The Republic of Latvia Cabinet of Ministers on 9 March 1999 in Regulation No 92 (in Riga. Nr. 16, § 12.) the rules relating to simple pressure vessels Issued in accordance with the law "on conformity assessment" article 7 i. General questions 1. These rules shall lay down the requirements which must be respected, so designed and constructed as to simple pressure vessels, they are properly installed, maintained and used, prevent threats to human health, life and the environment, as well as simple pressure vessels for conformity assessment procedures.
2. these provisions shall apply to transactions with a simple pressure vessels — welded non-alloy steel, aluminium or aluminium alloys not ageing tanks, which are subject to internal pressure greater than 0.5 bar, and air or nitrogen and which is not intended for storage of heat with open flame or hot flue gas (tank), which are characterized by the following characteristics: 2.1. maximum working pressure (PS) not exceeding 30 bar (bar), and pressure multiplied by (V) tank capacity in litres (l) (PS x V) not more than 10000 bar x l; 2.2. lower operating temperature (Tmin) is not lower than-50 ° C and higher working temperature (Tmax) is not higher than + 300 ° C steel + 100 ° C for tanks and aluminium or aluminium alloy vessels;
2.3. components and elements, which ensure the integrity of the pressure tank, made of non-alloy steel, aluminium or aluminium alloys not ageing;
2.4 the tanks made of circular cylindrical parts that partitions and ends with circular Bowl and/or the flat ends of the rotary axes of which coincide, or containers made from only two Bowl ends, which the rotation axis coincide.
3. These provisions shall not apply to transactions with the tanks that: 3.1. specially designed for use in nuclear power plants and from which the accident can result in leakage of radioactive substances;
3.2. intended to be mounted on ships and aircraft, or their recovery sources;
3.3. use of fire extinguishers.
4. Simple pressure vessels are considered to be in conformity with the rules referred to in annex 1 essential safety requirements if they are made in accordance with the requirements of the applicable standards, which relate to the scope of these provisions and which national non-profit limited liability company "Latvian standards" is recognized as applicable, to comply with this provision the essential safety requirements, and all of these requirements are certified with the attestation of conformity procedures.

9. Vessels shall be assessed by competent authorised institutions. To be an institution to carry out the assessment of conformity, it shall ensure that the following minimum requirements: 9.1 the institution, its Director and the staff responsible for the assessment of conformity of vessels and certification procedures, may not be the designer, manufacturer of tanks, supplier, installer or user, or that person's authorized representative. Exchange of technical information between the manufacturer, its authorized representative or the importer and the authorized institution is permitted;
9.2. the notified body shall be responsible for carrying out the assessment and attestation of the highest degree of professional integrity and technical competence. It must be free of any influence, particularly financial, which might influence their judgement or the results of the inspection. This is particularly true for people who are interested in the results of the evaluation;
9.3. the body must have adequate staff and technical equipment to be able to perform properly the technical and administrative tasks connected with inspection and surveillance procedures;
9.4. the staff responsible for inspection shall have: 9.4.1. technical and professional well trained;
9.4.2. with sufficient knowledge of the examination procedures and experience in delivering it;
9.4.3. the skills and ability to compose statements, reports and certificates;
9.5. to guarantee the impartiality of the staff of the institution, its remuneration must not depend on the amount of the checks or tests and results;
9.6. the body must take out civil liability insurance concerning the results of work which it is empowered to make;
9.7. the staff of the body are bound to observe confidentiality with regard to all information it acquires in carrying out its task. The exception is the authorities officially requested information in accordance with these rules and regulations shall take the supervision or control of vessels.
10. This provision 9.2 and 9.3. implementation of subparagraph regularly make sure the institution which has assessed the competence of notified bodies.

14. Tanks which do not comply with the requirements of this regulation, allowed to play fairs, exhibitions, demonstrations, and similar events, if they are clearly visible indication of non-compliance with the requirements of this regulation and marketing restrictions. During the operation of vessels may only be provided, subject to compliance with all security measures to avoid any harm caused to human life, health, property or the environment. When these receptacles are provided for the internal market, it must conform to the requirements of this regulation.
15. 16.2. If the containers are made, or only partially, they intended to make in accordance with applicable standards through a tank sample type-examination in accordance with the provisions of chapter III.
17. This provision referred to in paragraph 16 the containers must indicate those provisions of annex 2, paragraph 4.
18. before placing containers in the internal market, the manufacturer, his authorized representative or the importer shall assess the tank pressure and the volumetric parameters and respectively: 18.1. If the working pressure of the tank and the volume of the product is greater than 50 bar x l but not exceeding 3000 bar x l, optionally do Declaration of conformity of the tank in accordance with the provisions of chapter V, or tank verification in accordance with the provisions of chapter IV;
18.2. If the working pressure of the tank and the volume of the product is greater than 3000 bar x l, tank verification carried out in accordance with the provisions of chapter IV.
19. All documents for the assessment of conformity should be the national language.
III. check tank type

