No 36 25) rules for the European integration of third-country nationals to fund the 2012 program implementation activities Issued in accordance with the General Programme "solidarity and management of migration flows" within the established fund management law article 14, paragraph 3 (I). General questions 1. determines: 1.1. European third country nationals Integration Fund (hereinafter referred to as the Fund), the 2012 Programme tender procedures for the following activities: 1.1.1.  1. the "a" in activity "and the development of adaptation programmes for the integration of third-country nationals and cohesive society" (hereinafter referred to as the 1. II. Requirements for the project for the applicant 7. If it has been the beneficiary of another Fund annual program, it has seen the conditions of funding consistent with the laws governing 74. If the application is approved on condition that the managing authority shall ensure the evaluation of the conditions in the decision of approval of the project application; 13.5. the managing authority shall conclude grant agreements with the principal applicant of the project approved. 14. the Announcement of the open project application selection or in the invitation to tender if the limited application of selection of projects, the managing authority shall include the following information: the name of the activity of the Fund, 14.1 and purpose; 14.2. the Fund's activities within available funding; 14.3. the project to the application procedure and deadline; 14.4. an indication of the managing authority home page on the internet that provides information about the project for the preparation of the application and use of materials, project submission evaluation criteria, the European Union and national funding arrangements and questions.
IV. Project application preparation and submission procedures 15. These certificates shall be submitted for an amount that is not less than the planned project, additional financial resources. The project at the date of application to the credit certificate may not be older than 30 calendar days; 10.4. a mandate of supporting documents (if applicable); 16.8. the project covering letter indicating the name of the applicant, the draft annual programme of activities number and name, as well as the name of the project. 17. the application of the project prepared in accordance with the laws and regulations on the development and presentation of the document. 18. the project applicant project application can be submitted by the lead institution: 18.1 in paper form, by personally leading the institution or by sending by registered mail; 18.2. an electronic document. 19. If the project application submitted in paper form, it shall be submitted in one copy together with an electronic copy of the electronic medium with the indications on the data carrier. The central authority receiving the project application, register it in the document record management system. V. Project submission evaluation procedure 26. application assessment project is provided in the Managing Authority created project submission Evaluation Commission (hereinafter the Commission). If the application does not correspond to something one has to be the quality evaluation criteria or did not acquire a minimum number of points in accordance with the quality evaluation criteria, the Commission suspended the application of the evaluation of the project and recommends that the managing authority to reject it. 35. If multiple project submissions in accordance with the quality evaluation criteria and the specific evaluation criteria got equal number of points, then, in determining the order of application of projects, it is considered a priority project application, which won the largest number of points after the quality evaluation criteria; 22.9. If multiple project submissions in accordance with the quality evaluation criteria and the specific evaluation criteria got the same number of points and the same number of points are obtained by quality evaluation criteria, it is considered a priority project submissions that received the greatest number of points: 36.9.1.  1. "a" activities within that rule 6.2 and annex 15. quality criteria referred to in paragraph 1; 36.9.2.2. activities under this provision 2 of Annex 8 and 16 the quality criteria referred to in paragraph 1; 36.10. project application is considered appropriate and geared to refine administrative evaluation after evaluation criteria, if all the following conditions are implemented: 36.10.1. the project application to the quality evaluation criteria and the specific evaluation criteria won at least 55% of the maximum possible number of points; 36.10.2. project submission won at least the minimum required number of points in accordance with specific evaluation criteria; 36.10.3. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the highest number of points, there is sufficient funding for the implementation of the project application to the particular activity; 36.11. the Commission assesses the application of the project according to refine administrative evaluation criteria and move it: 36.11.1. for approval; 36.11.2. approval provided that clarifications are required in the criteria which, in accordance with these terms is defined as a reservation, or to specify the project's application pursuant to section 23.1. these terms conditions referred to in that decision for the project feasibility submission approval; 36.12. the Commission, on the basis of the Fund's Management Committee and the Commission's assessment shall be submitted to the managing body of the evaluation report. It includes information about received submissions, project evaluation, as well as for approval, approval with conditions and rejected the proposed project applications and their reasons for rejection. 