Cabinet of Ministers Regulations No. 487 Riga 2014 (august 19. No 44 13) aeronautical information preparation and dissemination of the order Issued in accordance with the law "on the air" the third subparagraph of article 54 and Cabinet installations Act article 31, first paragraph, point 3 i. General questions 1. determines: 1.1. air navigation data generation and sharing arrangements; 1.2. the air navigation data introduces the approval procedures; 1.3. data processing air navigation and aeronautical information in a standardized set of procedures for the preparation and distribution; 1.4. the aeronautical information preparation and dissemination mechanisms for monitoring. 2. the terms used in the rules the Commission of 26 January 2010 the Regulation (EU) No 73/2009 establishing requirements relating to air navigation and aeronautical data quality of the information in the single European sky (hereinafter Regulation No 73/2010), and 7 December 1944 Convention on international civil aviation (hereinafter referred to as the Convention), annex 15. used terms. 3. the National Agency for Civil Aviation Agency "(hereinafter referred to as the Civil Aviation Agency) published on the website on the internet (www.caa.lv) following the international civil aviation organisation (ICAO) and the European Organisation for the safety of air navigation (Eurocontrol): 3.1. international civil aviation Organization (ICAO) document" aeronautical information services manual (Doc 8126); " 3.2. the European Organisation for the safety of air navigation in the document "the Eurocontrol data quality requirements specification"; 3.3. the European Organisation for the safety of air navigation in the document "the Eurocontrol data reliability (warranty) level specification"; 3.4. the European Organisation for the safety of air navigation in the document "Eurocontrol air navigation data generation specification"; 3.5. the European Organisation for the safety of air navigation in the document "the terrain and obstacle data Guide"; 3.6. the European Organisation for the safety of air navigation in the document "Eurocontrol electronic aeronautical information publication specification"; 3.7. the European Organisation for the safety of air navigation in the document "Eurocontrol aeronautical information exchange specification". 4. Provisions relate to: 4.1 Regulation No 73/2010 article 2, paragraph 1, specified in the air navigation and aeronautical information data generation, preparation, storage, processing, and distribution; 4.2. the provisions referred to in paragraph 13 of the aeronautical data introduces; 4.3. persons who obtain geospatial data uzmērījum, used for air navigation data generation. 5. the air navigation set of standardised information prepares and distributes the State joint stock company "Latvian air traffic" (hereinafter referred to as the provider of aeronautical information services), subject to the provisions of Regulation No 73/2010, 4 and 15 of the Convention, as well as the annex to this regulation. 6. the geospatial information agency generates, prepare and submit to the aeronautical information service provider for the following aeronautical data: 6.1 digital data on aircraft flying in potentially dangerous objects (barriers) throughout the country, with a height above the terrain is the location of 100 metres or more; 6.2. the digital terrain model (off-road) to the entire national territory. 7. air navigation data generation and aeronautical information preparation and dissemination of national supervision over Civil Aviation Agency this rule in accordance with the procedure laid down in chapter V. 8. in addition to the provisions referred to in paragraph 7 to the Civil Aviation Agency provides aeronautical information service provider with information: 8.1 for aviation regulatory laws; 8.2. on the use of airspace issued permits; 8.3. where it considers it necessary to distribute to ensure the safety of aircraft in flight. 9. These regulations 4, 5, 6 and 7 of the person referred to in paragraph follow that rule provided for in paragraph 3 of the international civil aviation organisation (ICAO) and the European Organisation for the safety of air navigation (Eurocontrol) mandatory requirements as well as requirements that have recommendations in accordance with the provisions referred to in paragraph 18 of the formal agreement. 10. The Ministry of transport shall inform the aeronautical information service provider for payments related to air navigation services Riga flight information region. 11. air transport: 11.1. provide advice on Regulation No 73/2010 article 7 paragraph 4 of the "a" and "b" requirements referred to in subparagraph; 11.2. ensure that aeronautical information services provider air navigation and aeronautical information data acquisition, preparation, storage, processing, Exchange and distribution process uses a system that complies with Regulation No 73/2010 of 11 and 12 article.
