Appendix" activity "public internet access point development" Issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. The purpose of the activity is to increase access to the internet for the widest possible groups in society, providing access to public administrations and companies offered electronic services and information, to promote the social inclusion of citizens in the social, economic and cultural processes and improve their quality of life. 3. the activity exercised limited project application selection. 4. activities within available public funds is eur 4 268 616, including the European regional development fund – 3 628 324 euro and national public funds – 640 292 euros. 5. the European regional development fund shall not exceed 85 per cent of the total eligible project costs, but national public funding is less than 15 percent of the project's total eligible costs. 6. the implementation of the activity provided by the responsible authority and the liaison body. The responsible authority is the protection of the environment and regional development Ministry (hereinafter referred to as the responsible authority), the authority is the National Agency for regional development (hereinafter referred to as cooperation body). 7. the responsible authority shall: 7.1 ensure the monitoring of the activity associated with the information and publicity measures, consistent with the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements; 7.4. design project application assessment methodology and cost efficiency analysis methodology; 7.5. the monitoring of the activity of the European Union's structural funds and the cohesion fund management information system; 7.6. cooperation bodies assess the information and provide an opinion on the draft changes, which relate to the project objectives, this rule 7.3. the principle referred to in the implementation and monitoring of performance attainable. 8. cooperation authority: 8.1 provides activities related to the implementation of information and publicity measures, consistent with the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements; 8.2. shall publish on its Web site (www.vraa.gov.lv) with the project application selection associated documentation; 8.3. send a limited circle of project calls for project submissions; 5.2. develop draft agreement and the conclusion of an agreement with the European Regional Development Fund beneficiaries; 8.5. develop and coordinate with the responsible authority for the project submission Evaluation Commission (hereinafter referred to as the Evaluation Commission) rules, filling out the submission form for the project methodology, procedures for the submission of projects provides a selection and evaluation, as well as a decision on the approval of the project application, approval or rejection of the condition; 8.13. the monitoring of the projects used the European Union's structural funds and the cohesion fund management information system and the data it collects on projects consistent with the laws of the European Union's structural funds and the cohesion fund management information system; 8.14. ensure not exceeded these provisions referred to in paragraph 4, the activities available for the implementation of the European regional development fund, and monitors the available European regional development fund, including a learning Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 Article 93 (1), and in principle referred to in paragraph 2, the performance of the project; 8.15. ensure project monitoring and control, including random checks carried out at project locations; 8.16. the purchasing, financing the appearance the pre-verification recipient's procurement plan and submit it to the procurement monitoring Bureau; 8.17. the preparation of the information to the authority responsible for the implementation of the activity of learning available funding. 9. The Liaison Office has functional authority.
II. Project activities and costs

10. the project will be supported: 10.1. new public internet access points; 10.2. existing public internet access point. 11. Public internet access point is an internet access point with access to machines or wireless internet access. 12. The project is not eligible activities other than those referred to in point 10 of these rules and this provision promotes referred to in paragraph 2 the objective of the activity. 13. The project's eligible direct costs are public internet access point creation and development costs: 13.1. technical equipment you connect to the internet or to an existing internet connection capacity; 13.2. wireless internet access zone creation or expansion; 13.3. computer and office equipment purchase and installation; 13.4. network and computer network communications equipment purchase and installation; 13.5. the acquisition and installation of the software. 14. the project eligible indirect costs are: 14.1 with project activities directly related to the minimum European Union information and publicity costs, does not exceed one percent of the total eligible direct project costs; 14.2. contingencies, which shall not exceed three percent of the total eligible direct project costs. 15. Value added tax payments that are directly tied to a project if the beneficiary cannot recover in the laws on value added tax established, are eligible activities. 16. the costs are eligible if they: 16.1. made pursuant to laws and regulations in the area of public procurement; 16.2. the provisions of paragraph 10 for the implementation of the activities referred to in paragraph 2 of these regulations and in the achievement of safe and meet the financial management, socio-economic benefit and cost effectiveness; 16.3. made a project where at least half of the project support public internet access points, access for persons with disabilities. 17. the project costs not included, other than these regulations 13, 14 and 15. 18. These rules 13, 14 and 15 above cost is eligible from the date of entry into force of the provisions. 19. the project's total eligible cost shall not exceed the amount available in certain local and European regional development funding quota in accordance with the provisions of annex 2. 20. the total eligible costs of the project amount is not less than 2500 euro.
III. Requirements to the applicant, the project applicant Project 21 is the Government. 22. the project the applicant shall undertake to ensure the co-financing of a project under this provision the requirements of paragraph 5. 23. the project applicant be eligible for European regional development fund, the project life cycle is not designed for net revenue. Project applicant project life cycle can plan revenues for this rule 46.4. the services referred to in the application project adding a cost effectiveness analysis. 24. The European regional development fund allocation of the quota not exceeding the planning regions: 24.1. Riga planning region – 698 234 eur; 24.2. the Kurzeme region-735 099 eur; 24.3. Zemgale planning region – 764 660 euro; Vidzeme planning region 15.2. – € 699 282; 15.2. the planning of Latgale region-731 049 euro. 25. the project the applicant chooses the cost efficiency of the best solution. 26. the project applicant may apply for public internet access points or optimization, ensuring that each Government will create at least one new public internet access points to access the hardware.
27. The county municipalities, where there are six or less territorial units, each territorial unit shall provide at least one new public internet access points. County municipalities, with more than six territorial units shall provide at least six new public internet access points in the creation of each territorial unit. 28. Public internet access points deployed locations, free to the final beneficiary of the project. 29. the project, the applicant shall consider providing public internet access point compatibility with electronic communications infrastructure, set up national support programmes and is available in the area. 30. If the applicant is a public internet access point intends to provide access to computer equipment, public internet access point provides the following services: 30.1. wireless internet access around the clock at least 50 meters radius of public internet access points; 30.2. access to computers with certain minimum software (documents, tables, and graphics editing, digitize the documents, e-signature) and an internet connection; 30.3. the ability to digitise documents in A4 and A3 format; 18.9. the option to print in color or black and white documents A4 and A3 format; 5. the opportunity to connect visitors belonging to the media and work with them, as well as media harmful software. 31. If the applicant intends to set up a wireless internet access zones, the following options are provided: 31.1. wireless internet at least 50 meters radius around wireless networking equipment; 31.2. wireless network device management using any internet browser software; 31.3. at least 4 port network switch installation of wireless network equipment; 19.5. a separate port for external connections; 31.5. wireless network equipment in the built-in firewall. 32. the project applicant may apply also to a public internet access point, if the existing public internet access point does not support any of the rules referred to in paragraph 30 of the requirements, or wireless internet access in the area if the current wireless internet access zones do not comply with the rules in paragraph 31. 33. Public internet access point requires the equipment assembled according to this provision, included in annex 4. 34. the project applicant project application form, including the project submission form attachments, prepared and presented in accordance with this provision, 1. the requirements set out in the annex. IV. Project application selection

