The Republic of Latvia Cabinet of Ministers of 30 May 2000, in Regulation No 186 (in Riga. No 25, § 13) the rules on the safety of machines Issued in accordance with the law "on conformity assessment" article 7 General questions 1. terms used in the rules: 1.1.   danger zone: the area in a car and (or) around the machine, which is compromised of the person subject to health and safety;
1.2. lifting accessories, components or equipment that is not directly attached to the car, but are placed between the machinery and the load or on top of the cargo to be attached;
1.3. the work factor — the arithmetic ratio between the load guaranteed by the manufacturer, which is able to withstand a car accessory or part of the equipment, and the maximum load capacity, which marked the machine, equipment or accessory;
1.4. dynamic test: the test during which the machinery is operated in all its possible configurations at maximum working load with account being taken of the dynamic characteristics of the machine to check that the machinery and safety features are functioning adequately;
1.5. Security components — an element that guarantees the safe use of the machine and which is malfunctioning or damage can compromise the subjects ' safety and health; These elements are not mutually interchangeable equipment;
1.6. operator: person or group of people who set up, manage, regulate, monitor, clean, repair or transport the machine;
1.7. the person, the person wholly or partially in a danger zone of operation of the machinery;
1.8. static test: the test during which the machinery or the lifting accessory is subject to a force corresponding to the maximum working load multiplied by the appropriate factor of the test. After the removal of the load, the machine or the lifting accessory is checked to make sure that there is no unacceptable changes have taken place;
1.9. test coefficient: the arithmetic ratio between the load used to expose the machine, accessories and equipment parts, static or dynamic check and maximum load capacity, which marked the machine, equipment or accessory;

2. these provisions define the essential security and safety requirements for machinery and safety components, as well as compliance monitoring mechanism to, offering machines and safety components in the internal market (hereinafter market) does not create a risk to human health, life or the environment.
3. The machine is any device or mechanism that meets one of the following definition: 3.1.  related part or element of the set, which includes at least one movable element with the appropriate drive, control and energy supply systems for targeted use, production, processing, production, handling or packaging;

4. These provisions shall not apply to: 4.1. machinery whose only power source is directly applied to the arm strength, unless the machine is not designed for lifting or lowering the gravity;
4.2. medical devices to be used in direct contact with the patient;
4.3. devices which are used for entertainment or amusement parks;
4.4. the steam boilers, tanks and pressure vessels (except machinery or safety components that are added to the equipment);
4.5 machinery specially designed or used for nuclear emergency which can cause a release of radioactive materials;
4.6. the radioactive sources that are components of a car;
4.7. the firearms;
4.8. petrol, diesel fuel, flammable liquid and hazardous substance storage tanks and pipelines;
4.9. vehicles and their trailers intended for the transport of passengers and goods by land, rail, water or air (this exception does not apply to ore mining vehicles);
4.10. the machinery mounted on ships or ship units;
4.11. cableway ropeway in the air transport of persons;
4.12. agricultural and forestry tractors, to be used in moving along the roads;
4.13. the machines, which are specially designed and constructed for police and military use;
4.14. lifts and lift equipment;
4.15. the rack or rack mounted on the vehicles movement of people;
4.16. lifting devices for mining or ore mining workings;
4.17 Theater scene hoists;
4.18. the machines that produce mainly electric origin;
4.19. machinery and safety components whose security and safety requirements fully determined by other legislation.
5. The Ministry of welfare, in cooperation with relevant technical standards Committee, recommends the national non-profit society with limited liability "standard" reliance standard.

