The Cabinet of Ministers of the Republic of LATVIA in 1999 September 7 Regulation No 317 (Riga. No 45 10) system at the Ministry of the Interior staff with special ranks in the course of the service rules issued in accordance with the law "on police" article 31 fourth, border guard Act article 21, first paragraph, article 29 the fourth subparagraph, article 30 of the sixth and the law "on fire" 21. the third paragraph of article i. General questions 1. these provisions establish the system of the Ministry of the Interior authorities (hereinafter referred to as the authority) with special ranks (hereinafter employees) service types of degrees , the order in which they should be, the order in which the employees and retired from the military, appoint, transfer (move), disqualified and stripped of his post, leave procedure, as well as employee appraisal and vocational training.
2. employees under special service rank (referred to as ranks) are divided into the following categories: 2.1. composition of line employees who granted the following rank: 2.1.1. police, border guards, justice or fire and rescue service rank;

2.2. the latest commanding (instructor), which granted the following rank: 2.2.1. police, border guards, justice or fire and rescue service corporal;
2.2.2. the police, border guard, justice or fire and rescue service's Sergeant;
2.2.3. the police, border guard, justice or fire and rescue service virsseržant;
2.2.4. the police, border guard, justice or fire and rescue service officer, Deputy fire and rescue service officer Deputy technician;
2.3. the average commanding (later officer), which granted the following rank: 2.3.1. police, border guards, justice or fire and rescue service's lieutenant, the fire and rescue service Lieutenant technician, fire and rescue service Lieutenant engineer;
2.3.2. the police, border guard, justice or fire and rescue service first, the fire and rescue service first technician, a fire and rescue service's first engineer;
2.3.3. the police, border guard, justice or fire and rescue service captain, fire and rescue service master technician, a fire and rescue service captain, engineer;
2.4. the oldest commanding (senior officers), which granted the following rank: 2.4.1. police, border guards, justice or fire and rescue service major, fire and rescue services in the major engineer;
2.4.2. the police, border guard, justice or fire and rescue service's Lieutenant Colonel, the fire and rescue service Lieutenant Colonel engineer;
2.4.3. the police, border guard, justice or fire and rescue service's Colonel, fire and rescue service Colonel engineer;
2.5. highest commanding (senior officers), which granted the police, border guard, justice or fire and rescue service General's rank.
II. acceptance of service takes 3 persons: 3.1 which comply with the requirements of the law;
3.2. with at least secondary education;
3.3. which personal characteristics, physical fitness and health status complies with the performance of the service;
3.4. which has not retired from service or exempted from the post for disciplinary violation.
4. A Person wishing to join the service, submit to authority personālnodaļ, presenting the passport the following documents: application for acceptance 4.1 service;
4.2. formal education;
4.3 curriculum vitae;
4.4. the Interior Ministry's central medical expertise in the Commission's opinion on a person's State of health and fitness for service.

6. 10. Assuming the service, an employee is granted the following rank: 10.1 when appointing ratings or higher commanding (instructor), his position in the composition-private;

10.3.2 If a corresponding higher vocational education or scientific master's academic degree,-first;
10.4. when appointing the Supreme commanding (senior officer), his position in the composition-Lieutenant Colonel.

11. 12. If the employee has a current disciplinary punishment, the current rank is not granted to him.
13. The current rank is granted to the employee in accordance with the annex to these provisions, and in accordance with the Cabinet of Ministers of 15 December 1998, the Regulation No 460 "system of the Ministry of the Interior staff with special ranks disciplinary procedure".

IV. appointment of Staff, transfer and relocation of the post 15. employee appointed: 15.1. 20. The employee reduces post under this rule 19.2, 19.3 and 19.4. section, but who does not agree with the position offered, retired from the service.
21. Employees from one institution to another transfer (move) the post of Minister for the Interior.
22. VII. 34. Leave an employee is granted paid leave following: 34.1. annual leave;
21.3. the additional leave;
21.3. study leave, if the employee learn the professional vocational training higher education institution;
21.4. women-maternity leave;
34.5. holiday child care.
35. Annual leave and leave during the vacation pay paid to the employee and the intake compensation.
36. Vacation pay is calculated from:

36.1. the employee of the month determined the base salary, bonuses for special service rank and seniority premium;
36.2. another in the premium granted the average level for the last six calendar months.
37. during study leave employee saves the position of the base salary, monthly bonus for special service rank, the premium for the intake of retirement and compensation.

46. An employee, except for the border guards and the Police Academy of Latvia, academic staff annual leave shall be granted on retirement up to 46.1.: 10 years-four calendar weeks;
46.2. for retirement from 10 to 20 years-five calendar week;
46.3. the retirement of 20 to 25 years-six calendar weeks;
46.4. for more than 25 years of service-seven calendar weeks.
47. The border guards shall annual leave granted in accordance with the border guard Act. If during the year, border guards moved positions which determine the variety of vacation time, the duration of the leave shall be calculated in proportion to each post in days time.

49. An employee may be granted the Authority's boss paid health leave of up to six months after a serious illness, accident or on official duties for the injury or injuries. VIII. Removal from post duties 53. Employees can be suspended from the exercise of functions: 53.1. service test (investigation);

65. Retraining allowance to the employee, with the exception of border guards, paid amounting to: 65.1. If the employee retired from service due to the reduction in the number of employees of a certain age, retirement or attainment of time due to illness (disability), obtained in the performance of their duties,-64 of these rules in accordance with the procedure laid down in point calculated totals triple;

65.2.
