Cabinet of Ministers Regulations No. 1112 in 2013 (15 October. No 54 24) aircraft flight procedures design, validation, approval and maintenance order Issued in accordance with the law "on the air" 2. the second paragraph of article i. General questions 1. determines the order in which developed, validated, approved and maintained aircraft flight procedure in the airspace of the Republic of Latvia pursuant to the international civil aviation Organization (ICAO) requirements. 2. the National Agency for Civil Aviation Agency "(hereinafter referred to as the Civil Aviation Agency) published on the website on the internet (www.caa.lv) following the international civil aviation organisation (ICAO) documents: 2.1 quality assurance manual instrumental flight procedures (Doc 9906); 2.2. Aircraft flight procedures (Doc 8168); 2.3. development of procedures manual navigation specifications set out procedures that require approval (Doc 9905). 3. public joint stock company "Latvian air traffic" (hereinafter referred to as the Latvian air traffic) develops flight procedures and ensure the flight procedure validation and maintenance. Flight procedure development and validation costs shall be borne by the flight procedures of the proponent. 4. procedures for the approval of flights, as well as the development, validation and maintenance of State supervision and control is carried out by the Civil Aviation Agency. 5. in order to comply with the provisions referred to in paragraph 4, the mission, the Civil Aviation Agency requires a Latvian air traffic submit information: 5.1. about unit that will make the provision referred to in paragraph 3; 5.2. the flight procedures design software; 5.3. for the persons who are qualified to develop flight procedures and basic validation (hereinafter referred to as the flight procedure Designer), as well as flight validation (validation of the flight the pilot). 6. If a flight procedure development process uses automated flight procedures design software, in addition to the provisions referred to in point 5.2 of the information submitted by the Latvian air traffic in the Civil Aviation Agency documents stating that the software has been validated according to the international civil aviation organisation (ICAO) document "quality assurance manual of procedures in the flight of the instrumental" (Doc 9906) requirements. 7. in addition to the provisions referred to in point 5.3 of the information submitted by the Latvian air traffic in the Civil Aviation Agency documents stating that the flight procedure designer and pilot of flight validation: 7.1 has mastered the European economic area Member State, the responsible aviation authority approved flight procedure development relevant training program that complies with the international civil aviation Organization (ICAO) document "quality assurance manual of procedures in the flight of the instrumental" (Doc 9906) or "aircraft flight procedures" (Doc 8168); 7.2. not less frequently than once every two years, has mastered the European economic area Member State, the responsible aviation authority approved flight procedure development relevant qualifications of maintenance program that complies with the international civil aviation Organization (ICAO) document "quality assurance manual of procedures in the flight of the instrumental" (Doc 9906) or "aircraft flight procedures" (Doc 8168) requirements. 8. flight procedures flight procedure development or development process of individual stage can take anywhere in the European economic area Member State, the responsible Aviation Authority recognized organization (hereinafter referred to as foreign flight procedure development organization), if: these provisions 8.1 the person referred to in paragraph 11 of their accordance with the Civil Aviation Agency, submit the appropriate approval from the responsible aviation authority about foreign flight procedure development organisations and flight procedures Developer's qualifications; 8.2. The expert group is a certified air traffic, airport operators and airlines delegated representatives. A group of experts led by the Latvian air traffic authorized person. 10. If it is known that the flight procedures of foreign flight procedure development organization, as well as flight procedures is proposing national armed forces, also include representatives of the Group of experts.
II. Flight procedures 11. Propose initiation of new flight procedures create or make changes to the information paper "aeronautical information publication (AIP) already published flight procedures, you can: 11.1. air traffic; 11.2. Latvian air traffic further consideration of the application, if the applicant shall specify the missing information in the application. 14. If the application filled in according to the requirements of the annex to these provisions, a Latvian air traffic 20 working days after receipt of the application, shall be convened by the Group of experts to examine the conformity of the proposal contained in the application: 14.1. projected operational needs; 14.2. airspace users; 14.3. the requirements of the laws governing the use of the air space; 14.4. the implementation of the proposal option deadline; 14.5. the proposal for the implementation of resources; 14.6. other airspace development plans. 15. each Member of the Group of experts ' views are recorded in the minutes of the meeting. The expert group meeting noted that 14 of the evaluation referred to in paragraph detailed description. 16. at the expert group meeting of the Latvian air traffic in the Civil Aviation Agency shall be submitted for approval to the application received and added to the minutes of the meeting of the Group of experts. 17. Civil Aviation Agency within five working days after the rules referred to in paragraph 16 of document receipt, examine and adopt a decision on the application of the proposal for approval or refusal of approval. For that decision, the Civil Aviation Agency informs the Latvian air traffic and the applicant, as well as foreign flight procedure development organization, if the application specified in the flight procedure Designer. 18. Civil Aviation Agency, approving the proposal submitted in the application, while also confirmed flight procedures for the developer who is entitled to draw up the corresponding flight procedure. 19. Civil Aviation Agency takes a decision to refuse the application for the approval of the proposal contained in, if it finds that: the new flight procedures 19.1 is not compatible with the existing airspace management functional system; 19.2. the new flight procedures do not meet safety requirements; 19.3. the application contains foreign flight procedure development organization complies with this provision in paragraph 8.