35. If the project application, subject to this provision as referred to in annex 3 of the draft application evaluation criteria, does not meet any of the administrative, or refine the eligibility criteria or not receiving the minimum number of points corresponding to one of the quality criteria, evaluation of the application, the project could not continue. 42. the head of the liaison bodies shall take a decision on the application for approval of a project if: 42.1. the project submission complies with all the rules referred to in annex 3 of the administrative and eligibility criteria; 26.2. the project in the application of this provision are fulfilled 3. quality criteria referred to in the annex to the minimum requirements. 43. cooperation authority supervisor shall take a decision on the application for the approval of the project, if the project application to the need to clarify, according to one of the provisions listed in annex 3 of the administration or eligibility criteria that allows the updating of the project application. 44. This provision, paragraph 43 conditions may include a requirement to provide additional explanation about the project application or requirement to clarify the application of the project to ensure the conformity of the application of the draft provisions referred to in annex 3 to be administrative or compliance criteria. 45. If that rule 43, paragraph conditions affect any other provisions of this annex the conformity of this criterion in the assessment of the liaison body decision on approval of the application, the project on condition accompanied by appropriate instructions. 46. The liaison body shall ensure that rule 42, 43 and 49 of the decision referred to in paragraph transmission project to the applicant within five working days after the decision. 51. V. implementation and monitoring of the project

The beneficiary within five working days after the conclusion of the agreement shall be submitted to the liaison body of the procurement plan, prepared in accordance with the laws and regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. 56. the project applicant is purchasing electronic purchasing systems within or outside the system, if the applicant needs the project item cannot be purchased with the central procurement body or if the customer can provide the following goods at a lower price. 57. During project implementation public internet access point or perfecting the equipment purchased for at least five years after the end of the project implementation is the beneficiary of the estate. 58. the project the applicant within five working days after 42 of these rules referred to in paragraph 47 of the decision or the provisions referred to in paragraph shall submit an opinion to the authority of cooperation for the submission of requests for payment schedule. 59. If the payment request submission schedule is required to make changes, the beneficiary shall submit five working days the cooperation institution submitting the request for payment of an updated schedule. 60. The beneficiary shall ensure the first invitation to tender for the purchase of three months after the conclusion of the agreement. 61. The beneficiaries of cooperation institution shall submit the payment request with copies of supporting documents, the expenditure and the progress reports for the project agreement to conditions within the time limits and procedures. 62. in assessing the cooperation institution, interim or final payment request, have the right to invite independent experts in the field of public procurement regulatory laws in order to verify the payment request specified eligible costs in compliance and reasonableness. 63. The project until 30 June 2015. 64. The beneficiary shall ensure that the eligible expenditure, which shall be repaid from the European regional development fund co-financing and national public co-financing, cash flow, as well as the assets and liabilities of accounting records are identifiable, separate and verifiable. 65. in order to provide public internet access points of sustainability and quality of the activities, the project created and perfected in the public internet access points for at least five years after the implementation of the project funding recipient: 65.1. do not charge fees for public internet access point services, except payment for this rule 46.4. printing services referred to, ensuring that the project is not in the net proceeds in accordance with the provisions referred to in paragraph 34 of the cost-effectiveness analysis; 65.2. providing public internet access point continuity (public internet access points to access the machines for at least eight hours a day or according to institution-building at the time, hosted a public internet access point, wireless internet access points – 24 hours); 65.3. the following public internet access points data permanent records: 65.3.1. operating time; 65.3.2. data transmission; 65.3.3. wireless network connection; 65.4. maintain logs of public internet access points of visit. 66. All project-related changes in the beneficiary with liaison body according to the agreed terms. 67. the funding recipient project in acquire all fixed installations and equipment, in which the investment is made, shall be insured against loss or damage that may result from natural disasters, illegal actions of third parties or due to accident, at least five years after the implementation of the project.
68. the competent authority, liaison body and the beneficiary shall keep all the project-related original documents until 2021 December 31, as well as the European Commission and the authorities of the Republic of Latvia access to this documentation. 69. If the activity within a project has been discrepancy or is terminated, the agreement on the implementation of the project, the funding does not match any of the expenses or the amount provided for in the event of termination of the arrangement may not be directed to implement new projects or additional funding for an existing project.