7. 7.2. the notified body, its Director and the staff responsible for the conformity assessment and attestation procedures, does not participate in machine design, manufacturing, marketing or maintenance, as well as not representing the Organization, carrying out any of the following (this prohibition does not preclude the possibility of exchanges of technical information between the manufacturer and the machine body);
7.3. the notified body and its staff shall carry out the assessment and certification of professional integrity and technical competence. They are free from any influences (especially financial) that may affect the decision, or the results of the inspection, especially with regard to persons or organizations that are important to the evaluation results;
7.4. the notified body shall have at its disposal the appropriate personnel and technical equipment technical and administrative tasks connected with inspection and surveillance procedures;
7.5. the notified bodies of the staff responsible for the checks must possess: 7.5.1. technical and professional well trained;
7.5.2. familiar with the testing procedures, and has experience in the performance of this procedure;
7.5.3. have skills and experience in technical writing, report and certificate in design;
7.6. the notified body shall ensure the impartiality of the staff. Staff remuneration must not depend on the amount of the checks or tests and results;
7.7. the notified body shall provide their own insurance against civil liability in respect of the activities which it is empowered to make;
7.8. the notified bodies of the personnel shall respect the confidentiality of information that it won, by inspection (with the exception of information that is provided to the national supervisory and control bodies in accordance with the laws and regulations make the supervision and control of the machine).
8. the non-profit organization public limited liability company "Latvian National Accreditation Bureau ', which is assessed by the notified body, regularly check that the requirements laid down in paragraph 7.
2. market supervision 9. 11. The machinery or safety component is not considered a market if it offered: 11.1.  sent to the manufacturer's authorised representative in Latvia, which entrusted it to prepare according to the requirements of these regulations before placing on the market;
11.2. processing or refining imported and then exported from Latvia;
11.3. made in Latvia for export to other countries.
12. machinery and safety components which do not meet the requirements of this regulation, allowed to play in fairs, exhibitions, demonstrations and other events if they are clearly legible indication of non-compliance with the requirements of this regulation and on the trade restrictions. The time of machinery and safety components operation is allowed if all safety precautions to avoid damage to human health, life or the environment.
13. The placing on the market can only such machinery or safety components which comply with the provisions referred to in Chapter 3, with the essential safety and security requirements. If, so designed and constructed that the machinery or safety components, the use of appropriate standards and the applicable standard requirements shall be attested by attestation of conformity procedures, considered that this provision is referred to in Chapter 3 requirements are met.
14. the notified body shall check the conformity of the specifications used by the manufacturer of these rules in Chapter 3 requirements, applicable standards if the manufacturer has not applied or has only partly applied.
15. A machine which does not comply with the requirements of these provisions, prohibited the placing on the market, unless the manufacturer, his authorized representative or the importer of the Declaration of conformity has not been drawn up by a national language under this provision the requirements of paragraph 267 and has stated that it is intended to be combined with other machinery to constitute machinery covered by these rules. This condition does not apply to the machines, which can function independently without such combination.
16. where the market surveillance authority shall ensure that the machines that are marked with the CE marking, or security components that have a declaration of conformity and they are being used for the intended purposes appropriately, endangers human health, life or the environment, it has the right to take appropriate measures to withdraw such machinery or safety components from the market and to prohibit the placing on the market.
3. 29. The machinery or its components that operated manually (by hand), you must meet one of the following conditions: 29.1. it is easily movable;
29.2. it is equipped with lifting means (handles) and safe.

3.2. Management 31. To prevent dangerous situations from occurring, the control system shall be designed and constructed so that they would be safe: 31.1., comfortable and protected from external factors;

32. Control devices must be: 32.1. clear and comprehensible, and marked accordingly (if necessary);
32.2. positioned to be controlled safely and without hesitation;

32.5. positioned so that their operation cannot cause additional risk;
32.6. designed or protected so that their management would not be possible without an external force;

47. If the emergency stop device is interrupted with the stop command, that command must be reinforced with crash apstādinoš locking device while the machine stop is assured. 55.2. delayed car stopping if the command has already been given;
55.3. equipment moving parts or parts that are fastened to the car, falls or is thrown;
55.4. delayed moving parts automatic or hand;
55.5. protection device becomes inoperative.
56. Programmable control system between the operator and the control or control system is convenient and compatible.
3.3. Protection against mechanical accidents 57. machine, its components and devices shall be designed and constructed so as to be sufficiently stable in the operating conditions (if necessary, having regard to the climatic conditions) and not be able to roll over, fall or move unexpectedly.

