No 39 21) agriculture and aquaculture animals, their herd and the procedures for registering holdings, as well as livestock tagging order Issued in accordance with the breeding and rearing of animals article 9 of the law on the first part i. General questions 1. Agriculture and aquaculture animals, their herd and developments of the registration procedure, as well as the designation of farm animals. 2. The terms used in the following terms: 2.1 the owner – natural or legal person whose estate is farm animal (also a person who bought farm animals to be sent to the slaughterhouse) or aquaculture animal farm; 2.2. the holder: the natural or legal person who permanently or for a specified period is responsible for farm or aquaculture animals; 2.3. the herd – a collection of farm animals or of aquaculture animals of the farm, which belongs to the same owner; 2.4. storage – any room, building, or outdoor enclosed environment or place where there on a permanent or temporary livestock or aquaculture animals and which constitute one epidemiological unit. 3. the owner is obliged to register the flock and shed, as well as to retain information about the changes. 4. the owner and the holder is obliged to: 4.1 registration and labeling of farm animals and to retain information about the designation, and other events with it; 4.2. be responsible for the exhibitions of livestock, marketing and competition, as well as during transport, if the animal is transported in the same owner or holder; 4.3. the electronic or paper form to create and maintain of bovine animals, swine, equidae, sheep and goats animal housing register (hereinafter register of animal housing), and update information about your last changes; 4.4. the agricultural data center (data center) or the food and veterinary service of the request, provide all the necessary information about the origin of the livestock identification, registration, transfer and other events with it. 5. Permitted to move, buy or sell live animals and livestock products, agricultural or livestock aquaculture animals and storage are recorded and livestock are recorded and marked according to the requirements contained in these provisions. 6. the flock owner (natural person) in the event of death, the person who until the approval of the law of succession act with Flock, Data Center Manager, submission status for registration. II. Livestock, livestock holdings and registration data centre 8. livestock, livestock and facilities is a national register information system "agricultural data centre information system" component (electronic database). Data Center Web site, the address of which is specified in the State regional development agency in the public service, provide the applicable information services.
9. Data Center also maintains an electronic database of information on food and veterinary service of the results of the checks carried out for the purpose of the status in relation to infectious diseases, animals and their movements or product sales restrictions, inspection results before and after the slaughter of the animal, farm animal investigations for possible infectious animal disease detection and investigation, as well as the building of the laboratory study of accompanying module. 10. Data Center livestock register specifies the following information: 10.1 for equidae, in accordance with the Commission's 6 June 2008 of Regulation (EC) no 504/2008 implementing Council Directive 90/426/EEC and 90/427/EEC with regard to the identification of equidae (hereinafter Regulation No 504/2008), article 21, paragraph 1, in addition to including the equine variety, origin data It features a description of the service, the natural mating during calving, abortion and castration date and information about moving it, if it is granted; 10.2. for ovine and caprine animals, according to the Council of 17 December 2002, Regulation (EC) No 21/2004, establishing the identification of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and directives 92/102/EEC and 64/432/EEC, (hereinafter Regulation No 21/2004) part D of the annex, in addition to including the sheep and goat identification number, breed, lineage data birth, death or slaughter date, insemination, natural mating during calving, abortion, castration and date; 10.3. for bovine animals, sex, breed, lineage data, identification number, birth, death, or the date of slaughter, the mother's identification number, information about its move, the herd and the registration numbers of holdings where the cattle were kept (in which it is born), the nature of the animal of the electronic identifier, if any, as well as the use of bovine insemination, natural mating during calving, abortion, castration and the date and purpose of its use; 10.4. the pigs – their number, the date of the transfer and the previous stocking and housing registration number (for breeding pigs-identification number) if imported swine shed, and the recipient of the herd and the registration number of the holding where the pigs out of the accommodation and the purpose of their use; 10.5. for fur animals, rabbits, poultry, honey bee families and limited production area production kept wild animals (wildlife) – including, as well as information about their movements, if any, has taken place. 11. Data Center register of livestock point: 11.1. herd registration number; 11.2. owner's name, surname and personal code of a natural person, the name and registration number of the legal person; 11.3. the declared place of residence address of the natural person or the legal address of the legal person; 11.4. contact persons or authorised persons name, surname, personal code, telephone number and electronic mail address. 