The Republic of Latvia Cabinet of 16 March 1999, the Regulation No. 106 (in Riga. 2. Those rules shall determine the conformity assessment General provisions for mopeds, motorcycles, motor tricycles, quadricycles, passenger cars, buses, trucks and trailers these vehicles (semi-trailers) (vehicles), as well as their components, which are marketed or intended to be used in Latvia.
3. These provisions shall not apply to: 3.1 snow motorcycles;
3.2. vehicles and their components, intended for export to non-member countries;
3.3. vehicles registered in Latvia until the entry into force of these regulations;
3.4. permanent foreign registered vehicles;
3.5. foreign vehicles temporarily imported;
3.6. for vehicles that is associated with the basic participation in road traffic;
3.7. use of vehicle components.
4. Vehicles and their components, which are offered on the market must comply with the requirements of the technical regulations, in accordance with the Highway Traffic Act article 4, third paragraph down the road.
5. Vehicles and components conformity assessment performed by a non-profit organisation State joint stock company "Road Safety Directorate" vehicle inspection and certification inspection (hereinafter Inspectorate).
II. The type approval procedure General 6. a manufacturer, importer or distributor shall submit the application for Inspection of the vehicle or component type-approval and then add information package, which includes: 6.1. vehicle or component type technical description;
6.2. vehicle or component type of drawings or photographs;
6.3. testing laboratories report or other documents relating to the vehicle or component type.

8. on the basis of competent and Cabinet in an authorized testing laboratory, inspection reports issued the type approval certificate and grants: 8.1. type-approval of a vehicle type meets the described in the information package and the relevant technical requirements of the regulations;
8.2. the daudzetap type-approval to base, incomplete or completed vehicle type satisfies the described in the information package and relevant technical regulations, taking into account the State of completion of the vehicle;
8.3. component type-approval of a vehicle type meets the described in the information package and the relevant technical requirements of the regulations;
8.4. component type-approval for a vehicle type that corresponds to the description in the information package and the relevant technical requirements of the regulations.
9. Type-approval costs shall be borne by the person who submitted the application for an Inspection of the vehicle or component type-approval.
10. If the inspection finds that the vehicle or its components may pose a threat to traffic safety, human health, life or the environment, it shall take a decision not to grant type-approval within 30 working days and shall inform the other Member States of the certification bodies, giving the reasons for its decision.
11. Inspection not less than four times per year published the newspaper "Latvian journal" information about type-approvals granted, as well as the yearly published compilation of this information.
12. The inspection shall send the other Member States of the certification bodies information about the assigned, unassigned and withdrawn the vehicle and component type-approval.
13. If the technical requirements of the regulations or to these regulations as amended and the assigned Inspection type-approval becomes invalid, the Inspectorate not later than three months before the approval expiration date shall inform the manufacturer, importer or Distributor.
14. The application for type-approval shall be submitted again to the certification authority of the Member State which granted the original type-approval.
15. The application for type-approval shall be submitted again for Inspection in the following cases: 15.1. If the manufacturer, the importer or the Distributor received this rule the information referred to in paragraph 13 and would like to receive type approval certificate;
15.2. If the manufacturer, the importer or the Distributor wants to make technical changes to the vehicle or component type, which granted type approval Inspection.
16. If you have changed the data in the information package, the manufacturer, importer or distributor shall provide the Inspection part of an information package, which made the appropriate changes. 17. If the inspection finds that need additional tests or checks, it shall inform the manufacturer, importer or Distributor. The inspection shall issue a type-approval certificate again only after a successful additional test or tests.
18. inspection of 30 working days, inform the other Member States of the certification bodies for changes of the type approval.
III. the type of overall arrangements for recognition 19. the manufacturer, importer or distributor shall submit the application for Inspection of the vehicle or component type and then add information package, which includes: 19.1. vehicle or component type-approval certificate, or a copy of it (the presentation of the original);
19.2. the vehicle or component type technical description;
19.3. a vehicle or component type, images or photographs;
19.4. testing laboratories report or other documents relating to the vehicle or component type.
20. IV. Exemptions exemptions 24 separate technical regulatory requirements will provide traffic Minister.

V. certificate of conformity and the type-approval mark 26. Vehicle manufacturer, the importer or the Distributor for each complete or incomplete vehicle to conform to the approved type shall be attested by a certificate of conformity.
27. the certificate of conformity is made from paper, protected with color graphics or watermarks, which reflected in the symbolism of the manufacturer. Sample of the certificate of compliance in accordance with the Highway Traffic Act article 4, third paragraph, confirm the Transport Ministers.
28. Vehicle component manufacturer for each vehicle components conform to the approved type shall be attested by the label, which consists of a type-approval mark (annex), comprising the type approval symbol and country code, and additional signs according to the technical requirements of the regulations.

Vi. conformity of production 30. Before granting type-approval inspections ensure that the manufacturer shall take necessary measures and procedures for the effective control of the production of vehicles or their components conform to the approved type.
31. By type approval, the manufacturer: 31.1. ensure each vehicle or its components conform to the approved type;
31.2. the control of vehicles or their components conform to the approved type in the production process;
31.3. the availability of test equipment provided, so that you can periodically check the production of vehicles or their components conform to the approved type;

31.5. constantly analyzes the test results to verify and ensure that the vehicle or component parameter stability;

32. Inspection periodically checks the compliance of vehicles or their components control methods and using the random selection method, select the samples conform to the approved type check the manufacturer or a test laboratory.
33. During the test, the manufacturer provides the opportunity to take control of the production.
VII. Market surveillance 34. market surveillance authorities regarding the function of motor vehicles and their trailers, as well as point of sale vehicle component outlets shall be carried out by the non-profit organization the national joint stock company "Road Safety Directorate" audit (hereinafter referred to as part of the audit).
35. in Latvia authorised to offer the market, constantly to register or operate an approved or recognized type of vehicle only if they comply with the rules in paragraph 26.
36. the market is allowed to operate vehicles or components only if they comply with the rules in paragraphs 28 and 29.
37. If the Court finds that the portion of market vehicles or their components, accompanied by a certificate of conformity or are labelled, do not conform to the approved type, the part shall inform the inspection. Such vehicles or their components on the market offering, registration or entry into service in Latvia can be restricted to the prevention of non-compliance. Inspection of 30 working days, it shall inform the manufacturer of vehicles or their components, the importer or dealer.
38. If the Court finds that the portion of market vehicles or their components, accompanied by a certificate of conformity or are marked accordingly, can pose a serious risk to road safety, the part shall inform the inspection.
Such vehicles or their components on the market offering, registration or entry into service of Latvia is prohibited. Inspection of 30 working days, inform the certification authority which has granted type approval, and give reasons for its decision.
VIII. Action in cases of non-compliance 39. If the inspection finds non-conformity with the type-approval certificate or the information package for the data supplied, it is considered that compliance with the approved type is not complied with, except where technical regulations shall depart and they are respected.
40. the inspection, subject to the State of completion of the vehicle, may prohibit the unfinished vehicle registration and operation of permanent until their completion.

42. 43. the Inspectorate within 30 working days, inform the other Member States of the certification bodies for each withdrawal of type-approval, giving reasons for its decision.

45. The importer or distributor can appeal against the decision of the Inspectorate in accordance with the procedure prescribed by law.
X. closing questions 46. paragraph 35 of the rules in the case of mopeds and 36 shall enter into force by 1 January 2001.
47. the rules shall enter into force by 1 October 1999.
