General questions 1. determines the order in which the State and the European Union's support for the measure "aquaculture, which provides environmental services ' (hereinafter measure) in accordance with European Parliament and Council of 15 may 2014, the Regulation (EU) no 508/2014 on a European Fund for Maritime Affairs and fisheries (EJZF), and repealing Council Regulation (EC) No 2328/ 2003, (EC) no 861/2006, (EC) no 1198/2006 and (EC) no 791/2007 of the European Parliament and of the Council Regulation (EU) No 1255/2011 2. project submissions and five year commitment period assigned to public funding for publicity, project submissions submitted, evaluated and selected, the decision shall be taken and notified as well as support for the request in accordance with the laws of the State of the European Union and the granting of aid Administration and monitoring of the field, and the fisheries development 2014 – 2020 programming period insofar as they do not conflict with these rules. 3. the aid shall be granted in the event of fish pond area (hereinafter referred to as the aid applied for the pool area), if the total aid applied for the pool area that is less than three hectares and each pond area that is less than 0.1 ha, and: 3.1. registered real estate national cadastre information system as the ground beneath the fish pond or fish pond; 3.2. support the applicant has registered agricultural data centre as the aquaculture animal housing; 3.3. it is used for the production of aquaculture animal production of the sale according to the requirements of this regulation; 3.4. in that it contains every pond can be launched using the water level adjustment and drop locks with culverts of aquaculture animals (collection) and seabed processing. II. conditions for receiving the aid 4. The applicant shall meet the following conditions for receiving public funding: 6.1 the income from sales of aquaculture products last year concluded at least 250 euro from each pond applied for aid per hectare of area (except area specified as wintering ponds); 6.2. is registered as a taxable person in the State revenue service, and has no tax arrears; 6.3. have received permission to use water resources in accordance with the laws and regulations on the use of water resources; 6.4. has received authorization in category B or category C certificate of polluting activities in accordance with the laws and regulations on the procedures of piesakām A, B, and C categories of polluting activities; 6.5. in accordance with the legislation on statistical reporting to the Central Statistical administration submits a report on the operation of the aquaculture in the last calendar year. 7. the beneficiary receive aid if the commitment for five years to comply with the following conditions for receiving aid: 7.1 the company produced in aquaculture production in the previous year has sold at least € 250 from each pond applied for aid per hectare of area (except area specified as wintering ponds); 7.2. support log pond area is not replaced by other areas of the pond does not change the support log pond area, as well as ensure the use of the pond applied this rule 13.2 map referred to in subparagraph; 7.3. use of aquaculture animal production methods that ensure: 7.3.1. the average breeding density of aquaculture animals in the pond applied for support in the area of not less than 200 kilograms per hectare (catch data). This condition does not apply to juvenile rearing ponds, which under the rural support service of the pond location map does not exceed 20 percent of the total support of the pond; 7.3.2. maximum density of aquaculture animals in each support log pond does not exceed 600 kilograms in per hectare (catch data). This limitation does not apply to the wintering, breeding and quarantine, pirmstirg storage ponds, which under the rural support service of the pond location map does not exceed 20 percent of the total support of the pond; 7.4. use fertilizer only ponds solid manure, applying the maximum of 400 kilos per hectare of the area of the pond and fertilizer making up the current year 30 April. This time limit does not apply to juvenile rearing ponds; 7.5. ponds uzplūdin to 31 May of the current year. This condition does not apply to the cultivation of juvenile, quarantine and wintering ponds; 7.6. the pool vasarošan with WC (bed of the pond liming, ploughing and sowing, fertilizer with grass or other agricultural crops in summer) at the same time, take no more than 20 percent support in the area of the pond or log on at the same time of not more than one summer the pond area which does not exceed 40 percent of the total support of the pond area. Each summer the pond more frequently than once every five years; 7.7. ensure the requirements referred to in this paragraph required action tracking the aquaculture business log in (annex 1). If the commitment is not taken over, the beneficiary of the aid in accordance with the laws and regulations on the European agricultural guarantee fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries, as well as national and European Union aid for agriculture and rural development and fisheries Financing Administration 2014 – 2020 programming period shall repay the entire commitment period the amount of aid received. 11. If the project submissions, listing according to the rules referred to in annex 2 of the project selection criteria, the number of points received is equal, prefer to receive public funding is supporting the applicant applied to the water area for the most part located in Natura 2000 areas. III. IV. The applicant of all the aid on the basis of the pool area shall submit one project submission this provision in paragraph 13. 15. If the rural support service requests in writing to the applicant that rule 13.2. pond referred to the location card for the preparation of the necessary additional information about ponds, support the applicant within two weeks after receipt of the request, submit the requested information in the rural support service. 16. If a violation is found, the third time the commitment is considered terminated and the beneficiary shall repay the entire amount of the aid; 25.1.3. more than 10 percent less than the minimum revenue payments the first infringement for the current year shall be paid. If the offence is repeated, the obligation terminates and the beneficiaries shall repay all of the area above a specific amount of aid received; 25.2. the provision in paragraph 25.1. those substantive provisions that the default in cases where the breach of obligations finds, for the first time in the year the beneficiary of the aid aid shall not be paid, but if the discharge violation is found again, the commitment shall be considered terminated and the beneficiary shall repay the entire amount of aid received. 26. the rural support service will not be withheld from payments made by the beneficiary, in accordance with the regulations on the European agricultural guarantee fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries, as well as national and European Union aid for agriculture and rural development and fisheries Financing Administration 2014 – 2020 programming period. 27. the rural support service of these rules 25 and 26 of the refund referred to in paragraph does not require an emergency-if they are not fulfilled one of the following cases: 27.1. large aquaculture enterprise part of the corresponding land expropriation if it could not anticipate the day when the beneficiary undertook obligations; 27.2. natural disaster that significantly affect the company's activities in the field of aquaculture; 27.3.
