No 23 20) quality public service regulation Issued in accordance with the law of public administration facilities 16. the first paragraph of article i. General questions 1. Quality national service (hereinafter service) is the Ministry of education and science in direct supervision of the regulatory authority. 2. the aim is to provide high quality and legal education, making education quality monitoring and supporting the implementation of the educational process.
II. Service functions, responsibilities and rights 3. Has the following functions: 3.1 to obtain, collect and analyse education policy and implementation of the necessary information; 3.2. register of education institutions and scientific institutions; 3.3. license education programs (except the interest education, adult and informal education higher education study programmes); 3.4. provide education and training (except higher vocational training) quality assessment; 3.5. to organize outside the formal education system experience assessment of professional competence; 3.6. control the educational process and to make recommendations for correcting the deficiencies found; 3.7. ensure educators private issue of certificates of initiation and tracking; 3.8. do sports professionals and sports the education institutions. 4. in order to ensure the function execution, service education tasks defined in the law as well as the following tasks: 4.1 maintain registers in the field of education and Science: 4.1.1. Education (including University registry); 4.1.2. a register of scientific institutions; 4.1.3. The licensed educational program; 4.1.4. the accredited educational institutions and examination centres; 4.1.5. the register of accredited education program; 4.1.6. the commencement of private Teachers certificate in accounting records; 4.2. in the age of compulsory education of children; 4.3. carry out education and training programmes, as well as licensing the provision of advice on the development and implementation of the amendment; 4.4. organized by educational institutions (excluding universities and colleges, education authorities, the interests of adults in non-formal education institutions) and examining the activities of the Centre for quality assessment and accreditation; 4.5. organise General and vocational educational program (with the exception of the professional development education programs, vocational education programs, higher education programs) quality assessment and accreditation; 4.6. the self-evaluation report of educational establishments and the accreditation of analysis, expert advice provided by the Commission, the monitoring of implementation of recommendations for the introduction of support, as well as methodological support for educational activities and strengthen the implementation of the educational process; 4.7. provide education self-assessment and external evaluation methodology development; 4.8. coordinate and organise educational quality data acquisition and research; 4.9. regularly prepares reports on the quality of education (other than higher education) and provide proposals on issues related to educational policy planning and implementation; 4.10. provides foreign educational experience and international research analysis in the field of education quality; 4.11. organise quality evaluation expert, teacher professional development and continuing education courses and seminars and issued methodological and information materials; 4.12. participates in the heads of educational institutions, and Deputy Heads of teacher professional quality assessment methodology development; 4.13. provide and coordinate outside the formal education system for the assessment of professional competence acquired, giving an accredited educational institution or by an accredited examination centre for the right to be evaluated outside the formal education system acquired professional competence; 4.14. prepare and publish on the Web site of the service outside the formal education system acquired professional competence assessment institution list;
4.15. maintains a database of individuals who received State recognition of professional qualification certificate after assessing the relevant parties outside the formal education system in the acquired professional competence; 4.16. appropriate competency provide advice for the management of educational institutions, educators, teachers or other persons; 4.17. is coordinated by the European quality assurance framework (EQAVE) and the joint vocational education quality evaluation indicators for implementation of the quality assurance of vocational education; 4.18. individual submissions education activities and the implementation of the educational process; 4.19. collects and provides information that is required for high school, College, or field of study for accreditation; 4.20. make recommendations to State and local government authorities and other bodies to promote, ensure and enhance compliance with the laws on education and science and to ensure the quality of education; 4.21. According to competence, cooperate with other State and local authorities and non-governmental organizations, as well as engage in international cooperation and international projects; 4.22. inform the media representatives on the operation of the service; 4.23 provides confidence in the performance in the area of education and science; 4.24. the laws and carry out other tasks. 5. the Department shall provide to the Ministry of education and science proposals for any necessary funding of the Government function and the task implementation. 6. the Department of education law and other legal rights, including the right to receive fees for providing public services.

V. concluding questions 19.
