Cabinet of Ministers Regulations No. 359 in 2016 (7 June. No 28 35 §) action programme "growth and employment" 8.3.5. specific aid target "to improve access to career support for learners in General and vocational education" implementation regulations issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education skills and lifelong learning "8.3.5. specific objectives of aid" to improve access to career support for learners in General and vocational education "(hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. The specific objective is to improve access to career support learners in General and vocational education institutions. 3. Specific support to target State and local entities in General (including special) and vocational training institutions and their trainees. 4. Specific aid objectives achieved in implementing this provision referred to in paragraph 21 and supported by 2020. December 31, reaching the following indicators: monitoring outcome indicators 4.1-it education and training institutions that have received support of the European Social Fund career education and career development support-328, including up to 2018 31 December-295; 4.2. results indicators, their general and professional educational institutions that provide a number of career support for learners-328; 4.3. financial performance – up to 2018 31 December 6 924 206 certified expenditure. 5. Specific aid planned total attributable funds is eur 23 080 688, including European Social Fund funding – 19 618 584 euro and Government co-financing – 3 462 104 euro. 6. the total Available funding to apply the agreement on the implementation of the project is the closure of 21 645 410 euro, including the European Social Fund – euro 18 398 598 and Government co-financing, eur 3 246 812, anticipating the outcome indicators and financial indicators is scheduled according to the rules laid down in paragraph 4. 7. From 1 January 2019, the responsible authority in accordance with the decision of the European Commission may propose to increase the specific support under the project the total eligible costs up to € 23 080 688, subject to this provision as referred to in paragraph 5 of the proportional distribution of the financing sources and reach of this provision the monitoring referred to in paragraph 4. 8. the maximum eligible European Social Fund funding does not exceed 85 percent of the total eligible project funding. 9. Specific support for implementing the project application to the limited selection. 10. Specific support within the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority).  II. requirements for the applicant and project partners 13. the applicant is a national Project education development agency. 14. the applicant shall prepare a project and within the time limit set in the invitation, which does not exceed 30 working days, submit to the institution of cooperation (cohesion fund management information system 2014 – 2020 e-environment) project application specific support project application selection rules. 15. in order to ensure the implementation of career support activities in all counties and cities to the meaning of the Republic, the beneficiary will be invited to participate in the implementation of the project the following partners: 15.1 the content of national education center, who according to the competences involve national professional organization, the contest of mastery – that rule 21.4. eligible activities referred to in (a); 15.2. the municipality or municipal associations which are responsible for the implementation of the career education subordinated to the existing education, or educational administration, which the authorities are delegated the appropriate function – this rule 8.5. referred to the implementation of the activities supported; 15.3. established in vocational training institutions, which competence center of vocational training, of these regulations – 21.6. eligible activities referred to in point. 16. the municipalities have the right to put it under the education institutions that participate in the project as izmēģinājumskol. The beneficiary shall assess the local educational authority, pursuant to this rule 30.3. educators referred to career advisors in the load and to involve in the project: 16.1. all special education development centres; 16.2. at least nine General education institutions which implement minority education programmes (at least one educational institution in every sense of the Republic city); 16.3. equal proportion of general education institutions implementing the primary education programs and general education institutions that implement programs of basic education and general secondary education programs. 17. The provisions referred to in paragraph 4, the outcome and the result indicators beneficiary involvement in the achievement of these rules 15.2 and 15.3. referred to cooperation partners, providing career support availability in all counties and cities to the meaning of the Republic in proportion to the number of learners and subject to this provision in paragraph 16 above. 18. Implementation of the project, these rules 15.2 and 15.3. partners referred by career development support plan that matches the requested funding to develop structures and include the following descriptions: 18.1. career development support measures implementation model, and a monitoring mechanism; 18.2. cooperation with the non-participating in the implementation of the project of general education as well as vocational and higher education institutions (if applicable) and employers, professional bodies and the social partners. 19. the project applicant is obliged to justify application of the project partner selection, indicating the specific involvement of partners, the competences and the need for compliance with the projected eligible activities. In the course of the project the project the applicant is bound to each of the partners to conclude cooperation agreements on cooperation in the implementation of the activities supported. The cooperation agreement shall contain information in accordance with the laws of the order in which European Union structural funds and the cohesion fund management in participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period and still have at least the following conditions: 19.1. payment arrangements 21. these provisions referred to in paragraph 1 for the implementation of the activities supported, and applicable direct and indirect costs; 19.2. the cooperation partners eligible activities to be implemented, and implementing quality criteria; 19.3. the report and other information the submission procedures and deadlines. 