2. Territorial development planning document content 2.1. contents of the sustainable development strategy planning region 5 sustainable development strategy developed pursuant to Latvia's sustainable development strategy under the long-term development objectives and priorities, assessing the respective planning region within the local strategy of sustainable development and taking into account adjacent regions in planning sustainable development strategies in specific long-term development objectives and priorities. 6. Sustainable development strategy includes: 6.1 the strategic part. It contains a long-term vision (vision), objectives, priorities and economic profile of the region; 6.2. spatial development perspective; 6.3. the guidelines. Include recommendations for local sustainable development strategies. 7. Description of the spatial development perspective and the way choice graphically represents the desired spatial structure of the territory, including: 7.1. significant existing spatial structure elements for the desired long-term changes, the main functional spaces; 7.2. the structure of settlements and development centers; 7.3. the main transport corridors and infrastructure (such as the main national and regional roads, railways, ports, airports), trunk utilities networks and objects; 7.4. the spatial structure of natural areas, including especially protected natural territories network; 7.5. the significant heritage areas; 7.6. scenic value and other special areas. 2.2. development of program content 8. Development programmes under the national development plan, the regional policy guidelines and planning the region's sustainable development strategy, evaluation of the respective planning region within the local government development program, as well as taking into account adjacent planning regional development programmes. 9. Development program includes: 9.1. strategic part. It includes medium-term development priorities and lines of action (measures); 9.2. the action plan; 9.3 monitoring and evaluation of the implementation of the agenda. It performance indicators, the reporting frequency and content. 10. the action plans shall not be less than the three-year period, including: 10.1. planned activities and the corresponding deadlines; 10.2. the financing of investment projects and sources; 10.3. the results of the planned activities; 10.4. the implementation period; 10.5. the action plan and the implementation of investment projects of the person responsible. 2.3. content of thematic design 11. If necessary, the planning region development of thematic programming. 12. The thematic programming includes: 12.1 explanatory memorandum; 12.2. the graphic (maps, diagrams, drawings or drawings); 12.3. a monitoring procedure. 15. the planning region Development Council shall take a decision on the strategy of sustainable development or the development of programming or updating and confirms its development and statement of work, which includes the development process in time, content and the public participation plan. 16. decisions related to sustainable development strategies or development programs, planning region three working days in territorial development planning information system (PIN), planning the region's Web site, as well as 14 days of publicity in other ways that are available to the public (e.g., by publishing a notice in the newspaper as well as regional, displaying prominently the planning region administration building). 17. it is the responsibility of the driver development: 17.1. to organize the sustainable development strategy or development programs or updates; 17.2. to ensure communication with the authorities and the information and findings; 17.3. to organize public participation in measures under the regulations on the Organization of the public participation; 17.4. the sustainable development strategy or development program project public consultation end to prepare a report containing an overview of the institutions ' opinions and proposals submitted by private individuals and, taking into account the objections or rejection, indicating the reasons for rejection; 17.5. to prepare the territory's development planning documents and present them for consideration by the planning region Development Council. 18. the national and local government bodies shall participate in the development of the territory planning, advising and providing information according to the competency. 19. The sustainable development strategy or development program project public consultation period is not less than 30 days. 20. the planning region Development Council shall decide on the appropriate public consultation results in improved sustainable development strategy or development program project submission to the Ministry responsible for territorial development planning (hereinafter referred to as the responsible Ministry). Responsible Ministry 30 working days give an opinion on the conformity of the project to improve regulatory requirements and higher levels of spatial planning documents. 21. the Ministry responsible for preparing the opinion of the planning region develop sustainable development strategies or development project, if necessary, involve other State institutions. 22. the planning region after receiving the opinion of the responsible Ministry: 22.1. assess the objections and proposals and, if necessary, specify the alignment of the sent of the sustainable development strategy or development programme; 22.2. the final approval of the sustainable development strategy or development programs. 23. If the planning area, the Ministry in charge of evaluating the objections and proposals, made significant changes to the sustainable development strategy or development project, this final editorial approval allow reuse of public consultation that lasts not less than 14 days. It includes information on the activities undertaken, the pointer changes to, conclusions and recommendations for further action, as well as information on compliance with the sustainable development strategy objectives. 30. the planning of region sustainable development strategy or development programme shall cease to be valid if it is confirmed, a new planning strategy for the sustainable development of the region or development program. 31. If the sustainable development strategy or development programs, the planning region Development Council may decide on changes in its operational period. The sustainable development strategy or development programme period may be extended for a period of up to two years. 3.2. Thematic planning development, implementation and monitoring of agenda 32. Thematic programming develop in the following order: 32.1. the planning region Development Council adopted a decision on thematic programming, confirm its development and work assignments. Sow: 32.1.1. development goals and tasks; 32.1.2. If necessary, the institution from which the information was obtained, conditions and opinions, as well as experts who need to call; 32.1.3. planned public participation activities; 32.2. the communication on the thematic programming of development of three working days in territorial development planning information system, planning the region's Web site and the information available to the public of other ways; 32.3. the thematic programming approved by the planning region Development Council decision; 32.4. the planning region enables the public to familiarize themselves with the thematic programming. 33. the planning region shall coordinate and monitor the implementation of thematic programming. 34. the thematic design shall lapse if the planning region Development Council adopted appropriate decisions. 4. 35.
