No 43 28) action programme "growth and employment" 8.3.2. specific aid target "to increase support for general education student individual competence development" measures "support 8.3.2.2. the individual competences of the learner's progress" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education skills and lifelong learning "8.3.2. specific aid target" to increase support for general education student individual competence development "measure" support 8.3.2.2. the individual competences of the learner's development "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project (hereinafter referred to as the agreement) a unilateral notice conditions. 2. objective of the measure is to provide a learning diversity, improving the competence and training of learner achievements. 3. in the event the target group are: 3.1 General educational institutions; 3.2. General educational institutions of trainees; 3.3. preschool education, class 1-12 and the interests of education educators, general education support staff. 4. the objectives of the Measures implementing this rule reached 24. eligible activities referred to in paragraph 1 and reaching the following indicators: monitoring outcome indicators 4.1 until 2023 December 31: the overall number of educational institutions, which have received the support of the European Social Fund for the development of individual training approaches and implementation of student competency development – including up to 272, 2018 December 31-180; 4.2. the resulting pointer to 2023 December 31: general education institutions which have adopted the individual approach to the development of competences, learners-272; 4.3. financial indicators until 2018 31 December: certified expenditure 3 513 796. 5. the planned Measures the total eligible funding 34 345 390 euro, including the European Social Fund-29 193 581 euro and Government co-financing, eur 5 151 809. 6. the total Available funding related to conclusion of the agreement, providing for the outcome indicators and indicators of results proportional to the available funding and at the same time ensuring these rules 4.1 and 4.3.  the intermediate values in point, there are 32 005 188 euros, including the European Social Fund financing 27 204 409 euro and State budget co-funding of eur 4 800 779. 7. The beneficiary's partners may be local or municipal associations or educational administration, which the authorities are delegated the appropriate function. 16. The provision laid down in paragraph 4, the outcome and the result indicators beneficiary involvement in achieving these provisions referred to in point 15 partners, providing general education institutions support the development of individual competences of learners and the development of individual competences of the learner's availability in proportion to the number of trainees at least 80 percent of municipalities. 17. The beneficiary of this rule, invite 15. referred to cooperation partners participate in the project, provide the partners information on the individual learner's competences recommendation support plan (hereinafter plan) for development, and implementation of the quality criteria as well as the period within which the plan will be submitted. 18. Beneficiary participation in project partners, if it meets the following requirements: 18.1. partner has developed a plan, according to the local needs of the learners, subject to this provision as referred to in paragraph 17. recommendations and provide the following information: 18.1.1. a description of the current situation on the aid measures individual student competence development in the municipality during the last three years (including information about student progress and membership interests in education, information about the learners with learning disabilities (the percentage of the total number of learners about general education institutions in the municipality) and information for learners with special needs) and support measures available to them; 18.1.2. the planned aid to individual learners in access competency development education institution – support measures and the introduction of new forms of training for all student ability and effective tools, including learners with special needs and learners with learning difficulties to aid the learning process and the interest education activities, and providing for priority 1-6. classes of student involvement in the interest education activities; 18.1.3. information about the iesaistāmaj general education institutions, involving such priority of general education institutions that implement special education programmes (including for learners with learning disabilities) and trainees with learning difficulties, providing general education institutions involved in the following: one General education institution (if there is only one local education authority), at least two general education establishments (if the municipality has two or more general education institutions) at least seven General education institutions of the Republic, meaning cities (except for Riga City) or all general educational institutions, if it meant the Republic city is less than seven, and at least 15 General education institutions in Riga; 18.1.4. information on support for the project involved in general education institutions in the development of individual competences of learners; 18.1.5. information about strategic partners that would be involved in the project implementation, the activities planned and implemented sustainability measures; 18.2. the partner is not planning to finance such measures by local authorities finance their budgets; 18.3. the cooperation partner has submitted the plan to the beneficiary within the time limit specified; 18.4. the cooperation partner with the beneficiary of the financing agreement is a plan at least two years. 19. the project applicant is obliged to justify application of the project partner selection, indicating the involvement of partners, the competences and the need for compliance with the projected eligible activities. 20. The beneficiary after submission of the project approval with each of the partners in the cooperation agreement across the switch during project implementation according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. Before the conclusion of cooperation agreements with partners beneficiary the draft cooperation agreement with the Ministry of education and science. 21. the cooperation agreement shall contain information in accordance with the laws of the order in which European Union structural funds and the cohesion fund management in participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period, and at least the following conditions: 21.1. the partners eligible actions to be implemented, and implementing quality criteria; 21.2. the payment arrangements referred to in paragraph 24 of the rules for the implementation of the activities supported, and applicable direct and indirect costs; 21.3. the report and other information the submission procedures and deadlines; 21.4. the responsibilities of the partners to ensure the project introduced individual approaches to sustainability. 