chairman of the personnel, and the Deputy Secretary, as well as the approval of the Commission's rules of procedure. 4. the Commission shall consist of the following members of the Commission for the accreditation of Study: 4.1. one representative of the Council of higher education; 4.2. one representative of the Latvian Council of science; 4.3. one representative of the Latvian Association of the College; 4.4. one Latvian employers ' Confederation; 4.5 one Latvian education and Science Workers Union representative; 4.6. one Latvian Student Union representative; 4.7. two representatives of the Council of Rectors (one-State representative, the University established the other individuals founded the University representative); 4.8. one Latvian Chamber of Commerce and industry representative; 4.9. the three Ministry of education and Science representatives; 4.10. one representative from the Ministry of culture, the Ministry of health and Ministry of agriculture. 5. the Ministry of culture, Ministry of health, Ministry of agriculture, the Ministry of the Interior, the Ministry of transport, Ministry of welfare and the Ministry of defence representatives in the Commission, if the Commission included the appearance of corresponding to the industry, which is the competence of the Ministry concerned. Industry experts have delegated rights advisory, as well as the rules referred to in point 7.2. 6. the Commission shall: 6.1. review the high school or college courses in the application for authorisation (hereinafter application); 6.2. using random, out of five experts with the appropriate qualifications and confirm the choice one of the relevant industry expert: 6.2.1. assessment of the study programme; 6.2.2. a university or college resources available for evaluation of the 14 rules. in the case provided for in point; 6.3. can confirm at least one Latvian Student Union and the employers ' Confederation of Latvia's delegated representative study programme evaluation work as observers (without voting rights) (hereinafter referred to as the observer); 6.4. based on an application and the attached documents, expert opinion, the information given by the observer for the study programme (if such information is presented), as well as other information available to the Commission, shall take a decision on the programme of licensing or the refusal to issue a licence; 6.5. decide on the withdrawal of the licence; 6.6. decide on changes in the licence, if you change the name of the high school or College, the name of the program of study code, location, form and language of the implementation of the programme of study. 7. the Commission shall have the right to: request from 7.1 universities or colleges and national institutions the information required for licensing; 7.2. to attend university or college to become familiar with the course of study and for the informative base (including the library), as well as financial and logistic base. III. Study Programme licensing 8. Study Programme organised by the licensing of the Ministry of education and science or its authorised institution which, in accordance with the provisions of the Cabinet of Ministers on the University, College and study direction of accreditation is organised by the University, College and study direction of evaluation (hereinafter referred to as the authorized institution). To get the license, high school or College shall submit to the Ministry of education and science or the authorized institution. 9. the application shall specify: 9.1. high school or college and University or college name registration certificate number; 9.2. high school or college business address, telephone number and electronic mail address; 9.3. the study programme; 9.4. the study programme in the field of study corresponding to the name; 9.5. study programme code in accordance with the classification of education; 9.6. the study programme, the duration of the studies for the implementation type, form and language of implementation; 9.7. admission requirements; 9.8. the degree, the professional qualifications or degrees and professional qualifications; 9.9. address, which will be implemented in the programme of studies, or study programme implemented by the graduate school, University, college or college branch branch; 9.10. study program director's name, contact information and the name, position and contact information that the University or college by sort with licensing issues. 10. the application shall be accompanied by the following: 10.1. Description of the study programme which includes: 10.1.1. study programmes, courses of study content, structure and scope of the results the comparison with at least two of the same level and the same industry the appropriate European Union countries (except the Republic of Latvia) recognized University and college programs of study, showing the Studio courses or learning modules and the kredītpunkto; 10.1.2. courses in compliance with national standards for academic education or profession standard (if it is approved in the vocational education and employment apakšpadom the trilateral cooperation) and national professional standard of higher education; 10.1.3. the courses of study and implementation of content description in accordance with article 55 of the Law School, the first paragraph; 10.1.4. on the University article 55 of the law in the fourth paragraph of the independent study program of inspection results; 10.1.5. student practice plans and employers ' intention to contract for the student practice, indicating the number and location of practice period when the practice will be provided; 10.1.6. all involved in the implementation of the programme of study in the faculty list. The list shall indicate the faculty position, education, scientific, academic or professional degree, professional qualifications, courses of study and pursued study modules, as well as information about whether faculty are elected academic posts in the University or college. Foreign scholars ' participation in the study programme with the signature can assure student program director, adding documents to verify their participation in courses. 