Cabinet of Ministers Regulations No. 293 in Riga 2014 (June 9. No 32 16) natural data management system, data maintenance and updating of information order Issued in accordance with the law "on especially protected natural territories" in article 31, second paragraph and species and Habitat Protection Act article 4, point 19 i. General questions 1. determines the nature of the data management system (hereinafter the system), including in particular the system of protected natural areas (protected area), mikroliegum, especially protected species their Habitat, and specially protected habitat, maintenance of the national register, updating of data and information. 2. the system is a national information system, and its holder and the curator is a nature protection Board (hereinafter the Board). 3. Administration within two weeks after receipt of a written request by the State and municipal institutions and enterprises, species and habitat protection, certified experts, as well as natural and legal persons who conduct research or implement projects in the field of nature protection, the rights of the logged-in user. 4. the registered user of the system in addition to the publicly available data are right: 4.1 download geospatial information on specially protected species and habitats, except limited access information issued in accordance with the laws and regulations on limited access to information; 4.2. getting information from the forest management plans drawn up in accordance with the protection of the protected areas and the use of regulatory laws; 4.3. information on planned and implemented the protected area, mikroliegum, specially protected species and Habitat management measures; 4.4. obtain geospatial information about protected areas and mikroliegum, for which the prescribed operating limits are compensated from the State budget or local government. 5. Species and habitat protection, certified experts in addition to the provisions referred to in paragraph 4 shall have the right to submit the data in the system of specially protected species and habitats, on the basis of the expert opinion, prepared in accordance with the legislation on the protection of species and habitats in the area of expert opinion.
II. data content of the system 6. System of protected areas, except to protect trees and stones, maintain at least the following particulars: 6.1. unique identifier; 6.2. the name; 6.3. the creation and purpose of the protection and tasks; 6.4. the creation of the legal background and the date; 6.5. the boundaries of the protected area, category, or the status of the legal grounds and the cancellation date; 6.6. category; 6.7. the border; 6.8. area (hectares); 4.3. attribute, or protected area included the European meaning of protected natural areas (Natura 2000) network (Natura 2000 sites), as well as the Natura 2000 area code and type; 6.10. protected areas of functional zoning, if applicable: 6.10.1. functional area; 6.10.2. functional area of the establishment of the legal background and the date; 6.10.3. functional range; 6.10.4. functional area area (hectares); 6.11. data registration or updating date. 7. the system of protected trees and stones maintain at least the following data: a protected tree 7.1 or stone unique identifier; 7.2. a protected tree species name Latvian language, and the scientific name in Latin; 7.3. the protected wood or stone (place names) the name, if any; 7.4. the protected wood or stone coordinates and the boundaries of the protected area; 7.5. a protected tree circumference 1.3 meters in height (metres) or tree height (metres) and in the stone a protected volume (cubic metres); 7.6. data registration or updating date. 8. the system of mikroliegum of maintain at least the following data: 8.1. unique identifier; 8.2. the name, if any; 8.3. the object-especially protected species or specially protected habitat in the Latvian language and the name of the scientific name in Latin; 8.4. the creation of the legal background and the date; 8.5. the territory of the mikroliegum turning, or justification of the status and date; 8.6. mikroliegum and its buffer zone (if one is specified); 8.7. mikroliegum and its buffer zone (if one is specified) of the area (in hectares); 5.5. attribute, or mikroliegum is a Natura 2000 site, as well as the Natura 2000 area code and type; 5.5. protection and management requirements; 8.10. specially protected species and habitats in the mikroliegum application and inventory questionnaire; 8.11. decision on establishment of the territory of the mikroliegum refinement or status; 8.12. data registration or updating date. 9. the system of specially protected species and their habitats maintain at least the following data: 9.1. special protected species Habitat unique identifier; 9.2. special protected species the name of the Latvian language and the scientific name in Latin; 9.3. the especially protected species Habitat; 9.4. data registration or updating date; 9.5. data source. 10. the system of specially protected habitats maintain at least the following data: 10.1. specially protected habitat unique identifier; 10.2. specially protected habitat and protected habitat in the European Union the name and code; 10.3. specially protected Habitat; 10.4. data registration or updating date; 10.5. data source. 11. in addition to these rules 6, 7, 8, 9 and 10 to the data referred to in paragraph diets: 11.1. geospatial information about protected areas and mikroliegum, for which the established operating limitations compensated from State or municipal budget; 11.2. geospatial information on planned and implemented the protected area, mikroliegum, specially protected species and Habitat management measures; 11.3. information from forest management plans drawn up in accordance with the protection of the protected areas and the use of regulatory legislation.
III. System data updating procedures and movement 12. System recorded data from the following data sources: 12.1. protected area conservation plans; 12.2. the forest management plans are drawn up in accordance with the protection of the protected areas and the use of regulatory laws; 12.3. protection of species and Habitat plans; 12.4. the monitoring of biodiversity; 12.5. species and habitats protection certified expert opinion; 12.6. protection of species and habitats in the area of research and inventory; 12.7. the administration of the functions provided for in the framework of the information; 12.8. the regulations defining the boundaries of the protected areas and functional zoning; 12.9. the decision on the establishment of mikroliegum; 12.10. regulatory decisions on further compensation from the Government for restrictions on economic activities in protected areas and mikroliegumo; 12.11. local government decisions on protected areas; 12.12. the decisions of local authorities paid compensation from the local government for restrictions on economic activities in protected areas. 13. the administration of these rules 7, 9 and 10 shall submit the data referred to in paragraph: 13.1. using the data provider or a uniform national geospatial information portal provided by the Web service; 13.2. creating a database replication; 13.3. in the electronic form according to this provision, paragraph 15 and 16 above; 13.4. in another way in accordance with an individual agreement with the Government. 14. 20.4. electronic file using electronic media; 21. geospatial data will be maintained in the system and issue a vector format of 1992 Latvia geodetic coordinate system, expressed as a transversal Mercator projection plane coordinates (LK-92 TM).
22. 24. the information to be included in the creation and maintenance of the Administration, on the basis of mutual agreement with geospatial information and data of the holder, use: 24.1.  The State land service information: 24.1.1. The real property cadastre of the State information system text data, structured information blocks; 24.1.2. The real property cadastre of the State information system spatial data; 24.1.3. a national address register information system data, including administrative and territorial area districts border spatial data; 24.2. the national forest service forest national forest inventory registry geospatial data; 24.3. the rural support service in the field of geospatial data in the register; 15.2. the national society with limited liability "the Ministry of agriculture in real estate" betterment of digital cadastral information; 15.2. the geospatial information agency geospatial base data information system data-ortofotokarta scale 1:10 000 topographic maps scale 1:10 000 and 1:50 000 scale, topographical plans on a scale of 1:2000, digital terrain model-and the place names database data; 24.6. local government information according to the requirements of this regulation for: 24.6.1. local authorities established protected areas; 24.6.2. compensation paid from the municipal budget for the operating limits of the protected area; 24.6.3. planned and implemented the protected area management measures.
IV. Closing questions 25. Local Governments within six months after the entry into force of these regulations shall submit to the Administration this rule 24.6. the information referred to in the paragraph under Chapter III of these rules. 26.
