Cabinet of Ministers Regulations No. 1243 in 2013 (November 5. No 58 32) the order in which the State budget allocated funding for youth initiatives and to promote participation in decision-making and public life, working with young people and youth organisations activity aid issued pursuant to article 12 of the law on youth of the fifth part i. General questions 1. determines: 1.1. procedures for granting State budget funds (hereinafter funds) for youth initiatives and to promote participation in decision-making and public life , working with young people and youth organisations, and the allowable rate of co-financing of the project applicant. III. Project design and submission of the application, the applicant shall provide the project 6 the Agency written submissions for the project, adding other documents specified in the Statute. 7. the project application submitted to the Agency in person or sent by post to the address indicated in the Statute. If the applicant refuses to conclude a contract, the Agency offers to conclude a contract for the project, which the applicant has received the next highest number of points. 30. the contract shall contain the following information: 30.1. project implementation framework conditions; 30.2. the Agency and the project implementing obligations and rights; 30.3. financial terms of payment; 18.9. the reports and reporting procedures; 5. conditions of use of funding; 19.0. unused or non-repayment of the related funding arrangements; 19.1. the term of the contract, termination and amendment of the agreement; 19.1. the dispute settlement arrangements; 19.2. the publicity; 30.10. other information, which the Agency and the applicant considers relevant. 31. Concluding the contract, the project shall obtain the status of the implementation of the project and ensure the implementation of a project under this agreement. VII. Payment terms, eligible and non-eligible costs 32. project implementing agency payments shall, subject to the following conditions: 32.1. If the project implementer of his previous contract with the Agency is made, subject to the conditions and terms of the contract, within five working days after the conclusion of the contract shall make an advance payment of 80% of the funding allocated for the project; 32.2. If the project implementer of his previous contract with the Agency are made without regard to the conditions and time limits of the contract, an advance payment of 50% of the allocated funding for the project. 33. within 30 working days of the closing report of the project's approval, the Agency shall make the final payment or invoice for the eligible cost or not unused funding. 34. eligible project costs include the following positions: 34.1. remuneration of staff involved in project costs (including the employers ' compulsory social insurance contributions and the outsourcing of personnel associated with) that does not exceed the corresponding qualifications and remuneration of the staff of the profile average costs in Latvia. If the Charter provides for co-financing of the project applicant, which can be up to 20 percentage points of the project total eligible costs, this can be expressed as: 21.8. contribution in kind, consisting of facilities located on the project applicant or partner property and is transferred to the applicant for the use of the project project implementation time or material, you grant the applicant of the project the project specific objectives; 35.2. voluntary work, including research and professional activities for which the project is not received remuneration; 35.3. invested funds. 36. the costs are eligible if: 36.1. they are experiencing cost incidence for the period that is specified in the contract; 36.2. they are related to the project objectives and eligible activities and are provided for in the approved budget of the project; 36.3. they are spent only for the project's objectives and results; 36.4. it is reasonable and appropriate to the principles of sound financial management (particularly for convenience, cost effectiveness and the corresponding average market prices); 22.7. they are actually paid (excluding in-kind contributions) and included in the project accounts; 22.7. they are listed in the project implementing the accounting registers, identifiable, separate from the rest of the cost, verifiable and supported by source documents. 37. the project co-financing from the applicant expressed as a contribution in kind or volunteer work, up five percentage points from the total project eligible costs. 38. contribution in kind or volunteer work project is to be considered as eligible expenditure provided that: 38.1. contribution in kind or volunteer work is planned and specified in the project application; 38.2. contribution in kind or volunteer work has been performed during project implementation; 23.8. contribution in kind or volunteer work is directly related to the project activities to be implemented; 23.9. equipment or materials are supported by source documents (for example, invoice, receipt, contract, a fixed charge) or other accounting documents of probative value which is equivalent to invoices; 38.5. voluntary work (including the nature of the research or professional activities) evaluation in monetary terms shall be determined in proportion to the time spent at work and the hourly or daily average wage rate for work on the project or applicant qualification and profile of the staff of the average market prices in the country; 24.0. contribution kind is not available for other types of public financial support; 36.6. contributions in kind or voluntary work, the value can be independently assessed and audited in terms of money. 39. On the voluntary work of the project to an individual written contract concluded. 40. VIII. monitoring of the implementation of the project 43. Project monitoring agency provides in the following ways: 43.1. performing random or meaningful financial monitoring visit to the project site (if necessary, do both); 43.2. evaluate the project promoter to prepare reports laid down in the Treaty. 44. If during the implementation of the project is the need to make changes to the project, the project implementer they coordinate with the Agency in accordance with the procedure laid down in the Treaty. 45. If, after the implementation deadline of the project, the agency finds that the project implementer project funding is used according to the project's goals, budget estimate and contract, the Agency shall make the final payment in accordance with the procedure laid down in the Treaty. 46. XI. Closing questions 52.