II. Air Navigation data generation and Exchange 12. Aeronautical information necessary for preparation of aeronautical data generates and aeronautical information service provider shall provide the Civil Aviation Agency approved aeronautical data generator. 13. the Agency for Civil Aviation air navigation data introduces approved: 13.1 a person to comply with Regulation No 73/2010 article 2 paragraph 2 requirements: 13.1.1. certification of air navigation service providers, covered by Regulation No 73/2010 article 2, paragraph 2, subparagraph a; 13.1.2. instrument flight to carry certified aerodrome operator, covered by Regulation No 73/2010 article 2 paragraph 2 point "b"; 13.1.3. Regulation No 73/2010 article 2, paragraph 2, referred to "c" service provider: 13.1.3.1. Geospatial Information Agency in relation to this provision as referred to in point 6 the aeronautical data generation; 13.1.3.2. operators with regard to the air navigation data, other than those referred to in point 6 of these regulations; 13.2. public use open Visual Flight to carry certified aerodrome operator; 13.3. the institution which organises military aircraft flights of air space of the Republic of Latvia; 13.4. military aviation aerodrome operator. 14. These provisions 13.1.1 13.1.2 13.1.3.1., and the person referred to by Civil Aviation Agency's request to: 14.1. information about the person (name, title and contact information), which is responsible for the provision of air navigation aeronautical information data service provider, and proof of that person's compliance with Regulation No 73/2010 article 7 4. and (5); 14.2. proof that they have the tools and the software in accordance with Regulation No 73/2010 article 8; 14.3. in the receipt that is implemented and maintained quality control requirements according to Regulation No 73/2010 article 10. 15. This provision 13.1.3.2. persons referred for aeronautical data, if it introduces the Civil Aviation Agency submitted to: 15.1. the application for approval of air navigation data introduces. The application shall include the following information: 15.1.1. legal name, legal and actual address; 15.1.2. the officers name, position and contact information; 15.1.3. indication that the aeronautical data introduces the person wants to become; 15.2. a document certifying the right to provide Regulation No 73/2010 article 2, paragraph 2, referred to "c" service; 15.3. information about the person (name, title and contact information), which is responsible for the provision of air navigation aeronautical information data service provider, and proof of that person's compliance with Regulation No 73/2010 article 7 paragraph 4 and 5; 15.4. proof that they have the tools and the software in accordance with Regulation No 73/2010 article 8; 15.5. certification that is implemented and maintained quality control requirements according to Regulation No 73/2010 article 10. 16. This rule 13.2, 13.3 and 13.4. the person referred to by Civil Aviation Agency's request, submit the information about the person (name, title and contact information), which is responsible for the provision of air navigation aeronautical information data service provider, and a statement that this person has knowledge of the integrated aeronautical information package and aeronautical information regulation and control (AIRAC) system effective date. 17. to persons recognized as air navigation data, urban Civil Aviation Agency during the month: after these provisions 17.1.14 and 15 of this document and the receipt of the information the person checking compliance with Regulation No 73/2010; 17.2. at these rules referred to in paragraph 16 of document and information check the person's compliance with the Convention's requirements of annex 15. 18. If this rule 13.1 referred person complies with Regulation No 73/2010 requirements, as well as this rule 13.2, 13.3 and 13.4. persons referred to in the annex to the Convention 15. meet the requirements of the Civil Aviation Agency shall inform the person concerned and the aeronautical information services provider to the month of the formal agreement concluded. In concluding this provision referred to in paragraph 18 the formal agreement, the aeronautical data generator and air navigation information service provider at the aeronautical data exchange determines the shape and type. 20. If the rules referred to in paragraph 13 of the person and the aeronautical information service provider cannot agree on the content of the formal arrangement of these provisions within the period referred to in paragraph 18, the Parties shall inform the Civil Aviation Agency about the conclusion of the formal agreement. 21. Civil Aviation Agency assess formal agreement sealing reasons, subject to the provisions of Regulation No 73/2010 and 15 of the Convention. the requirements of the annex and shall propose the person who lays claim to the status of air navigation data introduces, and aeronautical information service provider to make the appropriate corrections to the content of the formal agreement. 22. before the provisions referred to in paragraph 18 the formal signing of the agreement of the aeronautical information service shall be submitted to the Civil Aviation Agency. 23. the air navigation service provider of information within three working days following that rule 18 the formal conclusion of the said Agreement shall be submitted to the Civil Aviation Agency in its copy. 24. Civil Aviation Agency one day after this provision referred to in paragraph 23 the formal receipt of the copy of the agreement confirm that person of aeronautical data introduces and publishes information on the person concerned and its competence to the existing air navigation data, the Civil Aviation Agency's homepage on the internet (URwww.caa.lv). 25. The approved aeronautical data introduces the obligation to have five working days to inform the Civil Aviation Agency about changes to these rules 14, 15 and 16 of this information. III. the aeronautical data processing 41. If the aeronautical data conforms to Regulation No 73/2010 requirements, aeronautical information service provider pursuant to Regulation No 73/2010, 15 of the Convention, and the international civil aviation organisation (ICAO) document "aeronautical information services manual (Doc 8126), aeronautical data processing and dissemination of aeronautical information. 45. the air navigation service provider shall make the information processed in the aeronautical information verification and validation of Regulation No 73/2010 and the Convention requirements of annex 15.
IV. Air navigation information distribution 46. V. aeronautical information preparation and dissemination of the surveillance 52. Civil Aviation Agency not less frequently than once every two years: 52.1. approved aeronautical data introduces compliance monitoring, checking its compliance with Regulation No 73/2010 and the requirements of this regulation; 52.2. the air navigation service provider of information compliance monitoring in accordance with the Commission's October 17, 2011 of the implementing Regulation (EU) No 1035/2011 laying down common requirements for the provision of air navigation services and amending Regulation (EC) No 482/2008 and (EC) no 691/2010, and the Commission of 17 October 2011 implementing Regulation (EU) no 1034/2011 on safety oversight in air traffic management and air navigation services and amending Regulation (EC) no 691/2010 53.
