18. 23. the Customs authorities shall not be entitled to open a sealed transit containers, except in the following cases: 23.1. seal number does not match with the specified number of accompanying documents;
23.2. the container is damaged, indicating a possible non-compliance with the accompanying documents to the specified type and amount of cargo;

27. If the customs authority has information about possible violations of customs regulations, it should immediately carry out customs control measures free of customs area and check the person holding the goods.
28. The free customs zone and the administration of the person operating the free customs zone shall be obliged to provide Customs officers the opportunity to seamlessly perform Customs control measures in accordance with international treaties, the laws of the Republic of Latvia, and these rules.
