General questions 1. determines: 1.1. procedures for implementing the action programme" entrepreneurship and innovation "Appendix 2.1. priorities" Science and innovation "2.1.1." Science event , research and development "activities" Support 2.1.1.2. international cooperative projects in science and technology in the "second application round project (hereinafter referred to as the activity); 1.2. requirements the project applicant; 1.3. the application of the project evaluation criteria; 1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination. 2. The terms used in the following terms: 2.1 effective cooperation of at least two independent parties ' cooperation, to exchange knowledge and technology or the achievement of a common goal. The cooperation is based on the Division of labour, the parties will jointly determine the scope of the cooperation projects, participating in its implementation and the allocation of risks and results. One or more parties can assume the full costs of the project, releasing the other side of the financial risks of the project. Contract research and research services are not considered forms of cooperation; 2.2. EU research and innovation program project application – with economic activity unrelated to the project application, submitted following the European Union's research and innovation programmes advertised competitions: 2.2.1. Eu research and innovation support programs, including the EU framework programme for research and innovation "Horizon 2020" (hereinafter referred to as "Horizon 2020" programme) and the programme of work of subprogramme: "scientific excellence" (excellent science), "the underlying technology and industry leadership in technology" (Industrial Leadership) "Public" (Societal challenges), "distribution of excellence and expansion of participation" (Spreading excellence and Widening Participation), "Science and society", in cooperation with the (Science with and for Society), cost (European Cooperation dans le Domaine de la recherche scientifique et technique); 2.2.2. the technology initiatives, including the ECSEL (Electronic components and systems for European Leadership), IMI (innovative medicines initiative 2), Clean Sky, HFC 2 2 (Hydrogen Fuel Cell 2); 2.3. exclusive development-research and development services, public procurement, from which all benefits come only by contracting authorities or contracting and that it can be used in the conduct of its own affairs, on condition that it fully reimburse providers; 2.4. the difficulty merchants – merchants that meet the Commission's June 17, 2014 Regulation (EU) No 651/2014, by which certain categories of aid compatible with the internal market, the application of the Treaty and article 107.108 (hereinafter referred to as Commission Regulation No 651/2014), article 18, paragraph 2, definition; 2.5. training services – assistance and training provided by the beneficiaries, this provision 2.6. persons referred to in order to ensure that the projects referred to in paragraph 11.1.1 application development of EU research and innovation programmes announced competitions; 2.6. training service provider-a person who meets the following criteria: 2.6.1. have experience in EU research and innovation programmes in the development or implementation of the project; 2.6.2. the representative of the scientific institution, which is the EU research and innovation program project coordinator; 2.7. the transaction, which is not economic in nature, the research organisation, which does not include the Treaty on the functioning of the European Union article 107 the scope defined in paragraph 1, including: 2.7.1. education to achieve the number and qualifications of personnel. Public education is provided by the national education systems and which is wholly or mostly State-funded and monitored, is considered an activity that is not an economic activity; 2.7.2. independent research and development, in order to gain more knowledge and better understanding, including joint research and development, when a research organisation involved in effective cooperation; 2.7.3. the dissemination of research results, without exclusivity and discrimination, for example, through teaching, open access, open the database of publications or open source software; 2.7.4. knowledge transfer, where all profits from the knowledge management activities is reinvested in research organisations and key actions carried out: 2.7.4.1. the research organisation (including its Division or subsidiary of a company-in which the participation of the parent company's share exceeds 50 percent or where the parent company is the majority); 2.7.4.2. the research organisation jointly with other research organisations or on their behalf; 2.7.4.3. a research organisation with a third party, if the appropriate services are ordered by third parties through the open competitions; 2.8. research infrastructures-equipment, resources and related services used by the scientific staff to carry out research in their respective fields. It includes scientific equipment or sets of instruments, knowledge-based resources such as collections, archives or structured scientific information, information and communications technology infrastructure, for example, GRID type, Web, computer equipment, software and communication equipment, or any other unique nature resort, which is essential to the research. This infrastructure can be deployed together or be dispersed; 2.9. research organization-entity (such as a university or research institutes, technology transfer agencies, innovation intermediaries, research-oriented physical or virtual collaborative entities), regardless of legal status (public or private law entity) or type of funding, of which the main objective is to carry out independent fundamental research, industrial research or experimental development or disseminate widely the results of such activities of teaching, publication or transfer of knowledge. If this subject