The Cabinet of Ministers of the Republic of Latvia in 1997, 21 January rules no. 49, Riga (5.35. ¤) the rules on passports for non-citizens of Latvia are Issued in accordance with the law "on the status of former USSR citizens who are not Latvian or other nationality" 3 and 4 of article i. General questions 1. These provisions are established for non-citizens of Latvia in passport and working order.
2. passports for non-citizens of Latvia (hereinafter referred to as passport) is the identity card and travel document that is issued to a resident in Latvia, former USSR citizens who are lawfully registered in the population register and not the Republic of Latvia or any other country nationals (hereinafter referred to as the parties).

10.2. date of birth;
10.3. gender;

11. The Person's name and passport records according to the law the rules laid down for the first and last name of the Latvian language spelling. 15.3. the diplomatic and consular representations abroad: 15.3.1. registration of marriage a Latvian diplomatic or consular representations abroad;
15.3.2. on registration of marriage or divorce abroad;
15.3.3. for the foreign-born child's birth registration;
15.4. a city or county authorities-for the registration of residence and disposal in the residence;
15.5. the police authorities-the obligation to pay maintenance to the child or the parents;
15.6. the immigration authorities for departure to permanent-life abroad;
15.7. the institutions that run the register of matrimonial property,-the marriage contract;
15.8. the citizenship and Immigration Department-on the child's birth registration;
15.9.-medical authorities about the Passport user blood group and rhesus factor, as well as the authorization or prohibition of the use of the person concerned the body after death.
16. foreign passport, the competent authorities shall check the permission or prohibition to enter and reside in the foreign country concerned, as well as check on border crossing.

25. in order to receive a passport, the person must submit the following documents: 25.1. specific pattern application with fotokartīt (hereinafter referred to as the application);
25.2. the previous identity document (the former USSR domestic passport to register the tag or ID card), if issued identity document;
25.3. a birth certificate, which has a population register, if it has not been issued an identity document;
25.4. former USSR foreign passport, if any person;
25.5.35 x 45, two of fotokartīt mm (in one unit, made of one fotonegatīv).
26. If a person receives a Passport on the basis of the birth certificate, the document maker must make sure of the identity of the person concerned and verify the registration of residence.
27. Persons who have reached 16 years of age, documents a passport must be submitted one month after that age.

31.3. two of the 35 x 45 mm fotokartīt (in one unit, made of one fotonegatīv).
32. If the Passport is lost, stolen, or lost during the month, must submit the following documents: 32.1. applications;
32.2. explanation of passport loss, theft of or destruction;
32.3. the police authorities in response to a report submitted by the person, if the Passport stolen;
32.4. the extract from the House of the book or a certificate of registration of residence (extract from form No 16);
32.5. the birth certificate, if the information does not match the data in the population register;
32.6. the document certifying the marital status of the person, if the person is or has been registered in the marriage;
32.7. the birth certificate for children under 16 years of age, if the person is a child up to 16 years of age;
20.4. the three of 35 x 45 mm fotokartīt (in one unit, made of one fotonegatīv).

37. If the application is received by mail or at the above information is required in addition to checking that the person not later than one month after the receipt of written submissions are invited to attend the citizenship and Immigration Department's territorial Department, to submit documents for these rules and sign the application.