22. the Funding recipient project plan funding partners in this rule 24.2. eligible activities referred to in point. 23. The beneficiary is responsible for partner's duties in the implementation of the project and the partners in the project, carried out functions including eliminating double funding and to ensure that the risks are clearly separated in other similar or related events. III. eligible activities eligible costs 24. Measure is supported by the following: 24.1. student individual competence development support measures systems: 24.1.1. development of recommendations to municipalities and municipal employee training in the application of the recommendation; 24.1.2. implementation plan developed by the local quality supervision and methodological support; 24.1.3. information storage solutions to support the measures implemented during the project and develop material, including educational programs of interest to the data store, the online resource for student records, online resources for adaptation to teachers ' competence development; 24.1.4. educator of vocational competency development implementation, including the introduction of autorrisinājum and inclusive education, for the implementation of effective tools for competence development, student interest for the implementation of education, educators for the required competencies for lifelong learning; 24.2. the plan of implementation of the General educational institutions by providing educational and support staff (teachers, teacher assistants, special educators, psychologists, surdotulk, assistants, speech) and introducing new forms of learning: 24.2.1. individual approach to the development of learning content learning; 24.2.2. individual approach to the development of extra-curricular activities; 24.3. the project management and implementation; 15.2. information and publicity measures for the implementation of a project. 25. This rule 24.2. referred to new forms of training implemented the following measures in the areas of education: 25.1. Science, technology, engineering and math, including technical creativity as well as in the field of the environment; 25.2. the language in order to develop student competence in foreign language learning, including learning the national language insulting; 25.3. kultūrizglītīb and creative industry; 25.4. the multidisciplinary field; 25.5. sports (including healthy lifestyle). 26. This rule 24.2. new training referred to in the form of science, technology, engineering and math, including technical creativity as well as in the field of the environment implemented in at least 40 percent of the kultūrizglītīb and the creative industry-no more than 25 percent of the total that rule 24.2. referred to the introduction of new forms of training costs. 27. the measure is applicable for the following costs: 27.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 27.2. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the implementation of the project activities and project results. 28. This rule 27.1. referred to the direct eligible costs include the following positions: 28.1. direct staff costs (excluding overtime) according to national and local government bodies and officials of employee rewards to the law as well as regulations on the remuneration of teachers. Health insurance costs are attributable only to the period when the beneficiary of the project management and implementation staff is employed in the project; 28.2.6. newly created jobs or hand jobs on the project to restore the time necessary equipment (Office furniture and equipment, computer software and licenses) rental or purchase cost of funding recipient project managers and staff in the implementation of this provision and 24.1., 24.3 24.4. eligible activities referred to in point. Workplace equipment, including equipment maintenance and repair costs, apply no more than eur 3000 per job site throughout the project implementation, project management and implementation, if staff are employed in the project, at least 30 per cent of normal working time, on the basis of the employment contract or the order of appointment. If the project management and implementation staff is employed full time or part time, job site equipment rental or purchase cost is attributed in proportion to the percentage of the load distribution; 28.2.7. information and publicity costs according to the laws that determine the order in which the European Union's structural and cohesion funds in 2014 introduction – 2020 programming period provide a communications and visual identity requirements; 28.2.8. service and delivery costs of this provision, 24.1.4 24.1.3 24.1.1.,.,., and 24.3 24.2. eligible activities referred to in point. 29. IV. implementation of agreed Measures and unilateral notice conditions 33. project implemented by 2020 December 31. The beneficiary shall ensure storing of data about the following specific evaluation indicators: 36.1. common European Social Fund measures the number of trainees involved; 36.2. the total European Social Fund measures the number of teachers involved. 37. The beneficiary shall ensure storing of data about the following horizontal principle of "equal opportunity" indicators: 37.1. equal opportunities (gender equality, disability, age or ethnicity) of educated persons; 37.2. the specific services a student with special needs (ergoterapeit, surdotulk, Assistant, specialised transport services). 38. in implementing the project, the beneficiary of aggregation of the data about this rule referred to eligible 24.1.4. activities in support of saņēmušaj persons (educators), consistent with the laws that govern the European Union's structural funds and the cohesion fund projects testing procedure 2014 – 2020 programming period, and payment request form, the data set resulting from the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1304/13 of the European Social Fund and repealing Council Regulation (EC) No 1081/2006 in annex 1. total instant results. 39. to ensure the implementation of the project beneficiaries will switch interdepartmental agreement with the State education agency and education for the development of quality public services for the exchange of information and data and the coordinated and complementary activities implemented by laying down procedures for the exchange of information about the project target groups and projects the support measures provided to target groups of learners and educators.