10.1.7. additional information necessary for the evaluation of study programmes according to the rules referred to in paragraph 18 of the assessment criteria; 10.2. the University Senate or the College Council decision on the implementation of the programme of study; 10.3. the implementation of a programme of study in the Faculty of creative and scientific background (curriculum vitae) and each step in the implementation of the programme of study in faculty with courses related to the last five years, the list of scientific publications recenzējamo publications or research or artistic innovation achievement list; 10.4. the opinion of the Council of higher education of law of the universities of article 55, part of the second case (not applicable for study programmes that are developed and implemented in conjunction with other accredited universities or colleges in Latvia or national recognized University or College in a foreign country (hereinafter referred to as the joint study program)); 10.5. documents certifying that the graduate school or College the student will provide opportunities for continuing education in another program or another University or College (agreement with another accredited university or College), if the implementation of a programme of study will be stopped, or a document showing that the University or college student is guaranteed for damages, if the program of study in high school or college action (action or inaction) are not accredited or licence is cancelled and the student does not want to continue studies in another study programme; 10.6. the opinion of the institution to which the regulated profession in the area of supervisory functions delegated to the industry in which the graduate school or College shall implement a study programme (hereinafter supervisory authority); 10.7. information on graduate employment forecasts according to the resulting degree or vocational qualifications and employer engagement programme; 10.8. the implementation of a programme of study in Faculty of the signed language skills in European language assessment levels (levels of distribution available on the website URwww.europass.lv), if the program of study or parts intended to be put in the foreign language. 11. the application for authorisation of the joint study programme in addition to the documents referred to in paragraph 10 shall be accompanied by: 11.1. information about courses in compliance with University Law Article 55.1 of the second and third parts; 11.2. a written agreement with the implementation of a programme of study in high school or College (accredited) for a joint study of the development and implementation of the programme. 12. the study program for the licensing of necessary data on a university or college that is included in the State and the Ministry of education and science in records, the Commission requests and receives from these records. University or College can not submit this evaluation of the provisions referred to in paragraph 10, if they are submitted in the field of study within the framework of accreditation, which corresponds to the value in the program of study and field of study is accredited. 13. the application and accompanying documents shall be submitted in a single copy in paper form or electronic form of the document. If a university or college submit licensing programme which corresponds to the new field of study in high school or College, before the question of study programmes, the Commission approved licensing experts who assess the University or college and the resources available to a month from the date of receipt of the application, deliver an opinion to the Ministry of education and science. The Ministry of education and science, the Ministry of economy, the Coordination Centre for the Pārresor, the higher education Council and the Latvian employers ' Confederation, on the basis of Latvia's sustainable development strategy, national development plans and other development planning documents, provides views of the high school or College in a new field of study in compliance with national development priorities. The Ministry of education and science shall prepare and submit to the Cabinet a draft legislation for a new field of study, or the refusal to open a open a new field of study in University or college. The Cabinet's decision, the Commission shall decide on the course of the licensing or a refusal to license the program. In those cases the deadline for a decision on the licensing program or refusal to license the study programme is extended for the time that was necessary for the adoption of the decision of the Cabinet of Ministers for a new field of study, or the refusal to open a open a new field of study. 15. the Commission of these provisions in the application referred to in paragraph 9 and 10 and 11 of these regulations, paragraph document receipt check information provided and report compliance with the actual conditions in the University or college. The Studio program licensing expenses, including the provisions referred to in paragraph 6.2 of pay, the expert shall be borne by the University or college funds. 18. the Commission shall assess the programmes, taking into account the following criteria: 18.1. study programme corresponds to high school or college field of study; 18.2. the documents submitted meet the requirements of the legislation in the field of education (including regulated professions); 18.3. academic staff qualifications comply with the implementation of the programme of study conditions and requirements of the legislation in the field of higher education; 18.4. each representative of the academic staff in the last five years, there are at least three publications recenzējamo editions, including one international publication (if in a shorter period of time worked, the number of publications is proportionate to the time worked), creative or artistic achievements (such as exhibitions, films, theatre and koncertdarbīb), or five years ' seniority in practice (with the exception of the implementation of the programme of study) in accordance with the School Act; 18.5. the academic staff's language skill level corresponds at least to level B2 of the European language assessment levels (levels of distribution available on the website URwww.europass.lv), if the program of study or parts intended to be put in a foreign language; 18.6. the doctoral programme at least five PhD study programme the corresponding or related scientific fields, which are elected in the University; 11.6. Commission meetings are open to the public. The Commission shall be valid if the issue involves more than half the members of the Commission. The decision shall be taken by a simple majority, a vote. If the votes are divided into equal, the Chairman shall have a casting vote. 20. If the Commission decides to license the study programme, the Ministry of education and science for University or College shall be issued by the Minister of education and science signed license (annex 2) and the Commission's decision. The license is perpetual, or is valid until its cancellation in the University law cases. 21. the Licensed programmes that meet university or college accredited study direction, until the current direction of study for University Accreditation Act article 1 1.1 point to the condition, and it declares this study program to license issued. 22. the Commission shall adopt a decision on the refusal to issue a license for a studies program University of law in the fourth paragraph of article 55.2 cases. 23. The University Act in sixth paragraph of article 55.2 cases the Commission may adopt a decision on the withdrawal of the licence courses. 24. The decision on the study programme licensing, refusal to license courses or the withdrawal of the licence, the Commission draws up the administrative act and signed by the members of the Commission who attended the voting. 25. The decision on the refusal to issue a licence or a decision on the withdrawal of the licence may be referred to the Ministry of education and science. IV. Closing questions 27.
