Cabinet of Ministers Regulations No. 622 in 2016 (20 September. No 46 28) amendments to the Cabinet of Ministers of 13 December 2011 of Regulation No 960 "provisions on procedures for purchasing and distributes black and non-ferrous metal scrap and scrap and scrap metal licence and scrap buying in Latvia, as well as the rate of State fee for license and scrap metal scrap buying and Government fees payment order" Issued under the waste management Act, article 6, paragraph 2 and 3 and the law "on radiation safety and nuclear safety" the third paragraph of article 3 to make Cabinet 2011 December 13, Regulation No 960 "provisions on procedures for purchasing and distributes black and non-ferrous metal scrap and scrap and scrap metal licence and scrap buying in Latvia, as well as the rate of State fee for license and scrap metal scrap buying and the arrangements for payment of the State fee" (Latvian journal, 2011, 2013, 202. No; 174. No; 63. nr. 2015) the following amendments : 1. Make paragraph 6 by the following: "6. the application shall be accompanied by copies of the documents certifying the ownership of the economic operator, possession or holding the rights (for example, lease, loan contract, contract of bailment) and which are specified in the storage premises or enclosed areas — — the real estate cadastre, which will be made with scrap buying activities (collection, handling, storage or recycling) (hereinafter referred to as the warehouse). If merchant Department address does not match the merchant's legal address, also indicate the information about warehouse Department registration number taxpayer registry. " 2. Express 7.1. subparagraph by the following: "7.1. need license to specify a new storage address. The application specifies the scrap class intended to buy the warehouse and the name of the waste according to the regulations on the classification and characteristics of the waste, which makes the hazardous waste, as well as a copy of the document certifying the ownership or possession of the economic operator with regard to inventory, and provide information about warehouse Department registration number in the register of taxable persons, if the operator unit address does not match the merchant's legal address; ". 3. Supplement with 7.1 points as follows: "these provisions 7.1 6 or 7.1 referred information about warehouse Department registration number in the register of taxable persons, if the operator unit address does not match the address of the economic operator, the national environmental guard checks the State revenue service publicly available database information (in the registry), or merchant Department registration number is registered in the register of taxpayers." 4. Supplement with 9.8. subparagraph by the following: "If the Merchant Warehouse 9.8. unit number is not registered in the register of taxpayers." 5. Express 10.7. subparagraph by the following: "10.7. warehouse address, which will be purchased and stored in the warehouse of the scrap, cadastre, land registry, if rights enshrined in, and information about the warehouse Department registration number in the register of taxable persons, if the operator unit address does not match the merchant's legal address;". 6. To express the following paragraph 11: "11. National Environment services information on the license issued within three working days following its issue placed on the national environmental service tīmekļvietn". 7. Replace paragraph 12, the words "one day" by the words "three working days". 8. Delete 16.7. 9. Supplement with 16.9. subparagraph by the following: "stop merchant 16.9. economic activity." 10. Delete paragraph 20, the words "and the merchant or its authorized person has provided proof of payment document in paper form or electronically. 11. Express 26 the following: "26. The merchant may buy in these rules referred to in paragraph 24 of the only scrap merchant that has one or more of such license or certification: 26.1. license for purchase of the scrap; 26.2. the licence for distribution or transmission of electricity; 26.3. the proof of origin of the scrap resulting from economic activities. " 12. paragraph 42 be expressed as follows: "42. in order to ensure radiation safety and nuclear safety supervision and control in Latvia, the national environmental services control these rules 36, 37, 38, 39, 40 and 41, paragraph requirements." 13. Make the informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 22 December Directive 2003/122/Euratom on the high-activity sealed radioactive sources and orphan sources; 2) Council 5 December 2013 Directive 2013/59/Euratom laying down the basic safety standards for protection against ionizing radiation threats and repealing Directive 89/618/Euratom Directive 90/641/Euratom Directive 96/29/Euratom Directive 97/43/Euratom and Directive 2003/122/Euratom. " 14. Replace the words "in annex 1 of the warehouses that will be purchased and stored in metal waste and scrap, and the cadastral numbers, if the right to land enshrined in the" with the words "of the warehouses that will be purchased and stored in metal waste and scrap, warehouse number, if the registered rights enshrined in the land register, and information about the warehouse Department registration number in the register of taxable persons, if the operator unit address does not match the merchant's legal address".
