Cabinet of Ministers Regulations No. 426 (No. 53, 10. ¤) Riga 1996 November 5 rules for aviation search and rescue service coordination centre and the maritime administration of the search and rescue coordination centre of the service of aviation and maritime emergency cases Issued in accordance with the Cabinet of Ministers Act article 14 machine (3) i. General questions 1. These rules shall determine the aviation search and Rescue Coordination Center (hereinafter referred to as the "Aviation Centre") and the maritime administration of search and rescue service coordination centre (the "Centre" of the sea) the duties and responsibilities, as well as operational cooperation with State and local authorities, legal and natural persons, organizing and carrying out the search and rescue efforts in aviation and maritime emergency cases where human life is at risk.
2. Aviation Center and marine Center organized rescue efforts under cooperation schemes providing assistance to people who are caught up in a life-threatening situation in the aviation or maritime emergencies (annex 1).
II. National Aviation and maritime rescue service organisations and Development Council 3. III. the Aviation Centre 9. Aviation Center is the Department of Civil Aviation Administration.
10. the Aviation Center in cooperation with State and local authorities announce and organise rescue efforts, coordinates cooperation between the bodies involved and provide assistance to the aviation accident victims.
11. the Aviation Center is managed and controlled by the Civil Aviation Administration.
12. the aviation centre direct duties are assigned to extreme right to engage in its rescue efforts in the area of responsibility (annex 2) any State or municipal institutions, as well as a legal or natural person. 15. The decision on the rescue measures adopted by relevant officials of the Aviation Center.
16. Search and rescue is underway, guided and terminated in accordance with the emergency plan.
IV. Maritime Center 17. Marine Center and its apakšcentr are marine administration, search and rescue service department.
18. Maritime Center and the apakšcentr primarily in cooperation with the national and local government bodies, legal and natural persons to organize and coordinate rescue efforts, as well as provide assistance to a marine accident victims.
19. Marine Center is managed and controlled by the maritime administration.
20. Maritime Center and its apakšcentr the staff responsible for carrying out the duties are assigned to the extreme right to engage in its rescue efforts in the area of responsibility (annex 4) any public or municipal institutions, as well as a legal or natural person. 21. the activities of the Sea Rescue Center and it shall cooperate with the apakšcentr: 21.1. Marine administration, search and rescue service units;
21.2. The maritime administration fleet and nearby vessels;
21.3. the aviation centre;
21.4. The Marine forces, air force and national guard;
21.5. civil aviation;
21.6. emergency medical services, medical institutions and disaster Medical Center;
21.7. The Ministry of the Interior fire and Rescue Services Department (hereinafter referred to as "the fire and Rescue Services Department");
21.8. the municipalities and municipal police;
13.6. The Civil Protection Center.
22. the maritime administration developed plans of cooperation and harmonize them with the provisions of paragraph 21 of the institutions referred to in the six months following the date of entry into force of the provisions.
23. All legal and natural persons who have information about possible dangers that might threaten the people of the sea in the event of an emergency, is obliged to report it to the center of the Sea (annex 5), or the nearest Police Department.

V. aviation and marine Center cooperation 26. Aviation Center At the request of the marine rescue centre at events involving maritime administration search and rescue service units, rescue boats, pilot boats, port fleet marine force and, if necessary, the relevant foreign authorities.

VII. cooperation with the maritime centre maritime forces 31. Naval forces are involved in the rescue efforts after the sea Center only on request. Marine Center has the right to use the naval technical means and personnel rescue measures only where human life is at risk.
32. Navy officers are responsible for the technical and personnel readiness to rescue measures.

VIII. Maritime aviation centre and the Centre's cooperation with State and local authorities 34.
