General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" priority axis "education, skills and lifelong learning" 8.3.2. specific aid target "to increase support for general education student individual competence development" (hereinafter referred to as the specific objective). "support measures 8.3.2.1 national and international measures for the development of student talent" (hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. objective of the measure is to provide support for national and international action for the implementation of student talent development. 3. in the event the target group are: 3.1 General educational institutions; 3.2. the general education teacher; 3.3. talented trainees of primary and secondary education degree. 4. the objectives of the Measures implementing this provision reaches 20 eligible referred to actions and reaching the following indicators: monitoring outcome indicators 4.1-2023 to December 31, the overall number of educational institutions, which have received the support of the European Social Fund individual teaching approach and the development of individual competences of learners development – including up to 2018 200 December 31-100, promoting specific support target total outcome indicator-272; 4.2. results indicators – up to 2023 December 31 General education institutions that have adopted the individual approach to competence development, student-200, promoting specific aid target total led indicator-272; 4.3. financial performance – up to 2018 December 31 certified expenditure of eur 986 204. 5. the measures implemented in the restricted application of the project selection. 6. The beneficiary's partners may be higher education institutions that meet the following criteria: 15.1 these rules 20.1.2. referred to the implementation of the assisted actions: 15.1.1. experienced student regional scientific conferences; 15.1.2. has sufficient human resources and experience in scientific work review, evaluation and consultation of scientific student research in the development of humanitarian, social, and life sciences; 15.1.3. it is appropriate material and technical base to provide the learner with the opportunity to use the laboratory's scientific and research development; 15.2. This provision 20.2.1. referred to the implementation of the assisted actions: 15.2.1. have experience in preparing the work of the olimpiāž evaluation and progress of olimpiāž; 15.2.2. is adequate logistical base to ensure the County, city or municipality of the Republic of the Union of the subject olimpiāž the progress of online technical support and automatic evaluation of at least three thousand participants at the same time; 15.2.3. is entitled to store and process personal data according to the data of natural persons protection act; 15.2.4. aprobēt software has been developed and the subject of online olimpiāž; 15.2.5. have experience in cooperation with general education institutions subject to organise olimpiāž online at least two thousand members. 16. the Funding recipient, choosing cooperation partners 20.1.2. these provisions referred to in the implementation of the assisted actions take into account the regional principle, one higher education institution from each planning region. 17. The beneficiary must be justified in the application of the project partner selection, indicating the specific involvement of the partners and their competence of compliance with the proposed eligible project activities, as well as the approval of the application to each of the partners to conclude a cooperation agreement in accordance with the laws and regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. III. eligible activities

State subject to organise olimpiāž; 20.2.3. selection, student preparation and participation of the International Olympics of subjects; 20.3. methodical support for educators working with talented learners: 20.3.1. methodology development educators talented student recognition and develop the talents of trainees; 20.3.2. educator of vocational competency development work with a talented student and talented student identification; 20.4. project management and implementation; 20.5. information and publicity measures.
IV. Eligible costs

21. within the framework of the Action Plan, the following types of eligible costs: 21.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 21.2. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the implementation of the project activities and project results; 21.3. the unexpected costs. 22. V. implementation of the agreed Measures and unilateral notice conditions

28. The beneficiaries, taking into account paragraph 9 of these regulations in these conditions, the implementation of the project may be initiated no later than one month after the date of conclusion of the agreement.
