Cabinet of Ministers Regulations No. 277 Riga 2014 (3 June. No 31 26) Republic of Latvia enterprise register information service rules Issued in accordance with the law "on the enterprise register of the Republic of Latvia" article 4.10 sixth and eighth i. General questions 1. determines: 1.1. of the enterprise register of the Republic of Latvia (hereinafter enterprise register) kept registers of information to be served (hereinafter information), and the procedure for requesting and payment arrangements on the issue of information; 1.2. the administrative agreement on the issue of regular information (hereinafter referred to as the information of the Treaty) of the conclusion of the procedure and conditions. 2. the rules apply to everyone, individuals requesting the information from the register of companies kept registers. Framework of the rules on the amount of information and its request and the procedure for the issue of a public person or authority if it requests information beyond the mutual agreements.
3. Business Register provides the following services: 3.1.  the issue of the certificate: 3.1.1 standardize the volume and types of certificates (hereinafter referred to as the standardized certificate); 3.1.2. the absence of information in the registry, or the absence of registration of documents; 3.1.3. the religious organizations operating continuum; 3.1.4. the records of the documents submitted in relation to the register of companies kept registers of registered legal entities or legal fact; 3.1.5. other inquiries about use of registration information (for information that is not included in the standardized certificate); 3.2. the issuing of copies of documents; 3.3. the issue of the annual report; 3.4. the registration of the issue of viewing things; 3.5. regular information service, including regular updated information service.
II. the amount of information to be served 4. If you have requested a standardized statement from business register in the commercial register of the vest, register of companies, associations and foundations of journal register, the register of political parties, trade unions, religious organizations register and the register of the authorities, the media, the Office of the register of the registry, the registry of the Tribunal, the registry of the public organization, a European economic interest group or political organization of the registry, the companies registry in certificate shall contain the following information in respect of the holder of the right: 4.1 information about registry entries; 4.2. information from registration documents in use: 4.2.1. the competent authorities or official decisions and orders the security features; 4.2.2. for companies with limited liability members (from the register of members of the partition); 4.3. information on all relevant entities of the annual report of the register of the company existence. 5. Business Register, depending on the information demand of standardized certificate includes current information or current and historical information about the entity or legal fact. 6. If required, the actual information, standardized certificate include the following: 6.1 information on the latest registry entries (information request execution); 6.2. information from this provision specified in point 4.2 registration case documents that were added to the registration of the case with the latest business register notaries public. 7. If the current and historical information, standardized certificate include: 7.1. information about all registry entries (newest and above-mentioned) in relation to the entity; 7.2. information from all of these rules specified in point 4.2 registration documents in the case. 8. the Standardized certificate always include information about all relevant entities of the annual report of the register of enterprises being whether or not the requested information or the actual current and historical information. 9. If you have requested a standardized statement from business register in the register of commercial pledges, bringing public and private partnership agreement and Insolvency Register register, business register certificate includes information on all of the registry entries (newest and above-mentioned) relating to the registered pledge, a public-private partnership agreement of the legal person, the legal protection process, legal person or natural person bankruptcy proceedings or insolvency administrator. 10. If you have requested a standardized statement from business register kept in the matrimonial property registry, the companies registry in certificate includes information about the latest registry entries relating to registered matrimonial property contract. 11. Detailed standardized certificate and be served regularly, the list of information to be published in the commercial register of companies registry website on the internet. 12. in the absence of information for the certificate in the register and the documents of registration in the commercial register provides information on the fact that the relevant information in the registers is not written or amended or the relevant documents in the register of the company have not been submitted. 13. Business register that rule 3.1.2, 3.1.3, 3.1.4 and 3.1.5.. the certificate referred to in subparagraph shall include information relevant to the request for information specified. 14. in the case of registration for viewing documents and annual reports shall be issued according to the information specified in the request. 15. If the requested regular information in issue, including the regular update information service, provides the business register: 15.1 information on the latest entries in the registry (information of the contract period and the beginning of the operation); 15.2. This provision of the information referred to in point 4.2 of the registration of cases documents that were added to the registration file in the latest register of notaries public; 15.3. information about all entities of the annual report of the register of enterprises being; 15.4. the registration of an existing electronic copy of the document without proof of accuracy, if any of the information created during the term of the contract; 15.5. the annual report of the information received in the business register information of the service during the term of the contract; 15.6. the other information from the business register information system, where movement in this information system has been the issue of the information during the term of the contract, except where the purpose of the chain of companies registry information system is only in the register of companies operating activities or if it is requested only for the use of another institution transfer. 16. when submitting application information to the conclusion of the contract of service, as well as that for the duration of the contract is also required, in addition to historical information, this provision 15 the information referred to in business registers shall: 16.1. information about the registry entries before this rule 15.1. referred to the latest entries in the register; 16.2. the rules referred to in point 4.2 information from registration of case documents that were added to the case for registration with the register of notaries public decisions taken before the latest decision (this rule 15.2); 16.3. the registration of the existing electronic copy of the document without proof of accuracy, if such information is created before the outset of service; 16.4. the annual report of the information received in the register of the company issuing the contract before the start of operation; 16.5. the other information from the business register information system, where movement in this information system has been started before the date of the start of the contract, except where the purpose of the chain of companies registry information system is only in the register of companies operating or if it was requested only to transfer to other institutions.
