The Republic of Latvia Cabinet of Ministers of 28 December, Regulation No. 455 (in Riga. 4. 5. State fee payable before the submission of a document amounting to: 5.1. on the issue of visas — in full;
5.2. on the issue of the residence permit — 20% of the State fee rate;
5.3. Service (approval of invitation, travel and resort traffic signs and registration, call approval), the provision in full.
6. The provisions referred to in paragraph 5 of the State fee shall not be refunded, but 80% of the State fee rates for issue of a residence permit before the residence permit of the tenement. The condition of government fees are not refund does not apply to the provisions laid down in point 9.
7. a State fee shall be paid: 7.1. diplomatic visa service for visas and emergency visas;
7.2. in the cases provided for in the Republic of Latvia to binding international treaties;
7.3. the following persons (other than those referred to in paragraph 2, the provisions of the fees): 7.3.1. returnees who are not Latvian citizens and members of their families;
7.3.2. pupils and students who come to study in the Republic of Latvia Exchange program;
7.3.3. the scholars who work in the State accredited educational institutions of the Republic of Latvia in accordance with the concluded international treaties;
7.3.4. children up to 16 years of age, with the exception of State fee for the issue of the termiņuzturēšan;
7.3.5. persons who have gained refugee status in the Republic of Latvia;
7.3.6. the monastery of the sisters.
8. Interior Ministry State Secretary and State Secretary, Ministry of Foreign Affairs or their authorized officials upon written receipt of the statement of grounds may be exempt from State fees in full or 50%:

8.1. needy families;
8.2. in accordance with the principle of parity in the interest of national prestige.
9. If the citizenship and Migration Board, the Consular Department of the Ministry of Foreign Affairs or diplomatic or consular representations abroad for technical reasons can not be issued a visa or residence authorisation rules referred to in paragraph 2 within the time limit laid down, the citizenship and Migration Board, the Foreign Ministry's Consular Department Director or his authorized officer issuing the order for the repayment of overpaid State fee.
10. Be declared unenforceable in the Cabinet of Ministers of 13 April 1999, Regulation No 139 "provisions on State fees for visa and residence permit" (Latvian journal, 1999, 116./118.nr.).
11. Regulations shall enter into force by 1 January 2000.