is also conducting economic activity, its financing, the costs and revenues should be accounted for separately. Companies that may affect the entity, for example, its shareholders or members may not be privileged access to the research capacity of this entity or its generated results; 2.10. complete award-research organisation or research infrastructure (public performer) enjoys all the economic advantages of the intellectual property rights, while retaining the right to the unrestricted use, notably the ownership and licensing rights. It can also be the case when a research organisation or research infrastructure (public performer) decide to conclude further contracts concerning these rights, including the licensing partner (i.e. companies); 2.11. knowledge transfer-the process by which the goal is to get, collect and disseminate clear and tacit knowledge, including skills and competencies of both business activity and with them not related activities, such as research collaboration, consulting, licensing, new business creation, publication, and the researchers and other staff involved in these activities in mobility. In addition to the scientific and technical knowledge, it includes other types of knowledge (for example, knowledge about how to use the standards and rules that they included, on the environmental conditions of operation), organisational innovation, as well as the method of knowledge management related to the definition of intangible assets, acquisition, protection, defence and use; 2.12. Scientific employee-academic, scientific, Science Service staff and scientific technical staff; 2.13. scientific research activities, according to the laws governing elected and the Latvian Academy of Sciences scientific staff are included in the database of principal investigators, researchers and research assistants, as well as scientists working in companies that take the lead researcher, investigator and Research Assistant duties. 3. The purpose of the activity is a scientific institution of the scientific capacity of developing and promoting the visibility of science of Latvia in the European Union and the world, which ensures participation in international research cooperation projects and consortia, including collaborative projects with the European Joint Research Centre (Joint Research Centre) and "Horizon 2020" projects. 4. Activities for the target groups are: 4.1 scientific institutions of the Republic of Latvia in the register (hereinafter register of scientific institutions) registered scientific institutions which comply with the provisions laid down in point 2.9 of the research to the definition (hereinafter referred to as the scientific authority), the Scientific Institute (derived public person, public agency or private-law legal person) or graduate school; 4.2. scientific staff. 5. the objective of the activity reaches, in implementing this provision referred to in paragraph 11 and assisted in promoting the outcome of such a pointer-until 2015. The liaison body: 7.1. within 15 working days after the entry into force of the agreement or arrangement in the development of the project form, specifying the project recipient of funding requirements in accordance with these rules and regulations of the European Union's structural and cohesion funds, implementation, and monitoring of implementation, and shall submit it to the authority responsible for the coordination. If the liaison body shall make any amendments to the contract or agreement form, it updated the contract or agreement form to submit the body responsible for coordination; 7.2. the switch with the beneficiary of the financing agreement or contract for the project implementation, determining the requirements for the implementation of the project beneficiaries in accordance with these rules and regulations that govern the European Union's structural and cohesion funds, implementation, and monitoring of implementation; 7.3. provide project supervision and control, project implementation checks and monitors the available ERDF co-financing, including Regulation No 1083/2006 in article 93 1 and 2 of the principle referred to in the implementation of the project; 7.4. the responsible authority provides information on State budget planning for project implementation; 7.5. the funding requested procurement plan and submit it to the procurement monitoring Bureau; 7.6. prepare and submit information to the responsible body for the implementation of the activity and funding available to it, at the request of the competent authorities providing the information about a single project; 7.7. preparing forecasts of payment and submit it to the paying authority; 4.8. preparing ERDF funds demand projections for the current and the following year and shall submit it to the leading authority and the responsible authority; 7.9. the verification and approval of the funding requested payment of the request and prepare a declaration of expenditure; 7.10. provide information on the beneficiaries of the contract or the conditions of the agreement; 7.11. the review and approval of amendments to the project, subject to this provision, paragraph 60; 7.12. the accumulated data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use; 7.13. provide the public with information and provides publicity matters relating to activities within the project submissions; 7.14. If the non-compliance found, the corresponding expenditure provides recovery in accordance with the laws and regulations establishing procedures for reporting on the implementation of the structural funds of the European Union in the perceived discrepancies, accept the Board's decision on the use of funding granted and recover the irrelevant; 7.15. five years after the completion of the project, but no later than the action programme "entrepreneurship and innovation" closing ensure that monitored compliance with this provision of the draft paragraph 16 and from project activities undertaken within the revenues generated by the recovery of unduly received ERDF or withholding the revenues that were not taken into account in determining the available ERDF funding for the project. 