Cabinet of Ministers Regulations No. 420 Riga 2014 (July 22. No 40 25. §) bovine animals, swine, sheep, goat and horse breeding animals, their semen, ova and embryos certification issued in accordance with the breeding and rearing of animals Act 7 of the second paragraph of article 5, paragraph 1. determines the order in which certifies the bovine, porcine, ovine, caprine and equine species (hereinafter referred to as the breeders), their semen, ova and embryos (referred to as breeding material). 2. Breeding and breeding material shall be certified for use, if it meets the following criteria: 2.1 it is obtained or purchased and intended for use according to the breeding program, developed by the respective breed livestock breeders ' organization that is allowed to breed livestock breeders organization status according to the legislation on agricultural variety breeding organization eligibility criteria and breed livestock breeders organization status (hereinafter referred to as the Organization); 2.2. its breeding value corresponds to the breeding program, these indicators; 2.3. the breeders and breeding material is assessed or inspected breeders and breeding material; 2.4. the breeders is labeled according to the laws and regulations on livestock, the livestock and housing registration procedures, as well as the designation of farm animals; 2.5. the breeding material is collected, processed and stored in the sperm preparation and storage centers, registered according to the legislation on veterinary requirements of the bovine, porcine, ovine, caprine and equine species and ova and embryos of the equine, ovine and caprine species, as well as the movement of semen on embryo transplant business, preparation of the semen and semen storage centre registration (hereinafter referred to as the operator); 2.6. for cattle and horses breeding origin has been confirmed with the certificate of origin. 3. Genetic and breeding material certificate is issued by an organization that enforces the breeding program. Certificates shall specify: 3.1 or breeding of the animal species, the breed, the identification number of the herd book number (if the animal is registered in herd books) and origin (State farm), derived from breeding material; 3.2. breeding or breeding place of use of the material – the registration number of the herd or territory, if the use or breeding breeding material certified for use throughout the territory of Latvia; 3.3. the issuing of legal name and registration number of the register of enterprises; 3.4. the period of validity of the certificate, date of issue, issuing the notified person's name, position and signature (electronic document in the form of prepared certificates, check that the document has been digitally signed with a secure electronic signature, and contains the time stamp). 4. The genetic and breeding material for the period of validity of the certificate is determined for a period of not less than one year, or during the trial, in which the assessment of genetic value. 5. Genetic and breeding material certificate or extension of its period of validity for the genetic and breeding material submitted in the application to the relevant organization a paper or electronic document. The application shall state: 5.1 the applicant's name, surname and residential address declared natural person or the name, registration number, registered legal person; 5.2. the registration number of the herd in which there breeding; 5.3. the animal breeding or the species, breed, name, ID number and the entry number (if the animal is registered in herd books), which extracted the breeding material; 5.4. the registration number of the herd or territory, which will be used for breeding or breeding material. 6. the application shall be accompanied by the following: 6.1. document confirming the infectious animal disease surveillance required in the mandatory implementation of the measures or health (health) a copy of the certificate, if the breeders and breeding material bought in another country; 6.2. a copy of the ciltskartīt breeding or breeding or breeding, if materials are purchased in another country, a copy of the certificate of origin, certificate; 6.3. the assessment of the genetic value of breeding animals — prolongation of the period of validity of the certificate. 7. Application for extension of the period of validity of the certificate shall be submitted by the person for at least two months before the certificate expires. 8. the Organization's in the month following receipt of the application, examine the rules 5 and 6 of the documents referred to in point, breeding and breeding material originating in the match, in the breeding material being available and decide on the issue of the certificate. 9.
