The Republic of Latvia Cabinet of Ministers Regulations No. 242 in Riga on 18 July 2000 (pr. No 32, § 14) rules relating to simple pressure vessels Issued in accordance with the law "on conformity assessment" article 7 General questions 1. these provisions define the essential safety requirements which must be respected, so designed and constructed that simple pressure vessels, and this compliance monitoring mechanism to, simple pressure vessels properly installed, maintained and used, prevent threats to human health, life and the environment, as well as simple pressure vessels for conformity assessment and market surveillance procedures.

3.2. tanks designed to be installed on ships and aircraft, or their recovery sources;
3.3. the tank used for fire extinguishers.

This is particularly true for people who are interested in the results of the evaluation;
9.3. the institution has adequate staff and technical equipment to be able to perform properly the technical and administrative tasks connected with inspection and surveillance procedures;
9.4. the staff responsible for the checks is: 9.4.1. appropriate technical and professional background;
9.4.2. sufficient knowledge of inspection procedures and experience in carrying out checks;
9.4.3. skills review, report and certificate in design;
9.5. staff remuneration does not depend on the amount of the checks or tests and results;
9.6. the institution shall insure its liability for the results of work which it is empowered to make;
9.7. the institution staff respect the confidentiality and do not disclose information which it acquired their professional tasks, except for the information that an official request to the authorities in accordance with these rules and regulations monitored or controlled tanks.
10. The Latvian National Accreditation Bureau, which appreciated the competence of notified bodies systematically verify this provision 9.2. in point 9.3 and specific requirements.
11. The Ministry of welfare is responsible for submitting proposals for the Cabinet of Ministers on the appropriate competent accreditation of conformity assessment bodies.

14.3.2. elongation after rupture (A), if the test sample taken parallel to the rolling direction: 14.3.2.1. If material thickness is 3 mm and more, elongation after rupture (A) is 22% and more, which sample length (Lo) is the square root of the sample x 5.65 cross-sectional area (Soa) in millimetres;
14.3.2.2. If material thickness is less than 3 mm, the elongation after rupture (A80 mm) is 17% and more, which sample length (Lo) is 80 millimeters;
14.3.3. elongation after rupture (A), if the test sample perpendicular to the rolling direction: 14.3.3.1. If material thickness is 3 mm and more, elongation after rupture (A) 20% or more;
14.3.3.2. If material thickness is less than 3 mm, the elongation after rupture (A80 mm) is 15% and more;
14.3.4. the average gap power (KCV) J/cm2, which determined three longitudinal samples below the working temperature must not be less than 35 J/cm2 of the inspection, provided that a separate sample, it is not less than 25 J/cm2.
15. If the tank use the lowest working temperature is lower than-10 ° C and the wall thickness is greater than 5 mm, the rule laid down in paragraph 14.3. mechanical properties must be checked.
16. Aluminium or aluminium alloys shall meet the following requirements: non-alloy aluminium in 16.1 at least 99.5% aluminium;
16.2. aluminium alloys, of which made this rule 2.2. and 2.3. tanks and referred to their constituents, have sufficient resistance to the corrosion starpgraud maximum working temperature. Aluminium alloys listed must be: 16.2.1. plastic refrigerated condition;

16.2.2.2. the elongation after rupture (A) must be: 16.2.2.2.1. If the test sample is taken parallel to the rolling direction, — 16% and more;
16.2.2.2.2. If the test sample is taken perpendicular to the rolling direction, less than 14%.
17. 24. the designer will comply with the following conditions: 24.1. it must be possible to check the tank from the inside;
24.2. it must be possible to drain the tank and cleaned;
24.3. the tank mechanical properties remain throughout the intended use of the tank;
15.2. intended purpose of use of the tank it is sufficiently protected against corrosion that can be evaluated under actual conditions of use;
24. in the light of the technological process and design characteristics of the tank, no load, which could reduce the safety of the use of the tank;
24.6. the inner pressure does not exceed the maximum working pressure (PS) (it is acceptable that for a short time, the internal pressure can exceed the maximum working pressure of about 10%).

