Cabinet of Ministers Regulations No. 18 in Riga 2014 (January 14. Nr. 2 11. §) rules on the 2006 maritime labour Convention (MLC Convention) applicable requirements regarding accommodation and recreational facilities on board for the requirements and conditions Issued pursuant to the maritime administration and the Maritime Security Act 30. the third paragraph of article 1 General questions 1. determined the 2006 maritime labour Convention (MLC Convention) applicable requirements for accommodation and recreation facilities provided on board and the compliance conditions. 2. the rules apply to all commercial vessels involved in that contract for the construction of the ship is closed 20 august 2013 or later, except for: 2.1. fishing vessels; 2.2. for vessels intended for navigation in coastal, inland waters or the waters of the port; 2.3. the traditionally built ships (such as do, džonk).

Accommodation, recreation and dining facilities designed to meet the requirements of health protection and preventing risks related to noise, vibration and other factors, as well as on board the harmful effects of chemicals, and to ensure decent working conditions for seafarers and living environment on board: 4.1 residential, recreational and dining facilities located away from the engine, steering gear rooms, deck winches, ventilation, heating and air conditioning equipment and other machinery and equipment what caused the noise; 4.2. to isolate the source of the noise, the construction and decoration of the premises shall be used for sound insulation and sound absorbing materials; 4.3. residential, leisure and catering rooms and noise vibration reduced to a level to match the objectives and conditions of use; 4.4. ships regularly travelling to ports found in mosquitoes, shall be fitted with devices to protect against them. 5. the machinery spaces, if possible, provide a single sound-proof control room, where you can stay in the engine room crew. 3. Ventilation and heating 7. The ship comply with the following general requirements as regards ventilation: 7.1. accommodation, dormitory and dining areas shall be provided with ventilation. Ventilation system controls, to ensure active air flow in all weather and climate conditions; 7.2. the seafarers ' living room, radio room and the central control room of the facility shall be equipped with air conditioner, except vessels that regularly operate in the climatic conditions, subdued; 7.3. all ventilation sanitary space is open to the external environment and independent from all other residential space ventilation. 8. Air conditioning system: 8.1 provides active air circulation, acceptable air temperature and relative humidity as compared with the corresponding indicators on the outside; 8.2. promotes the General cleaning and disinfection to prevent and limit the spread of the disease. 9. Ventilation and air conditioning systems, referred to in point 8 of these regulations, provided with electricity in all circumstances and for all time, when seafarers are living or working on board, but do not have to provide electricity from the emergency source of electrical power. 10. On Board (with the exception of vessels ply only tropical climatic conditions) is heated, using a suitable heating system. 11. On the ship comply with the following requirements for heating: 11.1. heating system of seafarers ' living space running all the time while the sailors living or working on board and conditions require it; 11.2. heating on board provided with hot water, warm air, electricity, water, steam, or their equivalents. Heat the living space and it is prohibited to use nearby water vapour; 11.3. the heating system of seafarers ' living rooms maintain acceptable temperature normal weather and climatic conditions in the area where the ship operates a service; 11.4. radiators and other heating devices positioned so as not to cause discomfort to the seafarers. If necessary, heating devices, not to demarcate the fire risk and fire hazards.
4. Lighting 12. Dormitory and mess rooms (living space) provides natural and artificial lighting, subject to specific measures that may be allowed on passenger ships. 13. 5. The dormitory 5.1. General conditions

Each seafarer is lockable wardrobe with shelves, of a capacity not less than 475 litres and a drawer or equivalent piece of furniture having a capacity of not less than 56 litres. If the drawer is in the closet, the total volume of the wardrobe is not less than 500 litres; 20.3. in each dormitory is a table or desk, which may be attached, the drop-down or pull, the room contains comfortable seats; 20.4. dormitory have curtains or equivalent for the side lights; 20.5. dormitory is a mirror, toilet accessories, locker, Bookshelf and enough clothes hanger; 20.6. the ship's captain, senior mechanic, Senior Assistant of the master and, if practicable, also the second mechanic provides extra sleeping quarters adjacent to the living room, sitting room or equivalent additional space.
5.2. the minimum floor space the size of a dormitory dormitory, in which 21 are in the same bed, floor area of not less than: 21.1 m2, 4.5 with a gross tonnage of less than 3000; 21.2.5.5 m2 ships with a gross tonnage of more than 3000, but less than 10000; 21.3.7 m2 ships with a gross tonnage greater than 10000.22. to vessels with a gross tonnage of less than 3000, passenger ships and special interest vehicles could be one of constructing dormitory bed, Latvian maritime administration may prescribe a smaller floor area. 23. On ships other than passenger ships and special interest vessel, dormitory seafarers who perform the duties of officers, if there is no private residential or recreational room, the floor area per person shall not be less than: 26.1.7.5 m2 ships with a gross tonnage of less than 3000; 26.2.8.5 m2 ships with a gross tonnage of more than 3000, but less than 10000; 26.3.10 m2 ships with a gross tonnage greater than 10000.27. Passenger ships and special interest on the floor area of the cabins for seafarers who perform the duties of officers, if there is no private residential or recreational space, not less than: 27.1.7.5 m2 per person younger officer cabins; 27.2.8.5 m2 per person, senior officers in the cabins. 28. Space occupied by a bed and lockers, chests of drawers and seats, including a floor area calculations. 6.37. Mess of the dining room is separate from the sleeping quarters and possibly closer to the galley. 38. 7. Sanitary facilities

