Appendix" activity "public internet access point development" Issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. II. Project activities and costs

Value added tax payments that are directly tied to a project if the beneficiary cannot recover in the laws on value added tax established, are eligible activities. 16. the costs are eligible if they: 16.1. made pursuant to laws and regulations in the area of public procurement; 16.2. the provisions of paragraph 10 for the implementation of the activities referred to in paragraph 2 of these regulations and in the achievement of safe and meet the financial management, socio-economic benefit and cost effectiveness; 16.3. made a project where at least half of the project support public internet access points, access for persons with disabilities. 17. the project costs not included, other than these regulations 13, 14 and 15. 18. III. 27. The county municipalities, where there are six or less territorial units, each territorial unit shall provide at least one new public internet access points. County municipalities, with more than six territorial units shall provide at least six new public internet access points in the creation of each territorial unit. 28. Public internet access points deployed locations, free to the final beneficiary of the project. 29. the project, the applicant shall consider providing public internet access point compatibility with electronic communications infrastructure, set up national support programmes and is available in the area. 30. If the applicant is a public internet access point intends to provide access to computer equipment, public internet access point provides the following services: 30.1. wireless internet access around the clock at least 50 meters radius of public internet access points; 30.2. access to computers with certain minimum software (documents, tables, and graphics editing, digitize the documents, e-signature) and an internet connection; 30.3. the ability to digitise documents in A4 and A3 format; 18.9. the option to print in color or black and white documents A4 and A3 format; 5. the opportunity to connect visitors belonging to the media and work with them, as well as media harmful software. 31. If the applicant intends to set up a wireless internet access zones, the following options are provided: 31.1. wireless internet at least 50 meters radius around wireless networking equipment; 31.2. wireless network device management using any internet browser software; 31.3. at least 4 port network switch installation of wireless network equipment; 19.5. a separate port for external connections; 31.5. wireless network equipment in the built-in firewall. 32. the project applicant may apply also to a public internet access point, if the existing public internet access point does not support any of the rules referred to in paragraph 30 of the requirements, or wireless internet access in the area if the current wireless internet access zones do not comply with the rules in paragraph 31. 33. Public internet access point requires the equipment assembled according to this provision, included in annex 4. 34. the project applicant project application form, including the project submission form attachments, prepared and presented in accordance with this provision, 1. the requirements set out in the annex. IV. Project application selection

35. V. implementation and monitoring of the project

The beneficiary shall ensure the first invitation to tender for the purchase of three months after the conclusion of the agreement. 61. The beneficiaries of cooperation institution shall submit the payment request with copies of supporting documents, the expenditure and the progress reports for the project agreement to conditions within the time limits and procedures. 62. in assessing the cooperation institution, interim or final payment request, have the right to invite independent experts in the field of public procurement regulatory laws in order to verify the payment request specified eligible costs in compliance and reasonableness. 63. The project until 30 June 2015. 64. The beneficiary shall ensure that the eligible expenditure, which shall be repaid from the European regional development fund co-financing and national public co-financing, cash flow, as well as the assets and liabilities of accounting records are identifiable, separate and verifiable. 65. in order to provide public internet access points of sustainability and quality of the activities, the project created and perfected in the public internet access points for at least five years after the implementation of the project funding recipient: 65.1. do not charge fees for public internet access point services, except payment for this rule 46.4. printing services referred to, ensuring that the project is not in the net proceeds in accordance with the provisions referred to in paragraph 34 of the cost-effectiveness analysis; 65.2. providing public internet access point continuity (public internet access points to access the machines for at least eight hours a day or according to institution-building at the time, hosted a public internet access point, wireless internet access points – 24 hours); 65.3. the following public internet access points data permanent records: 65.3.1. operating time; 65.3.2. data transmission; 65.3.3. wireless network connection; 65.4. maintain logs of public internet access points of visit. 66. All project-related changes in the beneficiary with liaison body according to the agreed terms. 67. the funding recipient project in acquire all fixed installations and equipment, in which the investment is made, shall be insured against loss or damage that may result from natural disasters, illegal actions of third parties or due to accident, at least five years after the implementation of the project.
68. the competent authority, liaison body and the beneficiary shall keep all the project-related original documents until 2021 December 31, as well as the European Commission and the authorities of the Republic of Latvia access to this documentation. 69. If the activity within a project has been discrepancy or is terminated, the agreement on the implementation of the project, the funding does not match any of the expenses or the amount provided for in the event of termination of the arrangement may not be directed to implement new projects or additional funding for an existing project.