12. Data Center facilities in the registry: 12.1 the registration number of the holding; 12.2. the holding of the actual location address and geographical coordinates; 12.3. the holder's name, surname and personal code of a natural person, the name and registration number of the legal person. 13. Data Center each flock and accommodation assigned registration number. The assigned registration number, flock and holding time of existence does not change. 14. Data Center herd or shed is deleted from the herd or the characteristics of the register, if the owner or keeper of the last three years the herd or shed is not registering any farm or aquaculture animals. 15. Data Center electronic database stores information in at least three years after the date, since the shed is no longer registered livestock. 16. the cattle, horses, swine, sheep and goats and the owner or the holder of the electronic or paper form, create and maintain a housing register of animals, including the following: 16.1 for cattle, breed, gender, identification numbers, birth, death, or the date of slaughter, the mother's identification number, the date of the transfer, the registration number of the holding on which the animal is imported or exported; 16.2. the pigs – their number, the date of the transfer and the previous stocking and housing registration number (for breeding pigs-identification number) if imported swine shed, and the recipient of the herd and the registration number of the holding where pigs removed from sites, as well as information on the restored tattoos or ear tags; 16.3. for ovine and caprine animals – Regulation No 21/2004 referred to in part B of the annex; 16.4. the equidae, their breed, gender, identification numbers, birth, death or slaughter date, date and registration number of the holding from which the importation of equidae or exported. 17. the owner or keeper of the animal holding the information entered in the register shall be kept for at least three years after the removal of the animal and restore information at the three days of the event. 18. animal housing register can not build if its owner with data center has entered into a contract for the provision of the information referred to in paragraph 16 of the registration of the data center, the electronic notification system.
III. updating of information and track changes in the electronic database

This information is valid after its registration. 20. to register the flock and shed, the owner shall notify the data center: 20.1. owner's name, surname, personal code and the declared place of residence address or company registration number, name and legal address; 20.2. contact persons or authorised persons name, surname, personal code, telephone number and electronic mail address; 20.3. the holder's name, surname and personal code (legal person – title), telephone number and electronic mail address; 20.4. the actual storage location address and geographical coordinates. 21. If the herd or shed registry data is changed, the owner or keeper within seven days after the event, inform the data center. 22. Rabbits, fur-bearing animal, poultry, honey bee hives of wild animal and aquaculture the owner or keeper of the animal data center provides information on the status of the herd after the year on 1 January and 1 July, announcing: 22.1. herd and the registration number of the holding; 22.2. the reporting date; 22.3. rabbits, fur-bearing animal, poultry, wild game, and of those the number of breeding animals; 22.4. the number of flocks of bees; 22.5. types of aquaculture animals. 23. A swine herd owner or holder each month until the tenth date data center shall submit a summary of the movements of the animals in the previous month, indicating the following: 23.1. housing of livestock and the registration number; 23.2. the reporting period; 23.3. the number of piglets born in the reporting period; 23.4. the fallen number of animals in the reporting period; 14.6. facility number of animals slaughtered during the period; 14.7. piglets (a pig from birth to weaning) number at the end of the reporting period; 23.7. different pig (a pig from weaning to 10 weeks of age) at the end of the reporting period; 14.8. fattening pigs (pig from 10 weeks of age to slaughter) numbers at the end of the reporting period; 14.9. breeding gilts, and jaunkuiļ (a pig from 10 weeks of age to give jaunkuiļ of gilts or puberty) number at the end of the reporting period; 23.10. the number of breeding pigs at the end of the reporting period; 23.11. the number of sows at the end of the reporting period. 24. If the owner or keeper of the swine (excluding sows) grown only for consumption in your diet, he this provision 23. information referred to in paragraph 1 shall be notified to the data center a month after the first insertion of a pig shed and every half year to 31 January and 31 July. 25. If the shed is made of bovine animals, equidae, sheep and goats in artificial insemination, a physical person in accordance with the laws and regulations concerning the training of individuals who take livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos, has obtained the certificate or certificates for the artificial insemination of farm animals to complete your work (hereinafter referred to as artificial insemination technician), within seven days after the event, using the data center's electronic reporting system provide the following information: 26.1. housing registration number; 26.2. inseminated animal identification number and name (if applicable); 26.3. genetic identification number, the name (if applicable) and the number of doses of semen; 26.4. the artificial insemination date; 26.5. artificial insemination technician. 