8. the cooperation body is the functional supervision of the responsible authority. 9. the activities implemented in the framework of projects co-financed by the ERDF. The overall activity within the available public funds ERDF co-financing is € 2 156 212. 10. Activity implemented an open project application selection. 11. activities supported are the following: 11.1. actions related to this rule 2.2. referred to EU research and innovation program project application preparation: 11.1.1. EU research and innovation program project application; 11.1.2. participation in the EU research and innovation programmes in scientific conferences organized with the message or billboard paper; 11.1.3. participation in the EU research and innovation programmes organized in the days of information and partnership exchanges; 11.1.4. membership in the European Joint Research Center organized in support measures; 11.1.5. training provided by this provision 2.6. persons referred to in subparagraph a; 11.2. international scientific conferences in Latvia, if you received a conceptual education and Science Ministry of reconciliation; 11.3. participation in these rules referred to in paragraph 11.2. international scientific conferences, where a participant is not mentioned in the Conference Organizer. II. Requirements for the project the applicant 12. Project applicant may be a scientific institution that meets the definition of a research organisation and is registered in the register of scientific institutions, Scientific Institute (derived public person, public agency or private-law legal person) or graduate school. 13. the project applicant project application be submitted and implemented individually. 14. the project is set to: 14.1. it is not in financial trouble under this provision in paragraph 2.4.; 14.2. to project the applicant is not the subject of a recovery order referred to in Commission Regulation No 651/2014 article 1, paragraph 4, in the "a"; 14.3. under the administration of the State revenue service tax (duty) debtor database available information it does not have a tax or fee debt or debts not exceeding eur 150; 14.4. not with a court judgment delivered in insolvency proceedings, the judgment of the Court of Justice is not the legal protection process, with the decision of the Court are not implemented in an out-of-court redress process, no previous bankruptcy, or the restoration of a suitable composition or its economic activity is not terminated; 14. it is not punished for the Latvian Code of administrative offences article 189.2 referred to in the third subparagraph of administrative offences or are not appropriate for him to influence the means of compulsory criminal law 280. Article referred to in the second paragraph of Commission of a criminal offence; 14.6. this cooperation body, the responsible authority or other competent authority has supplied incorrect information in relation to the European Union's structural funds co-financed projects implementation; 9.1. it is not received and not planning to receive funding from the State, European Union funds or other financial resources for the same eligible costs or activities; 14.8. the project applicant according to scientific laws governing the activities of the Ministry of education and science has submitted reports on scientific activity for the last three reporting years closed (if the scientific authority is founded less than three years ago, has been submitted to the public accounts for the accounting years closed its registration in the register of scientific institutions); 9.3. If the scientific authority of both economic activities and activities which are not economic in nature, it separated the activities and their costs, funding and revenue so as to effectively prevent cross-subsidisation of economic activity. III. Financing conditions 15. the maximum eligible cost of the project amounts to 100 000 euro. 16. Financing conditions: 16.1 the maximum ERDF funding of project total eligible costs is 100 percent; 16.2. support is provided by the rules referred to in point 2.2 with economic activities related to the development of the project application, within which the action taken complies with this rule 2.7. the conditions referred to in (a), excluding contract research and study services in the development of exclusive and providing the following conditions are met: 16.2.1. knowledge transfer activities arising from this provision in paragraph 11, the implementation 2.7.4 these provisions comply with the provisions of paragraph; 16.2.2 intellectual property rights arising from scientific institutions that rule 11.1.1 referred to project activities, assign scientific institutions fully. If what the participants have jointly created the results and if the results of the investment in the joint is impossible to find out, or if the common results is impossible to split the intellectual property rights to the application, or the maintenance of the force, they have joint ownership of such results. The co-owners in the conclusion of an agreement on the distribution of ownership and the conditions of use according to their contribution; 16.3. service procurement is carried out in accordance with the procurement regulations governing. 17. cooperation authority, if it is available in the State budget, after the conclusion of the contract or agreement provides funding for the requested advance payment agreement or arrangement within the deadlines laid down in the conditions and procedures under the laws and regulations on the procedures foreseen in the State budget for the European Union structural funds and the Cohesion Fund co-financed project implementation and any outstanding payments and prepared in the Declaration of expenditure. 