59. The machinery components and connections must be such that they would be able to withstand the loads specified in the circumstances provided for by the manufacturer.
60. the manufacturer shall choose the materials to their strength (especially with respect to material fatigue, ageing, corrosion and abrasion) appropriate work for the intended conditions of use of the machine.
61. the manufacturer shall indicate in the instructions the type and frequency of inspection, as well as necessary maintenance. If necessary, the manufacturer specifies the parts subject to wear and the criteria for replacement.
62. where measures taken did not fully eliminate the risk of rupture and disintegration threats (e.g. grinding wheels), the moving parts must be mounted and fixed so that it would hold all the parts together.

72. 3.4. the characteristics of the safety guard and 73. Guards and protective devices must be: 73.1. robust construction;
73.2. they do not cause additional hazard;
73.3. easily notable and not sabojājam;

76.5. protection against thrown objects would be enhanced by appropriate barriers.
77. Adjustable guards restricting access to those areas of the moving parts, which are necessary for work: 77.1.  is adjustable manually or automatically (depending on the type of work);
77.2. is easily adjustable without the use of tools;
77.3. reduces threat by thrown objects.
78. Protective devices designed and involve management system so that: 78.1.  moving parts cannot start up while they are within the operator's reach;
78.2. exposed person cannot reach moving parts once they have started up;
78.3. they can be adjusted only by means provided for this purpose (for example, instruments, keys);
78.4. damage or of a component shortage to prevent moving parts starting up (or stop moving parts, if it is running).
3.5. protection against other risks of 79.  If the machine is operated with electricity, it shall be so designed, constructed and fitted so as to avoid any risk of electrical nature.
80. Special requirements in force with regard to electrical equipment designed for use within certain voltage limits, are also applicable in iemontētaj machine equipment.
81. The machine shall be designed and constructed to prevent or limit the potentially dangerous electrostatic charge generation, and (or) charge for the supply of this discharge system.
82. If the machine is provided with other forms of power (hydraulic, pneumatic, thermal energy), it shall be so designed, constructed and fitted so as to avoid the risk associated with the use of a form of energy.
83. Constructing a machine, provides for the possible errors that may occur when mounting the machine when making adjustments or repairs certain types of items, and eliminating their possibility or, if this is not possible, specify the appropriate information on the components and (or) their shells. The same information shall be shown on the moving parts and (or) their shells (also indicate the direction of motion). The rest of the required information, indicated in the instructions.

85. In order to avoid the risk of getting injured from machinery parts or materials at high or very low temperatures, take appropriate protective measures.

87. The machine shall be designed and constructed so as to prevent accidents that may cause overheating or fire truck, gas, liquids, dust, vapours or other substances to or used by the machinery.
88. The machine shall be designed and constructed so as to prevent an explosion, which can cause the machine or gases, liquids, dust, vapours or other substances to or used by the machinery. Take measures to prevent this: 88.1. a dangerous concentration of products;
88.2. prevent the self-ignition from explosive atmospheres;

88.3. reduce to a minimum the risks posed by the explosion area.
89. This provision 88. measures referred to in paragraph 1 requires, if the manufacturer intends to use the machine in explosive environment.
90. the legislative requirements for use in potentially explosive atmospheres equipment and protective systems in force for electrical equipment, are also applicable in iemontētaj machine equipment.
91. The machine shall be designed and constructed in such a way as to minimise the noise, in the light of technical progress and the possibility to reduce noise, particularly at source.
92. The machine shall be designed and constructed in such a way as to reduce the vibrations emitted by the machinery, in the light of technical progress and features vibration reduction, particularly its source.
93. The machine shall be designed and constructed so that the radiation exposure would be limited to the size required by the action, and it would not affect a subject or radiation radiation is reduced to a harmless size.
94. The machine shall be designed and constructed in such a way that external radiation does not interfere with its operation.
95. The use of laser equipment: 95.1.  laser equipment on machinery must be designed and constructed in such a way as to prevent any accidental radiation;
laser equipment to 95.2. machines protected in such a way that effective radiation, caused by reflection or scattering, and secondary radiation would be harmless subjects;
95.3. optical device of laser equipment for monitoring and control of the machine shall be designed and constructed so as to reduce to a minimum the laser radiation risk to subjects.
96. The machine shall be designed, constructed and (or) be fitted so as to avoid risks related to gases, liquids, dust, vapours and other discharges resulting from the operation of the machine.

