Cabinet of Ministers Regulations No. 188 (No. 36, 3. §) Riga, July 4, 1995, the provisions on operational vehicles Issued in accordance with the constitutional procedure laid down in article 81 of Cabinet of Ministers issued on 30 august 1994 rule no. 169 "on the road" 16 i. General questions 1. operational vehicles are motor vehicles which take part in road traffic with flashing blue (red) beacon and a special sound signal.
2. Those rules shall determine the legal persons that are entitled to use the operational vehicles, as well as the regulation of the operational status of the vehicle and the registration procedures and the operational use of equipment and vehicles.
3. Operational vehicle breakdown: 3.1 operational vehicles with either installed blue lights, special sound equipment and special coloring;
3.2. operational vehicles with blue lights and special sound equipment, but without the special colouring;
3.3. operational vehicles with stationary set blue and red lights, special sound equipment and special staining.
II. Legal persons that have the right to use the operational vehicles 4. rights to use the terms referred to in paragraph 3.1 of the operational vehicles are the following entities: 4.1 the Ministry of defence departments;
4.2. the Interior Ministry authorities and enterprises;
4.3. The Ministry of the Interior for licensed security company, which is the central security control;
4.4. the institutions and businesses who do not have the authority or the Ministry of the Interior, but with the fire service;
4.5. the Bank and the commercial banks of Latvia;
4.6. The National Guard units;
4.7. municipalities that have municipal police, as well as local police authorities with legal person status;
4.8. The Ministry of transport's maritime administration;
4.9. The State revenue service Customs Department;
4.10. the institutions and businesses, which is gas, electric network and passenger electric vehicles emergency services;
4.11. the health care and social care institutions, with emergency medical services, and medical expertise the judiciary institutions;
4.12. The protection of the environment and regional development Ministry of environmental State Inspectorate.
5. the right to use the provisions referred to in paragraph 3.2 operational vehicles, the entities are the following: 5.1 the Ministry of defence and the Military Counterintelligence Service of the President and the parliamentary security service;
5.2. the Interior Ministry authorities and enterprises;
5.3. the Bank of Latvia;
5.4. The National Guard Headquarters;
5.5. The constitutional protection Office;
5.6. The State revenue service.
6. the right to use this rule 3.3. operational vehicles referred to the following entities: 6.1 the Ministry of defence and the President of the parliamentary security service;
6.2. the Interior Ministry authorities and enterprises;
6.3. National armed forces units (military vehicles (column) for leisure).
III. Operational procedures for the designation of the vehicle 7. Operational vehicle status may be granted only to vehicles belonging to that rule 4-6 these entities.
8. This provision 4. — paragraph 6 of the said legal person vehicles to provide emergency service vehicle status may be granted to: Ministry of Defense: 8.1 8.1.1. Secretary of State: 8.1.1.1. vehicles that are used in the departments of the Ministry of defence operational tasks and are equipped according to the rules referred to in point 3.1.;
8.1.1.2. vehicles that are used in the Military Counterintelligence Service and national presidential and parliamentary security tasks and is equipped according to the rules referred to in point 3.2;
8.1.2. the national presidential and parliamentary security chief — vehicles that are used in the national presidential and parliamentary security tasks and is equipped according to this provision, or 3.1 3.3. the requirements referred to in subparagraph;
8.1.3. The border guard brigades Commander — vehicles that are used in the Department of border guards brigades operational tasks and are equipped according to the rules referred to in point 3.1.;
8.1.4. National armed forces headquarters Chief — vehicles that are used in military vehicles (column) for leisure and are equipped according to the rules referred to in point 3.3;
8.1.5. The National Guard Commander: 8.1.5.1. vehicles that are used in the National Guard unit operational tasks and are equipped according to the rules referred to in point 3.1.;
8.1.5.2. for vehicles that are used in the G-2 Professional tasks and are equipped according to the rules referred to in point 3.2;
