The Republic of Latvia Cabinet of Ministers of 27 June 2000, in Regulation No 217 (in Riga. No 29, 38) sanitary border inspection control, the list of goods subject to control procedures and Issued in accordance with the Customs Act 114. the second paragraph of article 1, these rules determine the sanitary border inspection control of the product list and the procedure is carried out in the country (Customs) of goods crossing the border and carrying vehicle health monitoring and control compliance with the statutory safety and security requirements.
2. Sanitary border inspection officials within their competence: 2.1. This provision 1. goods referred to in the annex: the veterinary control 2.1.1. on importation to the territory of the Republic of Latvia (also free zone) from the territory of another State;
2.1.2. the exportation of goods from the territory of the Republic of Latvia on the territory of another country;
2.1.3. If the goods are stored in customs warehouses;
2.2. controlling the rules referred to in annex 2 item minimum safety compliance and safety requirements: 2.2.1. importation from another country, in a free zone or a customs warehouse for free circulation duty-free, or processing of the marketing store;
2.2.2. where the goods are stored in customs warehouses.
3. The rules referred to in paragraph 2 shall be carried out on a fee according to the price list approved by the Minister of agriculture.
4. Payment for the control are not charged: 4.1 if the controlled goods that are transported in transit through the territory of the Republic of Latvia of a TIR Carnet or a transit declaration (with or without transhipment, storage in customs warehouses, free zones and free ports or without it);
4.2. If the controlled goods that are imported into customs warehouses, free zones and free ports (with or without processing) to take from the Republic of Latvia in transit or reeksportēj;
4.3. If the controlled vehicles that carry this provision in paragraph 4.1 and 4.2 above.
5. The provisions in paragraph 4, the above conditions do not apply to: 5.1 control that is performed outside the working time or place of work;
5.2. This provision of the goods referred to in annex 1.
6. in order to ensure that the controls referred to in paragraph 2, the sanitary border inspection officials: 6.1. National (Customs) of goods crossing the border and carrying vehicle testing;
6.2. carry out conformity assessment and certification of approval (if the need is determined by the laws or other regulations), and other veterinary certificate accompanying expertise;
6.3. laboratory examination of samples when there is reasonable suspicion of non-compliance with the goods referred to in the documents or it does not comply with the minimum safety and safety requirements, and, if necessary, detain goods until laboratory examination results;
6.4. the appearance of quarantine and other records shall take the necessary measures pretepidēmisko, pretepizootisko, and shall authorise the entry of the vehicle and the goods to be imported into the Republic of Latvia and export from it.
7. The provisions referred to in paragraph 2, the control is required, and before the controls for the vehicle with goods must not cross the national border (Customs).
8.
