Cabinet of Ministers Regulations No. 502 in 2016 (august 2. No 38 12) shooting instructor certification rules Issued under the arms and the special features of article 35 of the law the tenth part i. General questions 1. determines: 1.1. shooting instructor certification procedures and criteria; 1.2. fees for shooting instructor certification. 2. The certificate includes a shooting instructor theory and skills test (hereinafter referred to as the certification exam) and shooting instructor certificate (hereinafter certificate). 3. The certificate confirms the conformity of the Weapons shooting instructor and special features of the requirements laid down in the law and a person's right to work in the Gallery (shooting stalls). 4. the certificate shall be issued for a period of five years. 5. Society "Latvian Sports Federation Council" (hereinafter referred to as the Latvian Sports Federation Council) decision on behalf of issue of the certificate, on the refusal to issue a certificate or for the cancellation of the certificate, shall adopt the rules of procedure laid down in point 6 of the established shooting Instructor Certification Commission (hereinafter the Commission). 6. the Commission shall be composed of five members of the Commission shall establish and approve the regulations of Latvian Sports Federation Council Executive Board. The Commission shall include one representative from the national police, the Ministry of education and science, Latvia Sports Federation Council Board, the society's "Shooting Federation of Latvia" and the Ministry of education and science of the delegated representative of the Hunter organization that has at least 500 members. The Commission's work in the facilities provide a Latvian Sports Federation Council. 7. the Commission shall be valid if they are sitting on at least four members of the Commission. The Commission's decisions are entitled to call in experts. Experts have Advisory rights. The minutes of the Commission shall be drawn up and signed by all present members of the Commission. II. The shooting instructor certification criteria and procedures 8. An individual may be eligible for a certificate, if it is at least 21 years old and meet at least one of the following criteria: 8.1. According to laws and sports Specialist certification is obtained by shooting-related sport, sports specialist certificate; 8.2. for sports or equivalent qualifications masters by shooting related to the sport, and the sports law recognized with shooting sports-related Sports Federation (hereinafter referred to as the Sports Federation) issued the certificate; 8.3. at least three years is the Sports Federation of the sport organisation, which won at least the second sports shooting related to the class with sports, and the sports federations issued opinion; 8.4. is at least five years ' seniority, the hunters and the hunting licence; 8.5. the documentary evidence of at least three years of seniority with the weapon State or municipality institution entitled to purchase, store, and use in firearms under the arms and the special features of the law. 9. Physical person can be eligible for the certificate again if it meets at least one of the following criteria: 9.1. at least five years acted as a certified shooting instructor and satisfy this rule 8.1. or 8.2. criteria referred to in (a); 9.2. at least two years acted as a certified shooting instructor, participation in treniņšaušan lessons and sports competitions, organised by the Federation and the sports federations issued opinion; 9.3. for at least five years acted as a certified shooting instructor. 10. applicants that meet this rule 8.3., 8.4., 8.5., and 9.3. criteria referred to is the certification exam. 11. information on the sports federations, Sports Federation race calendar and with the related sport of shooting sports classes publicly available register of sports federations (the URwww.lsfp.lv tīmekļvietn). 12. in order to receive a certificate, a natural person (hereinafter applicant) shall submit to the Latvian Sports Federation Council submission certificate (hereinafter application) (annex 1). The application shall be accompanied by documents certifying the compliance with any of these terms or 8 9. criteria referred to in paragraph 1. The applicant has the right to petition and documents annexed thereto submitted electronically if the documents comply with the legislation on electronic documents. 13. When receiving an application, the Latvian Sports Federation Council checks whether the application contains the necessary news and have added the necessary documents. If it is found that the application does not contain all the necessary particulars, or the application is not accompanied by all required documents, Latvian Sports Federation Board shall inform the applicant, setting a time limit for remedying the deficiencies found, not less than 10 working days from the date of receipt of that information. 14. If the application specified information and documents comply with the requirements contained in these provisions, the Latvian Sports Federation Council: 14.1. State police sent a written request for information on whether the applicant is not the subject of Weapons and special means of statutory prohibitions; 14.2. the national police's opinion that the applicant is not the subject of Weapons and special means of statutory prohibitions, organizing certification exam sort those applicants that meet this rule 8.3., 8.4., 8.5., and 9.3. criteria referred to in point. 15. Applicant certification exam in the computer. The examination shall include a check of the applicant's knowledge: 15.1 the laws governing the Organization of sports competitions and performance. 