8.2. the Ministry of Economic Affairs State Secretary — those institutions and companies, which are gas and electric network emergency, vehicles which are equipped with accident prevention equipment required and according to the rules referred to in point 3.1.;
8.3. Finance Ministry: 8.3.1. State revenue Chief: vehicles that are used to finance the operational institutions of cognitive tasks and are equipped according to the rules referred to in point 3.2;
8.3.2. The State revenue service Customs Department Director — vehicles that are used in the Customs Department's tasks and are equipped according to the rules referred to in point 3.1.;
8.4. the Ministry of the Interior: 8.4.1. Secretary of State: vehicles that are used in the Interior Ministry and business operational tasks and are equipped according to the rules referred to in paragraph 3;
8.4.2. the Police Department Chief: 8.4.2.1. vehicles which are used for local police operational tasks and are equipped according to the rules referred to in point 3.1.;
8.4.2.2. vehicles that are used in the Interior Ministry of the licensed security company, which is the central security control, operational tasks and are equipped according to the rules referred to in point 3.1.;
8.4.3. the fire and Rescue Service Department Chief: fire vehicles, which are equipped according to the rules referred to in point 3.1 and belongs to the institutions and companies that do not have the authority or the Ministry of the Interior, but with the fire service;
8.5. the Ministry of Welfare: 8.5.1. Health Department Director, vehicles which are used in health institutions and ambulance services, as well as the medical examiner of the court authorities, operational tasks and are equipped according to the rules referred to in point 3.1.;
8.5.2. the Social Welfare Department Director – emergency medical vehicles, which are used in social care institutions in operational tasks and are equipped according to the rules referred to in point 3.1.;
5.3. the Bank of Latvia: Latvian Bank President 8.6.1. — vehicles (up to three) that protection of the Bank of Latvia Administration uses the security management of the Bank of Latvia and equipped according to the rules referred to in point 3.2;
8.6.2. the protection of the Bank of Latvia Administration Manager-Latvian Bank and commercial banks owned armored transportation and material goods specially equipped vehicles equipped according to paragraph 3.1 of these regulations. The operational status of the vehicle must not be granted to vehicles which are used in the cash collection;
8.7. in the Ministry of transport Secretary of State — for those vehicles that are used in the marine rescue service administration tasks and are equipped according to the rules referred to in point 3.1.;
8.8. The constitutional protection Office of constitutional protection, the Director of the vehicles used in the constitutional protection Office's official tasks and are equipped according to the rules referred to in point 3.2;
8.9. The protection of the environment and regional development Ministry Secretary of State — vehicles that are used in the environmental State Inspectorate operational tasks and are equipped according to the rules referred to in point 3.1.;
8.10. the municipalities: 8.10.1. the municipal Manager — with accident prevention equipment required-equipped vehicles that are used for public passenger electric vehicles emergency operational tasks and are equipped according to the rules referred to in point 3.1.;

8.10.2. Riga city transportation and communication administration boss — with accident prevention equipment required equipped Riga city tram and trolleybus board vehicles which are used for public passenger electric vehicles emergency operational tasks and are equipped according to the rules referred to in point 3.1.
9. In exceptional cases, the operational status of the vehicle in the national administrations of vehicles are used for the security arrangements for the functioning of the Government, may be granted to the Director of the State Chancellery.

13.2. the prevention of threats to public safety and order;
13.3. track from the operational vehicle elusive person;
8.3. carriage of material values especially large scale;
13.5. escort other vehicles (column).
14. Operational drivers this rule 13 the cases referred to in paragraph may not follow road rules, provided that the following conditions are met: 14.1. compliance with the road traffic control signals;
14.2. supported public safety and order;
14.3. no other road users are not injured;
14.4. no traffic is not compromised.

22. Operational procedures for the control of the use of the vehicle is determined by the relevant bodies, organizations or heads of service.

23.
