1.5. trailer (semi-trailer): vehicle intended for travel in connection with a motor vehicle. This term does not apply to motorcycle sidecars;
1.6. the international road transport operations — any movement by vehicles crossing at least one border;
1.7. trading companies: the company has received a license issued by the Ministry of transport for retail sale of motor vehicles, it numbered units and trailers (semi-trailers);
1.8. technical-tractor, combine or other special machine powered by an internal combustion engine, if it is not built on the base of the car;
1.2. vehicle — a device which, by their design for driving on roads with motor assistance or without motor;
1.10. the vehicle identification number (chassis): the combination of characters assigned to each vehicle by the manufacturer for identification purposes;
1.11. the owner of the vehicle: the natural or legal person who owns a vehicle;
1.12. the disposal of the vehicle: the vehicle registration operation whereby you can dispose of a vehicle, leave the country for permanent operation in a foreign country, or be written off;
1.13. the vehicle — a vehicle write-off disposal which results in information about the vehicle and its owner is removed from the vehicle register in Active array;
1.14. the registration of the vehicle — activities and measures by the road traffic safety Directorate (CSDD), creating the motor vehicle (other than technical) and trailers (semi-trailers) public records and ensuring its updating. This action results in each vehicle tracking data and bind specific fixation to a natural or legal person;
1.15. the holder of the vehicle: the natural or legal person who, on a legal basis (lease, lease contract, etc.) uses the vehicle. The holder of a vehicle is not considered to be a person who uses the vehicle for service or labour relations;
1.16. the possessor of the vehicle — the person who has legal possession of the vehicle on the basis of the law of succession;
1.17. vehicle tracking technical information-technical data package required for vehicle inventory: registration number, make, model, year, Vin (chassis and body), color, full mass, mass, and type;
1.18. the tricycle and quadricycle, respectively for three or four-wheel motor vehicle having a manufacturer's maximum speed exceeding 50 km/h or has an internal combustion engine with 50 cm3 or greater capacity (also any other type of engine under power) not exceeding 550 kg unladen mass.
2. These rules down the road traffic motor vehicles involved (except implements) and trailers (semi-trailers) registration and accounting procedures in Latvia.
II. vehicle registration certificate 3. Vehicle registration document (registration certificate) is a mandatory document, which shall be issued to the vehicle owner or CSDD holder as proof of registration of the vehicle laid down in these rules. 6.6 "engine No." — point;
6.7. the "color" — specifies the color of the vehicle: 6.7.1. where the coloration consists of multiple colors, registration certificate must be presented in color and not more than one papildkrās. 6.7.4. trailers (semi-trailers) color is determined by the frame, bodywork or installations of colouring, depending on the type of vehicle;
6.8. the "full mass (kg)" — specify the vehicle manufacturer or a technical inspection of the vehicle laid down the maximum permissible mass, in kilograms, along with a driver, passengers and cargo. Motorcycles, tricycles and quadricycles — does not indicate;
6.9. ' unladen mass (kg) "— specify in accordance with national standard of mass, in kilograms, the completed vehicle with a driver but no passengers and cargo;
6.10. "type" — specify the type of vehicle, according to the national standard and a description of the types of vehicles, as well as making marks on the operational status of the vehicle and on vehicle conversion tags or the installed equipment;
6.11. "notes" — specify the restrictions, and other information specified in these provisions;
6.12. "last name", "name", "name" — specifies the owner or possessor of the vehicle's full surname and name, but the entities — their name;
6.13. "address" — specify the vehicle owner, possessor or holder's address;

