No 36 41) operational programmes for the "growth and jobs" 8.5.1. specific objective "to increase qualified professional training institutions for the number of students following their participation in a work environment based training or teaching practice at implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedure a in which the activities of the "growth and employment" priority axis "education, skills and lifelong learning" 8.5.1. specific objectives of aid "to increase qualified professional training institutions for the number of students following their participation in a work environment based training or teaching practice enterprise" (hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the specific aid and the cost of the activities supported incidence conditions; 1.6. the agreement for the implementation of a project of cooling-off unilateral conditions; 1.7. the simplified conditions of application costs and procedures. 2. the terms used in the rules: company-Merchant 2.1, authority, society or Foundation; 2.2. education – the education authority, which implements the vocational secondary education programs that enable you to have a third level of professional qualifications, and vocational education programs that enable you to have a second level professional qualification. 3. The specific objective is to increase the qualified educational institutions number of trainees after their participation in the world of work-based training or employer-led training and hands-on teaching practice. 4. Specific aid target trainees of the educational institution, which teaches vocational secondary education and vocational education programs. 5. These provisions shall not apply to the Ministry of Interior and Ministry of Defense subordinated to national vocational training institutions and for Fire and civil protection College of professional education programs implemented by company, as well as to order educational programs that meet the professional qualifications of the profession regulated under the regulatory framework, which defines the regulated profession and recognition of professional qualifications. 6. Specific aid the planned total attributable funds is eur 21 937 153, including the European Social Fund funding and 18 646 580 Euro State budget co-funding of eur 3 290 573. 7. For the purposes of the project total eligible funding available is 20 572 986 euro, including the European Social Fund funding 17 487 038 euro and Government co-financing 3 085 948 euros. Application of the project outcome and results indicators in proportion to the project plans available funding, while ensuring these rules specified in subparagraph 12.1. intermediate values. 8. total funding routed this rule 25.1 and 25.2.. implementation of activities referred to in the account for at least 85 percent of the project's total eligible funding available. 9. the maximum eligible European Social Fund funding is 85 percent of the total eligible project funding. 10. The specific aid costs incurred attributable not earlier than after this date of entry into force of the provisions of these regulations if they meet the costs referred to in paragraph 26 of the position. 11. Specific aid, the maximum eligible cost of the project amounts to eur 20 572 986. Specific support for implementing the project application to the limited selection. 14. Specific aid implemented in one project application selection round about all the specific support available funding.
15. Specific support within the responsible authority for the Ministry of education and science.
II. requirements for the applicant and the project partner

16. the project applicant is a Latvian employers ' Confederation. III. eligible activities and eligible costs

25. The specific aid is supported in the following: 25.1. working environment-based curriculum in vocational education-implementation in the company and to the post of master; 25.2. the qualification requirements for practical training and teaching practices of a company or in cooperation with a host of professional secondary education and vocational training programmes; 25.3. project management and implementation; 25.4. event management information project partners; 25.5. information and publicity measures for the implementation of a project. 26. The specific aid is eligible shall be the following: 26.1. direct eligible costs that are directly associated with the project receiving funding and the need for results, and this is a clear and demonstrable; 26.2. indirect eligible costs not directly connected with the funding recipient project results, but support and provide appropriate conditions for the implementation of the activities supported and results. 27. If the service provider is a natural person and is not registered to the State revenue service as a self-employed person, the employer is also attributable to the State social insurance compulsory contribution charges; 17.1. informative and methodological materials and publication costs this rule 25.4. eligible activities referred to in the implementation; 17.2. the seminars, discussions and conferences and the implementation of the related costs, including room rental costs, if the beneficiary and partners for the implementation of project activities of the need to rent space outside of the legal beneficiaries of funding and actual residence address, and handouts for security costs that rule 25.4. transactions referred to in implementation; 17.3. information and publicity of the project activities according to the legislation, which determines the order in which the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements of this rule 25.5. eligible activities referred to in the implementation; 17.3. financing the working environment-based teaching: the cost of this provision 27.9.1.25.1. eligible activities referred to in the implementation by the beneficiary provides a project referred to in paragraph 18.1. education institutions to learners: 27.9.1.1. fixed costs: the cost of insurance against accidents, liability insurance costs, the cost of personal protective equipment, provided for in the law on labour protection requirements for the use by workers of the means, when starting, vaccination costs, if necessary and the law on compulsory health checks for the costs of health checks, up to the amount of the total cost of 225 euro per project learners involved in the academic year; 27.9.1.2. variable costs: transportation and hotel costs of service