Specific implementation of support aims at contributing to the efficient use of energy, reducing energy consumption and the transition to renewable energy manufacturing sector. 3. Specific aid target group is small (micro), small, medium and large business operators that perform economic activity in the manufacturing sector. 4. Specific implementation of aid is open for project submissions. 5. Specific support for the implementation of the planned total attributable funds is eur 38 300 036, including funding from the Cohesion Fund, eur 32 555 030 and private funds – at least 5 745 006 euro. Specific support available for the implementation of the Cohesion Fund total eligible funding until 2018 31 December to close the contracts for the implementation of the projects is 30 539 874 euro. 6. support for specific aid is provided in the form of grants. 7. Specific support within the responsible authority for the Ministry of Economic Affairs (hereinafter referred to as the responsible authority). II. the project applicant and project submission requirements 12. Specific support within the project applicant is established in the Republic of Latvia, the tiny (micro), small, medium and large merchants, and its main activity is the manufacturing industry (NACE Rev. 2 section C). 13. III. eligible activities funding 23:23.1. energy performance of buildings-enhancing alterations or renovations; 23.2. energy efficiency in existing production technological equipment; 23.3. the production of more energy-efficient technological equipment, which replaced the existing technological equipment; 23.4. building restoration, conversion of inženiersistēm or; 14.6. the use of energy from renewable sources; 14.7. the project for the preparation of technical documentation; 23.7. project management and monitoring. 24. funding shall be granted if the improvements carried out to ensure compliance with European Union authorised economic operator standards which have been adopted, even if they have not yet entered into force pursuant to Commission Regulation No 651/2014 to article 38. IV. Eligible and ineligible costs eligible costs 25 specific aid is additional investment costs necessary to achieve a higher energy level and are determined in accordance with Commission Regulation No 651/2014 article 3, paragraph 38. 26. Specific aid deal is the project eligible costs applied to value added tax, where the applicant cannot recover it according to the regulations of the tax policy. 28. V. implementation of the project and funding conditions 33. Project activities can be implemented with the cooperation of the day, when the authority has received an application for the project. 34. the project activities referred to in the application must be implemented within a period of 24 months from the date of the institution of cooperation contract for the implementation of a project, but not later than December 31, 2020. 35. in implementing the project, the beneficiary shall ensure that: 21.8. the planned energy savings by implementing energy efficiency measures is not less than 15 percent per year from the report on the dissemination of the building used in the calculation of input values and the evaluation of the production process or industrial energy audit energy consumption calculated prior to the implementation of energy efficiency measures in a particular production process or building heat consumption; 35.2. the planned consumption of thermal energy for heating buildings by implementing energy efficiency measures are not greater than 110 kWh/m2 per year, except during the implementation of the project intend to implement technological replacement of production equipment; 35.3. production building for at least five years after the final payment is made using the production needs of the manufacturing sector; 35.4. the installed electricity and heat meters, in order to ensure the monitoring of the results of the project; 22.1. five years after the final payment is made each year to 31 January the responsible body shall be submitted to the review of the energy consumption of a building or a particular manufacturing process review (annex 2); 35.6. the implementation of the project within the required procurement procedures are done in accordance with the laws and regulations in the field of procurement, supporting the integration of environmental requirements in public procurement. 36. Cooperation authority may decide on the unilateral termination of the agreement for the implementation of a project, as well as the cases: 36.1. where the beneficiary of the project, the implementation of the activity is not started within 12 months of the agreement for the implementation of a project; 36.2. If the beneficiary during project implementation deliberately provided the cooperation body of false information; 22.6. by implementing energy efficiency measures and renewable energy, the beneficiary has not fulfilled any of the rules referred to in paragraph 35; 36.4. If the beneficiary does not comply with the time limits set in the project or other circumstances joined adversely affecting or likely to affect the implementation or support specific monitoring indicator. 37. The beneficiary shall ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Maritime Affairs and fisheries the Foundation and the General provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006, and regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements. 38. after the conclusion of the contract for the project implementation, cooperation, on the basis of the beneficiary's written request the advance under the legislative act on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period, provides funding for the requested advance payments, the total amount of which does not exceed 30 percent of public funding granted to the project.
