The Republic of Latvia Cabinet of Ministers of 25 august 1998 the Regulation No. 317 (in Riga. Nr. 46, 7. §)) the rules on the safety and health of workers at work with asbestos released in accordance with the law "on labour protection" article 16 i. General questions 1. terms used in the rules: 1. asbestos-fibrous silicate minerals or in materials containing asbestos fibres (asbestos actinolite, grunerīt (amosite), anthophyllite, krizotil, crocidolite, tremolite);
1.2. working with asbestos-asbestos production, processing, packaging, storage, transport, use, removal, disposal or other activities associated with asbestos;
1.3. the dismantling of the parts containing asbestos-elimination and disposal of the building, installation or equipment;
1.4. fiber-asbestos fibres, which width does not exceed three micrometers, a length of more than five micrometres and a length-to-width ratio greater than 3:1;
1.5. the concentration of fibre-fibre of asbestos in such quantities of air per unit volume (fibre/cm3);
1.6. Average fibre concentrations-the average concentration of asbestos fibres, which are subject to the employee eight hours (working days);
1.1. cumulative effect gave-the average amount of fiber concentration within three months.
2. these provisions govern employee safety and health requirements for work with asbestos, where employees are or may be exposed to asbestos, as well as the permissible concentration of fibre and fibre concentration detection method.
3. These provisions shall not apply to persons who carry out work with asbestos in maritime and air transport.
4. The employer shall ensure that the specific impact on employees to asbestos health and taken to the concentration of fibres in the air of the working environment measurement.

8. If the application changes occur in the information, the employer shall notify the week of the national labour inspectorate.
II. Organization of work with asbestos 9. To minimize the impact of asbestos workers, the employer shall ensure the conduct of preventive measures, including: 9.1. minimize the use of asbestos;
9.2. minimize the number of employees who are or may be exposed to the effects of asbestos;
9.3. the work plan process to avoid emissions of asbestos fibres in the air in the working environment. If it is not possible to avoid the emissions of asbestos fibres, collected as close as possible to the dump site and be equipped with the jobs of local suction ventilation;
9.4. being regularly and effectively cleaned and serviced buildings, business premises and equipment, not to exceed the provisions mentioned in paragraph 21, the maximum concentration of fibres in the air of the working environment;
9.5. provide employees with personal protective equipment, in accordance with the manufacturer's declaration to correspond to the specific environmental conditions of work.

15. 16. 19. If the technological process or equipment, no major changes and two subsequent fibre concentration measurements do not exceed half of the maximum permissible concentration of fibres, the frequency of measurements may be reduced to once a year.
20. If a group of employees employed in the same or similar work with asbestos in the same work environment and is subject to the same risk factors, can only take one of the measurement of the concentration of fibre and its results apply to all employees of the group.
21. Average fibre concentrations in the air of the working environment shall not exceed the following maximum permissible concentrations of fibres: 21.1. krizotil-0.60 wasting valuable race/cm3;
21.2. for all other forms of asbestos (except krizotil) or in mixtures, including mixtures containing krizotil-0.30 fibres per cm3.

The air flow must be smooth, and the initial speed must be 1.0 litre per minute ± 5 per cent. The sampling time, the air flow rate is maintained within ± 10% of the original speed of the air flow.

28. The microscope shall be set in accordance with the manufacturer's instructions, and resolution of testing using phase-contrast control.

31. the average number of fibres in the networking area is calculated by dividing the number of fibres counted by the tested the graticule area.

V. specific requirements when performing disassembly 34. Employer before building, installation or installations for the demolition or repair the startup provides asbestos-containing parts of the dismantling.

36. Application and dismantling work plan need not be given if it is expected that through the disassembly will not exceed the provisions mentioned in paragraph 52 of the fibre concentrations and doses of a cumulative effect.
Vi. Personal protective equipment and hygiene requirements 37. Employer will provide employees with the appropriate protective clothing and other necessary personal protective equipment.
38. Protective clothing stored separately from the employee's personal clothing, washing for this purpose adequate equipment separately from other clothes and transported in densely closed containers. Protective clothing not to be taken outside of the territory outside the establishment.

39. Personal protective equipment stored in a specific location. After each use of personal protective equipment times checked and cleaned and, if necessary, replace the elements.

VII. cooperation with employers employees 41. The employer shall ensure that a safety briefing to employees whose work involves asbestos, to include the following additional issues: 25.5. asbestos posed potential risks to health;
41.2. air pollution control, maximum permissible concentrations of fibres and the cumulative dose of exposure;
41.3. Special hygiene requirements (including the requirement to refrain from smoking, doing work with asbestos);
25.7. protective clothing and personal protective equipment correctly;
41. specific preventive measures designed to reduce the effects of asbestos.
42. the employer shall provide employees or employees of trust to the person the opportunity to acquaint themselves with these rules 7 and paragraph 35 referred papers and fibre concentration measurement results, as well as provide the necessary explanations.
43. the employer consult with employees or fiduciaries of employees in such matters: 43.1. the safety and health protection measures (before specific work with the organisation and carrying out asbestos);
43.2. the fibre concentration measurements.
VIII. Employee health checks and records 44. employers law duly provides employees compulsory health checks.
45. the employer shall carry out work with asbestos records, employed for each employee showing: 45.1. the employee's description of the work to be carried out;
45.2. the duration of the work;
45.3. the impact on workers of the asbestos health: 45.3.1. Average fibre concentrations in the air in the working environment;
45.3.2. ku mulatīv exposure dose.
46. The provisions referred to in paragraph 45 of the accounting data is available: 46.1. treatment;
46.2. the employee (only for news about yourself).
47. The employees or employee by a trustee tracking data is available to anonymous and in aggregate form.
48. The rules referred to in paragraph 44 of the health examination results and the provisions referred to in paragraph 45 of the records stored by the employer after 45 years over asbestos effects on the health of workers, and the law shall be made available in the archives.
IX. Rules enforcement and compliance monitoring and responsibility for non-compliance with the provisions of 49. Expenses related to employee safety and health measures, the Organization shall be borne by the employer.
50. the ð o compliance supervised and controlled by the State Labour Inspectorate.
51. the employer, the officers and staff who have violated these rules, is responsible for the legislation.
X. closing questions 52. Ð o rule 7., 10., 37, 38, 39, 40, 44, 45, 46, 47 and 48 and paragraph 18.1. the provisions referred to in subparagraph shall not apply if the following conditions are met: the average fibre concentrations 52.1. below: 52.1.1. krizotil-0.20 fibres per cm3;
52.1.2. all other forms of asbestos (except krizotil) or in mixtures, including mixtures containing krizotil-0.10 fibres per cm3;
52.2. the cumulative effect of the dose is less than: 52.2.1. krizotil-12.00 fibre/cm3;
52.2.2. all other az besta (except krizotil) or in mixtures, including mixtures containing krizotil,-6.00 fibre/cm3.
53. the rules shall enter into force by 1 January 2000.
54. Until 1 January 2001:54.1. the concentration of fibres in the measurements shall be carried out after every six months;
the average fibre concentrations 54.2. working environmental air must not exceed the following maximum permissible concentrations of fibres: 54.2.1. krizotil-1.00 fibres per cm3;
54.2.2. all other forms of asbestos (except krizotil) or in mixtures, including mixtures containing krizotil,-0.50 fibres per cm3.