20. The beneficiary is responsible for the performance of the duties of the partners in the implementation of the project and the partners in the project implementation functions, including removing the double risk of funding.  III. eligible activities eligible costs 21. aid in Specific support of the following: 21.1. informational and methodological development kit and sharing (including e-environment) support for the implementation of the career education and vocational training institutions; 21.2. the career development plan in support of the development and approval of the model-specific support in participating in the implementation of General and vocational education; 21.3. the specific aid involved in the implementation of General and vocational education teachers ' career counsellors and career support more education of professionals involved in the implementation of the career support activities; 21.4. the national professional organization of the contest of mastery training institutions for teachers, including professional skills demonstration events in the attractiveness of vocational training; 21.5. the contestants – award-winning place winners in national professional mastery competitions (including vocational education graduates up to 25 years old, but not later than two calendar years after the end of the educational year) – preparation for participation in the new international professional competitions and participation of mastery; 21.6. career support measures (including career information, career education and career counseling) in support of the implementation of the specific implementation of the learners in all educational institutions of Latvia Republic counties and cities; 21.7. project management and implementation; 21.8. information and publicity measures for the implementation of a project. 22. Specific aid is applicable to the following costs: 22.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 13.8. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the implementation of the project activities and project results. 23. This rule 22.1. referred to the direct eligible costs include the following positions: 23.1. direct personnel costs (according to the plan, State and local officials and employees of the institutions of legal consideration) for State and local government employees, excluding overtime. If the staff are involved in the project is provided in accordance with the principle of relevance of part-time, subject is not less than 30 percent capacity: 23.1.1. beneficiaries of the project staff and management personnel remuneration costs this rule 21.1 21.2 21.3 21.4.,.,.,., 21.5 21.6 21.7 21.8., and referred to the implementation of the activities to be supported; 23.1.2. partners project staff (including teachers ' career consultants) remuneration costs these rules and 21.6 21.4. eligible activities referred to in (a); 23.2. other project costs: 23.2.1. domestic travel and business travel costs this rule 23.1.1. staff referred to in this provision, and 21.5 21.7 21.4. referred to the implementation and the activities supported this provision 23.1.2. staff referred to in point 13.3. these terms and 21.6. eligible activities referred to in the implementation; 23.2.2. foreign mission costs this rule 23.1.1. the implementation of the personnel referred to in paragraph (including the official delegate of Latvia and the technical delegate for international non-profit association "Europe" and "WorldSkills WorldSkills International"), experts and participants attached to this rule 21.5. referred to the implementation of the activities supported under the legislation on the order in which the recoverable costs associated with missions; 23.2.3. transport costs (the cost of fuel, vehicle hire, purchase of transport services, the use of public transport) this rule 23.1.1. staff referred to in this rule 21.3., 21.4 21.5 21.7., and referred to the implementation and the activities supported this provision 23.1.2. staff referred to in this provision, and 21.6 21.4 21.3.. eligible activities referred to in (a); 23.2.4. annual membership fee of a Member State of the international non-profit association "Europe" and "WorldSkills WorldSkills International" and participation in international competitions of young professionals skilled in these rules referred to in paragraph 21.5 eligible activities; 23.2.5. the service (if the procurement is carried out in accordance with the procurement regulations governing), supply contracts and rental costs these rules referred to in paragraph 21 of the implementation of the activities supported: 23.2.5.1. royalty costs and costs through enterprise agreements with project experts involved in the implementation and natural persons (this rule 21.1 21.2 21.3 21.4., 13.4., and referred to the implementation of the activities supported); 23.2.5.2. more education and preparation of international contestants (this rule 21.3 and 21.5. referred to the implementation of the activities supported); 23.2.5.3. the print and the literary editor of the service costs (this rule 21.1 and 21.2. supported referred to the implementation of actions); 23.2.5.4. photo service costs (21.1. these provisions referred to in the implementation of the assisted actions); 23.2.5.5. videopakalpojum (21.1. these provisions referred to in the implementation of the assisted actions); 23.2.5.6. informative and methodological materials and sample plan development costs (this rule 21.1 and 21.2. supported referred to the implementation of actions); 23.2.5.7. digital materials, tools and other solutions development costs (this rule 21.1 and 21.2. supported referred to the implementation of actions); 23.2.5.8. Seminar and Conference organizing and servicing costs (21.2. these provisions, and 21.4 21.3.. referred to implementation of the activities supported); 23.2.5.9. space, facilities, and equipment rental costs (this rule 21.4. eligible referred to the implementation of the action); 23.2.5.10. informative campaigns and implementation costs (this