The Cabinet of Ministers of the Republic of Latvia, 1999 February 9. Regulation No. 38 (in Riga. Nr. 9, § 4) municipal waste landfill installation, management and closure rules Issued in accordance with the law "on municipal waste" article 13 i. General questions 1. terms used in the rules: 1.1 the biodegradable waste-waste can decompose aerobically or anaerobically;
1.2. inert waste-waste with small content of pollutants and negligible toxicity, at whose disposal with those not undergoing physical, biological or chemical change and who are not exposed to substances or other materials with which they come into contact, and do not cause adverse effects on the environment or human life and health;
1.3. leachate-any liquid that has sapped through buried waste and which is accumulated waste disposal in a landfill or output from it;
1.4. all landfill gas-gas arising from landfilled waste;
1.5. liquid waste-waste disposal is in a liquid state.
2. These rules shall be determined municipal waste landfill (hereinafter landfill) installation, management and closure procedures.
 
II. installation of the Landfill 3. Landfill horizon in places where they do not present any danger to the environment, human life and health, as well as natural and legal persons. Landfills may be provided: 3.1. outside the cities and populated areas, taking into account, as posted in roads with asphalt concrete, rubble or gravel pavement or the dirt road with good performance;
3.2. non-agricultural or land suitable for use in small;
3.3. water downstream of the sampling sites, fish spawning sites, as well sites that are used in fisheries;
3.4. the shelter side (according to prevailing winds) in relation to the residential areas.
4. it shall be prohibited to install a Landfill: 4.1 where groundwater flows out the top of the sources;
4.2. peat bog which a layer is thicker than the meters;
4.3. in areas where the groundwater level cannot be less than a meter from the ground surface;
4.4. the active hot areas;
4.5. recurring applūstoš areas;
4.6. where it is prohibited under the legislation.
5. The land surface area of the site is at least 0.5 metres higher than the water level in the nearest watercourse or body of water.
6. before the construction of the landfill being prepared for installation of the site feasibility study, which should contain: 6.1. information on the region, which will be installed in the collected landfill waste disposal: 6.1.1. a description of the territory concerned (including information on population, density, businesses and infrastructure);
6.1.2. the generation of municipal waste, municipal waste quantity and composition, as well as predictions for the quantities and composition of waste changes to landfill during the expected transaction;
6.1.3. municipal waste management institutional, technical and economic aspects of the area in question;
6.1.4. the socio-economic situation in the territory, including the solvency of the population;
6.1.5. municipal waste processing, recycling and disposal of technological alternatives;
6.2. information on at least two possible installation of landfill sites.
7. for each of the provisions referred to in point 6.2 installation of landfill sites will require the following information: location of the inženierģeoloģisk 7.1 and hydrogeological research data;
7.2. the location of the relevant administrative planning (if any);
7.3. the forecasts for land ownership transformation;
7.4. the General layout of alternative technological solutions;
7.5. landfill expected environmental engineering structures;
7.6. the management of the landfill (waste sorting and landfill gas collection facilities), closing, conditioning, monitoring and control plan;
7.7. the estimated cost of the landfill installation (comparing the possible solutions);
7.8. the closure of the landfill management, conditioning, monitoring and control of the estimated costs.
8. on the basis of the final reports on the environmental impact assessment and an opinion on the final report, the installation feasibility study is approved and the decision on the establishment of the landfill site, adopt the municipality in whose territory the estimated building site and agree that decision with the local authorities, whose administrative territory the collected garbage will be disposed of in a landfill.
9. On the disposal of municipal waste landfill site is attributable to construction law, the Cabinet of Ministers on 1 April 1997 of Regulation No 112 "General provisions" (further-the General provisions), the Cabinet of Ministers of 24 February 1998, the Regulation No 62 "rules on the design of the territory" and the requirements set out in these provisions.
10. the construction of the landfill proponent shall submit the administrative area of būvvald law in the order of application of construction-completed tracking card and installation of the site feasibility study.
11. Civil design to be carried out in two stages.

16.3.3. relevant technological equipment;