37. the managing authority shall, on the basis of the assessment reports submitted by the Commission, shall decide on the application of the project: 37.1. the approval, this provision and paragraph 35.3.1.36.11.1. in these cases; 23.1. the approval, if necessary, impose the following conditions: 37.2.1. to clarify the application of the project to ensure that it complies with the rules referred to in annex 4. refine administrative evaluation criteria, this rule 6, 7, 8 or 9 to be listed in the annex of the quality evaluation criteria and the rules referred to in annex 5, refine, specific evaluation criteria; 37.2.2. preventing conflict in relation to the information in different sections of the application of the project; 37.2.3. to clarify the description of project activities, including the deletion of inappropriate activities and clarify the project time schedule; 37.2.4. specify the target group of the project and the target number of persons belonging to the Group; 37.2.5. to clarify the description of the project results, including the refine numerical indices and the sources of information provided for them; 37.2.6. for additional information or clarification if information specified in the project application is incomplete or contradictory; 37.2.7. to pay the tax or State social security payment of debts; 37.2.8. submit State revenue service current accounts or parts of it (the revenue and expenditure account, donations and endowment overview) (if applicable); 37.3. rejection, if the implementation in at least one of the following conditions: application to project 37.3.1 does not meet even one criterion for the administrative assessment that under these rules to be defined as; 37.3.2. open application in the selection of projects project application to the quality evaluation criteria and the specific evaluation criteria and the limited application of the selection of projects, the quality evaluation criteria have not won at least 55% of the maximum possible number of points; 37.3.3. project application is acquired by at least the minimum required number of points in accordance with a specific quality or specific evaluation, the evaluation criteria (if applicable); 37.3.4. after the project submission ranking in order of priority, taking into account that the project approval submissions, which got the highest number of points is not sufficient funds for the implementation of the project application. 38. the managing authority within 10 working days after this provision in paragraph 37 of the decision shall be forwarded to the project applicant. 39. The fulfilment of the conditions in the decision of approval of the project application, provided the applicant provides a project managing authority within the time limit provided for in the decision. The project, run by the managing authority, the conditions laid down in the decision not to take up the project in another application with the managing authority not agreed changes. 40. the Commission within 10 working days of receipt of the information on the conditions in the decision of approval of the project application, assess their compliance with the conditions laid down in the decision. 41. If the conditions in the decision of approval of the project application, are met, the managing authority shall inform the applicant of the project grant agreement. 43. If the conditions laid down in the decision approving the project application provided are not met or are not met within the time limit laid down in that decision, the application shall be deemed to have been rejected and the managing authority shall inform the applicant of the project. 44. If it is found that the project applicant knowingly provided false information in any application evaluation stage of the project, the Commission shall suspend the submission of further evaluation of the project and recommends that the managing authority to reject it. 45. If the application is rejected the limited application of the selection of projects, managing authority, when assessing the financial accessibility of specific activity in specific annual programme, have the right to resend project invitation given to the applicant to participate in the application of the selection.

After the decision on the application of the project approval or adoption of the opinion on the conditions in the decision of approval of the project application, but before the grant beneficiary of conclusion of the contract or the managing authority shall specify in the application of the project included information that lost the topicality, without changing the substance of the project submission. 49. The beneficiary is responsible for the implementation of the project according to the approved project submission and provide a report to the managing authority on the progress of the implementation and financial implementation in accordance with the grant agreement. 50. The beneficiary shall ensure the implementation of the project-related information and documentation storage up to December 31, 2023.
VII. 1. " (a) "activities of the implementation and project evaluation criteria applications 56.  1. "a" the purpose of the activity is to develop and organize high-quality third-country nationals in the adaptation of programmes and measures (language courses, kultūrorientācij courses, support measures for third-country nationals mazākaizsargāt groups) to ensure full access to services and participation in public life, as well as to provide the host society's ability to make otherwise. 57.1. " (a) "activity can leverage the following monitoring indicators: 57.1. language and integration courses trained and involved at least 500 citizens of third countries; 57.2. courses trained and naturalization exam prepared to sort at least 300 citizens of third countries. Information days organised in five regions of Latvia, ensure media publications and internet websites; 57.3. create at least one informational material about Latvia, intended for third-country nationals prior to entry and ensure its availability; 57.4. implemented at least one measure or measure cycle of third-country nationals on civic participation and advocacy, in which the representatives of civil society and local government participation. Latvian language and integration course design and implementation, to provide third-country nationals the opportunity to acquire basic knowledge of the Latvian language, as well as knowledge of Latvian culture, tradition, history, current social and economic issues, public administration system, fundamental rights and other issues, including the innovative measures that promote the practical use of the language; 59.2. the course and informative activities for the preparation of third-country nationals through naturalization process; 59.3. measures which provide the opportunity to receive information about Latvia before entry; 59.4. measures that encourage third-country nationals and citizens of Latvia, active cooperation and civil participation; 59.5. support mechanisms and the provision of services to third-country nationals vulnerable groups (children, women, the young, the elderly, and people with special needs), including support for families with pre-school and school-age children as well as aid to third-country nationals who left poverty or regional isolation. 60.1. " (a) "activities implemented as an open project application selection. 61.1. " (a) "activity of the project applicant and their partners can be public authorities, municipalities, local authorities, derived public persons, associations and foundations, international organisations, as well as national or local government or other legal person (other than the company) founded in universities. 62.1. General provisions 1. Guiding principles 1.1.
