Cabinet of Ministers Regulations No. 1111 in 2013 (15 October. No 54 23. §) rules for foreign civil aircraft flight crew licence Issued in accordance with the recognition of the law "on the air" to the second part of article 30 and article 32 of the third paragraph of rule 1 defines: 1. the order in which the national agency of Civil Aviation "agency" (hereinafter referred to as the Civil Aviation Agency) recognized in the territory of the Republic of Latvia of the other Government issued civil aviation personnel licence (hereinafter referred to as foreign personnel certificate); 1.2. the holder of the foreign staff of the requirements. 2. Civil Aviation Agency's foreign staff recognised in accordance with the licence: 2.1 Commission 3 November 2011 of Regulation (EU) No 1178/2011 on the technical requirements and administrative procedures for civil aviation flight crew under the regulation of the European Parliament and of the Council (EC) No 216/2008 (hereinafter Regulation No 1178/2011), the requirements set out in annex III; 2.2. the requirements of this regulation. 3. the provisions of This section apply to 2.2 in respect of such foreign personnel certificates: 3.1. flight deck flight engineer licences licences, glider, Zeppelin and air balloon pilot certificate issued in accordance with the 7 December 1944 Convention on international civil aviation (hereinafter referred to as the Convention), the requirements of annex I, if the licence holder intends to make a commercial flight via the Latvian civil aviation aircraft registered in the registry of the aircraft; 3.2. foreign personnel certificates issued in accordance with the foreign national legislation requirements, if the licence holder intends to perform a flight using the Latvian civil aviation aircraft registered aircraft, or take flight in the airspace of the Republic of Latvia; 3.3. flight deck flight engineer certificates, certificates of the Zeppelin and the glider, balloon pilot certificate issued in accordance with the requirements of annex I to the Convention, if the licence holder intends to perform a flight under a particular Latvian civil aviation aircraft registered in the registry of the aircraft to perform a specific task (for example, training flights, demonstration flights, the pilot of flight). 4. the provisions referred to in paragraph 3 of the certificate of recognition of foreign personnel in the Republic of Latvia is entitled to a Latvian citizen and non-citizen as well as foreigners, who under immigration law is a legal basis to stay in the Republic of Latvia or who has entered into a working relationship with the operator on the Latvian civil aircraft registered in the register of aircraft piloting. 5. Civil Aviation Agency considers this provision as referred to in point 3.1., European economic area countries certificates issued together with the qualification marks (communication certificate or in a separate document, which outlines the rights associated with that licence, terms or restrictions), if at the request of the Civil Aviation Agency's foreign staff has approved the issuing of the certificate holder's medical certificates, foreign personnel licences and ratings. 6. Civil Aviation Agency considers this provision as referred to in point 3.1., the third countries (countries outside the European economic area States) certificate issued by the rating, if: 6.1. by request of the Civil Aviation Agency's foreign staff has approved the issuing of the certificate holder's medical certificates, foreign personnel licences and ratings; 6.2. the holder of the certificate meets these provisions the requirements set out in the annex. 7. Civil Aviation Agency that the certificate referred to in point 3.2 shall be accepted if: 7.1 the holder shall submit the documents proving his qualifications and experience (the flight hours); 7.2. the holder of the certificate meets these provisions the requirements set out in the annex. 8. If, in considering the question of the rules referred to in point 3.2 certificate of recognition, have reasonable doubts as to compliance with the requirements of the foreign country concerned in the Republic of Latvia to the requirements in force, the Civil Aviation Agency requires additional information from the State Aviation Authority that issued the certificate of foreign crew. The evaluation of the information received, the Civil Aviation Agency in each case individually determines the necessary theoretical knowledge and proficiency testing volume and order, written notice to the licence holder. 9. Civil Aviation Agency that the certificate referred to in point 3.3 are recognised when: 9.1 the holder of certificate is valid health certificate, certificate of foreign personnel and rating, which gives rights to operate flights to certain aircraft category (type) and execute a specific type of flight; 9.2. the holder has a direct or indirect relationship with the specific aircraft manufacturers (such as the holder's aircraft manufacturer or a qualified pilot employees that can take flight with the aircraft). 10. Civil Aviation Agency month foreign staff the holder's written application receipt shall take a decision on the recognition of foreign certificates of personnel or refusal to recognize foreign personnel certificates. 11. Civil Aviation Agency takes a decision to refuse recognition of foreign certificates of personnel, subject to the provisions of Regulation No 1630/2011 requirements in annex III, if foreign staff holder does not comply with these requirements. 12. Civil Aviation Agency takes a decision to refuse these terms referred to in paragraph 3 of the certificate of recognition of foreign personnel if: 12.1. foreign personnel licence holder does not comply with the provisions referred to in paragraph 4; 12.2. foreign personnel licence holder does not comply with this provision the requirements contained in the annex; 12.3. foreign personnel are approved by the issuing of the certificate holder's medical certificates, certificate of foreign staff or ratings. 13. If the Civil Aviation Agency takes a decision to admit: 13.1.  certificate of foreign personnel, subject to the provisions of Regulation No 1630/2011 requirements of annex III, the Civil Aviation Agency shall issue a certificate to the holder of the certificate of approval in accordance with Regulation No 866/2011 2 of annex III; 13.2. This provision is referred to in paragraph 3 of the certificate of foreign staff, the Civil Aviation Agency's licence holder shall issue a certificate of approval according to the certificate of foreign staff, rating and expiry date, but not more than 12 months. 14. a certificate confirmation indicating the following information: 14.1. issuing approval of the certificate, the name and logo; 14.2. the approval number of the certificate; 14.3. the category of certificate, the number and issuing country that is recognized by this endorsement; 14.4. the rights that are assigned with this endorsement; 14.5. the conditions of validity of the certificate of approval. 15. foreign personnel licence holder whose licence recognised in accordance with the provisions of section 2.2, approval of the licence during the period of validity of the certificate of the foreign staff and the ratings staying under the Cabinet of Ministers of 18 January 2011 rule no. 51 "Civil aircraft flight crew certification provisions". 16. These rules 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14 and 15 shall not apply to privâtpilotu, glider, Zeppelin and air balloon pilot certificate issued in accordance with the requirements of annex I to the Convention, if the licence holder intends to make private flights only a day in accordance with visual flight rules with the Latvian civil aviation aircraft registered aircraft certified single pilot control.
