No 50 38. §) rules on the action programme "entrepreneurship and innovation" 2.1.1.2. activities Appendix "support projects of international cooperation in science and technology" in the second round of project submissions "issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. General questions 1. determines: 1.1. procedures for implementing the action programme" entrepreneurship and innovation "Appendix 2.1. priorities" Science and innovation "2.1.1." Science event , research and development "activities" Support 2.1.1.2. international cooperative projects in science and technology in the "second application round project (hereinafter referred to as the activity); 1.2. requirements the project applicant; 1.3. the application of the project evaluation criteria; 1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination. 2. The terms used in the following terms: 2.1 effective cooperation of at least two independent parties ' cooperation, to exchange knowledge and technology or the achievement of a common goal. Public education is provided by the national education systems and which is wholly or mostly State-funded and monitored, is considered an activity that is not an economic activity; 2.7.2. independent research and development, in order to gain more knowledge and better understanding, including joint research and development, when a research organisation involved in effective cooperation; 2.7.3. the dissemination of research results, without exclusivity and discrimination, for example, through teaching, open access, open the database of publications or open source software; 2.7.4. knowledge transfer, where all profits from the knowledge management activities is reinvested in research organisations and key actions carried out: 2.7.4.1. the research organisation (including its Division or subsidiary of a company-in which the participation of the parent company's share exceeds 50 percent or where the parent company is the majority); 2.7.4.2. the research organisation jointly with other research organisations or on their behalf; 2.7.4.3. a research organisation with a third party, if the appropriate services are ordered by third parties through the open competitions; 2.8. research infrastructures-equipment, resources and related services used by the scientific staff to carry out research in their respective fields. It includes scientific equipment or sets of instruments, knowledge-based resources such as collections, archives or structured scientific information, information and communications technology infrastructure, for example, GRID type, Web, computer equipment, software and communication equipment, or any other unique nature resort, which is essential to the research. This infrastructure can be deployed together or be dispersed; 2.9. research organization-entity (such as a university or research institutes, technology transfer agencies, innovation intermediaries, research-oriented physical or virtual collaborative entities), regardless of legal status (public or private law entity) or type of funding, of which the main objective is to carry out independent fundamental research, industrial research or experimental development or disseminate widely the results of such activities of teaching, publication or transfer of knowledge. It can also be the case when a research organisation or research infrastructure (public performer) decide to conclude further contracts concerning these rights, including the licensing partner (i.e. companies); 2.11. knowledge transfer-the process by which the goal is to get, collect and disseminate clear and tacit knowledge, including skills and competencies of both business activity and with them not related activities, such as research collaboration, consulting, licensing, new business creation, publication, and the researchers and other staff involved in these activities in mobility. In addition to the scientific and technical knowledge, it includes other types of knowledge (for example, knowledge about how to use the standards and rules that they included, on the environmental conditions of operation), organisational innovation, as well as the method of knowledge management related to the definition of intangible assets, acquisition, protection, defence and use; 2.12. Scientific employee-academic, scientific, Science Service staff and scientific technical staff; 2.13. scientific research activities, according to the laws governing elected and the Latvian Academy of Sciences scientific staff are included in the database of principal investigators, researchers and research assistants, as well as scientists working in companies that take the lead researcher, investigator and Research Assistant duties. 3. The purpose of the activity is a scientific institution of the scientific capacity of developing and promoting the visibility of science of Latvia in the European Union and the world, which ensures participation in international research cooperation projects and consortia, including collaborative projects with the European Joint Research Centre (Joint Research Centre) and "Horizon 2020" projects. 4. II. Requirements for the project the applicant 12. If the scientific authority of both economic activities and activities which are not economic in nature, it separated the activities and their costs, funding and revenue so as to effectively prevent cross-subsidisation of economic activity. III. Financing conditions 15. the maximum eligible cost of the project amounts to 100 000 euro. 16. Financing conditions: 16.1 the maximum ERDF funding of project total eligible costs is 100 percent; 16.2. support is provided by the rules referred to in point 2.2 with economic activities related to the development of the project application, within which the action taken complies with this rule 2.7. the conditions referred to in (a), excluding contract research and study services in the development of exclusive and providing the following conditions are met: 16.2.1. knowledge transfer activities arising from this provision in paragraph 11, the implementation 2.7.4 these provisions comply with the provisions of paragraph; 16.2.2 intellectual property rights arising from scientific institutions that rule 11.1.1 referred to project activities, assign scientific institutions fully. Conferences costs less than 40 percent of the project total eligible costs; 18.2. the eligible costs not recoverable value added tax payments; 18.3. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements, provided they do not exceed one percent of this rule 18.1 and 18.2. the costs referred to in point totals. 19. Scientific Supervisor (the scientist who plans, manages and is responsible for the results of the project as a whole) – up to 14 euros per hour; 19.4.2. scientists, scientific personnel (involved in the implementation of the project and are responsible for the specific project results) – up to 12 euro per hour; 19.4.3. scientific technical staff and ancillary staff science – up to 10 euros per hour; 19.4.4. training service provider – up to 17 euro per hour. 20. in the framework of the activity do not apply shall be the following: 20.1. administrative costs of the project; 20.2. scientific equipment and the acquisition cost of the equipment; 20.3. the payment for the loan review, presentation and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation; 20.4. costs not specified in this provision, paragraph 18; 20.5. costs that exceeds this rule 18.3., 18.1.4., 19.4 in and laid down in paragraph 23 the cost limit; 20.6. costs that are not related to the implementation of project activities or does not meet the reasonable financial management, in particular value for money and cost-effectiveness; 20.7. this rule 11.1.1 11.1.2 11.1.3., and the implementation of activities referred to in point costs: you encountered before 20.7.1.1 January 2014; 20.7.2. State revenue service for tax payment by the applicant of the project, issued no earlier than 20 working days prior to the application of the project; 28.2. the company registry certificate attesting that the applicant of the project by a decision of the Court of Justice has not been declared bankrupt, including not in the bailout process, or the process of legal protection, the economic activity is not terminated or in accordance with the commercial register of the information available, it is not in the process of liquidation (if applicable); 28.3. other documents which the applicant projects considered necessary to justify the application of the project's compliance with the rules referred to in annex 3 of the draft application evaluation criteria. 29. If additional documents are copies of the documents must be certified by each individual to the project the applicant secure electronic signature and a time stamp prior to the submission of the draft selection. 32. in paragraph 24 of these rules the communication specified in the project application submission period end date is the last day when the project applicant project application may be made in person, in the form of electronic document or sent by mail. 33. the responsible authority shall record the receipt of project submissions a day. If a decision is taken on the application for the approval of the project, the project, the applicant within the time limit set in the decision, which does not exceed 30 working days from the date of entry into force of the decision, shall ensure the fulfilment of the conditions and submitted to the responsible body for evaluation information on the fulfilment of the conditions. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within five working days from the date of its signature. 51. If the application is approved, the liaison body with the beneficiary of the financing contract or agreement for the implementation of the project in accordance with the laws and regulations that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds.