20. Tank type-examination is the procedure whereby a notified body assesses and certifies (certified) that a prototype vessel satisfies the requirements of this regulation. To make a tank type-examination, the manufacturer shall submit an application to the notified body, the manufacturer's name, address and the place where the tank is made. Application must be accompanied by technical documentation.
21. Type examination includes: 21.1. technical documentation and a tank sample check;
21.2. the comparison, or tank is made in conformity with the technical documentation and may safely be used under its intended working conditions;
21.3. the necessary examinations and tests in order to assess the conformity of this provision of the tank of the requirements of annex 1.
22. If the examined prototype vessel satisfies the requirements of this regulation, an authorized institution issuing the tank type-examination certificate, certifying that the tank type tested fulfils specified requirements, determines the term of validity of the certificate and give guidance on the conditions of use of the certificate, as well as, if necessary, be accompanied by the descriptions and drawings to identify at the certified sample.
23. the institution which justified reasons: 23.1. do not issue a tank type-examination certificate or extend the period of validity of the certificate shall inform the other notified bodies;
23.2. reference of certificates issued shall immediately notify the other notified bodies, market surveillance authorities and other authorities which, in accordance with laws and controls and monitors operations with containers.
IV. verification of vessels 24. Tank verification is the action in which the manufacturer during the manufacturing process provide all the necessary measures to comply with the tank certified or certified for the type of technical documentation, and declares this compliance.
25. the manufacturer shall ensure appropriate labelling of each tank to CE marking and compliance with the Declaration.
26. the manufacturer shall provide the notified body homogeneous series tank and take the necessary steps to demonstrate that the manufacturing process ensures the homogeneity of vessels of permanence over time. Each tank series adds a tank type-examination certificate, or if the tank is not made in accordance with a specimen tank certified technical documentation. 29. If the tank is recognized as satisfying the requirements of this regulation, an authorized institution shall ensure that each of these series tanks with authorized authorities marking identification number. The notified body shall draw up a verification certificate for the checks carried out these tanks. All these series tank (except for hydraulic or pneumatic damaged during the test) can offer within the internal market.
30. following coordination with the authorized body of the tank at the time of manufacture, the manufacturer may affix the notified body of the tank with an identification number and CE marking.
31. If a notified body finds that a series of vessels do not meet the requirements of these provisions, it must take measures to prevent the placing of vessels referred to in the internal market.
V. Declaration of conformity 32 tanks. If the manufacturer declares conformity of vessels, each container must be marked with the CE marking and draw up a declaration of conformity for conformity with the technical documentation of the tank, which is certified in accordance with the requirements of these provisions, or tanks that are certified in accordance with the requirements of this regulation.
33. to declare the conformity of the receptacles, the manufacturer before continuing manufacture of receptacles shall be submitted to the authorized institution which issued the tank type-examination certificate or certificate of conformity to technical documentation, description, containing all the information about the tank fabrication procedure and measures planned to ensure compliance with the applicable standards of the tank or a certified tank type. This description should include: a description of the plant and 33.1. tank design examination;
33.2. test protocol that specified at the time of construction of the test used and the results of the checks, as well as the test procedures, the time limits by which they are made;
33.3. the tanks at the time of manufacture description of the checks carried out and their results;
20.8. information on staff who take these checks. Staff must be qualified and independent of the staff involved in the production process, the qualification and independence must be evidenced in writing;
33.5. the hydraulic or pneumatic tests carried out after the construction of vessels;
20.9. shop floor and warehouse address and time you planned to continue production.
34. If the manufactured tanks working pressure (PS) and volume (V) the product of more than 200 bar × l, then the notified body that has issued the tank type-examination certificate or certificate of conformity to technical documentation, must: monitor tank manufacture 34.1. process, which must be carried out during inspections of individual vessels, with particular attention to: 34.1.1. the technical documentation;
34.1.2. tank type-examination certificate or certificate of conformity to technical documentation;
34.1.3. the checks performed and test results;
21.3. make sure that the checks are carried out, provided the provisions of paragraph 33 of the above description;
21.3. manufacturing site or warehouse with statistical methods to select samples, to carry out the necessary checks.
Vi. 35. CE marking CE marking (annex 2) form the capital letters CE.
36. the CE marking is added to the manufacturing of the notified body involved in the test identification number.
37. the CE marking shall be placed on each (affixed) in the tank it must be easily legible and indelible.
38. Allowed to label the containers with the other signs and symbols, provided they do not mislead about the meaning or form of the CE marking and CE marking does not reduce visibility and clarity.
39. If the institutions in accordance with these rules and regulations and monitor the tank controls, establishes that the CE marking on the tank are not justified, it shall inform the manufacturer, its authorized representative or the importer, whose job is to ensure that the tank meets the requirements of the law and do not prevent such infringement.
40. where unreasonable marking of tanks with the CE marking, however, is continued, the relevant authorities must take the necessary measures to restrict or prohibit the placing of vessels referred to in the internal market, or to ensure their removal from the market and/or use.
VII. final question 41. Regulations shall enter into force by 1 January 2000.