III. Information and service request

17. To request information, the application shall state: 17.1. identity of the applicant: 17.1.1. physical person – name, surname and personal code (if no ID number, date of birth); 17.1.2. legal person-name (trade name) and the registration number; 17.1.3. the public person or authority, the name; 17.2. information: 17.2.1. address information to be sent, if the applicant wishes to receive information by mail; 17.2.2. electronic mail address, if the applicant wishes to receive the information electronically; 17.2.3. Register of companies under the special online form if the applicant wishes to receive information online (if this information is requested, with the register of companies held a special online form); 17.2.4. indication that the applicant wishes to receive information on the enterprise in the register if the applicant wishes to receive information on the business register customer service Hall; 17.3. the composition of the information requested and the amount as accurately as possible the formulation of a request for information. If the requested information, the wording of the request for information shall indicate: 17.3.1. for a legal entity, the legal fact or a natural person requesting certificate-name (trade name) and the registration number, or name, surname and personal code; 17.3.2. type of information cognition-topical information or up-to-date and historical information; 17.3.3. the number of copies, if the certified statement shall be issued by a paper document; 17.3.4. or require a certificate that the required message register registers is not written or amended or the relevant documents in the register of the company have not been submitted; 17.4. the desired time limit for the issue of information in accordance with this provision, or 25.5.25.6.2.25.7.2. section; 17.5. the rationale and the purpose of a request restricted access information or if the certificate requires a person or public body; 17.6. If information is requested for the purpose of re-use, the goods or services as necessary to create the required information; 17.7. If information is issued for a fee, the details of the payment, stating the reference number (if known), date of payment, the payment document number, the amount of taxpayer-legal person, the name and registration number or taxpayer-physical person – given name, surname and personal code (if no ID number, date of birth) or adding a payment card or a copy of it (not certified), if it contains the above information; 11.1. the contact information for the provision of the service – electronic mail address or telephone number if you want to specify. 18. Information may be requested through an online services company registry in under the special online form or by submitting a written application to the companies registry customer service Hall, sending it by mail or electronic mail, signed with a secure electronic signature and confirm with the time stamp. 19. Business Register checks if the application has legal force, or all of those provisions referred to in paragraph 17, which are required for a service, and the fee for the service is recognized as the receive State budget. 20. If all these provisions in paragraph 19, the business register provides the service. 21. If the Register determines that this provision is not complied with paragraph 19 of such requirements, the company registry shall take a decision on the issue of the refusal of information. 22. the business register information from paper documents or by electronic means. The business register upon request, the information referred to the recording medium, if it is in possession of sufficient resources to be able to provide it. 23. the company may issue a standardised statement, using it under the special online form and, if it is in possession of sufficient resources, online may provide other information services of issue. 24. the business register provides an overview of the registration in the commercial register of case's premises in electronic form or using the online services it held in the special online form, if it is in possession of sufficient resources to be able to provide it. 25. Business register information shall be issued by the following periods of time: 25.1. standardized tariff-two working days; 15.7. a statement of particulars in the register or the absence of absence of registration documents in case-two working days; 25.3. a statement of the religious organizations of business continuity – 15 days; 25.4. the certificate of filing of documents relating to the register of companies kept registers of registered legal entities or legal fact – 15 days; 25.5. other tariff information from registration, according to the person's case expressed urge two or five working days; 6. a copy of the document: 25.6.1. the register records things – five working days; 25.6.2. use of registration under the personal urge expressed two or five working days; 25.7. annual report: 25.7.1. electronic format – two working days; 25.7.2. types of paper documents, according to the person's urge two or five working days; 25.8. the registration thing for inspection, within five working days. 26. If the cognitive process an error has been found in the relevant registry entries, or other information, and this error is corrected in accordance with the laws and regulations of legal entities and registration of legal facts, information, notifying the applicant shall be issued within the time limits laid down in the law on freedom of information. 27. If a standardized statement requires simultaneously with other information, which has a longer period of service, the certificate issued standardised with other information in the long term, if the applicant is accepted.