16.4.2. waterproof and chemically resistant to the waterworks in asphalt concrete or concrete cover or under asphalt concrete or concrete pavement construction of pretfiltrācij coverage of the guaranteed service life is not less than 50 years ago (in both cases, providing filtration coefficient-no more than 10-9 m/s).
17. Waste disposal area is intended for long-term storage of waste. There shall be one or more of the waste disposal bins in which the waste is unloaded, the Rammer and bury.
18. Waste disposal bins erected: 18.1 environmental engineering structures: 18.1.1. surface runoff and drainage system of reception;
18.1.2. natural or specially built for pretfiltrācij coverage;
18.1.3. leachate detection and disposal system;
18.1.4. sewage and drainage system and treatment plant;
18.1.5. gas collection and disposal system;
18.1.6. groundwater pollution monitoring system;
18.1.7. air pollution monitoring system;
18.2. the ramparts under the planned disposal of the height.
19. Waste disposal bin inside cover with a layer of pretfiltrācij, which is made from clay or polymer and is chemically resistant to mineral salts, acids and bases in aqueous solution (pH 4 to pH 10) and against the use of organic solvents in household effects, and the guaranteed service life is not less than 100 years (providing filtration coefficient-no more than 10-9 m/s).
20. Over the pretfiltrācij cover is fitted at least 0.5 metres thick well filter bottom (sand, gravel) layer to drain or drain the pipeline system for the collection and removal of leachate. Drain pipes or drain the system parameters are set according to the storage area and the type of waste disposal. Drain the pipeline diameter is at least 10 centimeters, and its internal surface is smooth. Drain pipes are supported or drain system cleaning capabilities.
21. Leachate output outside the waste disposal bins and accumulated drain wells. Drain the well is equipped with a pipeline and pumping system for the removal of leachate to water treatment plants or spraying over the buried waste. 22. Leachate treatment facilities designed, taking into account the amount of leachate pollution and fluctuations depending on rainfall and time of year.
23. Landfill gas collection system project, taking into account the type of waste disposal. Gas collection system is a key element: 23.1. not less than 0.3 metres thick gas permeable soil layers between 2-3 metres thick layers of waste;
23.2. the bottom layer, built-in gas drainage pipes with a diameter of not less than 75 mm; 23.3. gas collection collectors with a diameter of not less than 200 mm around the collectors are gas permeable soil bērum of 0.5 meters and gas output outside the mass of waste;
23.4. gas sampling system with tubs and gas treatment plants;
14.6. the use of gas installations.
24. the infrastructure area shall be provided for staff rooms, garages, repair shops and utilities.

26. the construction of the landfill and the conditioning of the work must be done according to the requirements of the General provisions.
27. the landfill accepts service in accordance with the Cabinet of Ministers of 29 July 1997 of Regulation No 258 "rules on the acceptance into service of the structure (the Latvian et seq of the LBN 301-97)".
III. management of the landfill a landfill operation 28. time is not less than 20 years.

31.4.2. landfill gas collection, the perceived quantity of gas, gas treatment, use, landfill gas collection system monitoring and maintenance;
31.4.3. wastewater and leachate treatment plant construction, monitoring and maintenance of the equipment.
32. may not be accepted in a landfill for disposal: 32.1. hazardous waste, if there is no special equipment or storage for disposal and hazardous waste disposal site is not intended to be technical project;
32. various sewage treatment plant sludge, if the water content is greater than 70%;
32.3. the organic food industry waste, if they are not used for composting;
32.4. wood processing waste, if they are not used for composting;
32.5. inert waste, if they are not provided for in a separate storage location;
32.6. not shredded car tires.
33. a checkpoint in the Landfill and waste sent to the adopted grading area, or storage.

25.8. measurement of the mass of waste disposal;
25.8. surrounding area of landfill environmental measurements;

IV. closure of the landfill closed Landfill where 42.: 42.1. the design is completed, based on the technical passport of the site and the information provided in the annual report;
26.2. the authorization for the continuation of its operations;

43. the operator of a landfill shall cover the closing costs and expenses related to the monitoring and care of the site after its closure, according to this provision the requirements of paragraph 48.
44. in order to ensure the inclusion of a closed landfill landscape and ensure its further use, being prepared for a special landfill storage and conditioning of the covering for the project: 44.1. align storage surface with at least 50 centimeters thick gas permeable soil layer;
44.2. overlay storage with at least 50 centimeters thick weak soil gas permeable layer or corresponding pretfiltrācij layer, which guaranteed service life is at least 50 years;
44.3. the overlay storage with at least 20 centimetres thick layer of fertile land;
27.6. install surface water collection and discharge systems;
27.7. develop special landscape and greenery to organize the project.
V. the State of the environment monitoring and control in the landfill and its surroundings 45. To prevent contamination of the environment, the operator of a landfill shall ensure that monitoring and building of environmental protection check and maintenance of the equipment in accordance with the provisions of annex 3.
46. If the landfill site established environmental pollution, are immediately analyzed and prevent environmental pollution, possible causes. Within a week of the date of the detection of contamination site operator shall inform the regional environmental management and pollution prevention measures.
47. Groundwater pollution control in the zone is installed for a landfill several control drilling groundwater sampling, of which at least one hole installed in flow direction on groundwater storage and at least two boreholes-groundwater flow direction from the store.
48. the closed landfill and environmental monitoring and control to be carried out at least 30 years after the closure of the landfill.
Vi. Closing questions 49. That rule 32.3 32.4 and 32.5.,. subparagraph shall enter into force by January 1, 2004.
50. This provision, paragraph 29 and 30 shall enter into force after the Cabinet regulations on waste recycling and disposal authorization procedures for adoption.