3.3.2. the elongation after fracture must be: 3.3.2.1. parallel to the rolling direction: 3.3.2.1.1. material thickness: 3 mm extension (A) after the rupture, which is 22% of the sample length L0 is S0 S0 5,65 ÷ and cross-sectional area of the specimen is in millimetres;
3.3.2.1.2. material thickness: 3 mm < elongation after rupture is 17% A80mm, which is the sample length L0 80 millimetres;

5. Aluminium or aluminium alloy vessels must meet the following requirements: 5.1 the unalloyed aluminium must be at least 99.5% aluminium;

6.3 and 5 to this annex referred to in paragraph material must be accompanied by a certificate of conformity of the material, the document by which the manufacturer, or certification authority, which made the material certification, confirmed that the material complies with the requirements and the test results, in particular chemical composition and mechanical properties of the test results obtained during the material. The existence of such certificate eliminates the need to perform repeated checks of the material.
7. Materials that are used in the manufacture of the tank, it must be welded according to compatible for the weld material.
8. Accessories that affect the strength of the tank (for example, studs and nuts) must be made of the materials referred to in this annex in paragraphs 3 and 5, or of alloy steel, aluminium or aluminium alloys that are mutually compatible.
9. Aluminium or aluminium alloys the minimum working temperature to make extension and plasticity.
10. All welded tank parts, which are not subject to pressure must be made of material that can combine with the tank components to which they are to be sametin.
II. the tank design 11. Designer defines the purpose of the tank and down: 11.1. lowest working temperature (Tmin);
11.2. the highest working temperature (Tmax);
11.3. the maximum working pressure (PS).

13. Designer will comply with the following conditions: 13.1. it must be possible to check the tank from the inside;
13.2. it must be possible to empty the tank and cleaned;
13.3. mechanical characteristics to be preserved throughout the expected life of the tank;
13.4. in accordance with the intended purpose of use of the tank must be sufficiently protected against corrosion that can be evaluated under actual conditions of use;
13.5. in the light of the technological process and design characteristics of the tank, it will load that could reduce its safe use;
13.6. the internal pressure will not exceed the maximum working pressure PS (it is acceptable that you can briefly exceed about 10%).

17. the calculation method shall include the following conditions: 17.1. minimum pressure thickness calculation of parts under voltage, intensity and following: 17.1.1. the calculation pressures must not be less than the selected maximum working pressure;
17.1.2. allowable shell voltage must not exceed the limits of the maximum yield working temperature (Ret) [N/mm2], the lowest of the values in the RET or 0.6 tensile strength (Rm) [N/mm2]: 0.3 Rm;
17.1.3. in determining the allowable voltage, use the RE and Rm minimum of material guarantees the material manufacturer;

III. Making 19. Tanks must be made and subjected to tests according to manufacturing operations and checks laid down in 2 of annex 7 referred to in the technical documentation.
20. the preparation of the component parts of the tank (for example, creating and chamfering) must not cause surface defects, cracks or changes in mechanical characteristics, which could reduce the safety of the tank.
21. the pressure part weld, the adjacent areas and in the weld material properties must be the same. The seams shall be free of any surface or internal defects that endanger the safety of the tank.
22. Tank welding must be performed by qualified welders or welding operators who have the appropriate level of qualification, in accordance with the certified welding procedures. Welders and welding operators qualifications certify competent personnel certification bodies.
23. at the time of manufacture, the manufacturer must provide a constant welding quality by performing the checks and using appropriate procedures. These checks should be reflected in the relevant reports.

CE marking the CE marking consists of the capital letters CE. A sample of the label is as follows: 2. 6.3. the requirements for the safe maintenance of the tank and installation (Assembly).
7. in order to comply with the rules set out in annex 1 essential safety requirements or the appropriate standards, the technical documentation shall include: 7.1. detailed drawings of the tank;
7.2. the manufacturer's instructions;
7.3. documents describing: 7.3.1. selected materials;
7.3.2. the selected welding techniques;
7.3.3. the selected test;
7.3.4. any tank components listed tank project.
8. If the tank is carried out verification or declaration of conformity of vessels in accordance with the provisions of chapter IV or V, the technical dossier should include the following documents: 8.1. certificate for the appropriate welding method, welders or welding operator qualification;
8.2. the strength of the tank affecting components and materials used in the manufacture of assemblies in the inspection report;
8.3. inspections and control statements or descriptions of the inspections provided for.
9. The technical file definitions and symbols used: 9.1. calculation pressure P is pressure, chosen by the manufacturer, which is used to determine the thickness of the parts subject to pressure;
9.2. the material yield stress of ret is the value at the maximum working temperature Tmax is such as: 9.2.1. the yield point ReH material that is both lower and higher yield stress;