IV. Fee for the issue of information and payment arrangements 28. An applicant pays for the information under the laws and regulations of the company registry fees, if those rules do not specify other payment arrangements. 29. the information does not pay: 29.1. public persons and institutions, in accordance with the laws and regulations of legal entities and registration of legal fact in the register of companies; 29.2. the principals of information required of the applicant or the applicant's assessment of compliance with procurement procedures; 29.3. religious organizations for information relating to the religious organization and its institutions; 29.4. religious organizations the authority for information relating to the relevant authority and religious organizations (founder); 29.5. in other cases, in accordance with the laws and regulations that govern the right to information free of charge. 30. Fee for the issue of regular information can be performed for every three information of the contract months (quarter) from the date of conclusion of the contract information. 31. the payment for the first regular issue of quarterly information out before the application in the register of companies. Payment for each subsequent quarter made up to the last day of the previous quarter. 32. If the agreement is terminated, the service, the companies registry released the information to the recipient charges for information of the quarter following the quarter in which the issue of contract information was terminated. The fee paid by receiving the information about the quarter in which the issue of information agreement is terminated, the business register will not be released. 33. The business register will reimburse the fees for the quarter if the recipient is at the conclusion of the contract of service of your fault may not realize that the rights granted by the Treaty.
V. date of conclusion of the contract Information and information procedure

34. The application for conclusion of a contract of service: 34.1. identity of the applicant: 34.1.1. physical person – name, surname and personal code (if no ID number, date of birth); 34.1.2. legal person-name and registration number; 34.2. a statement that you wish to receive regular information service – service, including regular updated information; 21.3. message on whether the addition of these rules specified in paragraph 34.2. service person wants to receive historical information; 21.4. justification and purpose for which will be used for the limited availability of information; 34.5. the product or service as needed to create the requested information if the information is required for the purposes of re-use; 21.5. the address to which to send information related to access to the data channel, including password to receive data; 21.6. the online address where a person wants to receive information; 21.6. the contact's first name, last name, e-mail address, and phone number; 21.7. details of payment indicating the reference number (if known), date of payment, the payment document number, the amount of taxpayer-legal person, the name and registration number or taxpayer-physical person – given name, surname and personal code (if no ID number, date of birth) or attach proof of payment or a certified copy of it, if it includes the above information. 35. Business Register checks if the application has legal force, or all of those provisions mentioned in paragraph 34 and or fees for services received is recognised in national budget. 36. If all these rules referred to in paragraph 35, the commercial register within five working days after receipt of the application, shall take a decision on the issue of contract award information, and two working days after this decision, the issue of sending information to the draft Treaty to the specified contact electronic mail address, specifying the register the name of a contact person, position, and e-mail address. 37. the applicant signs the contract of service of the information and send it to the Registrar of companies. The issue of information agreement is effective from the moment of signing the mutual. 38. If the Register determines that this provision is not complied with paragraph 35, the commercial register within five working days after receipt of the application, shall take a decision on the details of the contract and paid the fees. 39. the recipient of the information within five working days are obliged to notify of changes to these terms, 34.5, 21.5 21.4..., and 21.6 21.6. in the given message. 40. Business Register conducted regular information from the registry, the issue of including regular update information electronically with the only service business register information system infrastructure, using specialized methods of preparation (program). 41. Business register information is regularly issued, including regularly updated in a way that is processed by the company registry information system. The Registrar of companies shall have no obligation to adapt or modify the information to comply with a request for information. 42. The Registrar of companies shall have no obligation to continue to create the information if its sole purpose is creation to ensure regular information of the service. 43. to provide regular information from the registry, including restoring the information regularly, register all the recipients of the information issued by information in the same format and volume and at the same time not later than the working day following the entry in the register of the Company information system.
44. the issue of regular information, including regular updated information addressed the issue of the information laid down in the Treaty.
Vi. Information of the contract terms of service agreement information 45. includes conditions to regulate their mutual relations, including the validity of the contract conditions, the conditions for the transfer of information, the rights, duties and responsibilities, dispute resolution and information security requirements. The business register is entitled unilaterally to terminate immediately the service of information and by written notification to terminate the service contract information, if the information requested is relevant to the issue of the information violated the agreement or a competent authority established violation information at the disposal of the beneficiary. On the issue of the relevant information, infringement of the Treaty recognises: 46.1. use of information according to the recipient's information for the purpose stated in the application, as well as the use of the information for a product or service other than the specified date of conclusion of the contract information (information) in the application; 46.2. the subject of those rules or not information of the period specified in the contract; 46.3. the accuracy of the content of the information and not of accuracy; 46.4. the legislation of the individual non-compliance with the data protection and freedom of information or of the competent authorities in the area of national security not at any time verify that such conditions are met; 46.5. the information security requirements, including the information systems access data from third parties; 46.6. the issue of information agreement for non-compliance with the reference to the companies register.
Vi. Closing questions 47. Be declared unenforceable in the Cabinet of Ministers of 2 august 2011 Regulation No 615 "enterprise register of the Republic of Latvia for the re-use of information rules" (Latvian journal, 2011 125. no). 48. In the license agreement, concluded under the Cabinet of Ministers of 2 august 2011 regulations No 615 "enterprise register of the Republic of Latvia for the re-use of information rules" are valid until the expiry of the period specified therein. To receive the information after the termination of the license agreement shall be concluded a contract of service information, which comply with the requirements of this regulation.