6.14. "basis" — specify the documents on the basis of which the certificate of registration is issued, the number and date of issue;
6.15. "when" — indicates the date of issue of the registration certificate;
6.16. "where" — specifies the city in which the registration was made;
6.17. "valid until" — specify the validity period of the certificate of registration in the event that it is limited;
6.18. "Z.v. signature" — with the CSDD the signature of the person responsible and the vehicle registration document for the certification seal certifies the correctness of entries in the registration certificate;
6.19. "Note on the disposal of a vehicle" — made entries for the disposal of the vehicle. Records certified by the signature of the person responsible CSDD and vehicle registration document for the certification seal indicating the date of the entry. 6.20. "mark a change in the holder of the vehicle" — depending on who made the change: 6.20.1. trade business name, invoice reference number and — the date of issue. The record is certified by the trading company stamp and signature of the person responsible;
6.20.2. sworn notary's name, contract type, number and date it. Record certified by sworn notary's stamp and signature in;
6.20.3. Businesses mark on vehicle-share capital of the company and the date of the notice of investing. The record is certified by the companies registry's seal and signature of responsible officer;
6.20.4. the seizure — a document issued by a legal person for the name and date of the disposal. Entry evidenced by the seizure of the stamp and the signature of the person responsible.
III. The national registration plate 7. Every vehicle registered in Latvia, it is assigned a registration number and the State issued the appropriate State (s) of the registration plate (s) (number sign) in accordance with the national standard. More vehicles registration number with the same combination of letters and numbers cannot be assigned at the same time. National registration number awarded computer specific served if these rules otherwise.
8. Every vehicle except for trailers (semi-trailers), tricycles, quadricycles and snowmobiles, issue two identical symbols represented by number signs. 9.2. Type B (280 x 200 mm) for installation in the rear of the vehicle for which it is not possible to set up the constructive type A number sign (do not install the motor cycles, motor tricycles and quadricycles);
9.3. the type C (240 x 130 mm): for installation in motorcycles, motor tricycles and quadricycles in the back;
9.4. the type E (300 x 110 mm)-for installation in the rear of the vehicle for which it is not possible to set a constructive (A) or (B) the type number sign.
10. The President of the car, along with the national registration number plates are issued plates that depict the great centre of the Latvian National coat of arms.
11. at the request of the owner of the vehicle, the vehicle can be assigned to the individual order number with national standard symbol combination. In this case, the owner of the vehicle is issued to the appropriate number. Following number assigned to the vehicle only when the requested number of symbols has not previously assigned to another vehicle. IV. the vehicles to be registered 13. involved in road traffic motor vehicles and their trailers (semi-trailers) within five days of the acquisition or importation to register CSDD. 16.3. vehicles which do not participate in road traffic;

17. it is prohibited to register a vehicle made of individual units (knots) and who is not a relevant certificate issued by the manufacturer.
V. the vehicle owner 18. vehicles registered in the Republic of Latvia citizens, permanent residents, foreign nationals who reside legally in Latvia (i.e. having a valid permit or visa termiņuzturēšan, or which it is not necessary in accordance with the international agreements concluded), as well as in Latvia, the registered legal entities or their affiliates.
19. 21. the vehicle shall be recorded on its owner (natural or legal persons) or possessor. If the vehicle has several owners, it is recorded to one's partner — natural or legal persons — in name of all the mutual written agreement of the co-owners, which requires the civil law notary or other persons mentioned in article 1474. 22. A State or local government owned vehicles registered on the State or local governments or authorities of the name of the company who acts or other regulations in accordance with the procedure laid down by the Act with this vehicle.
23. The vehicle is registered to the name of a natural person who has reached 18 years of age. Persons who have not reached 18 years of age, the vehicle register in the following cases: 23.1. If, in accordance with article 220 of the civil code a person declared a minor;
23.2. If the person is brought into the marriage before the age of 18 in accordance with the procedure laid down in the civil code;
14.5. If the vehicle is used only in a minor (one or more);

14.5. If a person who has reached 16 years of age registered vehicle, which allowed to drive from the age of 16.
24. 26. To submit the necessary documents and to sign the application for a vehicle belonging to a natural person or a numbered identification registration CSDD, and after registration to receive the registration documents and number plates authorized for the following persons: the owner or possessor of 26.1. presentation of identity documents;
26.2. the owner or possessor of the authorised person, showing their identity documents and notarial or other civil law of 1474. the persons mentioned in article purported to mandate that authorizes the operation of the registration concerned;
16.3. a new, previously unregistered vehicle registration in the case of the Latvian Association of authorised autotirgotāj who entered into a corresponding contract with the CSDD, authorised person, showing their identity documents and submit to the members of the Association of certain forms issued by the authority. Application for registration of the vehicle in this case must be signed by the owner of the vehicle in the presence of the authorised person of the presentation of identity documents to it.
27. To submit the necessary documents and to sign the application for a legal person-owned vehicle or numbered unit, as well as the registration of CSDD upon registration, committing to receive registration documents and number plates authorized legal person of the authorised person, showing their identity documents and legal entities issued mandate permitting the particular registration.

Note: If the application for registration of the vehicle specified in the data of the legal person (affiliate) meets the CSDD register of companies held in the data, the legal status of the identity document need not be presented, and the copy does not have to be submitted.