If the machine is being offered to the market or are in use for the first time, the manufacturer shall ensure that the security measures taken in the light of the car or static or dynamic aspects, take steps to lifting accessories and machinery which are ready for use (hand and energy recovery), you can safely perform the necessary functions.
232. Where the machinery cannot be assembled in the territory of the manufacturer, compliance of the evaluated future use of the site.

233. Every lifting chain, rope or catcher not mounted the car, marked, or, if this is not possible, then attach the plate (label) or a removable ring with the name and address of the manufacturer, as well as details of the attached certificate.

4. The attestation of conformity procedures 258.  In order to certify that machinery and safety components meeting the requirements of this regulation, the manufacturer, his authorized representative or the importer draws up the Declaration of conformity of the national language to be offered to all market machines and safety components under this provision or paragraph 266.268.
259. Each machine shall be marked with the CE mark according to the provisions of Chapter 8.
260. the manufacturer, his authorized representative or the importer prior to the placing on the market of the machinery: 260.1. If the machine is not included in annex 1 of these rules that list: assess its compatibility with the 260.1.1. This provision the requirements of Chapter 3;
260.1.2. presented in the technical documentation of the car (in accordance with the provisions of Chapter 6);
260.2. If the machine is included in annex 1 of these rules that list and manufacturer a production of don't use or only partially applies the applicable standards — submit a sample of the type of the machine check (in accordance with the provisions of Chapter 7);
260.3. If the machine is included in annex 1 of these rules to this list and it is made in accordance with applicable standards, select one of the following procedures: 260.3.1.  presented in the technical documentation of the car (in accordance with the provisions of Chapter 6) and submit it to the authorized body attesting that the documentation is received and will be stored;
260.3.2. presented in the technical documentation of the car (in accordance with the provisions of Chapter 6) and submit it to the authorized body which assesses whether the relevant standards have been applied correctly, and issue a certificate of conformity to technical documentation;
260.3.3. submit a sample of the type of the machine check (in accordance with the provisions of Chapter 7).
261. If the manufacturer, his authorized representative or the importer certifies compliance with: 261.1.  under this provision the requirements of subparagraph 260.3.1., they must also comply with this provision and paragraph 286.288;
261.2. under this provision the requirements of subparagraph 260.3.2., they must also comply with this provision 286.287 and 288, the requirements of paragraphs;
261.3. under this provision, 260.3.1. or 260.3.2 260.1. the requirements of point in the Declaration of conformity is given only in compliance with this provision with the essential security and safety requirements;
261.4. According to this provision, or 260.3.3.) (260.2. requirements are specified in the Declaration of conformity compliance model of the machine that made the type examination and the type-examination certificate issued.
262. Security components of the compliance with the requirements of this Regulation shall certify as to the machine to which it is intended. If the safety component applies the rules laid down in Chapter 7 type-examination, the notified body during a check make sure its suitability for the manufacturer's specified security functions.
263. If the car also apply other legislation, compliance is certified in accordance with the requirements laid down therein and by marking machine with CE marking, it is confirmed that all relevant legislative requirements are met.
264. If the manufacturer, his authorized representative or the importer has not respected the rule 260.261 and 262,., the requirements must respect any person: 264.1.  offers the machinery or safety component on the market;
264.2. assemble machinery or safety components from parts of different origins or manufactures machinery or safety components, the personal use.
265.264 these regulations requirements are not attributable to the person who connects car with interchangeable equipment, assuming that these products are compatible and each of the assembled machine safety components are CE marking and Declaration of conformity.
5. Declaration of conformity the Declaration of conformity for 266. machinery shall include the following information: 266.1. of the manufacturer or of his authorised representative, the name and address;
266.2. Description of the machinery (for example, product type, serial number);
266.3. attached to the machine the required collateral;
the notified body 266.4. name, address and certificate number, which issued the type-examination certificate;
the notified body 266.5. name and address in accordance with the provisions of subparagraph 260.3.1 is stored in the technical documentation;
the notified body 266.6. name and address in accordance with the provisions of subparagraph 260.3.2. evaluated the technical documentation and issuing the certificate of conformity to technical documentation;
266.7. reference to applicable standards;
266.8. reference to other standards and specifications used;
266.9. of the manufacturer or of his authorised representative, the person in charge (who is eligible to sign a declaration) signature, transcript, statement of the place and date of issue.
267. If the machine's Declaration of conformity has been drawn up in accordance with paragraph 15 of these rules, it shall include the following information: 267.1.  the manufacturer, his authorized representative or the importer's name and address;
267.2. machinery or machinery parts;
the notified body 267.3. name, address and certificate number, which issued the type-examination certificate;
the notified body 267.4. name and address in accordance with the provisions of subparagraph 260.3.1 is stored in the technical documentation;
they notified authorities 267.5. name and address in accordance with the provisions of subparagraph 260.3.2. evaluated the technical documentation and issuing the certificate of conformity to technical documentation;
267.6. reference to applicable standards;

