The Republic of Latvia Cabinet of Ministers 1998 November 17 Regulation No. 437 (in Riga. No. 62, § 23) amendments to Cabinet of Ministers 19 97 April 22, Regulation No 155 "rules on water use permits" Issued in accordance with the law "on natural resources tax," the first part of article 10 and the law "on Earth" the first part of article 10 do Cabinet of 22 April 1997 Regulations No 155 "rules on water use permits" (Latvian journal, 1997, 108./109.nr.) the following amendments : 1. Express chapter I by the following: "(I). the terms used in the rules of high ecological quality — the State in which anthropogenic impacts on physico-chemical, biological and physical environment is not detectable or very low.
Human equivalent, the quantity of organic substances pollution (CE), which is equivalent to the average one human to the pollution generated per day and one unit corresponding to the biochemical substances, non of which determines the biochemical oxygen demand (BOD) effluents. Organic degradable substances biochemical capacity five days correspond to the biochemical oxygen consumption 60 l/O2 day.
Used for the abstraction of drinking water, the surface freshwater — water intended for human consumption and is delivered through the water system.
Internal coastal waters, the waters of the Earth side of the line, from which the territorial waters are measured, in the case of watercourses up to the freshwater limit the extend s? AH.
Exhaust requirements — requirements for specific concentration limits which raised the concentration of dangerous substances in effluents it discharges instead.
Karpveidīg waters-waters of fish that live in or where possible to ensure karpveidīg of fish and other species of fish (Pike, perch, eel) existence.
Utilities wastewater-municipal wastewater, municipal and industrial wastewater and rain water in the mix. The meaning of these provisions: 1) municipal wastewater is sewage from public, residential buildings and public service locations for various physiological, hygienic and household activities;
2) production waste water is waste water that is discharged from commercial or production purposes intended;
3) rain from tekūdeņ is precipitation, as well as drainage and irrigation water runoff from residential and business areas.
Quality requirements — quantified the maximum concentration limits of substances is permitted in effluents and natural waters.
Good environmental quality — the State in which anthropogenic impacts on physico-chemical, biological and physical environment is determined, but it is low.
Lašveidīg waters-waters of fish that live in or where possible to ensure the salmon, trout, Grayling and whitefish.
— Concentration maintenance indicators of contamination of effluent concentration limits defined in the individual pollution discharge of waste water in a specific place in a specified period of time. The maintenance of concentration in the water use permit issued by the environmental protection and the Ministry of regional development of the notified body.
Limit, the protection of the environment and regional development Ministry authorized institutions for the period in question and the water use permit conditions include water use quantitative and qualitative limits based on user application water water use licence, renewal of water resources and quality retention ability, as well as assessing the user's current water treatment water use permit requirements are met.
Water — water that human activity changed their initial physical, chemical or biological properties.
Pollution load: the amount of pollution that a specified period of time (a day, a year) with the body of water is discharged to the wastewater or sewage system networks. Pollution load (PSg) in accordance with these terms, using the calculated quantity of waste water per year and the average concentration per year maintenance.
Pollution — direct v ai indirect anthropogenic origin of discharges to the aquatic environment and the thermal regime, the dismantling, which endangers human health, causing damage to the biological resources and to aquatic ecosystems, as well as interference in the use of water resources.
Terrain: vie a water supply system, from which is taken the underground or surface water.
Water use: an action that creates the effect on water quality indicators for quantitative or surface and ground waters (except in ships ' ballast water, the use of which is determined by other legislation), if the following conditions are met: 1 the quantity of waste water in particular) the outlet more than 5 m3 per day;
2) ground water acquired or used in depths exceeding 20 m, or the amount of water used more than 10 m3 a day;
3) is affected surface water hydrological mode or the consumption of surface fresh waters more than 20 m3 per day;
4) the above quantities are not exceeded, but the protection of the environment and regional development Ministry of the competent institution, in its opinion, finds that the possible significant environmental impact. permission to use the water, the document that allows the user to use the water to water and water use is governed by the terms, conditions and rules, as well as setting limits.
Water conditions of use — requirements governing water user action, rights, duties and responsibilities.
Water users: any natural or legal person that collects or uses the drinking water business.
Water margin: the amount of water required for the production of unit or a specific consumer day, if water is used rationally and use technology that enables you to save water.