18. within the framework of the activity of the eligible costs of this position: 18.1. This provision costs referred to in paragraph 11 for the implementation of the activities supported: 18.1.1. remuneration costs involved in the implementation of the project scientific employees and training providers, including the State employers ' compulsory social insurance contributions, if involved in the implementation of project activities is not registered as a business income tax payer; 18.1.2. mission expenses, travel costs, in accordance with the laws of the order in which the recoverable costs associated with missions: 18.1.2.1. project implementation involved scientific staff mission trips to this rule 11.1.2 11.1.3 11.1.4.,., and 11.3. measures referred to in point; 18.1.2.2. the training service provider for this rule 2.5. implementation of activities referred to in point; 18.1.3. in implementation of the project involved the participation of scientific staff costs this rule 11.1.2 11.1.3 11.1.4.,., and the measures referred to in paragraph 11.3:18.1.3.1. membership fees; 18.1.3.2. stand rent, fabrication, transport, operating costs and the cost of technical equipment, thesis and handout publication costs; 18.1.4. the provisions referred to in paragraph 11.2. international scientific conferences-related costs, including workshops, presentations, press conference (room rentals, booth rentals, the cost of technical equipment, thesis and handout publication costs, communication costs, the players Association and representation costs), subject to the principle of proportionality and rationality. Conferences costs less than 40 percent of the project total eligible costs; 18.2. the eligible costs not recoverable value added tax payments; 18.3. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements, provided they do not exceed one percent of this rule 18.1 and 18.2. the costs referred to in point totals. 19. These provisions 18.1.1. incidence of costs referred to in condition: 19.1. If a project involved in the implementation of scientific staff in the project receive remuneration and has entered into a contract of employment, time tracking table specifies how many hours dedicated to work and how many hours of work in a project that is not associated with the project. Scientific Supervisor (the scientist who plans, manages and is responsible for the results of the project as a whole) – up to 14 euros per hour; 19.4.2. scientists, scientific personnel (involved in the implementation of the project and are responsible for the specific project results) – up to 12 euro per hour; 19.4.3. scientific technical staff and ancillary staff science – up to 10 euros per hour; 19.4.4. training service provider – up to 17 euro per hour. 20. in the framework of the activity do not apply shall be the following: 20.1. administrative costs of the project; 20.2. scientific equipment and the acquisition cost of the equipment; 20.3. the payment for the loan review, presentation and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation; 20.4. costs not specified in this provision, paragraph 18; 20.5. costs that exceeds this rule 18.3., 18.1.4., 19.4 in and laid down in paragraph 23 the cost limit; 20.6. costs that are not related to the implementation of project activities or does not meet the reasonable financial management, in particular value for money and cost-effectiveness; 20.7. this rule 11.1.1 11.1.2 11.1.3., and the implementation of activities referred to in point costs: you encountered before 20.7.1.1 January 2014; 20.7.2. If these steps are finished or fully implemented before the beneficiary responsible body is submitted to the rule referred to in paragraph 27 of the draft submission; 12.9. This provision, 11.1.4 11.1.5., 11.2 and 11.3. implementation of activities referred to costs incurred prior to the entry into force of these regulations; 20.9. the costs of payments made later than the month following the expiry of the implementation of the project; 20.10. this rule 11.2. and 11.3. implementation of activities referred to the costs, if they have not received the Ministry of education and science reconciliation; 20.11. costs not justified by supporting documents or the costs incurred by the law of the non-compliance. 21. If the actual expenses exceed the total eligible cost of the project or the project occurs during non-eligible expenditures or costs pushes up, it shall be borne by the beneficiary of the funds at its disposal, the European Union funds. 22. every scientific institution activity within the available ERDF funding (F) is calculated using the following formula: where: F-scientific activities within the institution, the available ERDF, eur; n-planned results indicators – activities and prepared within the EU research and innovation programmes of the project application (hereinafter referred to as the EU research program project application); IP2020-per the EU research programmes relating to the application of the project funding FROM the ERDF; EVERY rule 11.2.-with this referred to the implementation of the operations of related costs; II – project information and publicity costs, euro. 23. IV. submission of the project selection and project application of tender preparation and submission of 24. the responsible authority shall open the project application selection, by publishing a notice in the Official Gazette "Latvijas journal" and the Ministry of education and Science website (URwww.izm. URgov.lv). 25. Notice of project application selection issued not earlier than one month after the entry into force of these regulations. 