The Cabinet of Ministers of the Republic of Latvia in 1997, 21 January rules no. 49, Riga (5.35. ¤) the rules on passports for non-citizens of Latvia are Issued in accordance with the law "on the status of former USSR citizens who are not Latvian or other nationality" 3 and 4 of article i. General questions 1. These provisions are established for non-citizens of Latvia in passport and working order.
2. passports for non-citizens of Latvia (hereinafter referred to as passport) is the identity card and travel document that is issued to a resident in Latvia, former USSR citizens who are lawfully registered in the population register and not the Republic of Latvia or any other country nationals (hereinafter referred to as the parties).
3. Persons using Passport, outgoing from the Republic of Latvia, the Republic of Latvia is located.
4. Persons using Passport, outgoing from the Republic of Latvia are entitled to free return to the Republic of Latvia after the Passport expiration, extending its validity period or get a new travel document in accordance with the provisions of paragraph 24.
5. All persons who have reached 16 years of age must obtain a passport.
6. Persons who have not reached 16 years of age, the passport must be received when leaving abroad.
7. The child's parents or his guardian are responsible for a child's passport.
8. Passport, issued to a person who is under 16 years of age, after the Passport expiration date must be served on the citizenship and Immigration Department of territorial division under the registration of persons in residence.
9. passport is made according to a uniform model in Latvian and English.
10. the main data page of the passport of the person recording the following: 10.1. name, surname;
10.2. date of birth;
10.3. gender;
10.4. the code;
10.5. the place of birth.
11. The Person's name and passport records according to the law the rules laid down for the first and last name of the Latvian language spelling. If the name and/or surname spelling passport differs from the spelling in the previous identity documents, the Passport special marks in the space provided the name of the person recording and/or last name that render the previous text.
12. record the person's nationality in the passport and identification of such features: 12.1. eye color;
12.2. the height (cm);
12.3. special features.
13. the passport shall record the following information about the person for children up to 16 years: 13.1. name, surname;
13.2. date of birth;
13.3. the sex;
13.4. the code, if the child is registered in the population register.
14. All entries made in the passport must conform to the relevant data of the population register.
15. the authorities of the Republic of Latvia laws and regulations in accordance with the procedure laid down in the passport the following marks: 15.1 city and County vital statistics office: 15.1.1. registration of marriage;
15.1.2. the change of first name or last name;
15.1.3. the persons death registration;
15.2. the Court of Justice: 15.2.1. for divorce in the Republic of Latvia;
15.2.2. divorce abroad, if the proper documentation is submitted which have legal effect in the Republic of Latvia;
15.3. the diplomatic and consular representations abroad: 15.3.1. registration of marriage a Latvian diplomatic or consular representations abroad;
15.3.2. on registration of marriage or divorce abroad;
15.3.3. for the foreign-born child's birth registration;
15.4. a city or county authorities-for the registration of residence and disposal in the residence;
15.5. the police authorities-the obligation to pay maintenance to the child or the parents;
15.6. the immigration authorities for departure to permanent-life abroad;
15.7. the institutions that run the register of matrimonial property,-the marriage contract;
15.8. the citizenship and Immigration Department-on the child's birth registration;
15.9.-medical authorities about the Passport user blood group and rhesus factor, as well as the authorization or prohibition of the use of the person concerned the body after death.
16. foreign passport, the competent authorities shall check the permission or prohibition to enter and reside in the foreign country concerned, as well as check on border crossing.
17. If these provisions were made in the Passport is not for marks, then the Passport becomes invalid for use.
18. the passport shall be issued for a period of five years. Passport expiration date extended for five years.
19. After the age of 60 years, the Passport is issued for 50 years.
20. persons for up to five years of age, the passport shall be issued to the year or on a journey, if it is longer than a year. Persons from the age of five years, leaving to foreign countries, the passport shall be issued for a period of five years, or a shorter period of time remaining until the age of 16, under the relevant provisions of foreign visas.
21. If the person is 16 years of age reached during the trip or within a month of returning from the trip, the passport shall be issued to that person for a period of five years.
II. the issue of passports and use 22. passports issued to persons and exchange of citizenship and Immigration Department of territorial division under the registration of persons in residence.
23. Persons who reside long-term abroad can submit documents to a passport or Exchange and get a passport with Latvian diplomatic or consular representation.
24. If a person while in foreign countries, the period of validity of the Passport expires or it is lost: 24.1. diplomatic or consular office is extended the validity of the Passport;
24.2. the diplomatic or consular representation in mediation is issued a new passport;
24.3. diplomatic or consular office are issued temporary travel document to return to the Republic of Latvia.
25. in order to receive a passport, the person must submit the following documents: 25.1. specific pattern application with fotokartīt (hereinafter referred to as the application);
25.2. the previous identity document (the former USSR domestic passport to register the tag or ID card), if issued identity document;
25.3. a birth certificate, which has a population register, if it has not been issued an identity document;
25.4. former USSR foreign passport, if any person;
25.5.35 x 45, two of fotokartīt mm (in one unit, made of one fotonegatīv).
26. If a person receives a Passport on the basis of the birth certificate, the document maker must make sure of the identity of the person concerned and verify the registration of residence.
27. Persons who have reached 16 years of age, documents a passport must be submitted one month after that age.