rule 21.4 21.5 21.6., and referred to the implementation of the activities supported); 23.2.5.11. form or special clothing acquisition cost (this rule 21.4. and 21.5. referred to the implementation of the activities supported); 23.2.5.12. materials and equipment acquisition cost (this rule 21.4 and 21.5. referred to the implementation of the activities supported); 23.2.5.13. logistics costs (21.5. these provisions referred to in the implementation of the assisted actions); 23.2.5.14. the transport, accommodation and catering costs, national professional mastery of the tender participants (this rule 21.4. eligible referred to the implementation of the action); 23.2.5.15. other costs necessary for the provisions of paragraph 21 of eligible activities referred to in the implementation and use of expenditure before the beneficiary with a responsible authority; 23.2.6. information and publicity costs according to the laws that determine the order in which the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements 21.8. these provisions referred to in the implementation of the assisted actions; 23.2.7. newly created jobs in the establishment or renewal of existing jobs in the necessary equipment (Office furniture and equipment, computer software and licenses) acquisition and rental costs that rule 23.1.1. and 23.1.2. staff referred to a maximum of eur 3000 per job site throughout the project implementation period. If the project management and implementation staff is employed in the normal working time, workplace equipment and rental costs are attributable to 100 percent. If the project management and implementation staff is employed full time or part time jobs, equipment acquisition and rental costs are attributed in proportion to the percentage of the load distribution. The total amount of costs – not more than 215 000 euros.
24. IV. Specific support and implementation of the agreement on the implementation of the project in terms of unilateral notice 28. Funding recipient project implementation can commence no later than one month from the date of the agreement for the implementation of a project. The project is implemented by 2020 December 31. The project site is the territory of the Republic of Latvia. 29. in order to monitor the implementation of the specific support under the career education implementation plan for State and local General and professional education in 2015-2020, the Ministry of education and science established a project in which the Supervisory Board, including the voting rights of the invited representatives from national education development agency, in an advisory capacity, representatives of the Ministry of welfare, the Ministry of the economy, the employers ' Confederation of Latvia, the Latvian free trade union, the Union of local authorities of Latvia and Latvian career development support Association , observers, representatives of the beneficiaries, institutions and authorities. The Supervisory Board shall be convened by the project at least every six months. 30. in implementing the career support activities project in General and vocational education, the beneficiary will comply with the following conditions: 30.1. funding for the educator career consultant remuneration and career development support measures for the implementation of this rule 15.2 and 15.3. referred to cooperation partners is granted in accordance with the provisions referred to in paragraph 18 of the career development support measures; 30.2. the provisions referred to in paragraph 15.2. the partners have the right to determine which of their exposure in general education (including special education development centres) will participate in the implementation of the specific aid, within the selected career development support implementation model and educator career consultants available for funding consideration; 30.3. the educator career consultant career Adviser remuneration of teaching load: 30.3.1. meet the ratio: one educator career consultant to trainees in the year 2017.700 and one educator career consultant to trainees for 600 by the year 2020; 30.3.2. not less than 0.3 loads; 18.9. the rules referred to in paragraph 15.2. partners can receive career development support measures: 30.4.1. project the participating educational institutions in proportion to the number of learners; 30.4.2. the project involved in the general education of trainees in proportion to career development support measures involved 7.-9., and 10-12. class of trainees; 5. the provisions referred to in paragraph 15.3. partners can receive career development support measures in proportion to the number of trainees in education; 19.0. The beneficiary provides data storage for: 33.1. the following specific evaluation indicators: 33.1.1. General or professional education workers and teachers involved in the implementation of career support technicians who have received more education career support activities; 33.1.2. develop guidelines for career support plan implementation; 33.1.3. the national vocational skill contest of professional education of learners (including professional skills demonstration measures the attractiveness of vocational training); 33.1.4. vocational education trainees and graduates for up to 25 years old who participated in international competitions of mastery of the new professionals; 33.2. the following horizontal principle of "equal opportunity": developed or improved 33.2.1. educational programmes, methodological and informational resources, the number of which is integrated in equal opportunity issues (gender equality, disability, age or ethnicity); 33.2.2. equal opportunities (gender equality, disability, age or ethnicity) of educated persons. 34. the data storage for the project support saņēmušaj persons, this provision and paragraph 33.1.1.33.1.4. following the European Social Fund's activities involved, as well as career advice for participants (trainees) recipient of funding under the laws and regulations that govern the European Union's structural funds and the cohesion fund projects testing procedure 2014 – 2020 programming period by the specified payment request form, set the data of the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1304/13 of the European Social Fund and repealing Council Regulation (EC) No 1081/2006 annex 1 contains common result indicators.
