The Cabinet of Ministers of the Republic of Latvia in 1997, 14 January rules no. 34 in Riga (. 4 6. ¤) local government administration in accordance with the regulations issued by the Cabinet of Ministers Act article 14 machine (3) i. General questions 1. II. 4.2. prepare proposals for amendments and additions to legislation involving the interests of the municipalities;

4.4. to ensure the realization of the reform of local government, to prepare proposals for the territorial reform and organize its implementation;
4.5. to realize the functions of the principal authorities of the country of employment development;
4.6. to encourage the Latvian authorities, as well as Latvian and foreign authorities, institutions and organisations;
4.7. within the limits of its competence to participate in transnational cooperation projects and programmes;
4.8. to cooperate with the municipal institutions of monitoring in foreign countries;
4.9. to summarize the activities of the municipality a positive experience, to contribute to its implementation and to create the appropriate database;
4.10. to realize the communication link between the Government and the people of Latvia;
4.11. the laws and regulations in accordance with the procedure laid down by the local Council (Council) decisions on loans and guarantees;
4.12. other environmental protection and regional development, Minister for local government, Minister of environmental protection and regional development Ministry Secretary and Deputy of certain tasks.
5. Regulatory responsibilities: 5.1 the regulations established to monitor compliance with the decisions of local laws and regulations, authorities issued a mandatory registration provisions or to provide a reasoned refusal of registration;
5.2. to submit to the protection of the environment and regional development Minister proposals for: 5.2.1 illegal Municipal Council (Council) decision or a single point suspension;

5.2.3. the Municipal Council (the Council), or the Audit Commission;
5.3. prepare proposals to opinions on Ministry and other government institutions to devise legislation projects;
5.4. to provide informative links between national administrations and local authorities, to analyze the information obtained and, if necessary, to prepare appropriate proposals;
5.5. in accordance with the Finance Ministry's tax revenue forecasts, prepare and submit to the Cabinet of Ministers legislative proposal on municipal financial equalisation;
5.6. to assess the implementation of the budget of the municipalities and two times a year to publish the newspaper "Latvian journal" information about its execution;
5.7. to participate in the local and national administrations, to ensure the Organisation agreement execution;
5.8. to coordinate local members and staff training, to promote their further implementation of the programme;
5.9. to provide advice and guidance to local authorities help local government activities;
5.10. to represent the protection of the environment and regional development Ministry of district and urban advisory councils of the Republic sitting;
5.11. to examine the physical and legal person submissions and complaints about local government activities;
5.12. to ensure local government borrowing and guarantee control and monitoring the work of the Council;
5.13. perform an administrative territory and settlements, except farm, records.
6. The Board has the right to: 6.1. get acquainted with the local Council (Council) the minutes of meetings, decisions and other documents relating to the activities of municipalities, as well as to request and receive from the authorities the regulatory tasks, the necessary information;
6.2. the laws and regulations in order to request and receive management function requires information from the national authorities;
6.3. create expert and specialist working groups for the preparation of an opinion on its competence in questions;
6.4. to elaborate and submit for consideration the protection of the environment and regional development Ministry proposals for the management function requires the State budgetary funds;
6.5. within the limits of its competence and legislation requirements to close agreed protocols and create international contacts with the respective foreign institutions;
6.6. to participate in the meetings organised by the local government meetings and other events related to the operation of the local government.
III. Governance structure 7. To carry out its functions, the necessary administrative structure and staff list for funding allocated accordingly after checking with the protection of the environment and regional development Ministry is determined by the Managing Director.

10.7. without special authorisation to represent the Administration in matters within its competence;
10.8. within the limits of its competence to contract;
10.9. prēmē and otherwise spur or disciplinary punishment of government officials (servants candidates) and employees;
10.10. take other environmental protection and regional development, Minister of Municipal Affairs Minister and Secretary of State tasks.
11. Local Government Administration is a unit operating under a Charter approved by the Managing Director.
IV. Closing questions 12.