29. A passport are exchanged in the following cases: 29.1. expired passport expiry date;

29.4. received permission to record the change of nationality;
29.5. finding inaccuracies in records;

30. In accordance with the provisions of paragraph 29 of document exchange of passport must be submitted monthly, except the conditions referred to in paragraph 29.6.
31. To exchange passport must submit the following documents: 31.1. applications;
31.2. exchangeable Passport;
31.3. two of the 35 x 45 mm fotokartīt (in one unit, made of one fotonegatīv).
32. If the Passport is lost, stolen, or lost during the month, must submit the following documents: 32.1. applications;
32.2. explanation of passport loss, theft of or destruction;
32.3. the police authorities in response to a report submitted by the person, if the Passport stolen;
32.4. the extract from the House of the book or a certificate of registration of residence (extract from form No 16);
32.5. the birth certificate, if the information does not match the data in the population register;
32.6. the document certifying the marital status of the person, if the person is or has been registered in the marriage;
32.7. the birth certificate for children under 16 years of age, if the person is a child up to 16 years of age;
20.4. the three of 35 x 45 mm fotokartīt (in one unit, made of one fotonegatīv).
33. If a passport at the same time associated with your name or nationality change records or corrections of inaccuracies in the previous identity document records, people must submit to the law and legislation documents that confirm these facts.
34. If found inconsistencies between the application and the person in the population register the information, the person may require legislation and regulations documents that confirm the information referred to in the application.
35. the application of the citizenship and Immigration Department of territorial division, the person may be submitted personally or sent by mail.
36. If the application and other documents provided for in these provisions made in person, the citizenship and Immigration Department's territorial Department immediately checked and in the presence of the person filling out the form "application for passports for non-citizens to design" (hereinafter referred to as the application), signed by the person concerned.

37. If the application is received by mail or at the above information is required in addition to checking that the person not later than one month after the receipt of written submissions are invited to attend the citizenship and Immigration Department's territorial Department, to submit documents for these rules and sign the application.
38. The Passport, issued in the Exchange, or lost, stolen or killed instead of passports, citizenship and Immigration Department of territorial division shall make the records of children under 16 years of age, as well as the marks of the marriage registration.
39. the passport shall be issued 20 working days after the submission of the required documents and the signing of the citizenship and Immigration Department of territorial division. If the previous identity document lost, stolen or died, the new passport be issued 30 working days after the submission of the document and the signing of the citizenship and Immigration Department of territorial division.
40. after receipt of the Passport to the Person within 10 days, it must be handed over to the municipality to make a mark in the passport for registration of residence.
41. State fee rates for issue of passport is determined by the Cabinet of Ministers.
42. If the person acquired the citizenship of a State, it must be communicated during the month following the citizenship and Immigration Department of territorial division and given a passport.

A Person arrested for the crime, arrested or sentenced to deprivation of liberty, the Passport takes away the pre-trial investigation authority or the Court, and it holds the place of deprivation of liberty. Releasing a person from imprisonment or penal, shall return the Passport to the site owner.
49. it is prohibited to: 30.5. passport do not provided for in these provisions of the mark;
30.6. to take away the pass, except that rule 48 in the cases provided for in the paragraph;
30.6. to adopt or put the Passport pledge;
49. transfer and accept Passport for another person.
50. the failure of there responsibility according to law.
III. Transition issues 51. Beginning with the January 1, 1998, in the former USSR domestic passport with mark and the Republic of Latvia and the Ministry of the Interior issued re-registered the former USSR foreign passports be considered not valid for departure to foreign countries.
52. Starting with 1 July 1998 of the former USSR domestic passport with mark and the Republic of Latvia and the Ministry of the Interior issued re-registered the former USSR foreign passports be considered unfit to enter the Republic of Latvia.
53. Beginning with the January 1, 2000, in the former USSR domestic passports with the population register mark considered invalid.
54. Be declared unenforceable by the Council of Ministers of 16 January 1992, order No 18-r "for foreign service passports".
