III. calculation of the reference amount and the procedure of using the base funding 7 does not calculate scientific institution, which employs less than five scientific personnel with doctorate degrees full time equivalent terms or that the financing period not published scientific articles and has not implemented the scientific project under this provision. 8. the financial institution of its professors, associate professors, Assistant Professor, lecturer and Assistant scientific activity is not calculated and, if they are not granted in these academic positions working in normal working time according to the labour law governing regulations.
9. the scientific institution assigned used the base funding for the remuneration of research staff, scientific institutions, as well as scientific institutions operating strategy objectives, including invention patenting, maintenance in force, the registration of new varieties of plants and the protection of the rights of exploitation, economic exploitation (commercialization), as well as the structural funds of the European Union, other foreign and international financial instruments and international scientific research project co-financing. Scientific staff from the scientific authority to base funding granted, calculated according to paragraph 2 of this rule, the scientific authority shall be determined in proportion to the period of the current funding base funding received, taking into account the scientific institutions of wage policy, scientific staff and qualifications of each of the principal investigator, the investigator and scientific assistant at the personal investment authority's scientific activities in the amount of quality indicators (Ss). 10. to calculate the reference amount for the next financial period, up to a scientific institution of the current funding period, April 1, through the Ministry of education and science developed guidelines on the documentation to be submitted scientific institutions for the calculation of the reference amount (hereinafter the guidelines), submitted to the Ministry of education and science and Ministry in the following information (this information verified by an auditor certified by the Ministry of education and science attracted through public procurement): 10.1. previous financing period employed in science and in science, the number of employees employed full time equivalent terms according to point 3 of these rules; 10.2. the previous funding period implemented in the European Union framework programmes for research and development (according to organisation for economic cooperation and development (OECD) published statistical methodology of science, in stocks of Frascati Manual definitions provided (hereinafter referred to as the Frascati Manual)) and other international research and development research project titles and funding by the scientific authority of these projects won contests, as well as funding, scientific authority acquired by the international research and development contracts; 10.3. the previous funding period from Latvia implemented the State budget, financed by tender for the research and development project (Frascati Manual) names and scientific institutions get funding; 10.4. the previous financing period of implementing the outsourcing of research and development (Frascati Manual) names, subject matter, and scientific institutions for funds, including research and development contracts with traders, public entities (such as State, municipal, public universities, State Scientific Institute) and other customers (e.g., person, society, Foundation), and proceeds from the invention, patent or plant variety registered and tracked the source of the forest reproductive material (hereinafter referred to as intellectual property) transfer; 10.5. the scientific staff at the previous three funding periods of Web of science or Scopus databases included in editions of the published original scientific articles, scientific staff reviewed published scientific monographs, abroad or maintained in force the registered intellectual property. The Ministry of education and science provides the scientific institutions, free access to these databases; 10.6. the scientific staff at the previous three funding periods in international databases included in editions of the published original scientific articles, other than those mentioned in these regulations, and in paragraph 10.5. force maintained in Latvia or the registered intellectual property; 10.7. the previous funding period and developed research staff in defending the thesis; 10.8. the previous funding period science developed and employees employed in defending the thesis. 11. on the basis of paragraph 10 of these rules in the order and within the time limit referred to in the information submitted, the Ministry of education and science to the current funding period 1 June is calculated for each scientific authority to base funding required for the next funding period. Base funding granted pursuant to this purpose in the State budget for the current year, the total financial amount allocated. 12. IV. Closing questions
17. in order to ensure the continuity of funding, scientific authority in the transitional period from 1 January 2014, to 30 June shall receive: 17.1. base funding pursuant to the base funding by the Ministry of education and science has granted 2013 pursuant to this objective, the year the State budget allocated to the total amount of financial resources; 17.2. in addition to the State budget allocated to grants of scientific base funding for the year 2014 which is determined pursuant to the base funding by the Ministry of education and science has granted in 2013. 18. the scientific institution until 2014 submitted April 1, Ministry of education and science and the Ministry of industry concerned in the provision of the information referred to in paragraph 10 of the financing for the period from 1 January 2013 to 31 December and that rule 10.5 and 10.6. information referred to in the financing for the period from 1 January 2011 to 31 December 2013. 19. On the basis of the information submitted by the scientific institutions in accordance with the provisions of paragraph 18, the Ministry of education and science by 2014.
