The Cabinet of Ministers of the Republic of Latvia in the 1999 June 8 Regulation No. 205 (in Riga. No 30, § 1) rules on physical and legal registration of persons carrying out household waste collection, storage, processing, handling, or transportation Issued in accordance with the law "on municipal waste" in article 1, paragraph 1., these rules determine the order in which will be registered in regional environmental management of the natural and legal persons (hereinafter persons), carrying out household waste collection, storage, processing, handling, or transportation.
2. Persons carrying out household waste collection, storage, processing, handling, or transportation, register with the regional environmental governance at the municipal locations, with which the contract has been concluded for municipal waste collection, storage, processing, handling, or transportation.
3. To register, persons from the regional environmental administration submitted the registration application (annex 1) and a copy of the contract concluded with the municipal administrative territory of which will be in the municipal waste collection, storage, processing, handling, or transportation. Application for registration must be submitted to the regional environmental governance in the month following the date of conclusion of the contract in question.
4. By submitting the application for registration, the person shall provide the following additional information: 4.1. municipal waste-collection system description: 4.1.1. number of containers located;
4.1.2. the type of container;
4.1.3. frequency of emptying of containers;
4.1.4. the deployment of containers;
4.1.5. other municipal waste collection system (brief description of the system);
4.2. details of domestic waste storage: 4.2.1. municipal waste-storage sites;
4.2.2. municipal waste-storage site addresses;
4.2.3. garbage storage equipment characteristics used for each waste storage site;
4.3. news on municipal waste treatment: 4.3.1. municipal waste-processing site;
4.3.2. municipal waste-processing site addresses;
4.3.3. municipal waste to be processed (processing for each site);
4.3.4. municipal waste-treatment type description (t.sk. waste treatment technologies used in power; each treatment site indicates);
4.3.5. year of treated waste (m3 or tonnes; indicates for each treatment site);
4.4. news about the handling of municipal waste sites: 4.4.1. municipal waste-handling number;
4.4.2. municipal waste-handling site addresses;
4.4.3. municipal waste-handling site sketch project copies;
4.4.4. municipal waste-handling technique used (indicate for each transhipment place);
4.4.5. transhipping the quantity of municipal waste a year (m3 or tonnes; indicates for each transhipment place);
4.5. details of municipal waste used for the transport of the type and number of vehicles.
5. the regional environmental authority in the month following receipt of the application for registration of their appearance and issuing the registration certificate (annex 2).
6. the certificate of registration is issued in two copies, one copy shall be issued to the applicant, and the other is stored on the regional environmental governance.
7. regional environmental administration log records all received registration applications, registration certificate issued and cancelled the certificate of registration.
8. the certificate of registration is cancelled if the person no longer carry municipal waste collection, storage, processing, handling, or transportation. The person shall notify in writing the regional environmental governance within four weeks after the end of that action with the household waste.
9. persons who carried out the municipal waste collection, storage, processing, handling, or transportation to the adoption of these rules, registered with the regional environmental administration until 1 January 2000.