III. Flight procedures design

20. flight procedures Developer after the Civil Aviation Agency's approval of the necessary information to initiate the development of flight procedures: 20.1. area data-electronic raster or vector data; 20.2. data on the barriers – artificially created and natural obstacles (towers, trees, vegetation height); 20.3. data on ground-ground control points coordinates, lighting devices, magnetic declination and annual changes, the runway data, meteorological statistics, the altimeter data source; 20.4. the air navigation data – airspace structure elements and their classification (A, B, C, D, E, F and G airspace class categories), air routes, flight routes, the absolute height of transition, flight levels; 20.5. the data for radio navigation features – type, coordinates, elevation, service air space operations division, radio frequency identification, magnetic variation. 21. in paragraph 20 of these regulations, the data referred to in flight procedure designer derived from the Commission of 26 January 2010 (EU) Regulation No 73/2010 laying down the requirements for the provision of air navigation and aeronautical data quality of the information in the single European sky (hereinafter Regulation No 73/2010), the second paragraph of article 2 of the said persons. 22. flight procedures design uses only the data corresponding to Regulation No 73/2010 of 6 and 7 article. 23. flight procedure designer after all required data acquisition 20 working days in the conceptual development of flight procedures for the project in accordance with the international civil aviation organisation (ICAO) document "aircraft flight procedures" (Doc 8168) criteria. 24. at the conceptual design of flight procedures to examine the expert group. If the expert group supports the conceptual draft of flight procedures, air traffic in Latvia it is submitted for the approval of the Civil Aviation Agency. 27. If a flight procedure designer has used automated flight procedures design software, his duty is to randomly check the appropriate criteria, using another test flight procedure development method. 31. developer of flight procedures documented in the flight procedure development process and create a document package, which includes: 31.1. all flight procedures in developing the data used and the source of acquisition; 31.2. design methods and design criteria; 19.4. all calculations including the transformation parameters used; 19.5. flight procedures design assumptions and limitations; 31.5. all card schemes and the necessary procedures for the validation of the flight; 19.6. flight procedures (if required); 19.7. navigation system ARINC 424 database data; 19.8. other relevant information arising from the flight procedure development process. 32. The provisions referred to in paragraph 31 of document package all air navigation data are presented according to Regulation No 73/2010 annex 2. 33. IV. Flight procedures validation, approval and publication

A flight validation conducted if: 43.1. basic validation do not get sufficient evidence that developed flight procedure guarantees the safety of aircraft; 43.2. suitable for any deviation from the flight procedure design criteria laid down in the rules referred to in paragraph 29 of document; 43.3. the basic validation is not fully considered in the development of flight procedures used, obstacles and terrain data accuracy and integrity; 43.4. developed flight procedure applies to helicopter pins (Sky selected point from which is taken the helicopter landing); 43.5. airfield previously have not had relevant flight procedures. 44. the air traffic after flight procedures validation results summarizes the validation package and it along with the flight procedures document package submitted to the Civil Aviation Agency. 45. Civil Aviation Agency 20 working days after the provision of article 44 of the receipt of the documents referred to assess the procedures developed in accordance with the Commission on 17 October 2011 Regulation (EU) no 1034/2011 on safety oversight in air traffic management and air navigation services and amending Regulation (EC) no 691/2010, and takes one of the following decisions: 45.1. confirm flight procedure; 45.2. the confirm flight procedures by setting specific operating conditions or restrictions; 45.3. to request further information or ask to perform a flight validation, if it is not running, and one of the rules referred to in paragraph 43; 28.2. to refuse to confirm the flight procedure if it finds that: 45.4.1. is not compatible with the existing airspace management functional system; 45.4.2. does not meet the safety requirements. 46. following this rule 45.1. and 45.2. decisions referred to in the Latvian air traffic flight procedures shall be published on the information document "aeronautical information publication (AIP) in accordance with Regulation No 73/2010.
V. procedures for maintaining Flight 47. Vi.