41. the seafarers provides convenient access to the ship's sanitary premises complying with the regulations laid down in the health and hygiene requirements. Men and women provide separate sanitary facilities. Sanitary rooms are available with hot and cold running fresh water. 42. the sanitary rooms are easily accessible from the navigating bridge and in the machinery space or machinery control centre is located nearby. 43. Passenger ships that usually goes for flights that are not longer than four hours, the Latvian maritime administration may reduce the number of the specific space or provide other benefits. 46. Sanitary spaces designed for more than one person use, shall meet the following requirements: 48.1. the floor is from mitrumnecaurlaidīg material approved by the ship classification society (recognized), and has installed a suitable drain; 48.2. partitions shall be of steel or other materials approved by the ship classification society (recognized), they are watertight and at least 23 centimeters in height from the deck surface; 48.3. the sanitary rooms are lit, heated and ventilated; 30.1. the toilet is located in a convenient distance away, but separate from, sleeping quarters and bathroom, without open access from the dormitory or dormitory and Hall between the toilet if the toilet cannot be accessed in any other way. This requirement does not apply to toilets located in the compartment between two sleeping quarters, which housed together no more than four seafarers; 30.1. A seafarer may use the laundry equipped with: 50.1. washing machines; 50.2. drying machines or adequately heated and ventilated dryers; 50.3. irons and ironing boards or their equivalents.
8. Medical room 51. On vessels, in 15 or more seafarers and in flights that are longer than three days, is a separate space that is only used for medical needs. 52. Medical room under any circumstances is easily available. The entrance room, beds, lighting, ventilation, heating and water supply located so as to provide convenience for patients.
53. Medical room or near the patients provide separate sanitary facilities. Sanitary room has at least one toilet, one sink and one bath or shower. 54. the Board, on which fewer than 50 sailors, medical room has at least one bed. 55. the Board, on which more than 50 sailors, medical room is designed for one berth to 50 sailors, but their total number of not more than six. 56. the medical room for medical assistance and infectious patient isolation.
9. Rest rooms and facilities 57. seafarers on board are available suitable for rest rooms with adequate facilities, amenities and services. 58. Seamen shall wherever possible be provided with the following free of charge for the rest of the equipment: 61.1. electronic devices (such as a radio, television set, video recorder, DVD/CD player, personal computer); 61.2. sports accessories, including the inventory of physical activities, board games and card games; 38.1. library with fiction and various specialized literature; 61.4. equipment for swimming. 62. the seafarers are able to use the telephone from ship to shore, as well as, if possible, to use the internet, use e-mail for this service by applying a reasonable fee.
10. Exclusions Of this chapter 63. exceptions to the decisions of the Latvian maritime administration after consultation with the shipowners ' and seafarers ' representatives and representatives of trade unions. 64. Vessels with a gross tonnage of less than 3000, or special interest vessels may provide for exceptions to this rule 15, paragraph a separate dormitory for seafarers on board a ship other than a passenger ship. 65. Vessels with a gross tonnage of less than 3000, may provide for exceptions to this rule in paragraph 12.8., 37, 42 and 59 above. 66. Vessels with a gross tonnage of less than 200, you can define exceptions to the requirements referred to in this provision: 66.1.7.2. and in paragraph 50; 66.2.21.1., 23, 24, 25, 26 and 27, in respect of the floor area; 66.3. in case of 20.1 to the dormitory, which (except for passenger vessels) must be one which in the sink, available with hot and cold running fresh water. 67. On vessels whose crew members of different nationalities and they follow different religious and social traditions, may permit the application of the derogations from the requirements of this regulation, provided that such changes to the seafarers rights in these provisions is not limited.
