No 38 26) operational programmes for the "growth and jobs" 5.4.1. specific aid target "to save and restore the biological diversity and to protect the ecosystem" measure "anthropogenic 5.4.1.1. load mitigation for infrastructure and reconstruction of the Natura 2000 sites ' implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" 5.4.1. specific aid target "to save and restore the biological diversity and to protect the ecosystem" 5.4.1.1. "anthropogenic load on the measures of reducing infrastructure and reconstruction of the Natura 2000 sites ' (hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European regional development fund project (hereinafter the project) the applicant (hereinafter referred to as project applicant) and project partner (partner); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. objective of the measure is to reduce anthropogenic load, including tourism, eutrophication, erosion and pollution potential impacts on specially protected habitats and species, creating high-quality tourism and natural cognitive infrastructure network. 3. in the event the target group is local, Natura 2000 site visitors, direct regulatory authority that provides natural and habitat protection. 4. II. Requirements for the project applicant

12. the applicant is a local Project or created body which functions include Natura 2000 sites or adjacent areas that the project management framework for infrastructure construction. 13. The project can be implemented together with the following partners: 13.1. national direct regulatory authority that owned or held land in a Natura 2000 area or adjacent area, in which the project for infrastructure works; 13.2. the municipality in whose territory comprises the Natura 2000 area in which the project for infrastructure works, or those whose functions include the management of a Natura 2000 area; 13.3. a corporation that is owned, controlled or in the possession of real property falls under Natura 2000 territory or adjacent area, in which the project for infrastructure construction, and has delegated administrative task of nature conservation. 14. the applicant in the Project with partners in the cooperation agreement concluded in writing of their duties, rights and responsibilities of the project objectives and the achievement of the indicators and the maintenance of the infrastructure created under the laws of the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. 15. the cooperation partner involved in the project with its property, possession or holding of real estate and financing, as well as provide the infrastructure built and maintenance after the implementation of the project. 16. the project the applicant shall prepare and submit to the authority of the cooperation application electronically using the cohesion fund management information system 2014 – 2020, according to the project application selection rules. 17. the project applicant for each Natura 2000 site submit one project submission. III. eligible and ineligible activities, eligible and non-eligible costs

26. measures are supported in the infrastructure, restoring and rebuilding actions for Natura 2000 sites in the nature protection plan and focus on: 26.1. soil erosion reduction; 26.2. traffic optimization to save the natural values and redirected visitors to a less sensitive sites; 26.3. visitor information and accounting; 26.4. the availability of a Natura 2000 area; 26.5. anthropogenic and eitrof in reducing pollution; 16.5. the health establishment of routes using natural infrastructure plan. 27. the Action Plan within the framework of the direct eligible costs and indirect eligible costs. 28. the project direct eligible costs are: 28.1. construction plans and projects for the preparation of documentation and the related legislation of the būvekspertīz; 28.2. new infrastructure works, the existing infrastructure rebuilding and restoration costs; 28.3. building and autoruzraudzīb costs; 28.4. visitors counting devices, information stands, indications and signs, including the health needs of the route, the acquisition, manufacture, transport and installation costs; 28.5. the project activities directly related to the cost of the publicity measures carried out in accordance with the laws and regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements, up to one percent of the total direct eligible project costs; 28.6. remuneration costs project management personnel who are employed in the project not less than 30 percent of the total work time, up to 10 percent of the project's eligible direct costs, up to a maximum of 24 426 euros per year. 29. These actions are carried out for the first time before the intended commencement of construction work on the project and a further two times in the years before and after the tourist season in accordance with regulatory guidelines developed. Pursuant to these provisions, support is not provided for the activities for which support as business support. 40. the project shall be implemented until 2018. December 31. 41. If the funds available for the implementation of the action is not learned in full, the call for project submissions may be published again. 42. after the conclusion of the contract for the project implementation, cooperation, on the basis of the beneficiary's written request the advance under the legislative act on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period, provides funding for the requested advance payments, the total amount of which does not exceed 50 percent of the project to the European regional development fund and If provided, a municipality in the State budget allocated to the total amount of the grant. If the project actually acquired the funding after the final request for payment is less than the original project submitted in the application, the beneficiary shall ensure that actually achieved figures not less than initially planned in the application project. 45. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 45.1. the beneficiary does not comply with the agreement for the implementation of the project, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the monitoring indicator measures; 45.2. in other cases provided for in the agreement on the implementation of the project. 46.