31.3. the disposal of vehicles for export from Latvia;
19.5. the transit number of the mark;
31.5. the certificate of registration of the vehicle or the number of characters received lost, stolen or killed;
19.6. the registration of transfers when the vehicle is not directly derived from the previous owner (with trading company, after the judgment of the Court of Justice, pledged not to sell and redeem a vehicle URu.tml.);
19.7. other individual cases at the request of the employee, if the CSDD doubts or suspicions about the data.
The rest of the vehicle registration activities of vehicle identification number comparison is done only in cases where it wants the vehicle owner or beneficiary.
If the registration of the operation is performed in the same chapter CSDD on the same day, then the vehicle identification number is not to be made the comparison.

39. the CSDD action in cases where the vehicle register has information that the vehicle or it numbered aggregates are searched for, or has a reasonable suspicion that the VIN number or submitted documents are fake, determined by the Ministry of transport and the Ministry of the Interior regulations. In these cases, the decision on registration of the vehicle after the necessary checks shall adopt the relevant police authorities. The decision about the registration or disposal may be postponed, but not more than 15 days.

42. For knowingly making false declarations, false documents, the vehicle identification number of deliberate tampering, destruction or tampering, as well as the requirements of these rules, failure to identify the guilty person is responsible in the Republic of Latvia.
VIII. In Latvia the previously unregistered vehicle registration procedure 43. Latvia made the vehicle registration must submit: 43.1 CSDD. application (annex 6);

44.1.2. certificate of the vehicle identification number comparison (annex 5);
44.1.3. foreign State issued vehicle registration document, or new, previously non-registered vehicle, the document that certifies the vehicle tracking technical data;
Note: new, never registered as a vehicle registration document certifying CSDD vehicle tracking technical data, can be submitted to the Bill: the reference provided by the trading company — manufacturer's official representative this vehicle sold pursuant to this provision the requirements of subparagraph 27.8.
44.1.4. a foreign country or a customs zone property rights issued identity document;

44.1.5. Customs authorities of Latvia issued the imported vehicle registration certificate (hereinafter certificate of customs);
Note: new, previously non-registered vehicle, imported and sold the trading company — manufacturer's official representative in Latvia of CSDD customs registration certificate may be submitted in place of other Customs document established that the importation of the vehicle is designed in accordance with the procedure laid down by the customs.
44.1.6. Bill — reference (annex 8), if Latvia as a commodity sold the imported vehicle sales business;
44.1.7. a new, previously unregistered vehicle registration must submit a declaration of conformity.
44.2. the vehicle is registered to the name of the person specified in the foreign country or customs area picked the property or rights of the holdings of the supporting document and customs certificate, except for these terms and 44.9. subparagraphs 27.8. these cases;
44.3. the registration certificate is specified in the certificate of the customs restrictions (temporary admission, transfer ban, etc.);

27.7. the vehicle previously registered in a foreign country must be removed from the records in accordance with the information available to the CSDD for this country, the existing vehicle registration procedures;
27.7. foreign number plates issued to transfer the CSDD. If the vehicle identification number shown for comparison with foreign number plates, but they are given at registration, registration material must be accompanied by an explanation of the owner of the vehicle;
27.8. the vehicles imported from overseas further disposal is permitted only after it has been registered, if these rules CSDD otherwise;
27.8. in exceptional cases, when the vehicle is imported as a commodity in Latvia registered legal person, it can pass without previous registration for the sale of a commercial company;
44.9. If you own a vehicle not registered in Latvia want to alienate foreign natural or legal person, it must be received in advance by the Customs authorities of Latvia and Chief of CSDD written permission to dispose of the vehicle and this vehicle must be removed from the records in the appropriate foreign State, according to the information available to the CSDD for this country, the existing vehicle registration procedures. The vehicle is allowed to dispose of after the specified registration certificate expiration, but to use it for road traffic, the vehicle must be registered, issued a new certificate of registration;
72.3. vehicle disposal disposal in Latvia, from Latvia. 74.1.2. certificate of the vehicle identification number comparison (annex 5);
74.1.3. registration certificate (annex 1);
Note: If the security worker may submit a registration certificate, you must first restore it to the owner that the procedures specified in paragraph 61, in addition to presenting the pledge contract and submit a copy of the original.
74.1.4. pledge agreement (subject to presentation and submit a copy of the original);