267.7. reference to other standards and specifications used;
267.8. official statement that the machine or machine parts will not be offered to the market, while in accordance with the provisions on the safety of the machine is not declared it the machine with which it intended to combine or who will be included in the relevant part;
267.9. of the manufacturer or of his authorised representative, the person in charge (who is eligible to sign a declaration) signature, transcript, statement of the place and date of issue.
268. the safety components of the Declaration of conformity shall include the following information: 268.1. of the manufacturer or of his authorised representative, the name and address;
268.2. Description of the safety component (for example, product type, serial number);
268.3. security features provided by the ingredient in question (if not apparent from the description);
the notified body 268.4. name, address and certificate number, which issued the type-examination certificate;
the notified body 268.5. name and address in accordance with the provisions of subparagraph 260.3.1 is stored in the technical documentation;
the notified body 268.6. name and address in accordance with the provisions of subparagraph 260.3.2. evaluated the technical documentation and issuing the certificate of conformity to technical documentation;
268.7. reference to applicable standards;
268.8. indication to other standards and specifications used;
268.9. of the manufacturer or of his authorised representative, the person in charge (who is eligible to sign a declaration) signature, transcript, statement of the place and date of issue.
6. Declaration of conformity 269.  The Declaration of conformity is the procedure whereby the manufacturer or his authorized representative certifying that the machine or safety component which is offered on the market complies with all the essential safety and security requirements in accordance with Chapter 3 of these rules apply to the machine.
270. Designed and signed the Declaration of conformity shall entitle the manufacturer, or his authorised representative to label machine with CE marking.
271. before the design of the Declaration of conformity by the manufacturer or his authorised representative shall ensure that the technical documentation to be available to all those laws.
272. The technical documentation shall include: 290.2. exploded view drawings with the control scheme;
full detail drawings of 272.2. Kit with all the details of the calculations, the results of the tests that will be required to check the machinery or safety components in compliance with the essential safety and security requirements;
list of 272.3.: 272.3.1. the essential requirements which apply to the machinery or safety components;
272.3.2. use standards used in designing the machinery or safety components;
272.3.3. other technical specifications used in the design of machinery or safety components;
272.4. Description of the methods used to eliminate or reduce to a minimum the risk that can cause the machine or safety component;
272.5. test reports issued by a conformity assessment body notified;
272.6. If the conformity is declared applicable standards,-any technical report on the results of the testing by the manufacturer himself or an authorized conformity assessment body;
272.7. machinery or safety components of the instructions copies.
273. If the machinery or safety components are manufactured in series, the technical documentation shall include a description of the measures carried out by the manufacturer in order to ensure that machinery or safety components, the constant compliance with those rules.
274. the manufacturer or his authorized representative shall make the necessary research or tests on components, fittings or the car, as well as safety components as a whole to determine whether the design and construction of the solution is possible for machinery or safety components, the construct and safe to use.
275. identification of false information in the technical dossier is reason enough to call into question the machinery or safety components in compliance with the requirements of this regulation.
276. If the technical documentation is prepared in full in a suite must be able to sakomplektē and made available (in the documentation, the faster it more important to be prepared). The technical documentation must contain details of the ingredients not the schema used in production, unless the information is not necessary for them to evaluate the machinery or safety components in compliance with the essential security and safety requirements.
277. the technical documentation shall be kept and be available in Latvia for at least 10 years after the last of the machinery or safety components of the date of manufacture, or if the machinery or safety components are manufactured in series, from the last date of manufacture of the unit.
278. the technical documentation shall be drawn up in the national language or in a language acceptable to the notified body.
7. Type examination 279.  Type-examination is the procedure by which a notified body (certified) confirmed that the successful machinery or safety components (hereinafter sample) meets the requirements of this regulation.
280. the manufacturer or his authorised representative choose one of the authorized institution to which the application for type-examination. The application shall include: 280.1.  of the manufacturer or of his authorised representative, the name and address, as well as a sample address of manufacture;
280.2. the statement that such application has not been lodged with any other notified body;
280.3. at least the following technical documentation: 280.3.1. exploded view drawings with the control scheme;
280.3.2. detail drawings with all calculations, the results of the tests required to verify the conformity of the model with the essential safety and security requirements;
280.3.3. Description of the methods used to reduce the risks caused by machinery or safety components, as well as a list of standards used;
280.3.4. the machinery or safety components of the instructions copies;
280.3.5. in the case of machinery or safety components manufactured in series, a description of the measures taken during manufacture to ensure constant compliance with the machinery of the requirements of this regulation.
281. This provision 280.3. the documentation referred to in the sample is added, representing the machinery or safety component type. If this is not possible, indicates the location where the sample can be checked.

