The Cabinet of Ministers of the Republic of Latvia in 2000 January 11 in Regulation No 17 (in Riga. Nr. 3, § 14) regulations issued by the Ministry of agriculture under the Ministry of equipment article 5 of Act i. Ministry of agriculture the main tasks and functions in the area of public administration 1. Ministry of agriculture (hereinafter the Ministry) main tasks is to develop and jointly with the national regulatory authorities to implement the national policy for agriculture, forestry and fisheries, as well as to coordinate the activities in these sectors.
2. the Ministry shall have the following functions: 2.1 their competence to develop legislative projects, coordination with government guidelines and the Declaration of the European contract law harmonisation, as well as to ensure the implementation of adopted legislation and monitor compliance;
2.2. provide opinions on the other institutions the law drawn up projects;
2.3. preparation and submission of proposals for the cabinet Ministry tasks required for the funding of the budget;
2.4. prepare proposals on foreign assistance, agriculture, forestry and fisheries development and to control its use;
2.5. to represent the country in international agriculture, forestry and fisheries organisations, as well as to represent the Ministry of the industry within the competence of the European institutions, the representative of Latvia to the European Union and other foreign institutions;
2.6. to prepare the projects of international contract agriculture, forestry and fisheries;
2.7. in matters within their competence, to provide the international treaties binding for Latvia;
2.8. to assess the agricultural, forestry and fisheries scientific developments and their competence to determine the research priorities;
2.9. the development of agriculture, forestry and fisheries development aid policies and programmes, as well as promoting relevant programming according to the requirements of the European Agreement;
2.10. to assess the agricultural, forestry and fisheries-economic situation and trends, determine the economic development priorities and to develop developing concepts;
2.11. to manage and monitor the Latvian and EU cofinanced projects on rural and agricultural, as well as forestry and fisheries;
2.12. prepare a national position in the agriculture, forestry and fisheries of Latvia and European Union negotiations;
2.13. the development of national policies in the field of veterinary medicine;
2.14. the development of national policies in the field of plant protection;
2.15. develop national policies solely;
2.16. the development of national policies in the field of breeding;
2.17. to promote the rational use of the land, natural resources and conservation of the rural environment;
2.18. within their competence to make Latvian the cereals market stabilising measures;
2.19. in matters within their competence, to organize a national food surveillance and control;
2.20. ensure possession of the Ministry passed in public real estate records and land, as well as strengthening its retention;
2.21. to organize agricultural and logging equipment the conformity assessment of regulated sphere;
2.22. to supervise and coordinate the agricultural and forestry training institutions and advisory services, as well as organize their employees ' professional training;
2.23. organise special permission (license) issued according to the laws;
2.24. collect and analyze information on integration processes in the European Union the competence of Ministry areas, as well as develop proposals for optimizing the integration process;
2.25. to participate in the national program for the integration in the European Union and development of modernisation;
2.26. the Ministry and supervision of existing national institutions and authorities of the State and the undertaking (company) internal audit;
2.27. to coordinate the privatisation process under the Ministry of public enterprises (companies);
2.28. ensure the registration, the State implements technical, operational, and technical security controls of the driver attestation;
2.29. ensure the drainage system of national control, as well as to monitor hidromeliorācij and river waterworks structures specialized construction.
3. the Ministry is entitled to: 3.1 control the State budget funds and the Ministry of supervision of the existing public bodies and the national authorities and enterprises (companies);
3.2. in the cases specified by law, to request and receive, free of charge from natural and legal persons in the performance of the tasks of the Ministry necessary information and documents;
3.3. in accordance with the procedure laid down in the law, re-organise the Ministry and held by public authorities and the undertakings (companies);
3.4. to maintain bilateral and multilateral international intergovernmental relations;
3.5. to take part in international projects;
3.6. in matters within their competence, to perform other specific legislation.
II. the structure of the Ministry of labour, Ministry of 4 political leader is Minister of agriculture (hereinafter the Minister), responsible for the Ministry of Parliamentary work.
5. the Minister is entitled to: 5.1 without special authorisation to represent the Ministry in other institutions;
5.2. in matters within their competence, to sign the international treaties;
5.3. to issue orders, instructions and recommendations;
5.4. to give direct orders to each Ministry and its official bodies (official candidate) and the employee and, in the cases specified by law, under the supervision of the existing institutions of the Ministry leaders;
5.5. to recommend the Parliamentary Secretary to the Prime Minister's nomination, as well as to request the Ministry's Parliamentary Secretary's resignation;
5.6. in accordance with the law "on State civil service" to appoint and relieve of Office Secretary of the Ministry;
5.7. to designate the officials responsible for the draft law with the requirements of the European Agreement and to ensure that the requirements, as well as the implementation of the recommendations;
5.8. to control the State budget funds for the Ministry in monitoring authorities;
5.9. other specific legislation.
6. The Ministry's Parliamentary Secretary Minister's task: 6.1. Ministers of political views in the Parliament and its committees, as well as in other institutions;
6.2. Ministry provides links with the Parliament, the Saeima, and they participate in the work of the Commission;
6.3. the Ministry is responsible for the progress of the Bill in the Parliament, the Commission, as well as other State institutions.
7. the State Secretary of the Ministry's national civil servant (official candidate). Secretary of State: Ministry manages 7.1 administrative work and ensure the continuity of its work, where the political leadership of the Ministry;
7.2. the central apparatus of the Ministry approved the establishment of the Department of State, the State budgeted units and wage fund;
7.3. in accordance with the law "on State civil service" and regulations shall be appointed and relieved of the post of the Ministry officials (servants candidates), recruiting and dismissal of the Ministry employees who work on a contract basis;
7.4 issues orders on matters within the competence of the Ministry, if such regulations are not just the right of the Minister;
7.5. without express authorisation by the representative of the Ministry in other institutions;
7.6. down, reorganize and eliminate the central apparatus of the Ministry departments, as well as approve the by-laws;
7.7. the Ministry is responsible for the regulatory competence of the legislation with the requirements of the European Agreement and ensure the implementation of these requirements, if the Minister has not requested another officer;
7.8. the laws and regulations of other specific functions.
8. the Ministry is the Deputy Secretary of State, who are civil servants (officials of the candidates). Deputy Secretary of State functions and their subordinate departments of the Ministry with the order determined by the Secretary of State.
9. The Ministry's departments is the Department, it Department and independent sections.
