Make reference to some basic rules of the law issued by the following: "Issued under the European structural funds and the investment objective" European territorial cooperation "programme management law article 15 (4) and the European neighbourhood instrument will be implemented within the framework of the European structural funds and the investment objective" European territorial cooperation "programme management law paragraph 4 of article 14". 3. Supplement with 3.10 and 3.11 of the subparagraph as follows: "3.10.-Russian cross-border cooperation programme; 3.11. The Latvian-Lithuanian-Belarussian cross-border cooperation program. " 4. Add to paragraph 4 after the words "the European regional development fund co-financing" with the words "or in co-financing the European neighbourhood instrument". 5. Delete paragraph 5, the words "or decision by the managing authority for project approval". 6. Add to paragraph 6 and after the words "on the basis of" with the words "decision by the managing authority for project approval and". 7. Express 7.2. subparagraph by the following: "7. the Parties estimate of the portion of the project in which this rule 3.1., 3.2., 3.3., 3.4., 3.5., 3.6, 3.10 and 3.11 of the programme referred to in point 2.1.4, 2.1.5, 2.1.6 and 2.1.7.. the beneficiaries referred to in point of Latvia, if they require public funds." 8. To supplement the provisions under point 8.1 as follows: 8.1 "the protection of the environment and regional development Ministry in the budget plan to finance this rule 3.10. implementation of the programme referred to as foreign financial assistance and the State budget long-term commitment according to the priorities set in the programme, international agreements and the distribution of funding over the years: 8.1 1.