compensation costs, monthly compensation not exceeding 70 € per student; 27.9.1.3. support specialist (ergotherapist, surdotulk, Assistant) and special transport costs referred to in point 18.1. education for learners with special needs, if necessary; 27.9.2. the cost of this rule 25.1. referred to the implementation of the action supported by the funding recipient provides to the company involved in the project, up to a total cost of about 270 euro for one student involved in the project, according to the number of hours of employment per month until the unit cost development and harmonisation of methodology by the managing authority; 27.9.3. the cost of this rule 25.1. referred to the implementation of the action supported by the funding recipient project provides education institution involved in the project that involved in education institutions in learners cost documentation supporting the collection and storage in a single school year, not exceeding 15 € until the unit cost development and harmonisation of methodology by the managing authority; 27.10. the financing of teaching practices and the implementation of practical training: the cost of this provision 27.10.1.25.2. eligible activities referred to in the implementation by the beneficiary provides a project referred to in paragraph 18.1. education institutions to learners: 27.10.1.1. fixed costs: the cost of insurance against accidents, liability insurance costs, regulations on labor protection requirements for the use by workers of the means for the cost of personal protective equipment, taking, vaccination costs, if necessary and the law on compulsory health checks for the costs of health checks, up to the amount of the total cost of 225 euro per project learners involved in the academic year; 27.10.1.2. variable costs: transportation and hotel expenses of the service, the payment of compensation not exceeding 80 euros a year per student; 27.10.1.3. support specialist (ergotherapist, surdotulk, Assistant) and special transport costs referred to in point 18.1. education for learners with special needs, if necessary; 27.10.2. cost of this rule 25.2. eligible activities referred to in the implementation by the recipient of the funding provided to the company involved in the project, shall not exceed the total costs 95 euro per project student school year until the unit cost development and harmonisation of methodology by the managing authority; 27.10.3. cost of this rule 25.2. eligible activities referred to in the implementation by the beneficiary of the project supports the education authority for the project in the education institutions in learners cost documentation supporting the collection and storage of one academic year shall not exceed the amount of eur 15 up to the per-unit cost for the development and harmonization of methodologies with the managing authority. 28. This rule 26.2. referred to indirect eligible costs financing requested in the project plan as one cost position by applying indirect costs a flat rate of 15 percent from 27.1. these provisions referred to in subparagraph direct eligible costs of the remuneration of staff, carried out on terms of the contract or the order of appointment. 29. these provisions 27.1.1. IV. Specific support conditions and the implementation of the agreement on the implementation of the project in terms of unilateral notice 31. Funding recipient project implemented from the date of entry into force of these provisions, but no longer than up to august 31, 2023. The project site is the territory of the Republic of Latvia. 32. the cooperation partner is the national budget authority, payments shall be made from funds intended for the implementation of the project in the budget of the Ministry concerned, in accordance with the beneficiary of the financing concluded a cooperation agreement. 33. cooperation authority repay the expenses attributable to the beneficiary of the financing of expenditure made in project implementation, with the exception of this rule and 27.10.17.3 referred to expenses made by the partner who is the Government authority. 34. If during the implementation of the project funding recipient, an advance is paid, it may be paid in instalments, and one advance payment does not exceed 30 percent of a project for the European Social Fund and State budget totals, with the exception of co-financing referred to in paragraph 32. After conclusion of the contract for the project implementation, cooperation, on the basis of the beneficiary's written request, provide advance funding for the requested advance payments according to legislation on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period. 35. The funding recipient, advance and the total amount of interim payments may be 100 percent of a project for the European Social Fund and, if required, in the draft State budget totals, with the exception of co-financing referred to in paragraph 32. 36. Specific support for monitoring the implementation of the Ministry of education and science established a project in which the Supervisory Board with voting rights shall invite public education content Center, Ministry of welfare, the Ministry of Economy, Ministry of culture, the Union of the Latvian authorities, in an advisory capacity, representatives of large cities of Latvia, Latvian Association of Chambers of crafts, the Latvian Chamber of Commerce and industry, the Latvian free trade union, regional planning, as well as representatives from other associations and foundations concerned with vocational education and enterprise in vocational training. The project consists in the Supervisory Board as observers shall include beneficiaries, as well as the Central Finance and contracting agency representatives. The beneficiary in its tīmekļvietn not less frequently than once every three months puts up-to-date information on the implementation of the project. 42. at the close of service (business) contracts for the implementation of project activities, compliance with the public procurement law. The beneficiary shall ensure that rule 12.2. results of the creator referred to the data storage and recovery. 45. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 45.1. the beneficiary fails to fulfil a contract for the project implementation, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the specific aid objectives, outcome indicators and monitoring indicators; 45.2. in other cases provided for in the agreement for the implementation of a project.