75.1.3. registration certificate (annex 1);
Note: If the registration certificate was lost or it is not possible to obtain it from the previous owner, must be submitted to the relevant executive body explanatory letter. In such cases, through disposals, the authorised person is issued a certificate for a particular disposal of the vehicle. Duplicate registration certificate is not issued.
75.1.4. documents (to be presented in the original and a copy must be submitted);
75.1.5. performer's power of Attorney issued by a particular person for a particular vehicle disposal;
75.2. vehicle tracking data or data on it in the event of non-compliance of the holder of this fact in writing inform the CSDD Executive. Vehicle disposal is performed by Executive Memorandum on data discrepancies.
76. vehicle write-off: 76.1. retirement vehicle is deprived of the right to participate in road traffic. Written off vehicle register further prohibited;
76.2. vehicle scrapped CSDD. the application must be submitted to: 76.2.1 (annex 6);
76.2.2. registration certificate (annex 1) or property right certificate with a certificate of registration to the previous owner's name;
76.2.3. plates;
76.3. If the vehicle owner wants the State vehicle disposal – the registration number of the registration to save another vehicle must present written CSDD submission and take the national registration number change in accordance with the provisions of the procedure set out in paragraph 62;
76.4. retirement vehicle, the owner is issued a certificate of vehicle write-offs (annex 11);
76.5. retirement vehicle, or later, by presenting proof of writing off the vehicle, the vehicle owner can receive a certificate of membership of the numbered unit (annex 10), or register to another numbered unit belonging to the vehicle;

47.6. If the retirement vehicle registration certificate or number sign (sign) the lost or destroyed, the owner must indicate this fact on the application. The following registration certificates and number plates are taken or the number of documents to find the mark in the accounts and thus becomes invalid. In this case, the registration certificate and plates should not be renewed.

77.2.2. certificate of the vehicle identification number comparison (annex 5);
77.2.3. registration certificate (annex 1) shall be subject to the presentation of original and copy must be submitted;
77.2.4. property rights certificate, if the certificate of registration contains the previous owner (must show the original and a copy);
77.3. transit number to receive marks for a vehicle registered in Latvia CSDD must submit: 77.3.1. application (annex 6);
77.3.2. certificate of the vehicle identification number comparison (annex 5);
77.3.3. proof of vehicle tracking technical data (subject to presentation and submit a copy of the original);
77.3.4. property rights of identity document, if the document certifying the vehicle tracking technical data shows the previous owner (must show the original and a copy);
77.4. transit registration plates of the vehicle shall not be issued for the export from the Latvian Republic of Latvia permanent residents in Latvia, but not belonging to registered vehicles;
transit number marks 77.5. validity term is 30 days. This time limit is specified in number of transit map (annex 2);
77.6. If the vehicle is not removed in time limit from the State based on the owner's explanation, and after a number of comparison, transit number signs, may be extended once for a set time-limit of 30 days, issued a number of new transit card.
XIV. Vehicle registration 78. special cases Of foreign countries temporarily imported vehicle registration: 78.1. from foreign countries temporarily imported vehicle located in Latvia for more than three months and participates in road traffic, register CSDD;
78.2. vehicle can be registered in Latvia a foreign physical person legally residing in Latvia, but the legal person — if its representation in Latvia is registered;

