General questions 1. II. 6.5. take hold of the controls of the irregularities and their cause analysis, develop and submit to the Ministry of Welfare, the State Veterinary Department and the national plant protection station proposals breach;
6.6. If necessary, organize cargo carrying vehicles and goods of sanitary treatment chemical treatment;
6.7. to take control of the goods which are subject to regular records and registration, as well as in providing reports and information to the Department of Agriculture;
6.8. to control the loading of the waste collection and disposal of State border customs checkpoints through which the Cabinet the question.
7. Sanitary border inspection shall cooperate with customs, border control and other services prescribed in laws and regulations, as well as involvement in the (certified), accredited testing laboratories.

IV. the sanitary border inspection officials ' rights and obligations 15. Sanitary border inspection officers are empowered to request from the: 15.1. natural and legal persons in the movement of cargo for the implementation of provisions on the border, as well as, if necessary, the Elimination of the irregularity;
15.2. the presentation of the service card, visit the smooth controls Cabinet at State border customs control points and customs warehouses, as well as if there is a reasonable suspicion of the veterinary, phytosanitary and other carriage requirements or failure to act in order to request from legal and physical persons, which deals with the carriage and storage of appropriate explanations;
15.3. to require the owners or operators of cargo to ensure appropriate conditions the load controls, but the customs or customs warehouse keepers room document accompanying goods controls;
15.4. 15.6.2. cargo is not a veterinary or phytosanitary certificate or other document certifying the quality, as well as if the records are documents does not correspond to the actual situation;
15.6.3. veterinary or phytosanitary certificate no messages about animals or plants taken for diagnostic or prophylactic examinations, treatments, which requested a public health department, national plant protection station or the service of the importing country;
15.6.4. veterinary or phytosanitary certificates, quality supporting documents or records referred to in the documents raises the suspicion of non-compliance with the actual situation or about the fakes;
15.6.5. ships, aircraft, railway car, motor vehicle or other vehicle sanitary or phytosanitary condition does not meet the eligibility requirements or suspicion thereof;
15.6.6. allowed freight mode;
15.7. to organize the vehicle, loading and unloading and storage location for the disinfection and chemical processing, if required by the epizootic situation, sanitary or phytosanitary rules (costs shall be borne by the holder or carrier);
15.8. the extent of their competence to impose border crossing persons, cargo owners and transport operators mandatory enforceable rules and requirements;
15.9. the exercise of functions of time, wear a specified pattern uniforms.
16. the sanitary border inspection officials have a duty to act in accordance with the laws and regulations, as well as the instructions.
V. sanitary border inspection officers responsibilities

17. Sanitary border inspection officers are responsible for the decisions, orders and operations compliance with laws and regulations.
18. the sanitary border inspection officials prohibited the disclosure of the legal and natural person business secrets which become known to them in the performance of their duties.
19. Complaints about the operation of sanitary border inspection officials for consideration and appropriate decisions shall be adopted by the Minister of agriculture. That decision may be appealed against in court.
20. the sanitary border inspection officials and employees of their duties or the working time of road transport with identification marks.
21. the sanitary border inspection facilities must be available to customers information about the requirements for the control of goods at the border.