15.2. the laws and regulations governing the circulation of weapons and ammunition; 15.3. the laws and regulations governing sport, sports federations and sports organisations; 15.4. athletes and sports staff responsibilities; 15.5. first aid and prevention of injuries; 15.6. šautuvj (shooting bench) categories, their creation and operation; 15.7. šautuvj (shooting bench) construction and technical regulations; 15.8. weapons and ammunition technical specifications and design, as well as shots of ballistics; 15.9. the shooting training, treniņšaušan and safety rules in the Gallery (shooting stalls), competitive sport safety rules; 15.10. treniņšaušan classes and sports competitions for planning and organizing; 15.11. the pedagogical and psychological basics of access; 15.12. the responsibility for the movement of weapons and the rules of the sports industry regulatory violation of the laws. 16. applicants who have not passed the certification exam, certification exam can be arranged not earlier than after 15 days from the last day of the certification exam. For each sort certification exam the applicant under this rule 26.3. section. Pass the certification exam within three months of submission of the application to the Latvian Sports Federation Council. 17. The applicant not being admitted to the certification exam or repeated certification exam sort, if: the applicant does not produce 17.1. identity document; 17.2. these provisions have been received 26.3. the fee referred to in subparagraph on the certification exam. 18. the applicant shall have the following rights: 18.1. familiarize yourself with the certification and exam program Latvian Sports Federation Council Office or tīmekļvietn (URwww.lsfp.lv); 18.2. sort of Latvian Sports Federation exam of Council within the time and in the order specified in the light of the applicant's desired at the time of the examination; 18.3. in accordance with the Weapons and special means of law to challenge and appeal against the decision on the certificate, on the refusal to issue a certificate or a certificate of cancellation. 19. the Commission has the following responsibilities: 19.1. develop and submit for approval the Latvian Sports Federation Council Board certification exam program and evaluation system; 19.2. to approve the certification exam results and examine the applicant submissions on certification exam and assessment; 19.3. to accept that provision in paragraph 5 above; 19.4. to give Latvian Sports Federation Council details of the shooting instructor certificate issued in terms of processing and data entry in the register of licences and certificates. III. the issue of the certificate, the refusal to issue a certificate, certificate revocation and registration procedure 20. Commission within 15 days of receipt of the opinion of the national police and the approval of the certification exam results (if the exam the applicant by such terms) shall decide on the issuance of the certificate or the refusal to issue a certificate. 21. If the Commission has adopted a decision on the issue of the certificate, the Latvian Sports Federation Council issued a certificate to the applicant (annex 2). Certificate signed by the head of the Commission and the Latvian Sports Federation Council President, and confirmed by a seal. 22. the Commission shall adopt a decision on the refusal to issue a certificate to the applicant if: 22.1 covered Weapons and special means of statutory prohibitions; 22.2. the applicant does not meet any of these provisions in paragraphs 8 and 9 this criterion; 22.3. the tenderer after the rules referred to in paragraph 13 of the receipt of the request is not submitted by the specified information and documents; 22.4. the applicant passed the certification exam. 23. If the Commission adopted the decision on the cancellation of the certificate because the shooting instructor in breach of treniņšaušan or shooting sports competition rules or safety rules in the Gallery (shooting bench) or shooting instructor violated the sport sector regulatory legislation, the person's application for a new certificate may be submitted within a year from the date of the Latvian Sports Federation Council passed the certificate. 24. the shooting instructor receives a duplicate certificate if the certificate is lost, stolen, destroyed or damaged, or renew a certificate if changed in the specified physical personal data. To get a certificate, shooting instructor shall submit to the Latvian Sports Federation Council submission (annex 3). 25. Two working days after the decision of the Commission of the Council of Federation of the sports news of the shooting instructor certificate issued shall be recorded in the register of licences and certificates. IV. Shooting instructor certification fee 26. certification exam, certificate, or the certificate duplicate certificate service is restored to the paid service. The costs of these services shall be borne by the applicant amounting to: 26.1. certificate-18 euro; 26.2. the certificate or duplicate certificate of service restored-18 euro; 26.3. certification exam-30 euro. 27. Certificate duplicate certificate and renew the certificate shall be issued after payment has been made for this rule 26.1. or 26.2. services referred to. 28. This provision charge referred to in paragraph 26 of the services including the Latvian Sports Federation Council account. V. closing question 29. Certificates issued to this provision to the date of entry into force of the specified therein is valid until the expiry date.