78.3.3. foreign registration documents and number plates;
Note: the foreign natural or legal person who brought the vehicle which is not registered to that person, it must be submitted in addition to the property or rights of the holdings of the identity document.
78.3.4. Customs licence;
78.4. foreign registration document, property or rights holding supporting documents and number plates are stored the CSDD chapter, but the owner or holder of Latvia issued the plates and registration certificates, which indicate the Customs limits. The disposal of the vehicle, deposited documents and number plates are returned to the owner, to get back the registration certificate issued by the CSDD and number;
Note: If the vehicle is imported in Latvia without number plates, or their period of validity has expired, the disposal of the vehicle, then the transit are issued plates.
78.5. in cases where the foreign natural or legal person is the holder of the imported vehicles or as the vehicle owner authorizes their use of Republic of Latvia citizens or permanent residents, or other person legally residing in Latvia, the certificate of registration must be made in the following notes: 78.5.1. under "owner" — indicate the owner;
78.5.2. under "notes" — indicate the holder's or authorized person's last name and first name or name (the name of the section "notes" is supplemented by the words "tenant" and "Leaseholder");
78.5.3. in the "address" — indicate the holder or authorized person (section name ' address ' is added to the word "Lessee");
78.5.4. under "valid until" — you must specify credentials (rental or leasing contracts, if the holder is an alien) duration or deadline indicated (the shortest from that specified in the documents).
79. the registration of the vehicle, and the diplomatic consular representations of international organisations and persons enjoying diplomatic or consular privileges and immunities: 79.1. vehicle registration, consular diplomatic and international representations (called a diplomatic missions) and persons enjoying diplomatic or consular privileges and immunities (hereafter referred to as diplomats) regardless of their addresses only the CSDD, Riga chapter;
79.2. to the person who submitted the diplomatic mission or diplomatic vehicle registration documents shall be subject to the presentation of the diplomatic mission a certified power of attorney to register the mission and its diplomats. The token can be issued a specific vehicle registration. Power of Attorney is not required if the documents submitted to the owner — a diplomat;
79.3. vehicle registration to the diplomatic missions and diplomats should be submitted to: 79.3.1 CSDD. application (annex 6);
79.3.2. the vehicle identification number comparison statement (annex 5);
79.3.3. vehicle registration documents and purchase documents, if the vehicle is not registered in the owner's name (must be produced and presented a copy of the original);
Note: purchased in Latvia should submit the vehicle registration document of purchase and the vehicle previously registered, including the original of the registration certificate.
79.3.4. The Ministry of Foreign Affairs of the Republic of Latvia of the note, which contains the owner of the vehicle, the make, model, chassis number, registration required, action and assignable license plate;
79.3.5. the power of Attorney;
49.3. interrupting the operation of the vehicle, before leaving the country must remove it from counting CSDD;
49.4. If the vehicle any justified reasons, confirmed by the letter of a diplomatic mission, already removed from Latvia and will not be returned, it can be removed from the tracking number without units comparison;
79.6. diplomatic missions and diplomats registered for disposal of the vehicle, must be submitted to: 79.6.1 CSDD. application (annex 6);
79.6.2. the vehicle identification number comparison statement (annex 5);
79.6.3. registration certificate (annex 1);
79.6.4. The Ministry of Foreign Affairs of the Republic of Latvia of the note, which contains the owner of the vehicle, the make, model, chassis number, registration required, action and hold diplomatic number plates;
79.6.5. the power of Attorney;
79.6.6. diplomatic number plates;
79.7. in case when the vehicle was purchased in Latvia, dispose of it for export from the State, the vehicle is issued a number of transit signs and transit number. The registration certificate shall be returned to the owner;
79.8. to diplomatic missions and diplomats register the vehicle removed from inventory for sale in Latvia, you must first change the diplomatic number plates against the Government number plates.
In the case where the vehicle was previously imported from abroad, must be submitted to the Customs authorities the authorisation to dispose of it, as well as the vehicle registration document of the foreign originals that are added to the registration materials. The vehicle must be removed from the records in a foreign country in accordance with the information available to the CSDD for this country, the existing vehicle registration procedures;
79.9. diplomatic missions and diplomatic agents allowed to register a vehicle with number plates of the country in accordance with the provisions of paragraph 78. The same vehicle at the register with diplomatic and national registration number.

Note: new, never registered the vehicle registration must submit a declaration of conformity.
82.1.4. Customs certificate, which contains the prohibition of disposal;
82.1.5. trading company, who sold the goods imported from foreign vehicle invoice issued: reference (annex 8). 82.3. registration certificate before the expiry of the registration of a change of ownership or disposal for disposal is permitted only if the holder with the center of the stamp and the signature of the person responsible for a particular invoice evidenced the vehicle customs and value added tax, a copy of the payment;
82.4. in cases where a commercial company vehicle, which is not subject to customs and value added tax, within a period of two months from the date of import has not been sold, then it disabled, you receive the permission of the Centre may sell it to any other person, or to register for your name. In this case the CSDD must submit the documents referred to in paragraph 82.1 and in addition to the stamp and the signature of the person responsible for a particular invoice evidenced the vehicle customs and value added tax payment.
83. the national joint stock company "Latvian Railway" owned vehicles allowed for registration to the Department, which has no legal personality, the word. 85. XV. concluding issues 86. Regulations shall enter into force by 1 April 1999.
87. This rule 43.5. subparagraphs 82.1.3 and 44.1.7., and note the point requirements enter into force by 1 October 1999.
88. With the entry into force of these regulations shall lapse at the Ministry of transport of 20 June 1998 of Regulation No. 37 "vehicle registration".