27. the project applicant project application submitted subject to the following requirements: 27.1. project selection round application allowed to submit one project submission; 27.2. the project application form a completed project application form (annex 1) and the following annexes: 27.2.1. copies of documents proving the legal status of the applicant in the project (including statutes, regulations, rules or equivalent documents and other documentation), or written confirmation that appropriate scientific governing regulations, the Ministry of education and science of the legal status of the submitted supporting documents correspond to the actual situation; 27.2.2. project applicants in the Central Administration of statistics national statistics submitted a copy of the report for the last three reporting years concluded on scientific or research or written proof that the document is a copy of the submitted to the responsible body of the operational programme "entrepreneurship and innovation" Appendix 2.1. priorities "Science and innovation" 2.1.1. actions "science, research and development" as part of the implementation of activities (responsible authority received national statistical accounts used only for summary and grouping data , economic processes and scientific analysis); 27.2.3. scientific institutions accounting policies and financial management (copy) or written proof (with reference to the specific document) that the current version of the document copy is submitted to the responsible body of the operational programme "entrepreneurship and innovation" Appendix 2.1. priorities "Science and innovation" 2.1.1. actions "science, research and development" as part of the implementation of activities. State revenue service for tax payment by the applicant of the project, issued no earlier than 20 working days prior to the application of the project; 28.2. the company registry certificate attesting that the applicant of the project by a decision of the Court of Justice has not been declared bankrupt, including not in the bailout process, or the process of legal protection, the economic activity is not terminated or in accordance with the commercial register of the information available, it is not in the process of liquidation (if applicable); 28.3. other documents which the applicant projects considered necessary to justify the application of the project's compliance with the rules referred to in annex 3 of the draft application evaluation criteria. 29. If the applicant fails to submit this draft rule 28.1 and 28.2.. documents referred to or responsible authority, they acquire a law on administrative process. 30. the project applicant project application preparation, the following requirements shall be met: 30.1. to ensure compliance with the provisions of annex 3, paragraph 24, of the evaluation criteria, project submission documents annexed, which has been issued or made out in the Latvian language, translation into appropriate legislation for the translation of documents in the national language; 30.2. the project submission form section, subsection and their names do not change and do not delete. 31. the project applicant project application can be submitted to the responsible authority: 31.1. in paper form (caurauklot form, the page number, the page was last on the other side of the thread ends are glued, the label provides information about the document number and the number of sheets, caurauklot proof of the correctness of the copy of the document, the project name of the applicant, the date of preparation of the application projects, project official of the signature of the applicant), adding an identical project submission form electronic version in Microsoft Word file format in electronic media. All the documents placed in a package (envelope) and sealed; 31.2. the electronic document in the form of laws and regulations for the design of electronic documents in the order, subject to the following requirements: 31.2.1. it must be designed for Microsoft Word, Microsoft Excel, or portable document format files; 31.2.2. the project submission form, and in addition to the original document to be submitted must be signed by the individual author's secure electronic signature and confirm with the time stamp of the selection before the project submission deadline. If additional documents are copies of the documents must be certified by each individual to the project the applicant secure electronic signature and a time stamp prior to the submission of the draft selection. 32. in paragraph 24 of these rules the communication specified in the project application submission period end date is the last day when the project applicant project application may be made in person, in the form of electronic document or sent by mail. 33. the responsible authority shall record the receipt of project submissions a day. Proof of receipt of the application, the project authority in charge of the project to the applicant immediately personally or within 10 working days after the application deadline date by post or electronic form, a document signed with a secure electronic signature according to the regulations on electronic document design. V. Project submission evaluation 34. activities within the submitted project applications shall be evaluated by the Commission. Panelists include the Ministry of education and science, the Latvian Science Council representatives and program "Horizon 2020" national point of contact for experts who are not involved in the provision of services referred to in point 2.6. 35. The Commission shall determine the responsible authorities developed and approved regulations. 36. the Commission's meetings as observers without the right to vote can participate in the managing authorities, cooperation agencies and representatives of the Latvian Academy of science. The Commission in the evaluation process may invite one or more experts without voting rights. 37. the launching of the Commission, Commission members, experts and observers (if applicable) signed a declaration that: 37.1. during the meetings of the Commission and the information content of the document will not disclose to third parties; 37.2. If the application is approved, the liaison body with the beneficiary of the financing contract or agreement for the implementation of the project in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