27. If the bovine, equidae, sheep and goats on the holding have been animal calving, abortion, carried out animal castration, animals born alive, they are slaughtered, died, died or disappeared, the owner or keeper within seven days after the event was announce Data Center: 27.1. the registration number of the holding; 27.2. the nature and date of the event; 27.3. the animal species and its identification number; 27.4. calving date, and calving ease; 17.1. the number of offspring born to a single animal, the gender and weight; 17.1. stillborn animals; 17.2. the date of the abortion or castration; 17.3. the dead, slaughtered, killed or lost animal identification number; 17.3. the slaughtered or dead animals are not labeled the mother's identification number and date of birth. 28. A change in the owner of the livestock, the previous and new owner within seven days after the transaction, the data center shall submit a declaration of the movement of animals, showing the following information: 28.1. the previous and the new flock registration number; 28.2. the animal species; 28.3. the identity number of the animal, cattle, horses, goats and sheep; 28.4. pigs, rabbits, fur-bearing animal, poultry, bee hives and the number of wild animals and the registration number of the holding; 28.5. move the start and end date and time; 28.6. the carrier state of the vehicle registration number and transport permit number, if any, in accordance with legislative requirements concerning the transport of animals. 29. where livestock is moved from one site to another (except for the move to the slaughterhouse), the owner or keeper within seven days after the event data center shall submit a declaration of the movement of animals, showing the following information: 29.1. the registration number of the holding on which the animal moves; 29.2. the registration number of the holding on which the animal moves; 29.3. the animal species; 29.4. the identity number of the animal, cattle, horses, goats and sheep; 29.5. pigs, rabbits, fur-bearing animal, poultry, bee hives and the number of wild animals; 18.4. the move the beginning and ending date and time; 18.5. the carrier state of the vehicle registration number and transport permit number, if any, in accordance with legislative requirements concerning the transport of animals. 30. If the bee family moved to permanent housing holding the local government administrative area boundaries, the owner or keeper of the data center may not provide this provision the information referred to in paragraph 29 of the beehives. 31. where livestock comes from another country, the owner or keeper within seven days after insertion of an animal shed data center: 31.1. cattle passports or the horse's original passport copy; 31.2. a copy of the document certifying the bovine, ovine or caprine animals; 31.3. Health (health) a copy of the certificate. 32. where livestock are exported to another country, owner seven days after departure of the animal data center health (health) submitted a copy of the certificate and the data center in the electronic reporting system on the export of livestock indicates the following: 32.1. location of registration number of the holding; 32.2. the move of the country of destination; 32.3. the animal species; 32.4. the identity number of the animal, cattle, horses, goats and sheep; 32.5. the pigs, rabbits, fur-bearing animal, poultry, bee hives and the number of wild animals; 32.6. the animal move start date and time; 32.7. the carrier state of the vehicle registration number and transport permit number, if any, in accordance with the laws and regulations on the transport of animals.
IV. the movement of farm animals to the slaughterhouse

33. The slaughterhouse owner or his authorized person (hereinafter slaughterhouse), using the electronic reporting system: 33.1. within 24 hours before movement of farm animals to the slaughterhouse shall prepare an accompanying document for the movement of the animals to the slaughterhouse (accompanying document), showing the following information: 33.1.1. the owner or the holder's name, surname and personal code of a natural person, or company name and registration number of the legal person, as well as the herd and the registration number of the holding; 33.1.2. applied for livestock slaughter number and identification number (cattle, sheep, goats and horse); 33.1.3. European Parliament and Council of 29 April 2004, Regulation (EC) No 853/2004 laying down specific hygiene rules for food of animal origin, (II) section III of the annex set out in the food chain information, as well as animal carcasses, parts thereof or future use of the kautprodukt (marketing); 33.1.4. moving the animals start date, time, and State of the vehicle registration number; 33.2. for agricultural animals imported from another country for immediate slaughter, immediately after the receipt of the slaughterhouse, the animals provide the following information: the number of animals applied 33.2.1. and their identification number (cattle, sheep, goats and horse); 33.2.2. veterinary health certificate number, country and the importer of the animal's name, surname and personal code of a natural person, or company name and registration number of the legal person; 33.3. provides information for livestock slaughtered in a slaughterhouse, the number of their identification numbers (cattle, sheep, goats and horse), the date of slaughter and the slaughter order number for each species of animal carcases, or of animal parts or export kautprodukt from the slaughterhouse, but not later than 48 hours after slaughter. 