282. This provision 280.3. the documentation referred to in point should not contain detailed plans or any other specific information about the detailed mechanisms used for the production of samples, if one of those messages is required in order to assess the conformity of the sample of the essential safety requirements.
283. the notified body shall carry out the following type: 283.1.  examine the technical documentation to verify its consistency;
283.2. checking the machine or safety component: 283.2.1.  make sure that it is made in accordance with technical documentation and can be safely used for conditions;
283.2.2. make sure that the time used in the standard applied properly;
283.2.3. carry out appropriate inspections and tests to verify that the model meets the essential security and safety requirements.
284. If the example complies with these provisions the institution designs and issued by the manufacturer or his authorised representative test sample in the type-examination certificate, the certificate shall state the conclusions reached during the test and the opinions, all the circumstances and conditions for the use of the certificate, as well as the descriptions and drawings necessary to determine what sample certificate is issued.
285. the notified body which issued the type certificate, is obliged by the market surveillance authorities and other authorized institutions first request issue a type-examination certificate as well as a copy of the request reasonable — the technical documentation, a description of the tests and test results.
286. The manufacturer or his authorized representative, must inform the notified body of any changes it makes or intends to make the machinery or safety components of the type represented by the test sample. The notified body shall examine those modifications and inform the manufacturer or his authorized representative, or by the changes the certificate remains in force.
287. the notified body, which refused to issue a type-examination certificate for the sample or withdrawn if the type-examination certificates issued, is obliged to notify this fact to the market surveillance authorities and other authorised bodies.
288. the manufacturer documentation and other relevant information relating to sample test procedure, draws up the State language or language acceptable to the notified body.
8. the CE marking the CE marking 289. (annex 2) uppercase letters ' CE '.
290. the CE marking shall be visible, it must be easily legible and indelible.
291. The machine may be labelled with other marks and symbols, if it does not mislead others as to the meaning or form of the CE marking and does not reduce the visibility and legibility of the CE marking.
292. If the institutions in accordance with these rules and regulations and monitor the machine's controls, establishes that the CE marking does not comply with the requirements of these regulations, the manufacturer or his authorised representative shall be obliged to ensure the prevention of irregularities.
293. If the CE marking is a discrepancy persists, the market surveillance authorities shall take all appropriate measures to restrict or prohibit the placing on the market of the machinery, or ensure its withdrawal from circulation.
9. concluding issues 294. Regulations shall enter into force by 1 January 2001.
295. The machinery and safety components which use is initiated before the entry into force of these regulations, the requirements of this Regulation apply to the 1 January 2003.