38. the technical documentation shall contain the tank: 23.7. detailed drawings of the tank;
38.2. the manufacturer's instructions;
23.8. documents containing information about: selected materials 38.3.1.;
38.3.2. selected welding methods;
38.3.3. selected checks;
38.3.4. tank components listed tank project.
39. If the tank is carried out verification or compliance declaration in accordance with the provisions of the sixth or the seventh chapter, the technical documentation shall also include: 24.3. the appropriate welding method and welding the welder or operator certificates of qualification;
24.4. the strength of the tank affecting components and Assembly of materials used in the manufacture of test reports;
39.3. inspections and control statements or descriptions of the inspections provided for.
40. Tank technical documentation uses the following definitions and symbols: 24.9. calculate the pressure P is chosen by the manufacturer of the pressure used to determine the thickness of the parts subject to pressure;

25.2. tank series production is the manufacture of containers of the same type in the same continuous production process and within the period specified by the project.
4. Tank circulation 41. internal market internal market can offer tank: tank designer or 25.5. manufacturer (manufacturer), also the person following the tanks designed and manufactured for personal use;
41.2. the tank manufacturer's authorized distributor;
41.3. tank importer.

42.2. the treatment of imported or development and after the leaving of Latvia;
26.3. made in Latvia for sale outer market.
43. The tanks which do not comply with the requirements of this regulation, allowed to play fairs, exhibitions, demonstrations, and similar events, if they are clearly visible indication of non-compliance with the requirements of this regulation and marketing restrictions. 44. 45.2. If the tank is not expected to be made in accordance with the applicable standards or only partially manufactured in accordance with applicable standards, provides a sample of the tank type-examination in accordance with the provisions of the fifth chapter.

5. check the tank type 49. Tank type-examination is the procedure whereby a notified body assesses and certifies (certified) that a prototype vessel satisfies the requirements of this regulation. 50. Type examination includes: 50.1. technical documentation and a tank sample check;
50.2. comparison whether the tank is manufactured in conformity with the technical documentation and may safely be used under its intended working conditions;
50.3. the necessary examinations and tests in order to assess compliance with this provision of the tank in the second chapter.
51. If the examined prototype vessel satisfies the requirements of this regulation, an authorized institution issuing the tank type-examination certificate, certifying that the tank type tested fulfils specified requirements, determines the term of validity of the certificate and give guidance on the conditions of use of the certificate, as well as, if necessary, be accompanied by the descriptions and drawings to identify at the certified sample.
52. the institution of the justified reasons may be: 52.1. issue not tanks of the type-examination certificate or the extension of the period of validity of the certificate, on which it shall communicate to the other notified bodies;
52.2. revoke certificates issued by it shall immediately communicate to the other notified bodies, market surveillance authorities and other authorities which, in accordance with these rules and regulations is monitored and controlled the action with tanks.
6. the verification of vessels 53. verification of the tank is a transaction in which the producer at the time of construction of the tank shall take the necessary measures to comply with the tank certified or certified for the type of technical documentation, and declares this compliance.
54. the manufacturer shall ensure appropriate labelling of each tank to CE marking and compliance with the Declaration.

7. Declaration of conformity 61 tanks. If the manufacturer declares conformity of vessels that each container shall be marked with the CE marking and draws up a declaration of conformity for tank compliance with technical documentation, certified in accordance with the requirements of these provisions, or tanks that are certified in accordance with the requirements of this regulation.
62. to declare the conformity of the receptacles, the manufacturer before continuing manufacture of receptacles shall be submitted to the authorized institution which issued the tank type-examination certificate or certificate of conformity to technical documentation, a description that includes the following information: a description of the plant and 62.1. tank design examination;

62.2. test reports indicating the tank during preparation of the tests performed and test results, as well as the test procedures and the dates on which they are made;

38.8. information concerning staff carrying out this provision 38.7. checks referred to in point. Staff must be qualified and independent of the staff involved in the production process, the qualification and independence must be evidenced in writing;
62.5. the hydraulic or pneumatic tests carried out after the construction of vessels;

63. If the manufactured tanks working pressure (PS) and volume (V) is the product of more than 200 bar × l, the notified body that has issued the tank type-examination certificate or certificate of conformity to technical documentation: 39.2. monitors tank manufacturing process during which the individual inspection of vessels, paying special attention to: 63.1.1. technical documentation;
63.1.2. tanks of the type-examination certificate or certificate of conformity to technical documentation;
63.1.3. the checks performed and test results;
39.3. ensure that this provision is made in paragraph 62 referred to in that schedule;
63.3. manufacturing site or warehouse with statistical methods select samples, to carry out the necessary checks.
8.64. CE marking the CE marking (annex) constitutes the capital letters CE.

70. where the market surveillance authorities and other authorities in accordance with these rules and regulations and monitor the tank controls, establishes that the CE marking on the tank are not justified, it shall inform the manufacturer, the manufacturer's authorized representative or the importer, whose job is to ensure that the tank meets the requirements of the law and do not prevent such infringement.
71. where unreasonable marking of tanks with the CE marking, however, is continued, the institutions concerned shall take the necessary measures to restrict or prohibit the placing of vessels referred to in the internal market, or to ensure their withdrawal from the market or use.