34. at the time of the transfer of the Animal owner or keeper in the accompanying document with the signature of the data and information provided on the food chain and the transfer of the animals concerned. 35. The accompanying document shall be drawn up in duplicate. One copy is in the vehicle with which the animal delivered to the slaughterhouse, and the other stays with the owner or keeper of the animal. V. the General livestock identification requirements 37. Livestock represents the owner, holder, a practicing veterinarian or a person who has received a certificate or certificates for the conduct of monitoring and evaluation, according to the legislation on the training of individuals who take livestock evaluation, monitoring, artificial insemination, transplantation of ova and embryos. 38. the designation of livestock is visible, clearly legible, do not interfere with the animal's well-being and harm its health. 39. identification of livestock products-tag (also electronic ear tags) or transponders (identification) data center is issued according to the laws and regulations specified in data center price list. The owner or keeper may in addition use other farm animal signs, provided that this does not affect mandatory tagging feature and does not affect the well-being and health of the animal. 40. in order to receive the tagging feature, the owner or keeper shall make payment according to the laws and regulations specified in data center price list and order by making a call to the data center's Web site at the specified telephone number or data center an electronic form of the document shall, upon application, stating: 24.9. herd registration number; 40.2. the owner or the holder's first name, last name, or the name, phone number, and electronic mail address; number of ear-40.3. or ear tag number and manufacturer; 40.4. renewable animal identification number and tag, if the tag is lost or not legible identification number; 25.2. information about payment: the payer 40.5.1. name, surname and personal code, or name and the registration number; 40.5.2. number and bank transfer or post office name; 40.5.3. date of payment and the amount according to the laws and regulations specified in data center price list. 41. Data Center within 14 days of this provision in paragraph 40 of this disclosure issues tags according to the Commission on 29 April 2004, Regulation (EC) no 911/2004 of the European Parliament and Council Regulation No 1760/2000 as regards eartags, passports and holding registers (hereinafter Regulation No 911/2004), article 1, paragraph 2 and 6 or Regulation No 21/2004 article 4, point 6 and annex 1. , 2, 3, 4, 5 and 6, but the transponders – of Regulation No 504/2008 article 2, the requirements of point "b".
Vi. the name of the type of Cattle and features 42. Data Centre, subject to the application of the owner or holder of the passport production, within 14 days after receipt of the application of Regulation No 911/2004 article 6(1) requirements made cattle passport and it is issued to the owner or the holder, if the animal is exported to other Member States of the European Union or if cattle passport requests the competent authority of the third country.
VII. marking of Pig types and features

47. When pigs imported (except into the slaughterhouse) from another Member State of the European Union, before moving them outside the holding represents the corresponding requirements of this regulation and maintain their original identification number assigned to the country from which the animal has been introduced. When pigs imported (except into the slaughterhouse) from a third country and carried out tests according to the legislation on veterinary checks to be observed in animals when imported into Latvia from third countries before moving outside the housing and within 30 days after this inspection according to the indicate requirements of these provisions, keeping original identification number assigned to the country from which the animal has been introduced. VIII. identification of ovine and caprine animals and products 54. Newborn lambs and imported from a third country unless the sheep, animals imported for slaughter, 30 days after the birth of the lamb or sheep into the shed stands with the embed tag, in both ears. 55. If a sheep or goat is exported to other Member States of the European Union, before leaving the animals marked with an electronic ear tag, will dock it to the left ear. 57. If a sheep or a goat or a missing ear tag identification number electronic ear tags become illegible, the owner or keeper within seven days after the event detection made the order or submit data center application according to paragraph 40 of these regulations.
IX. identification of equidae and features 58. Equidae shall be identified in accordance with Regulation No 504/2008 requirements of article 5, it shall issue an identification document (hereinafter referred to as the horse passport), and marked with a transponder. The horse Passport presented pursuant to Regulation No 504/2008 article 5 1, 2 and 4. 61. If the animal owner changes, the previous owner surrendered to the new owner of the horse's passport and confirms it with a signature. The equidae shall be moved according to Regulation No 504/2008 article 13 and 28 of these rules and the requirements of paragraph 29. 62. If the equidae died, the owner or the holder of the Passport records of horses the death date, and seven days after the event the horse Passport submitted to the data center. 63. XI. final question 70. If the livestock is indicated before the date of entry into force of the provisions, the designation is valid for the entire life of the animal.
