Article 81 of the Constitution in accordance with the procedure laid down in the Cabinet of Ministers regulations issued by Cabinet of Ministers Regulations No. 463 (No. 61, 10. ¤) Riga 1996 December 24 of testing and calibration laboratories and certification and inspection bodies for authorisation procedures for the conformity assessment of regulated sphere Issued in accordance with the law "on conformity assessment" article 7 1. these provisions define the testing and calibration laboratories and certification and inspection bodies (institutions, organizations, companies or the company) (hereinafter referred to as "the authority") the authority for conformity assessment procedures for the regulated sphere.
2. the conformity assessment bodies to the regulated sphere of such institutions: 2.1 testing and calibration laboratories according to the standard EN EN 45001 "General requirements for the operation of testing laboratories";
2.2. the inspection bodies according to the standard EN EN 45004 ' main criteria for inspection activities ";
2.3. the product certification bodies according to the standard EN EN 45011 "product certification bodies by the general criteria";
2.4. quality system certification bodies according to the standard EN EN 45012 quality system certification bodies by the general criteria ";
2.5. the personnel certification bodies according to the standard EN EN 45013 "personnel certification bodies by the general criteria".
3. the responsible Ministry according to the distribution of competence and subject to paragraph 2, this provision requirements: 3.1 develop safety and security criteria for a specific product, process or service and submit for consideration by the Cabinet of Ministers;
3.2. development of the criteria mentioned in the conformity assessment procedures according to the harmonized European and international rules;
3.3. submit to the Cabinet of Ministers proposals for the mandate of the institution, indicating the name, address, legal status, as well as the institutions concerned.
4. the Cabinet of Ministers: 4.1 confirm a particular product, process and service safety and security criteria and their compliance monitoring mechanisms;
4.2. order of the institutions concerned.
5. If a notified body with Latvian National Accreditation Bureau are not accredited or recognised as incompetent: 5.1 operation of that institution the national conformity assessment in regulated sphere is suspended from the date of adoption of the decision;
5.2. the responsible Ministry, taking a decision on the accreditation of the notified body or the competent the annulment, prepare and submit for consideration by the Cabinet of Ministers a draft order for the withdrawal of the mandate.
